Accelerated population ageing and high voting turnout rates among elderly voters in recent decades have led many social scientists to predict increasing pro‐elderly biases in the social policies of mature welfare states. This article investigates and empirically estimates the evolving age orientation of social policies in Israel, which is a comparatively young society that has nevertheless aged significantly since independence in 1948. We present a historical and qualitative overview of the development of policy efforts towards different age groups and develop an Elderly/Non‐elderly Spending Ratio at four points in time between 1975 and 2005. We argue that in its first five decades, the Israeli welfare state uniquely combined a broadly universalistic and citizenship‐based outlook with a number of significant particularistic spending biases towards specific subgroups. But from the second half of the 1990s onwards, the pro‐elderly policy bias of the Israeli welfare state has strongly increased. These findings support Lynch's thesis for 21 OECD countries, which posits that a shift from a universal to a more occupationally based institutional model of welfare will result in a higher pro‐elderly bias of social spending.  相似文献

What can facilitate at‐risk children's involvement in treatment planning and assessment? We examine this question by investigating the perceptions, attitudes, and characteristics of Israeli social workers. We examine whether their seniority, views on the importance of children's participation, and their attitudes toward parents are related to their report of at‐risk children's involvement in treatment planning and placement decisions. At‐risk children's involvement includes preparing them to appear before the committees that handle placement decisions for youth and the social workers' willingness to consider children's opinions. Eighty coordinators of these committees in social services departments in Israel participated. Our findings indicate that, based on the coordinators' answers, at‐risk children are more likely to be involved in treatment planning and assessment committees when the child protection officers prepare parents prior to participating in the committee meetings, and when the coordinators assigned the case are more senior. The influence of children's opinions on the decisions of the committees was predicted by the weight their parents' opinions carried and whether their parents received any relevant materials prior to the committee meetings. Our findings highlight the importance of involving parents in treatment planning and assessment committees' decision making.  相似文献

Family obligation, which has an exceptionally high salience in traditional Chinese society, continues to be significant in contemporary China. In family relations in particular sentiments and practices morphologically similar to those associated with xiao (filial piety) remains intact in so far as an enduring set of expectations concerning age‐based obligation continues to structure behavior toward others. Researchers pursuing the theme of “individualization” in Chinese society, on the other hand, argue that family obligations and filial sentiments have substantially weakened. The present paper will show that under conditions of cultural and social change in China filial behavior through family obligation continues to play an important role even though the conventions associated with the relevant expectations, attitudes and emotions have undergone significant change. The paper argues that the culture‐system develops not merely through an internal dynamic and that family obligation must be understood in terms of the social and material context in which it operates and the nature of the motivations and imagery of the people that practice it.  相似文献

This study examined how the cultural and situational contexts can jointly shape the consequences of discipline strategies. Israeli mothers who grew up in Israel or in the Former Soviet Union (FSU) (overall N = 110) reported regarding their use of psychologically controlling and punitive discipline with their seven‐years‐old to 10‐years‐old children, and teachers reported regarding children's behavior problems. We assessed both mothers' overall general use of the discipline strategies, and their use of the same strategies following transgressions in the academic domain, an area which the two groups emphasize to differing degrees. Consistent with hypothesis, controlling discipline in academic situations had more positive consequences in the FSU group compared with the Israeli‐origin group. In contrast, and as predicted, cultural group was not a moderator of mothers' overall, general use of the same discipline strategies. The findings illustrate how taking the situation into account can inform examination of the moderating role of cultural group.  相似文献

This article examines the phenomenon of Israeli civil society organizations (CSOs) providing services to women as part of the creation of an alternative women's welfare sphere in Israel in recent years, and its influence upon the welfare state and women. The creation and the existence of the women's civil society sphere can be seen as part of a move by the Israeli welfare state towards a liberal‐style economic regime. The article examines the services and mode of operation of fourteen organizations offering welfare, health and educational services to women in Israel, using a qualitative research method. The study identifies four traits characterizing these organizations: their loose connections with the welfare state, the use of sectoral and selective criteria determining eligibility for their services, the mirroring of internal dynamics of the community and its response to gender issues, and the CSOs' holistic, sporadic and unprofessional services. The analysis highlights the gender dimensions of civil society organizations, the characteristics of structure and content of the services they offer, and the role and place of civil society organizations operating parallel to the welfare state. It sheds light on the complex nature of this sphere and its services, which contribute to the empowerment and improvement of women's lives but, simultaneously, strengthen and reinforce their exclusion and marginalization.  相似文献

With social security provisions in Kenya remaining under‐reported in the more recent literature, this overview covers recent reforms in key areas of the country's social security system. In the health sector and in old‐age pension provision social security is still mainly workerist (biased toward those in formal employment), and attempts to expand coverage have had limited effect only – cash transfer programmes, for instance, have been expanded but in practice they do not universally cover the entitled categories. Thus, although the Kenyan social security system now has a considerable pro‐poor social assistance component it remains biased toward those in formal employment, to the benefit of the highest income quintile.  相似文献

This article explores the doctrine of Islam and the different theological interpretations of the position of Islam about family planning in Saudi Arabia, Egypt, Iran and Jordan, following the Sunni and Shia traditions. Principles that led to fatwas (rulings) in both these theological traditions, together with the main arguments of the debate between the proponents and opponents of family planning in Islam and the Higher Judge's interpretation (Islamic Courts in Jordan) of the position of Islam on family planning, are included. Men's and women's views are summarized, based on the findings of natural group discussions and in‐depth interviews conducted in 1998 with couples and individuals within their social networks in the different contexts in Jordan. Based on a gap analysis between doctrine, policy and people's beliefs, this study shows a need for family planning programmes to address men and women in a culturally sensitive manner: Men shape reproductive decisions. It is therefore argued that if men were more pro‐actively involved in family‐planning awareness campaigns, there might be a transformation of values and perceptions around fertility and family planning. Another conclusion drawn from the findings is that local resources, especially religious men, can be instrumental in promoting political trust in—and a sense of ownership of—family planning programmes in Jordan. Using local resources in advocacy for family planning, based on the cultural context of Shari’ah, seems effective in changing the reproductive behaviour of men.  相似文献

Drawing on positive psychology and the perception of families as systems, the current study examined the contribution of variables regarding first‐time grandfathers and their sons, who have become first‐time fathers, to grandfathers' life satisfaction and personal growth. In addition, the association between the frequency of meetings between grandfather and grandchild to grandfathers' life satisfaction and personal growth was examined. The sample consisted of 106 pairs of first‐time Jewish Israeli grandfathers and their sons (n = 212). The grandfathers completed questionnaires relating to personal variables such as narcissism, family relations and frequency of meetings with the grandchild, and reported on their sense of life satisfaction and personal growth. The fathers completed questionnaires relating to personal variables, narcissism and family relations. Higher levels of grandfathers' life satisfaction were associated with their own perception of good family relations; higher levels of grandfathers' personal growth were related to their narcissism. The grandfather's perception of the frequency of meetings with the grandchild was found to moderate between the father's narcissism and the grandfather's life satisfaction and personal growth. The findings point to the crucial role social workers may play in enhancing life satisfaction and enabling personal growth through dedicated intergenerational interventions.  相似文献

Several developed and developing countries have recently adopted a notional defined contribution (NDC) approach to old‐age pension reform. The NDC is essentially a non‐pre‐funded defined contribution retirement system, in which contributions are credited with a “rate of return” related to aggregate payroll growth, and individual account accruals are maintained in a book‐keeping system. Payouts are annuitized based on the expected mortality of each succeeding retiring cohort. NDC plans may be identified with appropriately calibrated Pay‐As‐You‐Go plans in demographic equilibrium, but the two paradigms diverge when demographic shift is introduced. This paper investigates the key actuarial and economic implications of alternative NDC rules, with a particular focus on Japan, the world's most rapidly ageing economy. We examine the potential role for pension reserves in transitioning to an NDC system, and we show these can be used to smooth the impact of demographic transition to an older society. Finally, we show that countries such as Japan could elect to use pension reserves accumulated in the past to facilitate the transition to an NDC system.  相似文献

Georgia's national social security system offers almost universal non‐contributory basic pension coverage. The basic pension has, to date, proved effective in dealing with old‐age poverty. But Georgia's fiscal constraints and ageing population also highlight the importance of improving the pension system, in order to ensure its sustainability. This article presents policy reform choices, which suggest that, in Georgia, pension reform might include increasing the statutory retirement ages and reducing the generosity of benefits through means testing. The case of the Georgian non‐contributory basic pension might hold value for some low‐ and middle‐income countries that are considering the implementation of, or expanding coverage under, a non‐contributory pension programme.  相似文献

Why did Israeli women not fight for social equality until the late 1980s? And what changed their individual and collective willingness to act? The paper maintains that social action to improve women’s positions in society didexist before the late 1980s but it was mostly not rebellious in the sense that it was not directed against men or the existing social order. The main factor behind the in[action is the lack of feminist ideologies that affect and support gender identities. This kind of feminist gender identity was inhibited in Israel by the inter-relations among three factors: (1) the lack of ideological pluralism, (2) the influence of traditional and religious beliefs, and (3) the effect of national, total, and masculine institutions (like the Israeli army). The same factors—or some combinations of these factors—may inhibit women’s activism in other societies as well.  相似文献

Despite its centrality to the experience of death and grief, it is only in recent years that the economic burden following family bereavement has been recognized by social care professionals and scholars. Based on the realization that death and bereavement are grounded in social context, and assuming this economic burden is a multifaceted phenomenon, the present study compares the British and Israeli welfare systems in three policy settings: social security, funeral services, and bereavement leave. The findings suggest that while in both systems bereavement and especially widowhood is considered a deserving category, recent pressures for restructuring the British welfare state have been successful in shifting provision from the state to the market. The findings also show that in both cases, albeit to a lesser extent in Israel, current policy measures are not fully aligned with critical scholarship on bereavement and its financial consequences, nor with socio‐economic and demographic trends. These disparities are addressed using the notion of disenfranchised grief and by emphasizing the pivotal, although often overlooked role of the welfare state in constituting it. Lastly, the differences between the two cases are discussed in terms of the powerful role of Judaism in shaping Israeli policy.  相似文献

In the wake of Esping‐Andersen's and Pierson's landmark publications, comparative welfare state research has revolved around the retrenchment of social policy and the transformation of welfare state regimes. One of the chief problems of these studies is the treatment of time. Very often, changes are incremental and their real impacts are not immediately visible but take years or even decades before the consequences fully materialize. The purpose of this paper is to discuss those incremental processes—that consist of series of smaller “not‐system‐shifting changes”—which may gradually change central features of a welfare state. Pension programmes, spanning long time periods, provide a good example. Only in some rare cases were pension schemes reformed in one step and in such a way that one can definitely ascertain a system shift. Most changes, however, are gradual, and recurrently enacted minor adjustments seem to leave the basic principles of the scheme intact. In this paper pension reform policies in Germany and Finland will be used to answer the question of when a change is big enough to be labelled as a system shift. It is argued that small “not‐system‐shifting” changes of the last two decades will eventually alter the basic characteristics of old‐age security in both countries.  相似文献

Interoception, often defined as the perception of internal physiological changes, is implicated in many adult social affective processes, but its effects remain understudied in the context of parental socialization of children's emotions. We hypothesized that what parents know about the interoceptive concomitants of emotions, or interoceptive knowledge (e.g., “my heart races when excited”), may be especially relevant in emotion socialization and in supporting children's working models of emotions and the social world. We developed a measure of mothers' interoceptive knowledge about their own emotions and examined its relation to children's social affective outcomes relative to other socialization factors, including self‐reported parental behaviors, emotion beliefs, and knowledge of emotion‐relevant situations and non‐verbal expressions. To assess these, mothers (N = 201) completed structured interviews and questionnaires. A few months later, third‐grade teachers rated children's social skills and emotion regulation observed in the classroom. Results indicated that mothers' interoceptive knowledge about their own emotions was associated with children's social affective skills (emotion regulation, social initiative, cooperation, self‐control), even after controlling for child gender and ethnicity, family income, maternal stress, and the above maternal socialization factors. Overall, findings suggest that mothers' interoceptive knowledge may provide an additional, unique pathway by which children acquire social affective competence.  相似文献

Collaborative workwith cultural mediators, individuals with high social statusand knowledge of community traditions, rendered interventionsmore culturally appropriate, bridged gaps between the culturaland professional canons, and promoted social work's role ina society that had a limited understanding of, and experiencewith, the profession. Israeli Jewish and Arab experts within Israel have developed innovative intergroup relations programs, educational efforts designed to improve relations between Israeli Jews and Israeli Arabs. Social scientists, educators, and practitioners on both sides of the Arab-Jewish conflict have dedicated themselves to lessening the hostility between these two groups within Israel through coexistence educational training. This issue presents theory, methods, and data from these coexistence educational programs. The introductory article presents a brief history of this conflict; the groups' differing perceptions regarding the dispute; some information about the role of culture, socioeconomic status, and ethnicity in the discord; and some of the social psychological processes that perpetuate and recreate the hostilities. Using exploratory data analysis techniques, we propose a model of parent psychosocial well‐being that links financial strains and household stressors to adolescents' pro‐social behaviours and vulnerability through parent mental health and social supports. Parents of urban youth (n = 781) who planned to attend a summer camp for at‐risk youth responded to questions surveying household, parent and child factors related to early adolescent development. We expected that the relationship of household stressors – including financial strain and household difficulties – with adolescent behaviours would be mediated by parent depression and anxiety. We also anticipated that parent social supports would have both direct and indirect effects (via parent mental health) on adolescents' pro‐social behaviours. Study findings are consistent with our hypotheses and the model performed similarly for both adolescent males and females. Implications for practice and policy in the context of programmes for urban youth are discussed.  相似文献

In recent years, there has been a general shift towards integration and cooperation between lawyers and social workers, both professionally and ideologically. The goal of this study was to explore the general attitudes of social workers toward the law. The hypothesis was that, due to the recent legal and professional changes in Israel, social workers would express positive attitudes towards the law. For the purpose of this study, a closed questionnaire containing 25 statements regarding the law and its relationship to social work was used. The research population consisted of 202 social workers from Haifa and the Northern region of Israel. The findings of this study support the hypothesis that there is indeed a tendency to closer ideological and professional proximity between social work and the law in Israel. However, especially regarding courts and the litigation process, their attitudes in response to the statements were relatively less favourable.  相似文献

Based on a survey and interviews, this article presents and analyses Israeli public opinion toward black‐market medicine (BMM) and the welfare state. In addition to providing quantitative and qualitative evidence of the existence of under‐the‐table payments in Israel, we suggest various insights into this phenomenon. While most citizens admit that they would consider making under‐the‐table payments in order to receive preferential medical treatment, when the questions mention words such as ‘illegal’ or ‘bribe’, respondents tend to be less tolerant of such activities. We find that, first, there is a basic willingness among Israeli citizens to use BMM. Second, despite this predilection, Israeli citizens are reluctant to articulate their willingness to engage in such illegal activities. This reluctance implies the existence of a moral barrier among the population as far as identifying themselves with illegal behaviour is concerned. We may infer the existence of a gap between declared attitudes and behaviour. Third, the fact that people's willingness to engage in BMM is greater than their willingness to adopt black‐market strategies in other areas signifies the special nature of health care. Finally, by connecting the phenomenon of BMM to public opinion regarding the welfare state, we point to a possible gap between normative attitudes and preferences produced by structural conditions.  相似文献

This paper describes an attempt by the Israeli government to decentralize social services. Special attention is focused on the initiation of this planned effort of a highly centralized state. First, the Israeli culture is analyzed in terms of the delegation of authority and empowerment of citizens. Second, the principles of this planned change are summarized and results of two evaluation studies are presented. Several possible causes for the lack of success in decentralizing social services are suggested, followed by comments on the future of decentralization of social services in Israel.  相似文献
