This paper argues that the identity of social work as a form of professional practice within Europe is a timely matter for contemporary debate. Economic and political moves in Europe towards integration have created the possibility of establishing an identity which could both incorporate a range of diverse activities and also create a form of practice that is distinct. This article will address the emerging concept of social exclusion as a potential focus for social work professional practice in a changing global setting. It will be argued that the concept is one that can incorporate the broad range of practice in social work in a manner that could have similar meaning for all the different practitioners involved.  相似文献

The problem raised in this article is whether disabled people can and should be considered as a social group with respect to political representation. The question is first discussed on the basis of theories of social and status groups. Next, the article examines how the topic is reflected empirically at the local political level in Norway, expressed by party political leaders and elected disabled representatives. The authors suggest that disabled people can and should be considered as a social group in relation to political representation. Not doing so, they argue, will in effect delay the process towards full recognition and active political citizenship.  相似文献

Social work practice in Europe has developed disparately in the context of separate nation states. Yet it has at the level of professional organization a potentially international orientation. Practice can be understood as having a dual configuration: on the one hand it is idiosyncratic to the culture of nation states; on the other it has a dynamic which incorporates an impulse to include broader supranational concerns. This dual configuration is of importance at a time when social work and social policy are increasingly affected by global political and economic processes and compelled to view what were previously national concerns through analysis that is global (cf. Mishra 1999; Deacon et al . 1997; Townsend 1995). Welfare and economic issues are now almost wholly cast in systems that involve a multiplicity of nations, international non-governmental organizations (NGOs), and regional trading blocs that are intricately involved in making decisions that have profound welfare implications. This article will identify the challenge that these developments pose for social work and consider how the social work profession can reflect on a response. We argue that the dual configuration in which it is situated enmeshes social work within a dual set of politics. The first is the politics of the macro-political economy noted above. The second is the micro-cultural politics of identity that are being played out in various national settings but which also contain global impetuses. Thus both contemporary macro- and micro-politics mitigate against practice and analysis situated solely at the level of the national. We argue that a social work that is central to an emerging social development practice based on empowerment and located within a transnational organizational base is best placed to meet the challenges we describe.  相似文献

This article explores the significance of disability for social justice, using Nancy Fraser’s theory of justice as a guideline. The article argues that the disability perspective is essential for understanding and promoting social justice, although it is often disregarded by critical thinkers and social activists. The article looks at three prominent strategies for achieving social justice under conditions of capitalism: economically, by decommodifying labour; culturally, by deconstructing self-sufficiency; and politically, by transnationalising democracy. The disability perspective reveals that decommodification of labour requires enhancement of disability support, deconstruction of self-sufficiency requires valorisation of disability-illuminated interdependence, and transnationalisation of democracy requires scrutiny of the transnational production of impairments. The article discusses each of these strategies in theoretical and practical terms by drawing on disability studies and Fraser’s analyses.  相似文献

This paper suggests that, for a variety of reasons, the sociology of social stratification--and, as a consequence, mainstream sociology more generally--has neglected the topic of disability. Using material drawn from a range of sources, it is argued that disability is related in definite ways to social class. Further, it is also argued that disability must be considered as a factor contributing to the production and reproduction of stratification in its own right, independently of class relations. These arguments are further advanced in the course of a more detailed consideration of research evidence concerned with mental handicap. The paper ends with a consideration of the role of non-class factors--specifically social status and citizenship--in the stratification systems of modern industrial societies.  相似文献

Childhood poverty and early parenthood are both high on the current political agenda. The key new issue that this research addresses is the relative importance of childhood poverty and of early motherhood as correlates of outcomes later in life. How far are the ‘effects’ of early motherhood on later outcomes due to childhood precursors, especially experience of childhood poverty? Subsidiary questions relate to the magnitude of these associations, the particular levels of childhood poverty that prove most critical, and whether, as often assumed, only teenage mothers are subsequently disadvantaged, or are those who have their first birth in their early twenties similarly disadvantaged? The source of data for this study is the National Child Development Study. We examine outcomes at age 33 for several domains of adult social exclusion: welfare, socio‐economic, physical health, emotional well‐being and demographic behaviour. We control for a wide range of childhood factors: poverty; social class of origin and of father; mother's and father's school leaving age; family structure; housing tenure; mother's and father's interest in education; personality attributes; performance on educational tests; and contact with the police by age 16. There are clear associations for the adult outcomes with age at first birth, even after controlling for childhood poverty and the other childhood background factors. Moreover, we demonstrate that the widest gulf in adult outcomes occurs for those who enter motherhood early (before age 23), though further rein‐forced by teenage motherhood for most adult outcomes. We also show that any experience of childhood poverty is clearly associated with adverse outcomes in adulthood, with reinforcement for higher levels of childhood poverty for a few outcomes.  相似文献

This paper discusses current trends in writing disability and identifies problems inherent in the prevalent focus on history of institutional treatment of impairment and disability, both in their validity as history and in their lack of contribution to the emancipatory dimension of disability studies. It is suggested that a broader view of disability history might be achieved by examination of other perspectives regarding disability than the institutional and identify two other perspectives, vernacular and experiential. The source material of these is often quite unlike that of institutional history, and identifies some potential risks in their interpretation. It suggests that investigators of history identify the perspectives present in the sources that they use as a means of reducing the risk of interpretive fallacies. The potential contribution of microhistory is also discussed.  相似文献

This essay examines the relevance of socio-material space to the social model. The social model has been criticised as being disembodied. While there is some basis for this critique, the social model, in fact, has 'bodies in space' as a central concern. A distinction is made between disability as a sociocultural and biomedical category, and as a state of 'not being able to'. The latter usage is not just relevant to people with disabilities. In order to illustrate the strength of the social model, disabling social organisations of space-time practises are examined with a special emphasis on transport-public space. It is concluded that the social model offers insights into relationships between bodies, embodied agency and the social organisation of space-time.  相似文献

In working with social work clients, issues of religion and spirituality are sure to arise. Religious views on disability can have both positive and negative effects on the individual. In our increasingly pluralistic society, these issues must be approached with sensitivity and patience since it is common to work with adherents of minority or nontraditional religious groups or groups whose values conflict with the social work profession. The purpose of this article is to enhance and develop sensitivity to diverse religious views in order to respect the values and life beliefs of the client while enhancing the development of adaptive religious and spiritual views.  相似文献

Based on the social model(s) of disability, this article seeks to analyse the historical development of Israeli employment policy toward disabled people during the first decade and a half of its existence (1948–1965). Findings from primary and secondary sources suggest that throughout this period disabled people, mainly immigrants, found themselves at the lowest echelons of Israeli society and the labour market. Furthermore, the Israeli welfare state offers an interesting case study of the gap between a welfare state’s stated adherence to social justice and the more limited, and even contradictory, outcomes of its policies. Our discussion suggests that a valuable way of reframing our findings can be found in the critique of de-commodification as an inadequate concept and in the use of related concepts such as re-commodification and quasi-commodification.  相似文献

As smart technologies such as artificial intelligence (AI), automation and Internet of Things (IoT) are increasingly embedded into commercial and government services, we are faced with new challenges in digital inclusion to ensure that existing inequalities are not reinforced and new gaps that are created can be addressed. Digital exclusion is often compounded by existing social disadvantage, and new systems run the risk of creating new barriers and harms. Adopting a case study approach, this paper examines the exclusionary practices embedded in the design and implementation of social welfare services in Australia. We examined Centrelink’s automated Online Compliance Intervention system (‘Robodebt’) and the National Disability Insurance Agency’s intelligent avatar interface ‘Nadia’. The two cases show how the introduction of automated systems can reinforce the punitive policies of an existing service regime at the design stage and how innovative AI systems that have the potential to enhance user participation and inclusion can be hindered at implementation so that digital benefits are left unrealised.  相似文献

The objective of this research was to identify effective strategies for socio-educational intervention with adolescents aged 12–16 years in a situation of social risk and provide some proposals from the field of social pedagogy. The research was conducted in three autonomous regions of Spain—Madrid, Galicia and Catalonia—between 2011 and 2013 and used the grounded theory approach. Thirty one practitioners and 19 adolescents participated in the focus groups and interviews. The main results suggest central strategies related to the empowerment and participation of adolescents, resilience and the flexible planning of interventions, with relevant implications for practice and policies.  相似文献

Returning to classics on dirty work and stigma, I offer another perspective on the difficulties that disabled people experience in employment. I claim that disabled workers with multiple sclerosis (MS) feel like ‘dirty workers’ not because of the work that they do, but because of their MS. Secondary analysis of phenomenological interview data revealed workers with MS feeling physical, social and moral taints normally associated with being a ‘dirty worker’ – but because of their MS-related impairments and disabilities. Combating social exclusion is a dominant theme in the current policy agenda. Yet the term social exclusion is of relatively recent origin. It was promoted originally in France in policy debates surrounding disability (Evans, 2000) and through theoretical developments in sociology and political science about the increasing detachment of certain individuals and groups from the state in late modernity (Beck and others, 1994). A quite different and more long‐standing research tradition is to be found in developmental psychology—respectively in the sub‐fields of ‘developmental psychopathology’ (Rutter, 1993) and ‘life course theory and lifespan developmental psychology’ (Elder and others 1993, 1998a&b; Lerner,1998; Lerner and others, 2000). The two themes come together in the idea of risk: Which children are most vulnerable to adult psychiatric disorders or criminality? Which children are likely to become socially excluded as adults? A dialogue between risk and social exclusion is likely to be fruitful in bringing together large and diverse research literatures combining both explanatory and intervention studies to bear on a central problem of modern society. The purpose of this paper is to begin such a task, but selectively, focusing on the main themes of research, as illuminated by key findings. The paper concludes with a consideration of recent policy initiatives to combat social exclusion, in which the ideas of risk and protection have a central place.
