Many agencies actively recruit bilingual social workers. This study presents the reactions of 10 Chinese bilingual social workers to the expectations and demands of their agencies. The study employed a qualitative design with a phenomenological approach. The participants’ responses provide insight into how they manage ethnic and cultural mental health issues in Chinese populations. This study aims to improve social service delivery for clients with limited English proficiency by identifying effective, culturally competent services. The findings suggest that when hiring bilingual social workers, it is just as important for them to be culturally competent as it is for them to be an ethnic or language match with the client base. Having all of these qualities will result in staff members who can provide more effective services by making accurate diagnoses and identifying appropriate treatment plans. In addition to employing bilingual social workers, it is important to maintain good supervision as this will allow supervisees to have a unique perspective on what is involved in providing effective delivery of services to clients with limited English proficiency. Implications for research, practice, and policy are discussed.  相似文献

Objective. In 1975, the Puerto Rican community successfully sued the New York City Department of Education, mandating the city to provide bilingual education to its Spanish‐speaking English learner (EL) students. The settlement, known as the “Aspira Consent Decree,” has been amended over time to include EL students of all language groups and now requires public schools that have at least 15 students of the same language group in two contiguous grades to offer bilingual education. Yet observational studies of bilingual education classrooms in the city document that Spanish‐speaking EL students may be the only language group that receives native‐language instruction, while students from other language groups who are enrolled in bilingual education primarily receive English instruction. Method. I use this difference in treatment dosage to estimate the effect of bilingual education on the time that it takes students to learn English. Results and Conclusions. Students who enroll in bilingual education classrooms learn English less quickly, but the effect of bilingual education is the same for Spanish‐speaking and other students, implying that negative selection mechanisms are at work.  相似文献

We examine alternative forms of bilingual education that have significant implications for intergroup relationships and the reduction of prejudice in two different national settings: Canada and the United States. The Canadian programs are intended for English-speaking students from the culturally dominant group, whereas the U.S. programs we discuss are intended for language minority and language majority students. Both aim to promote proficiency in English and another language. These programs provide many of the conditions that are argued to be essential for the reduction of prejudice and discrimination. They also provide students with the communication skills and cultural awareness that facilitates intergroup contact. The history and current structure of these programs along with salient educational practices are reviewed, and research relevant to changes in intergroup behavior and attitudes is discussed.  相似文献

This paper critically evaluates research and literature on childprotection social work practice with minority ethnic familieswho speak little or no English. Though the focus is on childprotection, many of the themes raised should be transferableacross to other areas and disciplines. Specifically, the paperfocuses on the limitations and difficulties of using professionalinterpreters in child protection work and covers themes likethe availability of interpreters, the role of interpreters,suitability of interpreters, the interpretation of particularwords and phrases, and manipulating the interpreting process.The paper then moves on to address the important but often neglectedarea of using children as interpreters, and ends by consideringthe broader issue of how language barriers can exacerbate discriminationagainst minority ethnic families.  相似文献

Despite more than 30 years of public health programs to reduce tobacco use, smoking is still the leading preventable cause of death in the United States. In response to this continuing epidemic, voters in California (1988), Massachusetts (1992), Arizona (1994), and Oregon (1996) approved ballot initiatives that established statewide tobacco control programs funded by cigarette excise tax revenues. Evaluating these innovative public health interventions is important, both to improve existing programs and to guide other states in developing and implementing similar interventions. In this paper we describe the methods being used to evaluate the statewide anti-tobacco campaigns in California and Massachusetts, and review the findings of process and outcome evaluations of both programs.
Our review suggests that both programs have had a substantial impact on the public's health by reducing cigarette consumption and stimulating the development of policies to reduce environmental tobacco smoke exposure. However, it does not appear that either program has reduced smoking initiation among adolescents. Our evaluation suggests three problems in program implementation that future anti-tobacco campaigns must avoid in order to produce long-term, sustained effects: (1) the gradual erosion of program funding by the state legislatures and governors; (2) the lack of a consistent, supportive constituency within state government; and (3) inconsistency in campaign themes, messages, and programs. We conclude by offering recommendations to correct these problems so that statewide cigarette-tax-funded anti-tobacco campaigns can realize their potential to become one of the most effective public health interventions available.  相似文献

In a series of voting rights cases, the U.S. Supreme Court held that race-based redistricting, particularly the intentional formation of majority–minority districts (districts in which voters of color constitute a majority of eligible voters) may be unconstitutional if race was the predominant factor in the formation of the district. The Court stated that "redistricting legislation that is so bizarre on its face that it is unexplainable on grounds other than race" may violate the Constitution because of the messages such districts send to the public ( Shaw v. Reno , 1993 ). Yet neither the Court nor social scientists have examined whether the existence of race-conscious majority–minority districts sends messages to voters and what the nature of these messages may be. This research begins to address this scientific issue. In a quantitative content analysis, we examined messages about racial redistricting conveyed to citizens via the print media. Our sample consisted of 355 newspaper articles about redistricting included in the Lexis–Nexis database between 1990 and 2005. We found that newspaper coverage of racial districting contains messages to citizens about the motives involved in redistricting, the individuals and groups who are responsible for it, and its actual and expected effects. This finding is consistent with the Supreme Court's assumption that districts, particularly bizarrely shaped ones, convey distinct messages to voters. The specific messages communicated varied in important ways across the articles. Newspapers in states subject to Section 5 of the Voting Rights Act because of their history of discrimination against voters of color covered racial redistricting differently than states not subject to Section 5. We discuss the legal and theoretical implications of these findings for understanding the role of race in legislative redistricting efforts.  相似文献

The links between science and policy are navigated prominently in the media. The internet provides a forum for discussion of climate change, allowing lay people to enter the debate. In this paper, rhetorical analysis was used to analyse online news articles and comments from the public following two major climate-related decisions in New Zealand. This analysis demonstrates how arguments regarding climate change are built and defended. Identifying strategies invoked by those that occupy a majority or minority position within public discourse on climate change reveals how such arguments take on rhetorical force, providing the basis for establishing claims and counter-arguments. Understanding the rhetorical constructions of such positions can reveal why particular arguments might gain power, opening the way for a more knowledgeable and informed positioning of individuals, organisations, and scientific knowledge to emerge in public debates on climate change.  相似文献

This study examines the gendered use of topic shifting within an electoral community of practice of ten candidates for the governor of Louisiana (three female, seven male) during two political debates. Despite gender, the candidates shared the same communicative goals of building camaraderie with voters as well as distinguishing themselves from each other within these debates. Due to these shared goals, the debate context provided a type of baseline setting to explore whether or not previously established language and gender patterns, such as male communicative goals being generally competitive and female goals being generally collaborative, hold in a public forum. Overall, topic shifting has tended to be seen as a conversational control mechanism associated with competition and male patterns of speech. However, meta-topic shifting (i.e., shifting the topic from a particular educational plan to education in general) has been seen as a collaborative strategy associated with female speech. The findings on men's speech and topic shifting did not support previous research; however, the findings on women's speech and meta-topic shifting did support previous research.  相似文献

Australia's welfare model – targeted payments alongside low but progressive taxation – exemplifies the targeted approach, prioritizing the needs of poorer citizens within the constraints of low taxation. But does this approach match the welfare orientations of Australia's voters? Does the public hold other views about welfare, emerging out of competing interests in welfare debates? We consider results of two questions included in the Australian Survey of Social Attitudes 2005. The first question asks respondents about four welfare goals that outline competing welfare orientations: targeting poverty, expanding health and education, enforcing the welfare rules and reducing welfare. The second question asks about four taxation goals drawing on similar orientations as established for welfare: targeting tax cuts, taxing for welfare, enforcing tax rules and reducing overall tax. Asking about both enables us to tell whether voters approach tax and welfare ‘consistently’ and to see whether, in Australia's case, there is a preference for Australia's targeting model. We reach three conclusions: (1) voters hold diverse preferences about welfare and taxes, but the targeted model has a relatively strong voter base; (2) voters hold ‘pro‐welfare’ orientations, choosing poverty reduction and expanding public services over both paternalism and cutting welfare, and (3) multivariate analysis indicates a level of consistency in welfare and tax orientations among voters.  相似文献

This paper analyses child welfare workers' perceptions of ethnic minority children in England and Norway based on in‐depth interviews with 52 child welfare workers in 2008. We employ a child‐centric theoretical framework to explore up to what extent workers focus on minority children in their perceptions. We found that about half of our study participants (n= 27) did so, and many more in Norway than England. They perceived many risks and problems for minority children related to their ethnicity, including children's biculturalism and language skills, parenting methods, unequal treatment and racism, lack of social inclusion, and problems in school. Norwegian workers displayed a broad needs perception and embraced a change‐orientated perspective and held parents accountable for their children's educational success and social inclusion. English workers had a narrower approach, focusing on protecting children. We discuss how the cross‐country differences may be related to different welfare state and child welfare paradigms.  相似文献

Much of the current debate in ageing countries focuses on whether governments should increase investments in human capital. We address this issue by simulating the effects of additional education spending using an overlapping-generations model applied to Canada. In the context of population ageing, the results indicate that how the policy is funded has powerful impacts on the targeted outcomes. Higher education incentives may increase the rate of human capital accumulation and mitigate the negative effects of slowing labour force growth. However, the impact depends on the distortions implied by alternative tax instruments and the efficiency of public expenditures on education.  相似文献

Objectives. To examine how voters and the general public evaluate women candidates by examining ideological and issue‐based evaluations of women candidates for the House of Representatives. Methods. Data are drawn from the National Election Study for all U.S. House elections from 1990 to 2000. OLS and logistic regression models examining the role of candidate sex in evaluations are tested. Results. When evaluating Democratic candidates, people see them as more liberal and utilize more female issues in their evaluations when the candidate is a woman. For Republican candidates, candidate sex is much less likely to be related to how people evaluate them. Conclusion. The central role of party in public evaluations of women candidates suggests that the impact of candidate sex on voters is more complex than previous works have suggested.  相似文献

This paper considers some of the available published research on family support services for minority ethnic families. In addressing this aspect of social work with minority ethnic families, we seek to make a contribution to the knowledge base of practitioners. The paper begins with an overview of what is known about family support services for particular minority ethnic groups, before exploring three specific areas: family centres, a home visiting service, and family group conferences. There is enough basic research on social cognition, developmental psychology,and peer relations as they relate to prejudice, discrimination, and stereotyping to address program development and evaluation. At the same time, there are enough race relations programs being developed and implemented to inform basic research on prejudice. This issue brings together articles on the interface between basic research and programs on prejudice. The articles focus onspecific programs such as affirmative action, multicultural and bilingual education, cooperative learning, social-cognitive skills training, and bystander interventions. The issue of language within the United States continues to be a matter of contention. Southwestern states, such as Arizona and California, currently wrestle with matters of English as the official language and setting limits upon bilingual education. Plaintiffs and defendants in court cases will communicate emotionally, forcefully and articulately, before the bench and in the public media, defending the moral and constitutional aspects of their beliefs. In these exchanges, the management of symbols most assuredly will be utilized to provide legitimacy. These are not the first incidents relating to language concerns and the manipulation of symbols. During and after World War I, the war to “make the world safe for democracy,” the issue of state sanctioned language was already being considered. This study will examine the issue of language, and the use of three classifications of symbols—myths, metaphors and scenarios—to evaluate the paradoxical attitudes and actions of the Nebraska State and County Councils of Defense during an era of perceived crisis.  相似文献

One challenge faced by many family members caring for persons with dementia is lack of information about how to take care of others and themselves. This is especially important for persons from ethnic minority groups, because linguistically and culturally appropriate information is often not available. In response to these needs, we developed a web site for Spanish-speaking caregivers. Cuidatecuidador.com provides bilingual information on dementia and caregiver issues. Content was developed and then evaluated by caregivers residing in 3 countries. Findings suggest trends that exposure to information may be related to a higher sense of mastery and a reduction of depressive symptomatology.  相似文献

For some time the actuarial imbalance between revenues and benefit payments in the Social Security retirement programme in the United States has been a concern for decision makers, professional analysts, and the public. In response to this actuarial imbalance, President George W. Bush proposed in 2004 that changes be made in the method whereby Social Security benefits are determined and that individual investment accounts be established under the rubric of Social Security. The debate over the issue was intense, but it was effectively stilled by the middle of 2005. The probable legacy of the 2004‐05 debate is that limits have been placed upon future options to deal with the Social Security programme's financial difficulties. This article identifies those constraints which, together, constitute the new public policy “template” for future debates relating to the Social Security retirement programme in the United States.  相似文献

The objective of this paper is to attempt to move beyond the impasse of ethical objections to reusing qualitative data. In doing so, there is no intention of dismissing the importance of ethical debates, in fact, quite the opposite. The debate about ethical reuse needs to be deepened and broadened. First, the current terrain of research ethics will be summarised and situated in the context of broader philosophical ethical frameworks. In contrast, the debates around ethics of archiving have often been narrowly focused on participants' rights. The framework of debate should be broadened first by recognising other entities traditionally deemed within the scope of research ethics, namely the scholarly community and the public. The second useful broadening of the framework is provided by a deontological ethical stance with its focus on duties. In the final section, this expanded framework will be used to rebut several common ethical arguments against archiving qualitative data: archiving violates confidentiality; informed consent for reusing data is impossible; reusing data violates trust between researcher and participant; and, archiving creates an unacceptably high risk of data misrepresentation. If a more general philosophical debate on ethics has something to contribute, the central message must be that no single ethical claim is incontestable. The conclusion will position these debates in a wider context by asking what is at stake when the boundaries of ethical discourse about sharing data are drawn too narrowly.  相似文献
