Studies examining the relationship between globalisation and the welfare state tend to focus on the effects of economic dimensions of globalisation, the extent to which a country is part of the world market. Globalisation also has social and political dimensions and the effects of these on welfare states – in terms of social security transfers and generosity – are studied in this article. Data from the KOF Index of Globalisation , the OECD Historical Statistics and the Comparative Welfare Entitlements Dataset are used to analyse the effects of social and political openness on the welfare states of 18 countries of the Organisation for Economic Cooperation and Development between 1970 and 2000. The analyses show that social security transfers and generosity have increased less in countries with the highest increase in social openness and that the welfare state is not affected by political openness.  相似文献

个人治疗与社会变革是社会工作的双重使命,但在实践中,社会工作沉溺于个人服务,社会变革被边缘化或抛弃。这种“去社会变革化”是由专业的内部因素(专业化)与外部的政治(意识形态)、经济(市场化与管理主义)、文化(个人主义)等因素综合作用的结果。具体而言,专业化的科学主义、意识形态的社会控制、市场化的营利主义、管理主义的效率至上、个人主义的“个人自由”与“个人责任”逻辑,都会将专业的焦点引向个人治疗,远离社会变革。于是,专业化盛行、意识形态保守、市场化与管理主义风靡、个人主义高涨的时期,如20世纪20年代、30年代中后期至60年代、80年代,便是社会工作的“去社会变革化”阶段。同时,专业化是“政治-经济-文化”力量塑造的产物。社会工作“去社会变革化”的真正根源在于外部环境的型塑,其中个人主义文化处于主导地位。  相似文献

This study examined the role of attitudes against bullying and perceived peer pressure for intervention in explaining defending the victim and passive bystanding behavior in bullying. Participants were 1031 school‐age children from two culturally diverse settings, namely Italy and Singapore, which are similar on several dimensions (e.g., quality of life, child welfare) but dramatically differ on other aspects, such as individualism—collectivism orientation. Multilevel analyses showed that country and participants' gender moderated the relations between individual predictors and behavior during bullying episodes. In particular, although individual attitudes were a stronger predictor of Italian students'—especially girls'—behavior, perceived peer expectations were more strongly associated with behavior of Singaporean participants. This study contributes to the literature by being the first to provide data analyzing the association between defending and passive bystanding behavior and different correlates using a cross‐cultural approach.  相似文献

The risks that individuals face in everyday life, such as illness and unemployment, can be covered using market, government, or community mechanisms. The market can function with a lower level of solidarity compared to the other two mechanisms; the government mechanism requires the highest level of compulsory solidarity and communities are associated with voluntary solidarity. Social context affects individual preferences with regard to any one of these mechanisms. This article investigates to what extent these preferences are influenced by globalization: the economic, social and political openness of countries. The dataset used in this study combines data from the European Values Study 1999-2000 (EVS), the International Monetary Fund (IMF), and the KOF Index of Globalization, and contains information about 31,554 people living in 26 European countries. The results derived from logistic multilevel analysis show that preferences towards the organization of solidarity are related to the different dimensions of globalization.  相似文献

The drivers of public support for redistributive policy have stimulated academic debate around the world. The majority of studies use cross‐country surveys conducted in the Organisation for Economic Co‐operation and Development countries to contribute to the debate on whether self‐interest or social values have more influence on public attitudes towards redistribution. Drawing on a phone survey conducted in 2013, this study advances the discussion by investigating public attitudes towards redistribution and social policy changes against the backdrop of buoyant government revenues in Hong Kong. The Hong Kong welfare model, best seen as a parallel to the liberal welfare state, is selective and residual. Contrary to the usual assumption, the social values hypothesis, viewing poverty as societal problems instead of individual reasons, has been supported in the Hong Kong context. It lends support to greater redistribution in a residual welfare state. The policy implications of the findings are also discussed.  相似文献

Government responsibility for social welfare remains a significant issue in the field of social welfare. Public welfare attitudes not only refer to the social needs of members of society, but also are viewed as the basis for government responsibility for social welfare. Data used in this study came from the Moderate Universalist Social Welfare Survey with a final sample of 1,166 seniors from four Chinese cities in 2012. This study examined seniors’ attitudes towards government responsibility for providing specific welfare and mixed welfare. It concluded that seniors’ welfare attitudes share the traits of self‐interest in general. Seniors’ perception of social rights and cities of residence were two important factors associated with welfare attitudes in both aspects of specific and mixed welfare. The stronger seniors’ social rights perception was the more favourable were the attitudes they held towards government responsibility for social welfare, indicating the collectivism orientation of their welfare attitudes.  相似文献

This paper argues that an economic liberal discourse of globalisation has been pivotal to the policy‐making process in Australia over the past 15 or so years. Both Labor and Coalition Governments have aimed to restrict the electoral fall‐out from the process of restructuring by persuading Australians that the world economy has forced particular policy changes and made alternative economic policy choices unviable. Policy‐makers act to influence conceptions of the appropriate role and responsibilities of the state through persuasion – the rhetoric they speak – and coercion – the policies they make. The pervasiveness of globalisation rhetoric in the public sphere has been essential to the governing process as a complement to and buffer for the coercive impact of economic liberal policy changes. As Australia has shifted from a protectionist to an economically liberal policy structure, the effects of globalisation have become clearer. Liberalisation has intensified pressures from the world political economy and coerced changes in all areas of policy and the economy, as well as in public perceptions about the ‘limits of government’. Globalisation and economic liberalism as persuasion and coercion are the component parts of a restructured system of political and economic governance: a paradigmatic shift away from the economic protectionism of the first 80 years of Australian federalism.  相似文献

Role of social welfare in European suicide prevention The aims of this study were to assess the relationship between suicide mortality and social expenditure in 26 European countries, explore attitudes towards welfare systems and their relationship with suicide mortality, and compare attitudes towards welfare provision in Eastern and Western Europe. The World Health Organization suicide data and Organisation for Economic Co‐operation and Development social expenditure data for 1980–2005 were used. Data on attitudes towards welfare systems were taken from the European Social Survey. Differences between mean scores for attitudes in Western and Eastern European countries were calculated. Correlations between social expenditure and suicide trends were negative in most countries for both genders. Inverse correlations between attitudes towards welfare provision and suicide mortality rates were demonstrated for males only. Differences in attitudes were found between Eastern and Western European countries; for example, confidence in the welfare system was found to be stronger in Western Europe. Higher social expenditure and greater confidence in welfare provision appear to have suicide‐preventive effects.  相似文献

Politicians as well as researchers frequently claim that globalisation – and in particular its economic dimension – poses a threat to the welfare state. This article examines whether such a claim is justified by the empirical studies that investigate the relationship between economic openness and the welfare state. Based on the literature, two contrasting hypotheses are distinguished: the first states that economic openness does threaten the welfare state and the second argues that this is not the case. The empirical studies are systematically reviewed in this article: the analysis shows that the second hypothesis is supported most often and it is therefore concluded that economic openness does not threaten the welfare state.  相似文献

International empirical evidence, including that from Australia, suggests that neoliberal reform has not changed public attitudes towards the social rights of citizenship as much as one might predict. But do these international findings hold true for New Zealand, whose institutions were more rapidly transformed by neoliberal reform than similar countries? Drawing upon public opinion data regarding economic protectionism and the welfare state over the past two decades, this paper argues that while some significant changes have emerged there is no overwhelming evidence of a paradigmatic shift in public attitudes towards social citizenship rights as a result of New Zealand's neoliberal reform. Indeed, New Zealand's experience appears as ambiguous and ambivalent as that of Australia, albeit different policy and historical settings have produced some differences in public attitudes.  相似文献

In recent years the impact of globalisation on the welfare state has become a major issue in comparative policy studies. Some empirical studies demonstrate a negative relationship between globalisation and the welfare state, while others show adverse findings or a non-significant relationship. The impact of globalisation, however, can be neither uniform nor unidirectional because of the differences in the political economies of individual welfare states. Welfare regimes reflect qualitative differences in arrangements of welfare institutions and the associated enduring configuration of the welfare nexus, suggesting that welfare regimes may influence the impact of globalisation on the welfare state. We scrutinise the relationship between globalisation and the welfare state by sampling 18 affluent countries from 1980 to 2001 and concentrating on the mediating effect of three welfare regime types. Our study provides a comprehensive examination of the relationship between globalisation and the welfare state using a state-of-the-art analytical technique – the mixed-effect model. Findings suggest that welfare regimes respond differently to the impact of globalisation and therefore mediate the relationship between globalisation and the welfare state. Globalisation negatively affects the welfare state in a social democratic regime, while it marginally affects the welfare state in liberal and conservative regimes.  相似文献

A ‘bonus culture’ among financial traders has been blamed for the excessive risk-taking in the run-up to the latest financial crisis. I show that when individuals are more social gain seeking than social loss averse (i.e. gloating is stronger than envy), social comparison predicts more risk-taking as well as a preference for negatively correlated gambles. Testing these two joint propositions in a laboratory experiment, I find that preference for positively or negatively correlated outcomes is highly correlated with risk-taking in a social risky investment task. While only a third of subjects prefer negatively correlated outcomes in a peer comparison setting, in line with relatively stronger social gain seeking, those subjects invest on average 50 % more in a risky gamble in their peer comparison setting than a reference group that made the same decision in an isolated individual setting. Subjects with a preference for positively correlated outcomes, in line with relatively stronger social loss aversion, do not show a higher propensity to invest in a risky gamble compared to the individual reference group.  相似文献

This article argues that changes in the role of the state in economic affairs will affect the process of social policy. Growing economic integration caused by globalisation now places a greater constraint upon the discretion of the nation state, bringing about a transformation into a more competitive state. States are increasingly having to compete against each other in order to promote competitiveness and attract foreign direct investment (FDI) from international capital markets. This competition influences in turn the social policy formation requiring the redesigning of social policy. Thus, welfare states may need to reform their social policy towards a "business-friendly social policy". The analysis of social policy inputs and outputs presented here suggests that there are common trends in most welfare states towards: a market-conforming policy on business taxation, a reduction of the share of employer's contributions in social protection revenues, more limited income security programmes, an increased allocation of resources for active labour market programmes and less state intervention in the labour market. All these reforming trends in social policy can be understood as a response of welfare states to the evolving needs of business caused by structural change, notably globalisation.  相似文献

In many developed countries or regions, wide income disparities increase the difficulty in reducing poverty. In their day‐to‐day lives, poor people often feel less accepted by the society. The failures in communicating with social groups and receiving social support lead to negative consequences on individual well‐being and higher level of social exclusion. Based on the debate upon alternative approaches to conceptualizing and operationalizing poverty, this study attempts to verify a mediation model with data from a household survey (N = 1,202) in Hong Kong. The results of structural equation modelling reveal that deprivation is a more powerful indicator than income poverty for specifying the negative relations of poverty with interpersonal communication, social support, and social acceptance; the negative impact of deprivation on social acceptance can be reduced by two significant mediators of interpersonal communication and social support. The results are discussed in terms of directions for future research and policy and welfare intervention.  相似文献

The relationship between individualism and collectivism (I/C), ethnicity, and four other social variables was examined using data from 453 American college students of Chinese, Korean, and European descent. Measures of Chinese and Korean ethnicity were better predictors of collectivism than individualism. The strength of the relationship between ethnicity and collectivism was reduced substantially, however, once the influence of other social variables was controlled. In the domain of individualism, Chinese and Korean ethnicity were negatively associated with assertiveness and uniqueness, were not related to scores on a measure of private identity, and were not related to valuing of personal openness once frequency of religious attendance was controlled. Discussion centers around the implication of the findings for the broader conceptualization of I/C.  相似文献

The ongoing neoliberalization of local and regional economies is contributing to quite profound changes in the ways resources, land uses, and nature are managed. Consider in this regard the changing role of the state 1 1Hereafter the term “state” refers to a national or federal government as distinct from, e.g., “State of New Jersey”. within North America and Europe. For a good part of the 20th century, state intervention in land‐use planning, resource management, and nature conservation was motivated primarily by national development goals, including a desire to ensure the territorial‐economic integrity of the nation state. Although there is always variation within countries resulting from such factors as the uneven spatial distribution of natural resources, the variety of arrangements for allocating powers and responsibilities among territorial units of government, and different cultural attitudes toward nature, there was nonetheless a discernible trend toward the nationalization (Europe) or federalization (United States) of resource management, land‐use planning, and nature conservation. At the very least, in most countries the state played a strong coordinating, regulatory, and financial role in relation to the management of nature within its territory.  相似文献

This paper comes at a time when the social work profession inthe UK is redefining its professional ideology and working practicesin the face of key government initiatives for social work educationand the regulation of practice. It seeks to contextualize and,thereby, inform these deliberations by providing a cross-nationalperspective. Indeed, the search for international perspectivesthat might advise or validate national perspectives on socialwork has become increasingly important (Midgley, 2001). Thepaper uses data from a global study (Weiss et al., forthcoming)that identifies and compares the attitudes of graduating socialworkers at the point of qualification in ten countries representinga diverse range of social, economic and cultural contexts (n= 781). Through a comparison of commonalities and differencesof professional ideologies and practice preferences across samples,the paper distinguishes particular characteristics of the socialwork profession in the UK. Whilst a claim cannot be made tobe representative, the findings present a set of empiricallybased contentions that provide information about what socialworkers are being trained for and what they prefer to do. Findingsreveal a mix of psycho-social orientation, whereby a welfareagenda was preferred—one that co-existed with the espousalof elements of a statutory social work role in terms of ideology,level of practice, choice of technologies, age and populationgroupings and practice strategies. Whilst such a mix appearedcontradictory in conceptual terms, the students appeared toreconcile the dilemma through the espousal of a particular valueposition. A key finding for policy makers and educators, however,concerns the fact that while the UK students felt willing towork through social problems in individual situations, theywere unhappy about the extent to which they were able to utilizetheir therapeutic skills in statutory social work settings.Their preference would be to work in the independent sector.  相似文献

Preference for sons derives from the agricultural economy of the past. It is surprising, however, that this preference still exists in countries which have progressed from an agricultural to an industrial economy. The main aim of this study was therefore to explore the perception of adolescents to parents who did or did not have a preference for sons. Adolescents aged from thirteen to fifteen (n = 1,982) from six Chinese independent schools were invited to fill in a questionnaire in a cluster sampling study. Factor analyses were used to examine the reliability of measurements. Chi-square and independent t tests were run to analyze the data. The results showed significant differences between respondents’ perception of their parents in terms of whether their parents had a preference for sons or not, and that respondents whose parents who had this preference were more likely to have a poor perception of their parents than those whose parents who did not have this preference. Also, both males and females had a poorer perception of parents who had a preference for sons, even though males had received better treatment from parents who had such a preference. In the light of the continued prevalence of preference for sons in some Asian countries, it is suggested that more studies should explore the attitudes and behaviors of those children whose parents have a preference for sons, so that the government and the public are aware of the potentially negative impacts of the preference culture and effective action can be taken to tackle the problem.  相似文献

Community engagement has come to the fore as a policy and programme approach that seeks to connect citizens both with each other and with government in order to deliver improved social and economic opportunities and outcomes. This model has become a key aspect of the intervention approach within Indigenous communities and is seen to have particular application in addressing community justice issues. This article examines a suite of community justice initiatives being used in Indigenous communities in Australia with a view to ascertaining how the principles of community engagement are operationalized. The article draws on this information and argues that community engagement is only one aspect of a number of community‐oriented justice initiatives currently being applied. These initiatives range from concepts of community as a location, community as an interest group, and the leveraging of community capital so as to tap into and build better and stronger relationships. In so doing, the latter attempts to increase the social infrastructure, resources and capacity of communities. However, despite government attention in this area, there is a lack of a policy and programmatic framework to guide a coherent and apposite approach to issues of community in specific policy settings. The article contributes to the development of a framework that begins the process of differentiating and assessing justice administration interventions.  相似文献

Policies to rely on market forces instead of government responsibility were effected by techniques of exclusion. Political leaders, senior Federal bureaucrats and the managers of State bureaucracies advocated one version of economics. Critics were ignored or removed. The welfare state was derided and a two tier society encouraged. Only a re-vitalized politics and economics of social justice can challenge the economic rationalists' promotion of individualism, greed and intolerance.  相似文献
