"The 1986 Immigration Reform and Control Act (IRCA) created two one-time only legalization programs affecting nearly 3 million undocumented immigrants. Legalization has produced important changes among immigrants and in immigration policy. These changes include new patterns of immigrant social and economic adaptation to the United States and new immigrant flows through family ties to IRCA-legalized aliens.... This article combines data from a longitudinal survey of the IRCA-legalized population with qualitative field data on current immigration issues from key informants in eight high-immigration metropolitan areas. It reviews the political evolution and early implementation of legalization, the current socioeconomic position of legalized aliens, and changes in the immigration ?policy space' resulting from legalization."  相似文献

Using Catherine Dauvergne's The New Politics of Immigration and the End of Settler Society (2016) as a starting point, this article explores subnational policy dynamics in Canada, Australia and the United States. It considers whether the trends associated with legalization, two-step programmes, rapid policy changes and economic discourses are present in Canadian provinces as well as in U.S. and Australian states. It shows that the forces described by Dauvergne contribute to a further rescaling of policymaking and to the emergence of subnational migration states. However, this article also demonstrates that this common movement varies in its consequences and identifies two central subnational policy responses typical of the new politics of immigration: 1) the “economic subnational migration state” (Canada and Australia) and 2) the “access subnational migration state” (United States). The models and the global trends described in this article have implications for immigration policymaking in federations.  相似文献

While previous research on immigration attitudes among the American public has focused on factors such as economic threat, social context, and racial prejudice, fewer studies have examined the psychological determinants of immigration policy preferences. This study analyzes the results of an implicit association test (IAT) procedure that measures automatic nativist preferences for a traditional American culture versus a Latino‐American culture (i.e., implicit nativist attitudes). In brief, this study demonstrates that implicit nativist attitudes are fairly common, that they are an independent predictor of immigration policy attitudes, and that they affect those who are not explicitly nativist but who still hold restrictionist policy views.  相似文献

"The scale of overseas immigration and the exceptional importance of the role played by migrants in demographic, economic and cultural trends in Australia makes the immigration policy one of the key components of Australian politics. Both the immigration policy and the outcomes of this policy are shaped by four major groups of factors: demographic, economic, cultural, and political in a broad sense. The weighting of these factors changes from period to period. This paper looks at the extent to which some of these factors affect regional differentiation of the immigration pattern. The analysis is focused on the influences of employment structure and other socio-economic characteristics of different Australian regions, exerted on overseas migration to these regions." Canada's immigration system is currently undergoing significant change driven by several goals that include (1) a desire to improve the economic outcomes of entering immigrants; (2) an attempt to better respond to short‐term regional labor market shortages often associated with commodity booms, and (3) a desire to shift immigration away from the three largest cities to other regions of the country. These goals reflect the implementation of new immigration programs in the 2000s. The paper discusses the recent changes to Canadian immigration policy, examines preliminary evaluations of the new programs and discusses potential future issues emanating from the changes.  相似文献

Current debates around US immigration policy are playing out against a backdrop that has changed significantly in the past 20 years: immigrants have increasingly gravitated towards “new destinations”; a large and growing portion of immigrants are undocumented; and the federal vacuum in responding to the promise and problems of these new immigration trends has devolved policy to the states. As a result, we have seen innovation on the state level as policymakers seek to accommodate, welcome or resist immigration, with varying degrees of success. In this paper, we explore the case of Utah as a new immigration destination, seeking to understand its transformation from a state with very inclusive immigrant policies as late as 1999 to one currently adopting highly restrictive immigrant policies. To explain this trajectory, we test three prominent materialist theories of public policy: instrumentalism, structuralism and strategic-relational approaches. We draw on a decade’s worth of primary data – including data on state-level legislation, key economic indicators, public statements concerning immigration from the private business sector and the LDS Church, and the editorial content of the state’s two major newspapers regarding immigration – to examine the policy explanations that grow out of interest-based theories of the state. Whereas these theories provide robust explanations for a large and diverse array of public policies, we find that they fall short in explaining immigration policy. While conventional wisdom – and extensive scholarly research – suggests that economic interests drive policy, we find that the policies around immigrants challenge this economic reductionism, suggesting the need for more complex and ideational accounts of this important phenomenon.  相似文献

The literature on immigrant transnationalism and on irregular immigration suggests irregular migrants engage relatively little in transnational activities because of the obstacles associated with their legal and economic statuses. Drawing on participant observation and in‐depth interviews with a diverse population of irregular migrants in Belgium and the Netherlands, however, I shall demonstrate in this article that irregular migrants do indeed engage in various transnational activities. Moreover, I argue that a focus on aspirations helps to understand why irregular migrants either do or do not engage in specific transnational activities. Distinguishing between investment, settlement and legalization aspirations, I analyse whether and for what reasons irregular migrants carry out economic, social and political transnational activities. I conclude that future research on transnationalism and on the incorporation of irregular and regular migrants alike could benefit from contextualizing the agency of migrants by taking their aspirations into account.  相似文献

In this study we use data from a 2004 New York Times/CBS News national survey to analyze public opinion toward a guest worker program and to compare predictors of support for guest worker and general immigration policies. In general, Americans tend to be divided in their attitudes toward a guest worker program, although support for temporary worker policies is stronger when legalization for unauthorized immigrants is conditioned on certain requirements, and when the program is coupled with enhanced border security. The results of the bivariate probit analysis indicate that individuals who favor reducing the immigration level also tend to oppose instituting a guest worker program. Perceptions of the “costs” of immigration emerged as the most important determinant of individuals’ attitudes toward immigration policies; such beliefs contributed to opposition to a guest worker policy and support for reducing the immigration level. We also found that residents of high‐immigration states and Latinos were more likely to support a temporary worker program. However, these characteristics do not appear to influence individuals’ judgments about the number of immigrants who should be admitted to the United States. Findings regarding the impact of political partisanship and ideology on attitudes toward the two policies were more ambiguous.  相似文献

For decades, U.S. immigration policy debates have centered on creating a merit-based system limiting entry to high-skilled immigrants. Yet the emphasis on merit-based immigration ignores the fact that high-skilled immigrants already enter the United States in merit-based immigration assume high-skilled immigrants benefit the U.S. economy because they are better able than low-skilled immigrants to translate skills into economic success. Using Sub-Saharan (Black) African immigrants' labor and housing market outcomes, I show that meritocracy only partially explains U.S. labor and housing outcomes, leaving a merit-based system unlikely to address America's economic needs. The majority of immigrants to the U.S. are non-White, and racial discrimination in the labor market results in occupational and wage disadvantages in the U.S. Due to the public charge rule, high skilled immigrants may be less likely to get their visas renewed or green card applications approved because of these labor market disadvantages. Without stable visa status, high-skilled immigrants will be less likely to make long-term economic investments in the United States—an important way of contributing to the U.S. economy. Together, research indicates that U.S. immigration reform will not work without first enacting policy addressing racial disparities in economic systems.  相似文献

Abstract

We contribute to the debate about the effects of immigration in the United States by analyzing the impact of recent (1980-2000) immigration on the economic outcomes of African Americans. We use Census 2000 data for a sample of 150 U.S. metropolitan areas to examine these outcomes. Our findings indicate that after controlling for a variety of theoretically relevant control variables, increases in recent immigration decrease labor force non-participation and poverty, and increase median earnings, among blacks. We argue that recent immigration expands blacks' job opportunities in or near the middle of the occupational hierarchy (e.g., protective services; office and administrative support). However, we also find a non-linear effect of immigration on black median earnings which indicates an immigrant population threshold where black earnings begin to decline. Thus, both sides of this debate may be correct: middle-class blacks benefit from increased immigration, but the gains of the black middle class do not always offset the fact that poor and lower-skilled blacks are losing out because of increased competition with immigrants.  相似文献

The gendered nature of the immigration experience is shaped and reinforced by law, legal consciousness, and the normative understandings they help constitute. This article provides an overview of the role of gender in migration processes from a law and society perspective, and includes an empirical focus on the new immigration to Italy and Spain as an illustration of the utility of such an approach. Beginning with a brief summary of the literatures of feminist jurisprudence and law and migration, respectively, the small body of scholarship at the intersection of these fields is reviewed. The author then examines the new immigration to Italy and Spain and argues that this immigration and the policies that shape it highlight the role of the state in gendering immigrant labor and offer new angles from which to consider the interplay of gender, race, migration status, and marginality. In concluding, the author proposes that such exploration of immigrants’ experiences in southern Europe reveals the surprising complexity of immigrants’ multiple marginalities, and exposes the powerful contingencies of economic context, prevailing stereotypes, the particulars of state policy, and the agentive power of people struggling to survive.  相似文献

Drawing inspiration from the work of Robin M. Williams Jr., I map out the complexities of ethnic and racial relations in the contemporary United States by focusing on the impacts of 9/11—particularly in relation to immigration policy. Because the attackers entered the country through regular immigration channels (i.e., as foreign students) the U.S. government has introduced policies to enhance border security, restrict immigration, increase the surveillance of immigrant populations, and more actively enforce immigration policy. These national-security-related immigration policies, however, are exacerbating existing tensions and producing new sets of ethnic and racialized conflicts in the United States. In this article, I first provide an overview of the key national-security-related immigration policies that were passed in the wake of September 11, 2001. Then, I review some of the recent sociological literature, as well as draw from my own preliminary research in the State of New Jersey, to illustrate the social impacts of these policies on ethnic and racial relations. I conclude with an outline of the ways the sociology of ethnic and racial relations specifically, as well as other subfields of the discipline, might approach analyses of social conflict in the contemporary United States, post–September 11.  相似文献

This article provides evidence on irregular immigration to the US from Mexico in the years 1963–2014. It aims to answer to two questions. The first is: how much is irregular immigration responsive to changes in the US labour market? Compared with legal immigration, irregular immigration seems to be more sensitive to short‐run economic cycles as it is not directly regulated by the policies of the destination country. Second, what effect does border enforcement have on irregular immigration? One of the proposals of the recent bill is the construction of a double layer fence on the Southern border. We do not know, however, to what extent a further increase in border security will prevent irregular immigration and at which economic cost. The contribution of this article is dual: first, it provides empirical evidence on irregular immigration to the US Second, it provides evidence about the effect of US border policies on irregular immigration.  相似文献

This article analyses the development of integration policies concerning third country nationals at the level of the European Union (EU). Starting with the discovery of recent policy developments at the European level, including new European directives mainly granting social rights to non‐EU citizens, the paper proceeds to examine the reasons that enabled this shift from the national to the European level of decision making. It concludes that integration policies have been created as a new EU policy field amidst the also fairly new policy field of immigration policies. In light of the theoretical concept of “organisational fields,” the interests and motives of the main actors involved in the emergence of this policy field are analysed. The research combines neo‐functionalist and intergovernmentalist assumptions, and it results in the following conclusions: First, a European integration policy could only be established within the emerging field of immigration policies, which laid the groundwork for member state collaborations in this highly sensitive policy area. Secondly, the European Parliament, the Council of Europe, several non‐governmental organisations and most notably the European Commission played an important role in promoting integration policies at the European level. Their engagement is interpreted as a necessary but not as a sufficient condition for the establishment of this policy field. Thirdly, these actors tried to strengthen the status of integration policies by emphasising the linkage between successful integration policies and economic and social cohesion. This semantic strategy, among other discussed reasons, facilitated the member states’ decision at the European summit in Tampere 1999 that all third country nationals shall be granted comparable rights to EU citizens.  相似文献

While economic globalization has altered the geography of international migration and introduced an array of new sources and destinations, our understanding of the specific mechanisms that link economic globalization to migration remains limited. In this article, I attempt to extend previous research by undertaking an empirical case study of Mexican migration to the USA. Using a unique dataset, I construct multivariate models to test whether, in the context of economic integration, occupations channel migration between similar sectors of the Mexican and US economies. I focus on the food‐processing sector because of its role in the geographic dispersal of Mexican immigration. The results show a strong channelling of Mexican immigration along an occupational line linking the Mexican and US food‐processing sectors. The implementation of the North American Free Trade Agreement (NAFTA), which ushered in a period of intensive political and economic integration, strengthened this occupational channel. By seeing the changing geography of Mexico–US migration in the context of economic globalization, this study casts light on the micro‐level foundations of the globalization–migration nexus.  相似文献

This article engages with arguments that contemporary immigration politics is defined by a “loss of settlement” by examining recent developments in Canadian immigration and refugee policy that have made permanent residence less permanent. We suggest that the rise of probationary immigration has been facilitated by horizontal status stratification within groups that were historically marked by relative status equality. In order to examine this claim empirically in the Canadian context, we analyze the rise of temporary foreign worker recruitment, the move from “one-step” to “two-step” immigration, and changes to refugee policy that, for the first time, linked loss of refugee status to the loss of permanent resident status.  相似文献

Despite the heightened awareness of irregular migrations worldwide, a certain misappreciation or underestimation of the saliency of irregular migration issues persists. Conflict in the strife-torn Indian state of Assam, for example, has been widely publicized, but its roots in immigration issues linked to communal tensions are insufficiently understood. Conflict around the globe seems increasingly to involve, both as cause and effect, migrants in irregular status whose problematical or illegitimate presence itself is at issue. The global recession prompted governments in immigration-welcoming countries to adopt more restrictive stances vis-a-vis immigration at a time when global migratory pressures were expanding enormously. As if by a process of demonstration effect, 1 country after another began to view migratory flows with alarm--flows which previously had been regarded as benign or quantitatively unimportant. Part I of this special issue examines a variety of public responses to irregular migration. Part II looks at legalization issues in a number of national contexts. Part III contains 3 comparative reflections on immigration reform in industrial democracies. Part IV provides an overview and sampling of recent empirical and survey research findings on irregular status migrants, primarily in the US. This special issue is intended to encourage further research on irregular migration, foster better understanding of this complex phenomenon, and contribute to enlightened public policy-making.  相似文献

Abstract

Immigrants to the United States face new and significant challenges since the 9/11 terrorist attacks. Within a dramatically short time national immigration policy has become oriented more to protecting Americans than welcoming people from other nations. Creation of the Department of Homeland Security, dismantling the Immigration and Naturalization Service, and tightening the rules and enforcement provisions for immigrants were changes designed, not to facilitate the immigration process, but to counter the threat of terrorism and preventing potential terrorists from entering the country. This article discusses the recent policy changes that have affected the immigrant community and reviews how professionals working with immigrants might address these changes to better help their clients.  相似文献

This research analyzes attitudes on immigration before and after the February 14–15, 2015 Copenhagen shootings. Little research has been conducted on changes in immigration beliefs pre‐ and postcrisis events, and, further, this research has not closely considered how political views and safety concerns may operate within immigration beliefs in an additive, interactive, or mediating fashion. Using the 2014 and 2015 Copenhagen Area Surveys, the latter conducted shortly after the February shootings, our findings show that taking the survey either before or after the shootings did not shape immigration policy preferences. Instead, the findings reveal that right‐leaning political affiliation and a greater fear of crime are the strongest predictors of anti‐immigration attitudes. Implications center on new approaches to understanding societal responses to crisis events.  相似文献

"The legalization strategies pursued by Salvadoran immigrants and activists from the 1980s to the present demonstrate that migrants' and advocates' responses to policy changes reinterpret law in ways that affect future policy. Law is critical to immigrants' strategies in that [U.S.] legal status is increasingly a prerequisite for rights and services and that immigration law is embedded in other institutions and relationships. Immigration law is defined, however, not only when it is first formulated but also as it is implemented, enabling the immigrants who are defined according to legal categories to shape the definitions that categorization produces. Immigrants and activists also take formal legal and political actions, such as lobbying Congress and filing class action suits. Through such formal and informal policy negotiations, immigrants seek to shape their own and their nations' futures."  相似文献
