"The purpose of this article is to...[analyze] the relative importance of internal and external factors on the demand for skilled immigration visas to Australia. Our objectives are to determine how the size of the pool of potential migrants is influenced by factors such as relative economic conditions and U.S. and Canadian immigration policies and to determine what implications these factors have on the relative quality (skill level) of potential migrants to Australia. Our results indicate that the demand for skilled immigration visas to Australia is related to the number of immigrants accepted by the United States and Canada as well as employment possibilities in Australia. We do not find a relationship between U.S. and Canadian policy and the relative quality of the applicant pool."  相似文献

The Japanese government maintains that the country admits only skilled economic migrants. Its statistics tell a different story. Skilled and low‐skilled economic migrants are admitted in equal measure. The aim of this article is to explain the dissonance between the government's policy rhetoric and policy outcome by turning to policy output. To this end, I quantitatively analyse immigration admission channels for economic migrants, using Ruhs' Openness and Rights Indicators (2013). The main findings not only go against much of what we believe about Japan but helps us reach a more nuanced understanding of its immigration policies. I demonstrate that Japanese immigration admission policies have become more open towards de facto low‐skilled economic migrants over time and are more open to de facto low‐skilled economic migrants than to de jure skilled economic migrants. Instead of openness, the gains made by certain groups of de jure skilled economic migrants have been exclusive immigration privileges related to permanent residence and family sponsorship.  相似文献

Skilled migration has become a major element of contemporary flows. It has developed in scale and variety since the 1930s and now takes many forms, including “brain drain”, professional transients, skilled permanent migrants and business transfers. Nevertheless, the data are poor, inconsistent and usually not differentiated by sex. The importance of policies, both national and regional, to control the movement of skilled migrants has escalated. Receiving countries have come increasingly to see the benefits from admitting skilled workers and have adjusted their permanent and/or temporary migration laws/policies to facilitate entry, usually on the proviso that it does not disadvantage their own workers by taking away their jobs. Another set of policy frameworks within which skilled migration is occurring is regional blocs. The experience of the European Union (EU) in promoting the flow of skilled labour, movement in this direction in the North American Free Trade Agreement (NAFTA), Mercosul, the Closer Economic Relations (CER) Agreement between Australia and New Zealand and the Asia Pacific Economic Cooperation (APEC) Forum are analysed. The article poses two sets of issues facing sending and receiving countries. For sending countries they are: whether to free up or tighten migration; whether to support temporary skilled flows; whether to introduce protective or preventive measures to stem skilled emigration; how to encourage the return of skilled nationals; and whether/how to pursue compensation from post-industrialized countries. For receiving countries they are: whether to encourage temporary or permanent skilled immigration; the level of entry to permit/promote; how to select/process skilled immigrants; whether/how to protect the jobs of locals; and how they ensure the successful labour market integration of skilled immigrants. The article argues that the neo-classical view that skilled migration leads to overall improvement in global development does not apply. “Brain waste” or “wasted skills” occur frequently, to the detriment of both individuals and nations. Improved data and constructive dialogue on skilled migration are needed. Within both regional and international contexts, countries have obligations and responsibilities towards each other which need to be taken seriously.  相似文献

The research examines attitudes toward immigrants and immigration policy based on a random sample of 2,020 New Zealand households. The analyses revealed that New Zealanders have positive attitudes toward immigrants and endorse multiculturalism to a greater extent than Australians and EU citizens. In addition, structural equation modeling produced an excellent fit of the data to a social psychological model commencing with multicultural ideology and intercultural contact as exogenous variables, leading, in turn, to diminished perceptions of threat, more positive attitudes toward immigrants, and, finally, support for New Zealand's policies on the number and sources of migrants.  相似文献

This paper reports on a research programme that has investigated the migration experiences of highly skilled professional and business migrants to New Zealand. Over a four‐year period, five separate studies have been conducted on the stages in the process of migration. The paper sets out a model of the stages of the migration process and the data and analysis which it has guided. Of particular interest are the information sources available to potential migrants and employers, the cultural sensitivity of settlement processes and the migrants' subsequent ease of access to the labour market. The paper analyses information flows available to migrants at crucial phases in the migration process based on a stages model of the migration process. The model indicates some of the critical steps, interactions, and decisions in the migration process from the individual's point of view. Crucial information gaps are identified and implications are drawn for actors involved at the different stages.  相似文献

Immigration policies in most host nations of the west have undergone significant changes in recent years. Based on the four country‐specific papers that appear in this section of the journal, and also on our own research, we present an overview of these changes and their context. In all countries, economic considerations play a central role in shaping immigration policy and greater importance is given to scientific research. Several common policy changes are noted in Australia, Canada and New Zealand which include: a shift away from a human capital focus toward more targeted selection based on labor market demand for specific skills, increased emphasis on temporary foreign worker programs, attraction of international students, an overhauling of the refugee system, and regionalization of immigration. In the U.S., while adoption of some of these changes has often surfaced in public policy and academic discussions, legalization of unauthorized migrants remains an important policy debate, with recent arguments focusing on the economic benefits of legalization.  相似文献

Nations across the world and through time have used skilled migration mechanisms to boost economic growth and workforce competitiveness. However, effectively using these talents from abroad and transforming this collective human capital into valuable social capital is an on‐going challenge. This study applies a case study analysis of skilled migrants from China and India in South Australia and finds that there are multiple barriers to the successful integration of skilled migrants. These barriers tend to block the effective utilization of migrants’ skills and reduce the ability to advance social capital in the community. The study concludes by putting forward various policy recommendations to overcome these obstacles and outlines ideas for an effective application of a skilled migrant programme.  相似文献

The recent literature on skilled migration has addressed the socially constructed nature of the notion and category of “skilled” migrants, revealing the roles of the host state and its admission policy in shaping these migrants. This article adds to the literature by examining how the host state can also socially (or politically) create “skilled” migrants through policy that facilitates the post-study employment of international students. The extant research on the social construction of skill and skilled migration informs the hypothesizing of three strategic ways in which host states seek to retain international students who may otherwise be excluded from the host labour market after graduation: (1) the creation of new work permits, (2) the discretionary relaxing of criteria for issuing work visas and (3) the provision of skilling support for finding employment. The case of Japan empirically validates all these strategies and indicates the particular significance of the second strategy.  相似文献

Using publicly available data, this article aims to understand how immigration policies in Canada and the United States have affected the flow and utilization of highly‐skilled migrants from China and India. Reviewing existing literature on the policies about, and utilization of, human capital among highly‐skilled migrants, and describing the policy contexts in both receiving countries, we present detailed empirical evidence to show that in spite of their higher education attainment than the general population and the total foreign‐born population, China‐ and India‐born migrants are not immune from the brain waste phenomenon. This is especially so among the India‐born. We end the article with policy implications for both countries.  相似文献

Skilled migration is an important strategy in developed economies seeking to address skills shortages and population ageing. Research on the labour market outcomes of skilled migrants tends to focus on employers' devaluation of skills without considering the role of immigration policy in the migration process. Moreover, there is little understanding of whether efforts to meet employer demands for local qualifications improve labour market outcomes. Drawing on a study on skilled migrants sponsored under the State-Specific and Regional Migration Scheme in the regional state of South Australia, we explore the shaping of skills and skills recognition in the migration journey, particularly migrants' strategy of reskilling in response to employer demands for local qualifications. Our logistic regressions on the association between the acquisition of Australian qualifications and labour market outcomes reveal only marginal returns to these efforts. We argue that Australia should consider developing a more coherent skilled migration process to better harness the human capital of skilled migrants.  相似文献

In this article, I address the interplay between migration regimes and migrant subjectivities in stepwise multinational migration through a comparative analysis of biographical interviews with migrants in the healthcare and dairy farm work sectors in New Zealand. In both sectors, migrants' trajectories involve movements from Asia to locations in the Middle East, North Africa or Japan before arrival in New Zealand, and in some cases plans for onward migration. The analysis of these migration patterns and the narratives of migrants, reveal an emergent transnational skills regime that involves connected but uncoordinated systems of skills recognition; negotiating this regime occurs through increased attunement to migration on the part of multinational migrants, as well as adaptation to the expectations of authorities and employers. I conclude the article by suggesting that while multinational migration involves new opportunities for people on the move it also entails greater entanglement in the unequal conditioning of transnational migration.  相似文献

Kritz reviews national concepts and policies of migration. She examines how nation-states approach migration and how they define who is a migrant. Policies for permanent, temporary, and illegal migrants are examined for selected countries. While the traditional permanent immigration countries--Australia, Canada, New Zealand, and the US--continue to admit large numbers of permanent migrants, they are also admitting growing numbers of temporary migrants. Other countries, in Europe and the developing world, have different migration histories and use other approaches to admit foreigners--migrants are generally admitted on a temporary basis for work or other purposes. Growing numbers of these temporary migrants, however, do become long-term or permanent settlers, and the distinction between permanent and temporary migration policies becomes a short-term legal one rather than a long-term sociological one. Governments have been seeking those policy instruments that would allow them to improve control over who enters and settles in their territories, and temporary migration policies are the measures to which they are turning. While increasing restriction characterizes the policy stance of most countries toward international migration, this does not necessarily mean that the number of migrants entering is declining. Kritz argues that the concepts employed by countries in their immigration policies frequently do not correspond to the reality, making it necessary to examine the actual context.  相似文献

Since the 1990s, Asia has emerged as the major contributor of migration flows into New Zealand. Settler migration, tourism, international business and more recently, international education make up the diverse flows of Asian peoples into the country. This paper explores the changing dynamics of Asian transnational families over the last two decades, with a special focus on the experiences of young people within these families. In the early 1990s, bi-local families were commonly known as "astronaut" families, in which one or both parents returned to their countries of origin to work, leaving their children to be educated in New Zealand. Over time the structures of these families have changed, as many young migrants relocated back to their former homeland or re-migrated to a third country, while "astronaut parents" rejoined their spouses either in the origin or destination. More recently, the educational migration of international students from countries in Asia has given rise to another form of transnational family, in which young people enter New Zealand as international students and some subsequently become residents. In this paper, the experiences of these young people are explored within the wider context of family strategies for maximising benefits through spatially extended networks on the one hand, and government initiatives and immigration policy changes that have been taking place in New Zealand since the 1990s on the other.  相似文献

The return migration of skilled professionals has been suggested as a policy instrument suitable for reversing the large‐scale emigration of skilled professionals from African countries. However, there are no empirical studies showing how migrant professionals from Africa are reintegrated into the labor market after they return. This study examines the relationship between educational attainment and the likelihood of employment among native‐born African migrants returning home from abroad. The study focuses on the evidence from Uganda since this country has one of the longest histories of skilled migration in Africa. The results show that returning migrants with university degrees and vocational credentials are more likely to be employed than their nonmigrant and immigrant counterparts. However, this employment advantage was not observed among returning migrants with secondary schooling or below. Furthermore, the results show that returning migrants are generally more likely to be employed as district employment rates increase.  相似文献

The recruitment of skilled foreign workers is becoming increasingly important to many industrialized countries. This paper examines the factors motivating the sponsorship and temporary migration of skilled workers to Australia under the temporary business entry program, a new development in Australia's migration policy. The importance of labor demand in the destination country in stimulating skilled temporary migration is clearly demonstrated by the reasons given by employers in the study while the reasons indicated by skilled temporary migrants for coming to work in Australia show the importance of both economic and non‐economic factors in motivating skilled labor migration.  相似文献

Immigration policy in Canada has recently shifted, reflecting changes in other Western countries. We studied the discursive constructions of forced migrants within Bill C‐31 “Protecting Canada's Immigration System Act” and its associated Backgrounder documents published by the Canadian Government. The documents were analysed using an approach to critical discourse analysis adapted from Bacchi's (2009) methodology and informed by a theoretical framework of “othering”. Particular groups of migrants were represented as posing threats to the economy, the integrity of the refugee system, and national security. The documents offered three solutions: the creation of specific categories of migrants, an emphasis upon efficiency of the system, and expanded powers to the government. The problematization of asylum seekers as posing multiple threats to Canadian society obfuscates governmental responsibilities to this population and reflects common strategies of neoliberal governance.  相似文献

This paper explores some of the issues associated with the nature of contemporary transnationalism and the particular experiences and strategies of a specific cohort of migrants, the 1.5 generation. Based on a study of East Asian migrant adolescents to New Zealand, we argue that the experiences and strategies of this generation differ from those of their parents, the original decision‐makers in the migration process, as well as from the historical experiences of earlier migrants. There is an ambivalence (in‐betweenness) about settlement and attachment that raises some key questions about the assumptions of the immigration literature and of policy/political communities. The paper suggests that the 1.5 generation represents a particular group that deserves more attention in the migration and transnationalism literature.  相似文献

This paper examines the relationship between the number and rights of low‐skilled migrant workers in high‐income countries. It identifies a trade‐off: Countries with large numbers of low‐skilled migrant workers offer them relatively few rights, while smaller numbers of migrants are typically associated with more rights. We discuss the number‐vs.‐rights trade‐off in theory and practice as an example of competing goods, raising the question of whether numbers of migrants or rights of migrants should get higher priority. There is no easy or universal answer, but avoiding an explicit discussion of the issue – as has been done in recent guest worker debates – can obscure an important policy choice.  相似文献

In this article, I explore the ways in which ‘middling’ migrant New Zealanders living in London and New Zealand discuss and identify with home. For these multi‐local individuals, the discursive and material aspects of New Zealand as home form a framework for their everyday life as migrants living in London. Interpretation of the interviews using thematic and narrative analyses works through a conceptualization of home, migration, and identity as interdependent, through three interrelated themes: the symbolic or political nature of home; the importance of family and familiarity for a sense of home; and the role of physical material objects and places. Participants in this study see New Zealand as their home, yet by being away from home they gain new perspectives on home. In London, they engage with or resist a collective imaginary of New Zealand as home that is both self‐perpetuated and externally imposed, and which both reveals and conceals ideas about individual and group identity and community. On returning from London, the idealistic and sometimes simplistic visions of New Zealand as home that structure their lives in London are often disrupted by the more complex yet more mundane version of home and self with which they are confronted.  相似文献
