Due to the household registration system, millions of rural‐to‐urban migrant children in China are ineligible to receive urban social welfare benefits. These children potentially suffer from the evolving awareness of their perceived inferior social identity and experiences of inequalities at an early stage of life. This study examined whether self‐perceived social identity is related to academic performance and peer relations among rural‐to‐urban migrant children in Beijing. Data were collected from 136 children during 2013 and 2014 in three schools for migrant children in Beijing. Path analysis showed that children who identified as a Beijinger, compared with those who self‐identified with their rural hometown, had better self‐efficacy, which in turn was associated with better academic performance and better peer relations. Enlightened by Western theories, these findings suggest that migrant children’s performance in school could be enhanced by cultivating positive perceptions of their social identity through teachers’ practice and community‐ and policy‐level social support. 相似文献

Abstract This paper investigates the extent to which social capital and participation in community activities predicts happiness, health, and life satisfaction in Australia. Residents of a Gold Coast suburb completed a random door‐to‐door survey, with a 74% response rate (n = 249). Ordinal regression analyses revealed that only two elements of social capital—Value of Life and Feelings of Trust and Safety—predicted happiness (β = 0.4, P = 0.00; β = 0.12, P = 0.00), life satisfaction (β = 0.46, P = 0.00; β = 0.09, P = 0.02), and health (β = 0.29, P =0.00; β = 0.11, P = 0.00). In terms of community activities, not participating in social activities predicted both unhappiness (β = ‐0.16, P = 0.05) and reduced life satisfaction (β = ‐0.20, P = 0.01). Such findings suggest that how social capital is defined and measured is important, as only two of the seven elements—life satisfaction and health—predicted happiness. The key implication is that implementing strategies, initiatives, and urban designs that facilitate feelings of trust and safety may foster health, happiness, and life satisfaction. 相似文献

As the Chinese government has purposefully built economic, social and political links with several African states in recent decades, new patterns of international migration have emerged. Notably, mixed‐race families are increasingly visible in southern China, particularly Guangzhou, where there is a concentration of African traders. The few existing studies on this population have failed to pay attention to how, in the absence of state provision of or support for key public resources including health care and education, African‐Chinese families are raising their children. We examined factors contributing to NGO successes and failures in facilitating these families’ wellbeing and integration into mainstream society, drawing on the theory of voluntary sector failure. Mixed‐raced families are relatively isolated from mainstream society as well as formal/informal civil society organisations. We found select features of philanthropic paternalism, philanthropic amateurism, and what we term philanthropic mistrust, with implications for understanding voluntary sector growth in the Chinese context. 相似文献

This article reports findings about Swedes' attitudes towards the welfare state from 1981 to 2010, building on data from the Swedish Welfare State Surveys. Attitudes towards social spending, willingness to pay taxes, attitudes towards collective financing and public organization, suspicion about welfare abuse, and trust in the task performance of the welfare state are tracked. Overall, there is a large degree of stability in attitudes, and where change is registered, it tends to go in the direction of increasing support. More people state their willingness to pay higher taxes for welfare policy purposes; more people want collective financing of welfare policies; and fewer people perceive extensive welfare abuse in 2010 than was the case in previous surveys. Class patterns change so that the salaried and the self‐employed become more similar to workers in their attitudes. Hence, the unprecedented election loss of the Swedish Social Democrats in 2010, and the rise of the Moderates (conservatives) as the dominant party cannot be explained by changing attitudes towards the welfare state. Nor can any corrosive effects from increased marketization of the Swedish welfare state on public support for welfare policies be detected. 相似文献

While public expenditure on health care and long‐term care (LTC) has been monitored for many years in European countries, far less attention has been paid to the financial consequences for older people of private out‐of‐pocket (OOP) expenditure necessary to access such care. Employing representative cross‐sectional data on the elderly populations of 11 European countries in 2004 from the Survey of Health, Ageing and Retirement in Europe (SHARE), we find that OOP payments for health care and LTC are very common among the elderly across European countries and such expenditures impact significantly on disposable income: up to 95 per cent of the elderly make OOP payments for health care and 5 per cent for LTC, resulting in income reductions of between 5 and 10 per cent, respectively. Failure to prevent financial ruin, as a consequence of excessive OOP payments, is evident in 0.7 per cent of elderly households utilizing health care and 0.5 per cent of elderly households utilizing LTC. Drawing upon insights from historical institutionalism, this article critically examines the origins of social enterprise and its emergence into the mainstream policy arena. It begins by relating the social enterprise idea to major non‐state/non‐private institutional traditions, including the European social economy, US non‐profits and the UK charitable sector, and places it within the specific field of economic and social welfare. In so doing, the article contests the idea that social enterprise is a new phenomenon in the social welfare field and proposes instead that the supposed ‘novelty’ of social enterprise as an organizational form and a subject of public policy lies primarily in the nature of the socio‐political and economic context of the 1980s–1990s, during which time it became ‘en vogue’. The process of institutionalization of social enterprise and its ascension into the mainstream policy arena is examined in more detail in the case of England during the time New Labour was in office and beyond, and lessons are drawn from this experience concerning both the role that social enterprise plays or is expected to play as a vehicle to address economic and social needs, and how this is intertwined with both a dominant neo‐liberal discourse, as well as alternative perspectives that emphasize more equalitarian and sustainable development paths. The article concludes with some reflections in relation to the apparent consensus that seems to exist around social enterprise as a legitimate subject of public policy and the resulting social enterprization of public services which is currently taking place in England. 相似文献

Developmental markers of risk or vulnerability? Young females who sexually abuse – characteristics,backgrounds, behaviours and outcomes 下载免费PDF全文
This paper presents findings from a subsample of 24 young females aged 8–16 years who were referred to specialist services in England during the 1990s because of their abusive sexual behaviours. The characteristics, backgrounds and behaviours of the sample are summarized and compared both with the males in the total population studied and with findings from the limited international literature on young female sexual abusers. Key findings include the higher rates of sexual victimization amongst females, their lack of prior criminal convictions, their somewhat younger ages at referral and their fewer victims. A smaller selection of case studies is used to illustrate the range of circumstances and behaviours leading to referral. Follow‐up interviews with two female ex service users, who are now in young adulthood, indicate that their childhood sexually abusive behaviour is more a marker of vulnerability than of risk of abusive behaviour in adulthood. Their struggles now as parents, in adult relationships and their ongoing health difficulties are outlined. 相似文献

Participation is advocated by political leaders as crucial for enhancing social responsibility, building social capital, improving public services, qualifying for full citizenship and for enabling local democratic participation. Despite this increased commitment to encouraging public participation, however, there remains a lack of understanding of what motivates individuals to become community activists. This analysis of urban regeneration confirms that participation is a minority sport reflecting the reluctance and/or inability of the majority of community members to engage. The motives for that minority of local people who do engage are, therefore, important for policy-makers and academics to understand. This research project in east Manchester reveals that the motives of activists are varied and more nuanced than is proposed by existing social science theories such as rational choice, social network theory or the application of such concepts as citizen-consumers. A hybridized model which privileges social network theory without, however, entirely excluding ideas of the consumer-citizen and rational choice is advocated as a more effective way of explaining both community activism and also the varying levels and durability of individual participation. If participation is to increase, however, it is vital that the nuanced motives of participants are better appreciated. 相似文献

Within Northern Europe, gendered roles and responsibilities within the family have been challenged through an emergence of different family forms, increasing cultural diversity, and progressive developments in welfare policies. To varying degrees, welfare policies in different countries support a dual‐earner model and encourage men to be more active as fathers by reinforcing statutory rights and responsibilities. In child welfare practice, there has traditionally been a strong emphasis on the mother as primary carer for the child; the father has been less visible. This paper explores, in four national welfare contexts, how child welfare social workers include fathers in practice decisions. Data were collected using focus group interviews with social workers from England, Ireland, Norway, and Sweden. Similarities and differences emerge in relation to services and the focus of social work assessments. However, overall, the research suggests that despite gains in policy and legislation that promote gender equality, fathers remain largely absent in child welfare practice decisions about the parenting of their children. From the research, we raise questions for social work practice and the development of welfare policies. 相似文献

In this study, we investigated the work and welfare‐state trajectories of three cohorts of middle‐aged Norwegian inhabitants over a period of two decades (1994–2014). The period of this study is particularly interesting because of an extensive welfare reform that was initiated in 2006 and completed in 2011. We addressed two questions: What were the most typical labour market and welfare‐state trajectories for middle‐aged people over the past two decades, and have they changed? Second, did the work and welfare‐state trajectories of a major target group of the NAV reform – adults with a high risk of health‐related exclusion – change during our observation period? Over the period, we witnessed a sharp drop in the number of people in stable employment. Furthermore, rather than solving the problem of permanent health‐related exclusion from the labour market, policy changes have created a new problem by steering people into temporary and less secure income sources from the welfare state. 相似文献

Risk assessment and domestic violence – how do child welfare workers in three countries assess and substantiate the risk level of a 5‐year‐old girl? 下载免费PDF全文
This paper examine how a sample of 301 child welfare workers in Norway, England and California, USA assess risk in cases of domestic violence. Decisions in child welfare cases are made under a high degree of uncertainty, and by using the vignette method, we explore whether child welfare systems and risk assessment approaches result in different assessment of risk level and substantiations. We find both cross‐country differences and similarities: Norwegian workers consider the risk level to be significantly higher than their peers in England and USA. However, workers' justifications for and identification of decisive factors in the case are strikingly similar across countries. These similarities are observed for both high‐risk and low‐risk assessors, and they may exist due to widespread knowledge about domestic violence and its negative consequences. We argue that the international differences in risk level assessments are due to system differences in the countries studied. 相似文献

AbstractThis article explores developments in the support available to older people and carers (i.e., caregivers) in the city of Leeds, United Kingdom, and examines provision changes during a period characterized by unprecedented resource constraint and new developments in national-local governance. Using documentary evidence, official statistics, and findings from recent studies led by the author, the effects of these changes on service planning and delivery and the approach taken by local actors to mitigate their impact are highlighted. The statistical data show a marked decline in some types of services for older people during a 5-year period during which the city council took steps to mobilize citizens and develop new services and system improvements. The analysis focuses on theories of social quality as a framework for analysis of the complex picture of change related to service provision. It concludes that although citizen involvement and consultations exerted a positive influence in delivering support to some older people and carers, research over a longer timescale is needed to show if these changes are adequate to protect older people and carers from the effects of ongoing budgetary constraints. 相似文献
