Openings of women-owned businesses have radically accelerated recently. This paper explores the causes and results of this phenomenon. Noting the predictive weaknesses of the canonical neoclassical perspective, an extended institutional framework incorporating the impact of male-dominated networks seems to better explain women’s situations in both the traditional and entrepreneurial labor markets. Theoretical and empirical evidence points to the paradoxically obstructive role of information networks as the source of women’s market difficulties. In the light of this, the paper considers possible motivations for the continued influx of women to entrepreneurship and its potential implications for women’s economic status.  相似文献

Migrants are important both as providers and users of paid care services in Australia, yet migration has rarely featured in Australian strategies to grow and sustain the paid care workforce. Correspondingly, Australia is rarely mentioned in the international scholarship on care and migration that has burgeoned since the 1990s. This article shows the ways that service providers, consumer advocates, unions and scholars have begun to bring migration into debates about workforce growth in two of Australia's most significant areas of paid care: aged care and childcare. Drawing on submissions to national enquiries in both areas, we identify the actors who have sought to adjust Australia's migration settings to respond to growing demand for care, and explain the rationales – which differ between the sectors – underlying their advocacy for change.  相似文献

The implicationsof these debates for social work values and ethics are the centralfocus of this article. The implications of a postmodern viewof social work are examined and compared with criticisms ofpostmodern theory. It is argued that a critical considerationof postmodern insights may assist social work to examine thediverse, provisional and uncertain nature of all aspects ofour world, including knowledge and skills, values and ethics.Such an approach strengthens the case for a discursive modelof ethics.  相似文献

In 2010, the Korean government launched a new funding scheme for social scientists, Social Science Korea (SSK). Contrary to conventional grant programs, the SSK adopted a competition scheme among research teams by eliminating those who failed to pass annual evaluations, while, at the same time, emphasizing cooperation and interdisciplinary research. Substantial research has documented the determinants of receiving research grants in Western countries, but little is known about how these determinants operate in Korean academia. Using results from the stage evaluations of the SSK, we estimate logistic regression models. The results indicate that factors of meritocracy, such as publication record, strongly affect the likelihood of success, but so do political factors, such as a PI obtaining his or her doctoral degree from a foreign institution. The importance of a PI’s gender and age, and of being located in Seoul, is not supported by the data.  相似文献

This study aims to analyse the feminisation of poverty in Korea focusing on time use and time poverty. Time conditions are compared for the categories of poor and non-poor men, and poor and non-poor women. Inequality in between-group and within-group working time is analysed through the Theil Index Decomposition. The analysis results reveal that women experience multiple poverties in the process of working long hours to ensure household survival. This phenomenon is more serious in the case of poor female household members. There are also high levels of inequality in unpaid work, which is mostly carried out by women.  相似文献

This study examined the relationship between race and racial diversity on social capital in community gardens located in food deserts in the southeastern region of the USA. Using snowball methods, a sample of 52 gardeners who represented 10 community gardens was obtained. Cross‐level regression models were performed using two different aspects of social capital: one’s “sense of community” and the “number of resources” a gardener could obtain from fellow gardeners, as dependent variables. Results indicate that community gardens are excellent vehicles for promoting one’s sense of community regardless of one’s race or a garden’s racial composition. In contrast, community gardens were less likely to increase the number of resources. It took longer and more effort to access a greater number of resources while increased perceptions of racial diversity had a negative relationship with number of resources.  相似文献

Income inequality in China has been much documented and debated. However, one important aspect of income inequality – social insurance inequality – has been largely understudied. We use a large national panel of firm data to examine the possible influence of various firm characteristics on the inequalities in social insurance participation and generosity in the period 2004–07. Our findings reveal substantial ownership sector and regional gaps in social insurance provision by firms, with the private domestic sector and those in the central region lagging behind. Unionized firms, larger firms, and firms with greater market shares also tend to provide better social insurance to their employees. While being an exporting firm is linked with greater social insurance participation and generosity, being a purely exporting firm, however, is associated with reduced social insurance generosity. Lastly, highly educated workers receive substantially better social insurance coverage than their less educated peers. These social insurance inequalities are highly relevant as China pushes forward with establishing a unified social insurance system across urban‐rural boundaries, ownership sectors and industries.  相似文献

The social security systems of Australia and New Zealand have traditionally rejected social insurance in favour of a means-tested categorical safety net approach that provides considerable scope for targeting. The experience of both countries provides many examples of how targeting can be used to constrain social security spending, and these have attracted interest in other countries keen to contain the growth in their social security budgets. However, although there are many similarities between the two systems, there are also many differences and these have become greater as targeting has gathered momentum over the last two decades. This paper analyses how targeting has been used in each country as a way of illustrating the different approaches adopted. Attention is focused on how the retirement income systems of the two countries illustrate an increasing policy divergence, with the planned Australian transition to a multi-pillar approach in contrast to the constant (and continuing) reform of New Zealand superannuation. Household data on the pattern of receipt of transfer incomes and their impact on the distribution of income are then used to explore the impact of targeting since the early 1980s. This analysis suggests that, in practice, targeting has had a far smaller impact on income inequality in both countries than is often claimed.  相似文献

Social assistance receipt is typical among young adults, but the long‐term trajectories of social assistance receipt have been less studied. We use Finnish population register data to study the kinds of social assistance trajectories found among young adults. We also analyze how individual and family characteristics are associated with the likelihood of following different social assistance trajectories. Individuals are followed from the age of 19 to 25. According to the results, social assistance receipt is relatively common among young adults but spell duration is usually short. Around 35% receive social assistance at least once between the ages of 19 and 25, and 2.5% receive social assistance each year. Using latent class growth analysis, we estimated six trajectories based on the annual number of social assistance months: (1) no receipt; (2) transitory; (3) slow exit; (4) occasional; (5) increase; and (6) dependency. Almost 4% of young adults follow the “dependency” trajectory. The results from multinomial logistic regression indicate that having only a short education is a particularly strong predictor of social assistance dependency. Parental social assistance receipt and moving out of the parental home at a young age are also significant predictors of social assistance receipt.  相似文献

This article addresses two issues in the context of globalization. First it considers whether the goals of successful employment policy and social equilibrium are at all reconcilable. Second it looks at ways in which the labour market prospects of workers who are at a competitive disadvantage, prospects which are poor in many countries, can be improved on a lasting basis. Using the example of export-oriented countries such as Denmark or the Netherlands, it shows that a social State which offers help but expects something back can be an integral part of an effective strategy to generate jobs. This is particularly true where earlier generous transfers are maintained while targeted incentives create the conditions for a flexible economy and a flexible labour market.  相似文献

Long regarded as a 'laggard' among welfare states in advanced industrial countries, the USA may be emerging as a 'leader' in the reformation of social programmes and the relationship between government, the market economy, and civil society. The dissemination and impact of this new orthodoxy is realized, in large part, through discursive practices. Fiscalization and marketization are two processes central to this growing influence of American social policy. Fiscal and market discourse, while not new, have increased in acceptance and influence, and are changing the welfare state from within by altering perceptions of issues, vocabularies used and programme reforms adopted.  相似文献

The central aim of this paper is to show how different types of green movement respond to questions of social policy. An important factor in this is a difference in attitudes to the state between more anarchistic greens and those greens that are prepared to accept a permanent and/or strategic role for the state. The paper is divided into two parts. In part one, after defning the green movement, it outlines how different green social movements from local groups, direct action protestors, established environmental groups and green political parties, have developed analyses, responses and alternatives to social policy issues. Part two of the paper looks at some of the ideological/theoretical debates within green politics with regard to social policy, with particular regard to the role of the state. It goes on to look at some of the ways in which European green parties have viewed social policy, and at proposals they have advanced for moving the aim of social policy from welfare to well-being. It concludes with suggesting that the post-materialist characterization of green politics is very wide of the mark in terms of the range of analyses and policy alternatives greens have put forward, from health, education and drugs to transport. The central and long-standing green concern with lessening socioeconomic inequalities (but without relying on indiscriminate and unsustainable economic growth) means that in terms of social policy, green politics can be seen as an environmentalism of the poor, concerned with materialist issues.  相似文献

This paper questions the intuitive assumption that twentieth-century public welfare states have reflected the wider culture in which they operate. It is argued that the postwar welfare state was a modernist project designed to change mass culture. As a result, social policy analysis has tended to ignore the wider culture as both a source and context for welfare. At the beginning of the twenty-first century new patterns of risk and postmodern cultural formations are supporting eclectic policy-making which is more in tune with cultural majorities. Drawing upon insights from historical institutionalism, this article critically examines the origins of social enterprise and its emergence into the mainstream policy arena. It begins by relating the social enterprise idea to major non‐state/non‐private institutional traditions, including the European social economy, US non‐profits and the UK charitable sector, and places it within the specific field of economic and social welfare. In so doing, the article contests the idea that social enterprise is a new phenomenon in the social welfare field and proposes instead that the supposed ‘novelty’ of social enterprise as an organizational form and a subject of public policy lies primarily in the nature of the socio‐political and economic context of the 1980s–1990s, during which time it became ‘en vogue’. The process of institutionalization of social enterprise and its ascension into the mainstream policy arena is examined in more detail in the case of England during the time New Labour was in office and beyond, and lessons are drawn from this experience concerning both the role that social enterprise plays or is expected to play as a vehicle to address economic and social needs, and how this is intertwined with both a dominant neo‐liberal discourse, as well as alternative perspectives that emphasize more equalitarian and sustainable development paths. The article concludes with some reflections in relation to the apparent consensus that seems to exist around social enterprise as a legitimate subject of public policy and the resulting social enterprization of public services which is currently taking place in England.  相似文献

A metrics‐based assessment can predict reasonably well the overall outcome of the Research Assessment Exercise 2008 for social work and social policy and administration in terms of research environment, but not in terms of research outputs. It is not possible to replicate peer review of the research outputs using existing data. It is sometimes argued that citation counts provide an alternative approach that might help research assessment, but it is one fraught with difficulties. Academics did not, in fact, routinely chose to submit their most cited work. At least in this subject, metrics are more suited as handmaiden to peer review than its replacement.  相似文献

This paper presents evidence of changes in employment and real wages in the population of divorced single women during the 1990s. Using data from the U.S. Current Population Survey (CPS) for 1989 and 1999, the paper estimates multivariate models of labor force participation and hourly wages for each year. Differences between years in employment and wages are decomposed into portions attributable to changes in measured characteristics and changes in coefficients of the models. Estimates indicate that full time employment remained virtually unchanged during the decade, and real wages increased by less than 2%. Decomposition of the regression models shows that measured characteristics in this population changed in a direction that would have lead to higher wage growth, but those changes were offset by changes in the model’s coefficients. The result is that earnings experienced only modest growth. In the labor force participation model, changes in measured characteristics worked in the direction of a modest decrease in full time employment, but again coefficient changes provided an offsetting effect.  相似文献

This is the first study to explore among social welfare services staff in Cyprus the main stress factors that lead to burnout. Using focus groups, the study explored and analysed the perceptions of 120 social welfare services staff members. The aim of the focus group meetings was to identify methods that could minimise the risk of employee burnout. The main stressors that participants experienced were: inadequate appreciation from the management, lack of support and guidance, lack of autonomy, complex responsibilities, lack of recognition and respect in their workplace, low self‐confidence, low self‐respect and feelings of rejection. Participants suggested that continuous education and training could reduce work stress; for example, new knowledge, the development of new skills, the improvement of their ability to prioritise tasks and become organised and the improvement of self‐criticism and self‐knowledge.  相似文献
