In the mid‐1990s China introduced a means‐test cash benefit called the Minimum Living Standard Guarantee System (dibao). Alongside the increases in both the number of beneficiaries and the budget, there is growing public concern that dibao is creating welfare dependency. Using survey data collected in three cities in China, we investigated to what extent dibao beneficiaries look for work. Focus group discussions were held with programme administrators and beneficiaries. While headline figures suggest that a considerable proportion of beneficiaries are of working‐age and able to work, their personal and household circumstances are important factors in determining their long‐term unemployment. There are also dibao design issues that have created financial disincentives to work. The specific origins of the policy of addressing the problem created by layoffs of inefficient state‐owned enterprises are still affecting the implementation of the programme and preventing it from playing a significant role in poverty reduction.  相似文献

As the secondary means of income redistribution in Chinese society (the primary means being taxation), the Minimum Living Standard Guarantee (MLSG) programme or dibao has been the object of both praise and criticism. The programme helps the government to channel its limited financial resources to the persons who need it most. While it covers the necessities of life, however, it does not enable its recipients to escape from poverty. It has also been criticized for its exorbitant administrative costs and heavy workload. This study uses a qualitative longitudinal design to identify changes across interview intervals and uncover the internal dynamics of the dibao programme. The research findings enrich the current literature on social assistance in China. Forty households receiving dibao in Shanghai were interviewed. Our findings show that most dibao recipients are laid-off workers – casualties of the massive economic reforms of the 1990s – and the younger members of their families. The assistance they receive helps with their daily expenses, but is insufficient to raise them out of poverty.  相似文献

Using an inventory of local and/or non‐statutory transfers (droits connexes) in 13 French towns and cities, the article first measures the gains from returning to work for recipients of national, statutory means‐tested benefits (Revenu minimum d'insertion— RMI, and Allocation parent isolé— API) by type of household before 2009. The reforms of national, statutory benefits carried out during the 2000s, especially those affecting the working tax credit (Prime pour l'emploi— PPE), failed to ensure that the recipients of means‐tested benefits always stood to gain financially from returning to work. The effects of the reforms were offset by the effects of other measures. The article then simulates the effects of the introduction of the Revenu de solidarité active (RSA) in place of the RMI in 2009, and takes into account the way that local and/or non‐statutory transfers are modified by increases in national, statutory transfers. We observe that the RSA eliminates the financial disincentives to returning to work for almost all localities and types of household. The article shows that the marginal tax rate of 38 per cent chosen by the government is very close to the upper limit compatible with a back‐to‐work incentive.  相似文献

Nyqvist F, Nygård M. Is the association between social capital and health robust across Nordic regions? Evidence from a cross‐sectional study of older adults The study examined the association between structural and cognitive social capital and self‐rated health among 65‐ and 75‐year‐olds in Västerbotten in Sweden and Österbotten and Pohjanmaa in Finland. Data were retrieved from a cross‐sectional postal questionnaire survey conducted in 2005 and was answered by 3,370 persons, yielding a total response rate of 69 per cent. The association between self‐rated health and interpersonal trust and membership in organisations was tested by logistic regression analysis. The results showed that older adults in Västerbotten in Sweden experienced better self‐rated health than in Finland. Furthermore, interpersonal trust and active membership in organisations were associated with self‐rated health among 65‐ and 75‐year olds even after having controlled for the influence of region. We therefore conclude that the association between social capital and self‐rated health tends to be robust across contextually similar regions, but that further analyses are warranted in order to clarify the nature of this relationship. The success of the poverty elimination program, as an important element in the strategy of building a moderately prosperous society in all respects by 2020, depends on the accurate identification of the population living in poverty. An analysis of 2013 data from the China Household Income Project (CHIP 2013) shows that in terms of the income-based poverty line, the targeting of the current rural minimum living standard guarantee or subsistence allowance program (dibao) program is very imprecise; it improves with the use of multidimensional poverty criteria, but coverage remains poor. In order to unify the criteria for the rural poverty alleviation (fupin) criteria and the dibao criteria, a uniform set of national criteria should be established. This should shift from income as the sole criterion to multidimensional criteria, so that a uniform scheme can be developed to identify those in need. At the same time, the coverage of the dibao program should be extended and the transfer amounts increased, so that the scheme genuinely covers all of the target population in rural China.  相似文献

Young male offenders in community‐based rehabilitative programmes – self‐reported history of antisocial behaviour predicts recidivism Int J Soc Welfare 2011: 20: 413–420 © 2011 The Author(s), International Journal of Social Welfare © 2011 Blackwell Publishing Ltd and the International Journal of Social Welfare. Recidivism over 18 months was investigated in a representative group of young Swedish male offenders, 15–17 years old, referred to community‐based rehabilitative programmes (n= 189). Registry data on their earlier contacts with social services and previous convictions were also collected. Eighteen months after programme start, 60 per cent of the young offenders were registered as suspected of new crimes, 48 per cent were registered for crimes of violence. Previous contacts with the social services had been documented for 44 per cent, and 30 per cent were registered as previously convicted. However, the group was highly heterogeneous, and all registry data corresponded well with self‐reported history of antisocial behaviour collected at the start of the programme, which identified three subgroups (n= 60, 65 and 64, respectively) with significantly different problem profiles. Results are discussed in relation to developmental theories of antisocial development and the need to adhere to the risk principle when designing interventions for young offenders.  相似文献

Well‐being among employed and non‐employed caregiving women in Taiwan This study addressed various groups of non‐employed/employed and non‐caring/caring women in Taiwan. Data from the 2006 National Taiwanese Women Survey (at age 16–64, n= 6,017) were analysed to determine whether there are differences in terms of well‐being, as measured by self‐rated health and family life satisfaction, between women who work and/or care and between different carer groups. Other factors associated with well‐being of carers of young children (n= 1,697) were also analysed. The results showed that non‐employed carers of disabled adults stood out as the most disadvantaged group. However, the importance of work has been replaced by support among carers of young children. This study suggests that unpaid carers, particularly carers of disabled adults who are non‐employed, ought to be supported by policies. To improve carers' well‐being, care–work reconciliation among working‐age women needs to be included in the future care scheme in Taiwan.  相似文献

Studies have shown relatively high rates of emotional and behavioural problems among children living in out‐of‐home care. This study reports the prevalence of social problems at an 8‐year follow‐up for a group of children/young adults. Predictors for prevalence and change in emotional and behavioural problems at the follow‐up are examined. A prospective cohort design with 233 children who had been living in foster care was used. Forty‐eight per cent (n = 111) of those interviewed at baseline were located and interviewed at follow‐up. Mean age was 17.4 (standard deviation = 2.9) years. Mental health symptomatology was measured with Child Behaviour Checklist and Adult Self‐Report. Linear and generalized mixed model analyses were used. Changes in internalizing and externalizing problems from baseline to follow‐up was associated with gender. Boys showed more problems at a young age, whereas girls developed more problems later. Predictors for social problems at follow‐up were mental health at baseline, kinship care and care placement away from the local community.  相似文献

The present study examined moral distress among Finnish social workers and the role of perceived resource insufficiencies in explaining it. The aim was to shed light on this understudied phenomenon in the field of social welfare. The study focused on work‐related moral distress, defined as impaired wellbeing that is connected to the continual inability to implement actions that one considers morally appropriate. The survey data were collected with an electronic questionnaire between the years 2011 and 2012. The respondents (n = 817) were social workers in the public social welfare services and the overall response rate was 46.5 per cent. Nearly 11 per cent of the respondents reported experiencing moral distress and perceived resource insufficiencies strongly explained this experience. Moreover, social workers with moral distress reported that they were less willing to continue in their post, were more frequently on sick leave and had positive work‐related experiences less often than their colleagues who did not experience moral distress. Key Practitioner Message: ● The concept of moral distress is useful in describing the experiences of social welfare workers when they are unable to practise their profession according to their moral code and the emotional burden related to this inability;Perceived resource insufficiencies are strongly associated with experiences of moral distress among frontline social workers;Social workers experiencing moral distress are less willing to continue in their work, take sick leave more often and less frequently have positive experiences related to their work.  相似文献

Using micro‐data for the year 2007, this article analyzes the effectiveness of Luxembourg's minimum guaranteed income (revenu minimum garanti — RMG) social assistance programme. First, we examine the effectiveness of the RMG by comparing the proportion of eligible households based on the different criteria for the years 2007 and 1986, and find that, in 2007, 5.5 per cent of households were eligible versus 3.75 per cent in 1986. A relaxation of the RMG's eligibility criteria implies that more low‐income households should have access to the RMG. As a second measure of programme effectiveness, the article estimates the extent of non‐takeup behaviour among those eligible for the RMG in 2007. It is found that just over 65 per cent of all households potentially entitled to the RMG do not claim. Regression analysis of the potential determinants of non‐takeup behaviour confirms the hypotheses derived from theoretical models in the literature, i.e. that rational motivation, such as the expected net utility from claiming, and stigma, play a major role in explaining levels of non‐takeup.  相似文献

This article explores intersecting notions of leisure among middle‐aged people with intellectual disabilities in the setting of the Swedish welfare state. The participants are recipients of long‐term disability services and have experienced the changing ideological frameworks of the welfare effort, which has recently focused on normalisation, inclusion and participation. Structured activities are arranged by disability services in order to normalise living conditions and provide recreation for disabled people. However, the range of activities is constrained by financial resources, by notions of gender and age and by an institutionalised emphasis on the work ethic – leading to constructions of leisure partly as ‘time beside’ where ‘free time’ activities should not interfere with the duties of the working week. The participants' limited resources and their lack of a strong voice limit their ability to demand their legal rights and leave many of them with ‘too much time with too little to do’. Key Practitioner Message: ● A common idea of leisure is the relationship between social and physical activities, well‐being and health;People with disabilities, regardless of age, engage in fewer leisure activities than the general population due to a lack of resources;Even with legal rights, the lack of a strong voice as well as institutional constraints limit their leisure opportunities.  相似文献

Lagging behind in good times: immigrants and the increased dependence on social assistance in Sweden Int J Soc Welfare 2011: 20: 55–65 © 2009 The Author, Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. After the 1990s recession in Sweden, social assistance (SA) recipiency decreased to levels that were clearly lower than before the recession. However, this decrease masked a strong polarisation: the number of short‐term recipients fell, but the number of long‐term recipients was higher than before the recession. This article shows how SA recipiency and dependence changed over a whole economic cycle in Sweden's largest city, Stockholm, and asks whether the increasing dependence can be explained by immigration. It is shown that the relative increase of long‐term SA is similar among immigrants and native‐born, but decomposition analysis reveals that the increase among native‐born is of minor importance for the overall increase. Nearly half the increase can be attributed instead to the increased representation of immigrants in the population, and another 38 per cent to increased dependence among immigrants. Only 15 per cent of the total increase in long‐term SA is a result of increased dependence among native‐born.  相似文献

The magnitude of rural–urban migration in Bangladesh is increasing. Rapid urbanisation and a growing number of slums (dominated by migrants) pose many challenges to health. To our knowledge, studies regarding internal migration and health are scarce and results are mixed. Therefore, we compared several aspects, namely: housing, health knowledge, smoking, mental and general health, for three groups of migrants, designated urban natives/urban to urban migrants (UN/UU), rural to urban migrants (RU) and rural natives/rural to rural migrants (RN/RR). Results based on a sample of 5,136 adults indicated that the majority of respondents were less than 50 years old, female, married and uneducated. The percentages of UN/UU, RU and RN/RR migrants were 9.6, 69.2 and 21.3, respectively. As both bivariable and multivariable analyses indicated greater vulnerability among RU migrants in terms of the above‐mentioned aspects, this particular group deserves more attention from policy‐makers and other stakeholders. Some implications are also discussed. Key Practitioner Message: ● This study provides information regarding internal migration and explains push–pull factors in Bangladesh;It provides evidence regarding greater vulnerability in terms of health and other determinants among rural–urban migrants living in Dhaka slums;Lastly, the study justifies the importance of intervention strategies targeting poor migrants in urban slums in developing countries.  相似文献

Objectives. Kids Voting USA is a program designed to educate schoolchildren about the democratic process and foster their political socialization. This article set out to explore the consequences of the Kids Voting program for political knowledge, knowledge gaps, and attitude‐behavior consistency. Methods. A sample of seventh and eighth graders in an urban school district were surveyed before (N=385) and shortly after (N=648) the 2000 general election. Results. Kids Voting exposure was positively related to political knowledge at Time 2 even after controlling for demographics, scholastic achievement, and attention to campaign news. There was no evidence that knowledge gaps widened between Time 1 and 2; in fact, African Americans and those with low initial knowledge gained the most. As political knowledge increased, party ID and issue attitudes became more predictive of candidate preference. Kids Voting exposure, too, was positively related to consistency between party ID and candidate preference, a relationship that was partially mediated by political knowledge. Conclusions. Political knowledge among these adolescents appeared to function much the way it does in adults: it equipped them to make political decisions that better reflected their attitudes. Kids Voting seems to contribute to this process, through knowledge and perhaps other avenues, without increasing knowledge gaps.  相似文献

To explore personal and professional factors influencing social worker assessment of family intimacy behaviour in diverse cultural groups, a 27‐item questionnaire was mailed to a random, stratified sample of MSW‐level social workers. The instrument measured rank‐order responses to 10 questions about attitudes towards public exposure to sexual stimuli and rank‐order responses to questions about three vignettes depicting culturally informed family intimacy behaviour. The instrument also measured sample characteristics such as area of social work practice and per cent of caseload involving sexually abused as well as diverse clients. Completed questionnaires (n = 387) were analysed for association between respondents' definition of intimacy behaviour (dependent variable), attitude towards sexual stimuli, and intervening variables thought to explain variance in the dependent measure. Labelling theory provided a basis for hypotheses testing. When mean attitude scores were correlated with mean definition scores, Pearson's r returned a significant low, positive association between conservative attitudes towards exposure to sexual stimuli and definitions of cross‐cultural scenarios as sexual abuse. Holding attitude scores constant, regression modelling of the sample's definition of scenarios indicated that practice area, minority status, and per cent of caseload with sexual abuse clients were significant predictors of R2 change in the dependent variable. Further analysis of data through regression tree modelling showed that a small group of conservative practitioners with ethnically diverse caseloads were more likely to label culturally influenced behaviours as deviant. Among conservative practitioners with less diverse caseloads, number of hours in sexuality training had a moderating influence on deviancy labelling. Tree modelling of the data also indicated that an ethnic minority subgroup within the sample accounted for the lowest ranking of scenarios as sexual abuse. Results support earlier work on social worker assessment of child maltreatment as a function of agency setting. Another implication for social work is the need for practitioners to understand their attitudes towards human sexuality in relation to assessment of diverse patterns of childhood sexual socialization.  相似文献

Poverty is represented not only by objective well‐being indicators which include income and consumption levels, but also by subjective indicators which reflect what a person feels. It is estimated in this article that the incidence of subjective well‐being poverty (SWP) among the Chinese rural elderly population in 2006 was 9.7 per cent, about 4.2 times as much as that of the country's total rural population in the same year, which was 2.3 per cent. Over 16 per cent of the rural elderly population and 11.5 per cent of the urban elderly population rated their life satisfaction as poor or very poor. In terms of SWP, senior citizens, especially those who live in rural areas or who are women or very aged, have become a special group among the poor in China. This article suggests that China's social policies for the new stage take into account the issue of absolute poverty and also that of SWP. A multi‐dimensional strategy system targeting the issue of poverty needs to be established, and a policy system to address poverty reduction as well as old age security and care should be implemented.  相似文献

The statutory pension insurance scheme in the Federal Republic of Germany has been financed by the allocation procedure de jure for some time now and de facto for a considerable period. Consequently, the annual expenditures have to be covered by revenues in a given year. As a result, the allocation procedure implies a contract between generations. In 1987, the main sources of revenue were: 83.2 per cent revenue from contributions and 15 per cent from the Federal subsidy.  相似文献

This study examined the influence of sociocultural factors in explaining the rural–urban differences in home and community-based service (HCBS) use among older adults. Survey data of 228 older adults living in Alabama were analyzed. Sociocultural factors included participants’ perceptions of service availability, attitudes toward seeking formal help, informal support, and religious behaviors. Rural older adults were less likely to use HCBS than their urban counterparts (p < .05). An interaction effect between perceived service availability and church attendance was found. These findings suggest a need for collaborations between community aging services with religious organizations to ensure existing programs are accessible to older adults living in rural areas. Future research based upon large probability samples is needed to shed more light on the relation between church attendance and service use.  相似文献

In 1998, the left‐of‐centre government of Hungary carved out a second‐pillar mandatory private pension scheme from the original mono‐pillar public system. Participation in the two‐pillar system was optional for those who were already working, but mandatory for new entrants to the workforce. About 50 per cent of the workforce joined the second pillar voluntarily and another 25 per cent were mandated to do so by law between 1999 and 2010. The second pillar has not improved the financial stability of the social security system. Moreover, the international financial and economic crisis has highlighted the transition costs that are associated with moving, even if only partially, to a system of pre‐funding. In 2010, the conservative government de facto “nationalized” the second pillar, and it is to use part of the accumulated pension capital to reduce Hungary's excessive public debt and annual budget deficit and to compensate for income tax reductions.  相似文献

Objective. Does the race of a legislator or does the black population of a district best predict legislative roll‐call voting in the interests of African Americans? Due to methodological limitations, no prior study has found that both the race of the legislator and the black district population are significant predictors of congressional roll‐call voting. Drawing on post Shaw v. Reno/Miller v. Johnson congressional districts (with greater data variance), I examine the effect of these two racial representation variables on roll‐call voting in the 104th–106th Congresses. Methods. Linear regression with random effects is employed in two statistical models. Results. Even when the black district population and party are considered, the presence of an African‐American legislator leads to greater substantive representation of black constituents. Conclusion. Districting plans that maximize the election of black legislators and Democrats are the most important for the aggregate enhancement of liberal voting in Congress, while districting plans that maximize black district populations and Democrats are the most important for the aggregate enhancement of civil rights voting records in Congress.  相似文献
