ABSTRACT This paper mainly focuses on the development of disaster social work in Mainland China and the intervention of social work in disaster relief. Before the Wenchuan earthquake and in the initial stage of post-earthquake, disaster social work was mainly based on individual psychotherapy; from the earthquake to the year of 2012 in which post-earthquake recovery and reconstruction was completed, the disaster relief began to emphasise community building and integration, while the basic framework for disaster social work was also established. Social workers begin to explore the new mode of developmental and localised disaster social work. By combining with the practical experiences from disaster social work, this paper tries to highlight the dilemmas confronting disaster relief in Mainland China and put forward some corresponding countermeasures and suggestions, which could improve the future disaster relief system in Mainland China. 相似文献

In this brief debate article we respond to Cunfu Jia's criticism of our article ‘Defining the Profession?’ (International Journal of Social Work 16: 382–389). We address the issue of ‘evidence’ and the issue of the applicability to China of the global definition of social work. We suggest that although debate articles by their very nature risk generating false dichotomies, they provide an important and welcome opportunity to explore commonality and difference and to develop our knowledge and thinking as a result of an international exchange of views. 相似文献

Throughout the war and the post-war period, the field of social work in Croatia has developed at an accelerated rate. The involvement and assistance from international agencies and individuals created numerous fora for exchange, collaboration and mutual learning among all the helping professions. The research process represented a collaborative effort of faculty, lecturers and students in the Study Center for Social Work in the University of Zagreb's Faculty of Law. The sample was convenient, composed mainly of the urban population of Croatia. The instrument consists of two main parts, one regarding the content of a social worker's work, and the other regarding the attitudes toward that profession. We believe that the results of our study demonstrate that social work, as a profession, is relatively well known among the citizens of Croatia. Those markers pertaining to the attitude towards social work profession, which are negative in nature, are ranked by our participants as lowest in importance on the scale. 相似文献

Global social work defies concise definition. In this article, the key terms of the definition of social work formulated by the International Federation of Social Workers (IFSW) are critically analysed. It is argued that this definition cannot claim to be 'universal' given the assumptions on which it is built and the rapidly changing global society in which social work is undertaken. This is demonstrated in the form of an analysis of social welfare provision and its implications for contemporary social work in China to assess whether the IFSW definition is applicable in this context. The conclusion is that the emerging aims and practice of social work in China are likely to be quite different from those in the West, and that the IFSW definition of social work has value as a point of reference rather than as a definitive definition or a statement of intent. Failure to recognise the limitations of a global definition risks ignoring the lived experience of social workers in China and those they work with. 相似文献

There are differing opinions on how far the international values and internationally understood practice of social work, as epitomised by the international definition on social work, can apply universally to all countries, notably China. The lack of capacity in the Chinese social work community to develop evidence-based and adaptable practice has hindered the effective learning and systematic 'indigenisation' of overseas social work knowledge. This article argues that the international definition can serve as an active working platform where Chinese social workers and the international social work community can search for commonalities and facilitate mutual understanding. Social workers can only effectively respond to the trends towards globalisation by trying to find out more about their common identity and similarities through interactions, while at the same time showing more acceptance of the differences between countries. 相似文献

Drastic economic and social transition, emerging social problems, and emphasis of the Chinese government on social harmony as a national policy have created ample opportunities for the development of social work as a profession in the Chinese mainland1 in recent years. Besides the phenomenal expansion of social work education, the Chinese government announced a series of national policy initiatives in 2006 to professionalize social work and to assess the professional standard of social welfare personnel. But these achievements would never be possible without the commitment, perseverance and active engagement of the social work community during the past two decades to foster the development of social work in China. In this paper, the authors will present the four stages of development which the social work profession has undergone in China, and will discuss the role of human agency in facilitating institutional transformation and structural change in the process. The active agency of members of the social work community, including educators, Civil Affairs officials, and front‐line practitioners to resist the domination of environmental constraints and to co‐construct a social work profession which is appropriate to the Chinese context will be presented. 近年来, 急剧的经济及社会转型、日益涌现的社会问题及中国政府将建立和谐社会作为国策, 使社会工作在中国成为一个专业获得了空前的机遇。 除了社会工作教育的惊人发展外, 中国政府于2006年宣布一系列创新的国家政策, 推动社会工作专业化以及对社会福利服务人员的职业水平进行专业评估。 然而, 如果没有社会工作社群在过去二十多年来的支持、坚持不懈及积极的参与, 努力地在中国发展社会工作, 这些成就将永远不可能实现。 在本文中, 作者将描述社会工作专业在中国的四个发展阶段, 以及讨论能动性在推动制度转型和结构变迁方面扮演的角色。 作者讨论了社会工作社群的不同成员的积极的能动性, 包括教育工作者, 民政部官员及一线工作者, 如何应对环境制约的支配影响及建构一个适合华人社会为背景的社会工作专业。 相似文献

Social work education has experienced three stages since its introduction to China in the 1920s: introduction, abolishment and reinstatement. Theoretically, there are four types of social work in China: official–educational, official–practical, voluntary–educational and voluntary–practical. In practice, all four types of social work have not necessarily been embodied in each developmental stage, and the order of their historical development is not the same as the order of their logical development; i.e. some types are lacking in some of the stages. Each type of social work has its own characteristics, which are integrated into each development stage. Today, Chinese social work faces two major interrelated tasks: the professionalisation and the institutionalisation of social work. The former refers to the development of standardisation in Chinese social work; the latter has to do with the development of the social welfare institution in general and the development of institutional welfare in particular. In general, the dramatic development in Chinese social work largely depends on the accomplishment of the two tasks. 相似文献

Rural-to-urban migrants in China face numerous forms of social exclusion. This article argues that community-based approaches offer innovative ways with which to tackle the problems of social exclusion for rural-to-urban migrants, yet these approaches have been neglected. This article first provides an overview of the concept of social exclusion, as developed by Western European scholarship and policy discourse. Next, it examines the ways in which these concepts are relevant to the context of rural-to-urban migrants within China. Finally, this article conceptualizes the social exclusion paradigm from a community practice perspective and offers the implications of this paradigm for community-level interventions. 相似文献

Hutchings and Taylor, in their article entitled ‘Defining the profession? Exploring an international definition of social work in the China context’[International Journal of Social Welfare 16: 381–389], no doubt had good intentions in offering their account of the development of social work in China, as the opening and concluding sections of the article show. Within the text, however, their critique of contemporary social work in China is, in my opinion, unfair in relation to, among other things, (i) the undemocratic nature of the Chinese political system, which they say hinders the development of social work in China; (ii) the ideology of the Communist Party, the government, and traditional Chinese culture, which they say are at odds with Western social work's value system and methodology; thus concluding that (iii) it is doubtful whether social work development in China could integrate with that of the international community. In this response, I comment on (i) the information base of the authors; (ii) the disconnection between their conceptualisation and historical facts; and (iii) their use of the international definition of social work. 相似文献

All professions with claims to status and trustworthiness must build a knowledge base of their own. This article is the product of over 10 years of study of social work research. It explores the academization of Swedish social work according to three phases: the establishment of a social work discipline, the consolidation of the discipline, and the challenges ahead. It also examines the challenges facing doctoral research in the social work discipline in China. The establishment of the discipline depends on stakeholders both within the academic sphere and outside it. Green social work has been significant in introducing new issues into environmental debates and increasing its centrality to social work practice. These have included: the mainstreaming of environmental considerations; a widening of the theoretical and practice base to ensure that social and environmental justice are considered integral to any environmental involvement by social workers; highlighting the need to think of innovative approaches to socio-economic development; and making disaster interventions core elements in the social work repertoire of knowledge, skills, capacity building and curriculum formulation. This paper considers the challenges of China’s rapid industrialisation and its implications for rural people migrating into cities, the urban populations that receive them and environmental degradation. It introduces the idea of green social work and discusses the implications of green social work for social development in China in the context of environmental crises precipitated by the country’s rapid economic development. 相似文献

The instrumental role of government in the development of social work in China has led to questions about its political function. So far, little has been reported on how the government has “made” social work in China. To fill this gap, we first provide a brief chronological review of major policies and activities of the Chinese government in its making of social work in China. The state's intervention has indeed been massive and crucial although, politically, it may limit the mandate of social work in China. Yet, we argue that the development of the social work profession in China is generating institutional space for the emerging civil society to take a more active role in welfare service delivery. Situated and mediating between the state and the emerging civil society, the social work profession in China will need to constantly negotiate its mandate to meet the needs of both sides. 相似文献

AbstractIt is highly important that social work practice be guided by scientific research and the resultant practices introduced to the literature. Social work research in Turkey is carried out by social work academics and practitioners. This dual position they occupy has not been thoroughly investigated in recent years; therefore, the aim of this research was to scrutinize the relationship social workers take when completing research in Turkey. Within the scope of this research, data were collected by conducting an online survey of 365 social workers. Results of the study show that 45.8% of the social workers have conducted research before. Nonetheless, 93.7% of the social work practitioners do feel the need to carry out scientific research in order to shape their professional practices. Considering these results, future research should concentrate on social work practitioners’ problems taking into account their dual position as both the producer and consumer of the research. 相似文献

Involvement of the community is a topic that is gaining increasing importance in the debate on child protection social work. However, the empirical findings that help to understand the factors which enable social workers to involve community actors successfully are still scarce. The article presents the results of an empirical pilot study carried out on a sample of 24 child protection social workers employed in four public agencies in Italy. The results of the research highlight the complexity of the factors that influence the ability of social workers to involve the community in schemes involving children and their families and the importance of constructing a community‐based approach that directly involves local‐level institutions and policy programmes. 相似文献

This paper uses qualitative interview data from a study in Mainland China, which involved telephone interviews with 24 social work supervisors which enabled the readers to know the current situation of supervision and its provision in the country. Common difficulties facing social work supervision and the possible solutions are identified. This article examines the importance of supportive and educative functions in the practice of social work supervision and identifies the common features of external social work supervision. Using a qualitative study design, the author explores social workers’ need for professional supervision and support, and the functions and roles commonly played by external supervisors. A mixed model of internal and external supervision is used in some countries; however, such a method is not commonly used or discussed in the literature in Asian regions. The findings of this study suggest that the practice of external supervision should be considered by social work agencies in China. Arranging appropriate external supervisors and establishing a supportive supervisory environment at an agency level are recommended to facilitate the professional growth of social work practitioners. 相似文献

Over the past two decades, the use of ethnographic research methods, in combination with a range of discursive, conversational, and multimodal analytical approaches, have provided vivid accounts of the complex nature of social workers' everyday communication. This paper discusses the potential and the problems of combining a video‐stimulated recall methodology with an explicit theoretical framework, in order to generate critical reflexive “insider” accounts of social workers' direct encounters with children. The framework employed was based on an adaptation of Goffman's concepts of “framing” and “footing,” which were integrated into an analytical process designed to theorize social workers' critiques regarding the nature of their communication with children. Three detailed case exemplars are used to demonstrate the potential of this methodology to explore the “delicate” agency required by social workers in the practice of authentic communication in complex professional inquiries with children. The paper concludes with a brief discussion of the theoretical and practical issues associated with utilizing reflexive methodologies in professional contexts. 相似文献
