Summary

Multiple and conflicting practices characterize the field of community economic development. Much of the debate about these practices revolves around different understandings of the importance of jobs, wealth, and place. No overarching definition, typology, or theory, however, offers a plausible way to resolve these conflicts about community economic development goals, levers of change, and practices. One promising approach engages the complexity rather than trying to simplify it. Metaphors are multivalent images that call attention to crosscutting issues, underlying assumptions, and hidden connections. Metaphors enable a richer and more creative reading of neighborhoods and economies when used in planning and design. This article explores six metaphors with relevance for community economic development: plugging the leaks, brokering connections, asset management, building ladders and webs, creating level playing fields, and enhancing markets. How to support this complex version of community economic development challenges the ways in which we encourage innovation, investment, and learning.  相似文献

This paper aims to advance debates in youth studies about the contemporary relevance of social structures of class, race and gender to the formation of youth subcultures. I demonstrate how drawing on a cultural class analysis and education literature on learner identities and performativity can be productive in theorising the continued significance of class, and indeed also race and gender in young people's lives. In examining school-based friendships and (sub)cultural forms through empirical research in urban schools, I argue that not only are young people's subcultural groups structured by class, race and gender but also they are integral to the production of these identities. By examining the discursive productions of two school-based subcultures as examples: the ‘Smokers’ and the ‘Football’ crowd, I further argue that these identity positions embody resources or capitals which have differing value in the context of the urban school and thus demonstrate how race, class and gender privilege are maintained and reproduced through youth subculture.  相似文献

This article examines second wave and post-second wave feminist writing about the possibilities of (contemporaneously) new information and communication technologies. A number of texts by key authors, including Shulamith Firestone, Valerie Solanas, Cynthia Cockburn, Donna Haraway and Sadie Plant, are examined in light of the social and political context of their time of writing as well as in relation to 'mainstream' information society theorists such as Daniel Bell and Manuel Castells. The main focus is on how these authors understand the transformative potential of technologies, and attention is drawn to the swings between optimism and pessimism about the role of technology for a feminist political agenda. The role and nature of manifestos are also explored, and the question of whether it is time for another feminist technology manifesto is raised. The article concludes by posing some methodological and theoretical challenges of developing an anti-essentialist (in relation to both gender and technology), politically engaged and relevant feminist research agenda that takes seriously both lived experience and structures of power. The footnotes are an experiment in autobiographical writing in which I make explicit my own connection to this literature and the politics of these debates.  相似文献

This article challenges the perception that non-governmental organizations (NGOs) are immune from attributes commonly associated with political parties, such as clientelism. Through a case study of an NGO and a political party in semi-urban Argentina, this article demonstrates that despite associational differences with local political party network, these two associational networks produced similar social outcomes??such as, dependency, exclusivity, and paternalism??a phenomenon traced to the NGO??s and political parties?? similar structures and tactics. Contrary to the prevailing positive view of the NGO, held by scholars, the media, and development practitioners, it was guided by financial interests and a continual focus on locating external funding sources to facilitate its goals. Not surprisingly, the political party was dominated by politically oriented interests and an ever-present focus on obtaining votes. However, these seemingly different associations had a similar objective, i.e., the continual effort to obtain sources of support thus demonstrating how powerful structures can still dominate poor communities even when forms change.  相似文献

Performing economic evaluations of established health care programs is essential to identify and control for underlying program-level variations and to make valid comparisons. At a time when the need for such evaluations is growing, health care professionals have limited information on the methodological challenges of performing these evaluations. In this study, we used the National Breast and Cervical Cancer Early Detection Program to illustrate these potential underlying variations. We performed site visits to four grantees and collected activity-based cost data from nine additional representative programs. We identified five specific types of cost factors that should be considered when evaluating and comparing health care programs: clinical services, service mix, in-kind contributions, indirect costs, and year-to-year expenditures of specific activities. A key lesson is that case studies and pilot testing should be performed before initiating cost analysis to identify underlying variation and to test appropriate methods to adequately control for these differences.  相似文献

Previous research utilizing conversion narratives to understand how and why people convert has been troubled by the “accuracy” of the accounts. This study of Muslim converts in the United States sidesteps this problem by turning the focus away from the causes, motives, and drivers of conversion and placing it instead on the form or structure of their conversion narratives. More specifically, it foregrounds the subjective process of making sense of one's conversion story through the employment of formulaic narrative structures. Findings suggest that when accounting for their conversion to Islam, these respondents employed three different narrative structures: stories of awakening, continuity, and return. Although these stories vary in meaningful ways, each provides a different perspective on how conversion to Islam can be conceptualized and expressed narratively. The discussion centers on the similarities and differences between these stories in order to more fully articulate and distinguish their underlying premises. I conclude by considering how each of these stories are used by converts to convey the authenticity of their Muslim identities.  相似文献

The European Union project of political integration faces three main challenges. The first concerns the constitutional make-up of the European Union as a political system. Key here is the role of subsidiarity and the question of statehood. The second challenge has to do with the opportunity structures for participation in a multilevel and supra-national context of governance. The third challenge is that of political identity. In the contemporary political debate, the first of the above challenges is discussed almost exclusively in terms of institutional mechanisms, the third in terms of symbolic identification based on culture and language. Opportunity structures for participation are thought to matter as a means of legitimacy or, alternatively, in terms of political acceptability. The underlying assumption is that policy is mainly a matter of technocratic management and politics a question of identity. This is the key problem of the contemporary discourse regarding European integration and the EU democratic deficit.  相似文献

A key aspect of civil society worldwide is the emergence of thousands of nongovernmental organizations that operate on a global scale. The special challenges of organizing and managing these organizations include massive communications problems and the need to accommodate a wide diversity of interests. In this paper, we ask what kinds of organizational structures and management strategies are utilized by globally oriented nongovernmental organizations involved in the development of civil society, and we consider the advantages and disadvantages of alternative structures. From 15 case studies, we find that three principal types of structures are utilized: corporate partnerships, federations, and membership associations. We also find that management challenges are addressed in various creative ways within these structures, and that the federation form appears to be generally effective and avoids some of the risks associated with other forms.  相似文献

It is argued that decisions are processes that occur in the ordinary course of a human life and that actions taken in life, when they are not habitual, follow such decisions. Decisions are undertaken in the framework of socially validated identities and are accompanied by vocabularies of motive which serve to guide action as well as to justify them. How then are these decisions reached? These decisions are reached, it is argued, by using various objective structures and three cases—Astrology in Ceylon, the Cuban Missile crisis and the Azande Oracles are used to support this claim and to propose a dialectical and interactionist theory of the relationship between actor and motives. The availability of such objective structures allows an actor to use them to legitimize his lines of action as well as to justify them in any future challenges.  相似文献

PurposeThis article explores the implications of outsourcing the evaluation function in South Africa, a context where there is a mismatch between evaluation supply and demand. It unpacks the tradeoffs between internal and external evaluation, and challenges some commonly held assumptions about both.ApproachBased on experiences as an internal evaluator, external evaluator, evaluation manager, and building evaluation capacity, the author explores how each role changes when evaluation is a scarce skill, and looks at implications outsourcing has for both the organization, and the evaluation.FindingsThe purpose of the evaluation must drive the decision to outsource. However, with changing models of collaboration, there may be hybrid options that allow organizations to build evaluation capacity.Practical implicationsOrganisations are faced with a trade-off between commissioning an evaluation, and building internal evaluation capacity. To better understand each approach, it is important to consider the purpose and context of the evaluation. This shifts some commonly held assumptions about internal and external evaluations. Re-examining these assumptions will help organizations make a more informed decision about an evaluation approach.Originality/valueThe field of evaluation is particularly concerned with evaluation use. Most of the literature on this has focused on the approach of individual evaluators, and insufficient attention has been paid to the institutional architecture of the evaluation. This article considers how some of the organisational structures around an evaluation contribute to evidence use, and the case study of South Africa also shifts the focus to the central but overlooked role of context in the debate.  相似文献

This study of members of the Public Relations Student Society of America found that future practitioners are uncertain about many issues related to gender and work-life balance. Male and female students differed significantly in their views about gender equity in promotion, work-life balance, and salaries. These findings suggest that our educating of public relations students about gender challenges in the field must not only start in their undergraduate years and but also include ways to overcome these challenges.  相似文献

Gay male therapists often practice in milieus where it is virtually impossible not to have contacts with clients outside of the therapy room. The necessity of maintaining appropriate boundaries can be strained when client-therapist contacts occur in situations that are overtly or even potentially sexual. Although social class, religion, gender, ethnicity and age are often treated as independent variables (e.g., factors, forces, structures) and invoked as causal explanations for various outcomes, this paper approaches these constructs in more distinctive, humanly-engaged terms. Rather than representing forces that almost mysteriously impose themselves on people, these constructs are to be understood more fundamentally as the products and processes of human group life. We are not denying the linkages of social categories with other aspects of community life but contend that these correlates represent comparatively superficial reflections of the much broader underlying sets of processes that characterize social life. Indeed, we argue that it is these sets of humanly engaged social processes rather than correlational research that constitute the more authentic subject matter of the social sciences.  相似文献

The United States, as well as most developed and many developing nations worldwide, is becoming increasingly urban and suburban.Although urban, suburban, and commercial development account for less than one percent to just over 20% of land use among states, 50–90% of the residents of those states can be classified as urban or suburban dwellers. The population of the U.S. as a whole has risen from being > 95% rural in the 1790s to about 80% urban-suburban today. With these changes in land use and demographic patterns come changes in values and attitudes; many urbanites and suburbanites view wildlife and nature differently than rural residents. These are among the challenges faced by wildlife biologists and natural resource managers in a rapidly urbanizing world. In 2003, we convened a symposium to discuss issues related to suburban wildlife. The papers presented in this special issue of Urban Ecosystems address the lessons learned from the early and recently rapidly expanding literature, the challenges we face today, and the opportunities that can help deal with what is one of the biggest challenges to conservation in a modernizing world.  相似文献

ABSTRACT

Realist evaluation (RE) is a research design increasingly used in program evaluation, that aims to explore and understand the influence of context and underlying mechanisms on intervention or program outcomes. Several methodological challenges, however, are associated with this approach. This article summarizes RE key principles and examines some documented challenges and solutions when analyzing RE data, including the development of Context-Mechanism-Outcome configurations. An analytic method using NVivo features is also presented. This method makes it possible to respond to certain analytic difficulties associated with RE by facilitating the identification of patterns and ensuring transparency in the analytical process.  相似文献

Although the methodology for handling ordinal and dichotomous observed variables in structural equation models (SEMs) is developing rapidly, several important issues are unresolved. One of these is the optimal test statistic to apply as a test of overall model fit. We propose a new "vanishing tetrad" test statistic for such models. We build on Bollen's (1990) simultaneous test statistic for testing multiple vanishing tetrads and on Bollen and Ting's (1993) confirmatory tetrad analysis (CTA) for hypothesis testing of model structures. These and other works on vanishing tetrads assume continuous observed variables and do not consider observed categorical variables. In this paper we present a method to test models when some or all of the observed variables are collapsed or categorical versions of underlying continuous variables. The test statistic that we provide is an alternative "overall fit" statistic for SEMs with censored, ordinal, or dichotomous observed variables. Furthermore, the vanishing tetrad test sometimes permits us to compare the fit of some models that are not nested in the traditional likelihood ratio test. We illustrate the new test statistic with examples and a small simulation experiment comparing it with two other tests of model fit for SEMs with ordinal or dichotomous endogenous variables.  相似文献

Against a background of contestation of European agricultural policy, the territorial dimension is one of the prominent factors in proposals for shaping new rules of public action. This situation has been brought about by shifts in the nature of the challenges facing farming and in society's expectations of it, but also by a change in the forms that public policy may take, which is challenging the hegemony of the nation states in matters of economic and social organisation. We attempt to characterise this territorialisation of public policy in agriculture from a regulationist standpoint and on the basis of research conducted in France. This involves three points: the renewal of decision-making procedures, the adaptation of public action to local specificities and the offsetting of market effects. Empirical findings show that these three factors are only marginal aspects of the changes that have come about in public action in farming: the territorial dimension is not at present the vector of any far-reaching change to the underlying principles and ground rules in this domain. However, these three emerging rationales do give a preview of new forms of regulation in the farming sector.  相似文献

We address the question of how participants in a small world experiment are able to find short paths in a social network using only local information about their immediate contacts. We simulate such experiments on a network of actual email contacts within an organization as well as on a student social networking website. On the email network we find that small world search strategies using a contact’s position in physical space or in an organizational hierarchy relative to the target can effectively be used to locate most individuals. However, we find that in the online student network, where the data is incomplete and hierarchical structures are not well defined, local search strategies are less effective. We compare our findings to recent theoretical hypotheses about underlying social structure that would enable these simple search strategies to succeed and discuss the implications to social software design.  相似文献

Abstract

Climate change debates seldom link the insights derived from the physical sciences to the concerns of social scientists. Understanding how failures in built infrastructures increase the caring burden on women is one of these instances. This article draws on a pilot study on climate change and older people to demonstrate that women who provide informal care services are called upon to fill the gap between declining levels of formal care provisions and care needs when the infrastructures serving a community fail. This research challenges policymakers, emergency planners, and practitioners to think about the increased care burdens that women are expected to undertake during disasters involving extreme weather events like heat waves, cold snaps, and flooding, and reconsider policies that pass this responsibility down to the level of community without the necessary support services and built infrastructures being in place. This issue acquires additional urgency in the context of declining levels of care being publicly funded through the age of austerity as public expenditure cuts begin to bite.  相似文献
