ABSTRACT

Many families living in poverty rely on housing subsidies. Housing subsidies restrict the housing stock and neighborhood choices for families living in poverty. Fortunately neighborhood social cohesion can protect families from many of the deleterious consequences associated with living in a low-income neighborhood. This study uses panel data from the Annie E. Casey Foundation's Making Connections initiative to test the role of public housing types on perceptions of neighborhood social cohesion. The probability sample used in the study consists of 2,470 households living in low-income neighborhoods in ten cities in the United States. Results show that public housing residents, both housing choice voucher users and non-housing choice voucher users, on average, report lower neighborhood social cohesion than their non-public housing neighbors. Results also show that moving to a new neighborhood consistently predicts improved neighborhood social cohesion while moving to public housing predicts declines in perceived neighborhood social cohesion. Choice in where one lives seems to play an important and positive role in perceptions of neighborhood social cohesion. Based on these data, it is suggested that policy makers and housing providers prioritize choice in the development and delivery of public housing.  相似文献

This study relied on theories of family resilience to examine and differentiate the roles of community social support and family resilience in regards to access and utilization of healthcare and employment resources for public housing residents. The study assessed 234 public housing residents and used structured regressions to test the role of family resilience, internal and external community social support on outcomes associated with economic mobility. Results suggest that external community social support is associated with increased access to and use of health and employment resources. Additionally, residents with higher levels of resilience sought social support from outside of their communities to a greater degree, thereby increasing their access and use of resources. Increases in internal community support were associated with increases in external community support, but alone, limited access to and use of resources. Implications of the findings for policy, interventions, and future research are discussed.  相似文献

Housing Opportunities for People Everywhere, or commonly known as HOPE VI, under the auspices of the U.S. Department of Housing and Urban Development (HUD), has a mission to rebuild severely distressed public housing. In general the goals of HOPE VI projects are to improve severely distressed public housing and to improve the lives of its residents. While evidences around the country either lend support to these goals, or find anomalies, we find severe contradictions in a specific mid-south HOPE VI project. The question investigated is whether one particular HOPE VI project was efficacious in accomplishing these goals or was it deleterious to the residents and to what extent. The study began with straightforward comparisons of the original residents and the residents selected for resettlement in a HOPE VI reconstruction project. The investigation continued with a regression analysis of the factors that were significant in determining if a head of household was accepted for resettlement. The results of this analysis clearly demonstrate that there is a bias in the selection of those individuals accepted for resettlement.  相似文献

The access to publicly funded long‐term care (LTC) in Spain has been traditionally rationed through the use of means tests based on individuals’ current income and needs. However, individuals’ wealth, primarily housing assets, is progressively taken into account. Parallel to this feature, the responsibilities for the organization of LTC services have been devolved to region‐states – autonomous communities (ACs), giving rise to some regional heterogeneity, though limited evidence has been reported on the underlying determinants. This paper examines the current role of housing assets in determining public and private funding for long‐term care in Spain. Secondly, we present a qualitative and quantitative examination of the regional heterogeneity in the provision and public funding criteria determining eligibility for public support for LTC. Finally, we report survey evidence on the individual's willingness to sell (WTS) their housing assets in order to either totally or partially finance the access to LTC. Our findings suggest that housing assets are the main source of wealth accumulation at old age. Yet there is significant regional heterogeneity in the access to LTC resulting from regional differences in the means testing criteria. Progressively, all ACs are considering housing assets in their means testing criteria. Interestingly, individuals’ willingness to sell their housing assets declines with age and is more common among less skilled and widowed individuals.  相似文献

In March 2014, the minister responsible announced that all of the approximately 600 public housing tenants of Millers Point and the Sirius Building in inner Sydney are to be moved and the properties sold. Millers Point is probably the oldest public housing area in Australia. The Sirius Building was purpose built for public housing tenants in the late 1970s. The article briefly examines the gentrification process in the Millers Point area. However, the main focus, drawing on six in‐depth interviews with public housing tenants who are still residents in the area and 13 who have moved, is an examination of the impact of the government's removal announcement and the actual displacement of residents. What this article illustrates is that the place attachment of most of the interviewees was profound and the removal announcement and the actual move were devastating. Interviewees spoke of deep sadness and anxiety at the thought of leaving what they considered a unique and genuine community. Residents who had moved told of their isolation and melancholy at having lost their local social network. The research shows that the human cost of policies and not revenue should always be the central consideration.  相似文献

This paper reviews the moral agenda of Thatcherism, in terms of maintaining traditional family structures, family roles and family responsibilities for economic support and personal care of family members. It asks to what extent and in what ways this agenda was promoted during the eighteen years of Conservative rule; to what extent contradictory forces within Thatcherism and elsewhere undermined this agenda; and what have been the consequences for women in family and public life. The marketization of life, pursued under Thatcherism, contributed to undermining the family form which has traditionally underpinned the market. Deregulated labour markets and spreading owner-occupation in an unstable housing market have been important contributions to family breakdown, insecurity and women's access to—and need for—jobs. The idea of family responsibility was promulgated, but in practice family members have become less able to support each other.
Nevertheless, one consequence of these changes has been a stronger position for women as women by the end of this Conservative era. Access to paid work makes women less dependent within families and improves their access to public politics. Social policies geared to the Beveridge-type family had become increasingly threadbare and some changes—such as policies enabling lone mothers to do paid work—had been forced by the increasing mismatch between family realities and the Beveridge model. Many changes owed more to the women's movement than to Thatcherism, but Thatcherite policies played a (largely unintentional) part.  相似文献

Hong Kong is a typical example of a world city that faces escalating poverty and housing problems. Problems related to housing are crucial in determining deprivation. By means of hierarchical linear regression on a representative survey of Hong Kong residents in 2014, this study examines the impacts of household income and housing factors on the deprivation of residents in Hong Kong. The study indicates that income level has a crucial effect on the deprivation level of households; whereas housing cost per capita, living area per capita, and living quarter problems significantly influence deprivation. A small interacting effect exists between household income and housing factors, which do not influence the independent effects of living area per capita and living quarter problems on deprivation. For the public rental housing residents, only the effect of living quarter problem on deprivation is significant, whereas for private rental housing residents, living area per capita and living quarter problem have a significant effect. Among all the models, housing expense per capita is a significant factor only in model for overcrowded households. The study recommends that improving the maintenance and renovation schemes for public and private housing with poor living environment is a good strategy to improve housing conditions and deprivation. The study suggests that anti‐poverty policies must consider strategies and measures that can improve the housing factors, including housing expenses, living density and living quarter maintenance problems, especially for those residents with high living density, such as those living in bed spaces, cubicles, and subdivided flats.  相似文献

Social isolation is a significant public health problem among many older adults; however, most of the empirical knowledge about isolation derives from community-based samples. There has been less attention given to isolation in senior housing communities. The objectives of this pilot study were to test two methods to identify socially isolated residents in low-income senior housing and compare findings about the extent of isolation from these two methods. The first method, self-report by residents, included 47 out of 135 residents who completed in-person interviews. To determine self-report isolation, residents completed the Lubben Social Network Scale 6 (LSNS-6). The second method involved a staff member who reported the extent of isolation on all 135 residents via an online survey. Results indicated that 26% of residents who were interviewed were deemed socially isolated by the LSNS-6. Staff members rated 12% of residents as having some or a lot of isolation. In comparing the two methods, staff members rated 2% of interviewed residents as having a lot of isolation. The combination of self-report and staff report could be more informative than just self-report alone, particularly when participation rates are low. However, researchers should be aware of the potential discrepancy between these two methods.  相似文献

Management of public rental housing is out of public view because most of the rules, regulations, and management policy directions arise from within the housing authorities themselves. As such, the policies can be vague, contradictory, and unrelated to the actual social and economic situations of the residents of public housing. The housing estate manager must translate these policies into a workable day-by-day relationship with tenants. The quality of housing estates is the result. We must be concerned, for on this quality rests the success or failure of our public housing policy.  相似文献

Abstract

This study sought to determine whether need for healthcare and reported health status among adult men (N?=?1,113) in US Federal prisons (in 12 states) changed from pre-release to 15?months after release by analyzing data collected by the Serious and Violent Offender Reentry Initiative (SVORI). Specifically, the study was guided by three questions: (1) were there changes in treatment for specific diseases; (2) were there changes in health status, need for care, and access to and satisfaction with healthcare; and (3) did various social determinants of health predict any of the health outcomes at 15-month follow-up. The analysis of SVORI data found that men reported lower physical and mental health status and declines in receiving treatment following release, but greater satisfaction with healthcare. Further, analysis found the best predictors of health status as being satisfied with access to health care as well as employment. The greatest declines were in mental health treatment, however those ceasing treatment did not report worse physical health status, mental health scores, housing, employment, or recidivism. Future research is needed to determine the significance of the link between employment, satisfaction with access to health care, and health status among ex-prisoners.  相似文献

本文采用社会学干预的研究方法,在北京大栅栏的院落空间调整中讨论了公共空间的含义与公共重建的问题。与西方将公共空间作为具有政治或社会意义的公共生活不同,大栅栏的居民从所有权出发将公共空间定义为国家财产,又在使用中逐渐侵占并瓜分了这些在管理上被忽视的国家空间。这既是住房等公共服务欠缺的结果,也被历史形成的国家与个人关系所建构,公共空间因此充满了各类行动者在日常生活与社会实践中的互动。本文将介绍两个强干预的社会行动案例,它们分别以“孵育社会生活”和“划分公私边界”为思路进行院落空间调整实验,但前者失败,后者成功。结论部分对此进行反思并指出,公共重建需要调整空间中的国家与个人关系,并建立公共空间使用的规则。  相似文献

This article discusses special category housing for homeless addicts, based on case studies of two different housing programmes and using both qualitative and quantitative data. The staff and residents were interviewed about their experiences of the programmes. Longitudinal data were collected on various indicators of substance misuse and the frequency of contact with the social services at different levels. Our findings show that special category housing has positive direct effects on the housing stability of the residents and their feelings regarding their quality of life, but not on their substance misuse. However, the increased housing stability seems to be more a direct effect of their staying on the programme, rather than a long-term effect. Furthermore, although their quality of life improves, the residents still experience a lack of belonging and feel that their lives lack meaningful content. The choice of special category housing as an intervention model thus seems to perpetuate rather than prevent social exclusion and can possibly be described as an expression of 'institutionalised resignation'.  相似文献

Currently the care of the elderly is part of a nationwide trend of deinstitutionalization. However, community placement of formerly institutionalized clients, particularly through the mental hygiene system, has in some instances met with negative community response. Extent of resident participation in the community and degree of community acceptance were studied through interviews with caretakers ir) 100 foster homes, housing one to four clients over 60. More than 3/4 of the residents were reported as having met neighbors. One-third of the residents take walks in the neighborhood, with an additional 2/5 visiting in the neighborhood. One-third participate in activities such as senior centers or church groups. Contrary to expectation, those homes associated with the mental hygiene system reported greater participation in community activities than did those sponsored by the social services system. Negative response from the community occurred in only about 10% of homes. Thus, foster family care appears to show promise both for community integration of the elderly and for community acceptance of the deinstitutionalized.  相似文献

ABSTRACT

A major resource of neighborhood organizations is the voluntary participation of residents who give their time and energy to improve their communities. In recent years, there has been a revitalization of strategies to engage residents to volunteer for neighborhood-based organizations. Guided by organizational empowerment theory and the ecological perspective, the current study examined the relationship between citizen participation and organizational characteristics and effectiveness and the benefits received by residents participating in neighborhood organizations in poor communities. The data were gathered through a survey of resident volunteers in four neighborhood organizations in Pennsylvania and were analyzed using hierarchical multiple regression analyses. The results showed that volunteers' level of involvement in their neighborhood organization influenced their self-efficacy. However, volunteers' perceptions of their neighborhood organizations' characteristics and effectiveness were the most strongly related to the benefits of citizen participation, contributing to residents' self efficacy, collective efficacy, and sense of community. Implications for social work research and practice are discussed.  相似文献

This review of the social science literature examines correlates of homelessness. The review is supplemented by the voices of 12 low-income women who are temporarily housed or living in public housing. Homelessness for women is associated with teen pregnancy and parenting, domestic violence, working at minimum-wage jobs, and waiting lists of several years for subsidized housing. We conclude with a summary of women's experiences accessing government housing programs. Public policy recommendations regarding housing programs are made. This paper considers the role of sheltered housing following the introduction of new community care arrangements in 1993 and examines the continuing uncertainty about its exact role as community care continues to develop. It reports on a study conducted in Shropshire, using a postal survey and interviews with older people and service professionals. The study highlights the importance of sheltered housing for older people, particularly in relieving them of concerns about maintenance and repairs, social isolation and security. These factors were crucial for their overall peace of mind and quality of life. While only a small proportion of tenants received help under social services' community care arrangements, the additional support, monitoring and service coordination provided by wardens helped some of them to remain in sheltered housing when residential or nursing home care might otherwise have been necessary. Sheltered housing was overwhelmingly popular with older people — but their satisfaction was closely associated with the availability and quality of the warden service. Although sheltered housing is not currently in vogue in housing policy, the paper argues that it plays a vital role in local provision for older people and needs to be more closely integrated into community care policy, while at the same time preserving the characteristics that make it popular with its residents.  相似文献
