ABSTRACT

Previous studies have shown that elderly Asian immigrants face greater risks for living in poverty compared with their native contemporaries. Particularly, Korean immigrant older adults are reported to be most likely to experience poverty among many Asian immigrant groups. The purpose of this study is to examine the extent to which demographic, human capital, and social exclusion factors contribute to such economic vulnerability among Korean immigrant older adults. Adding to previous research, this study broadly conceptualizes social exclusion and tests for its additive effects on poverty using nationally representative public data of Korean immigrant older adults. From the 2008–2010 Public Use Microdata Sample of the American Community Survey, this study extracts a sample that consists of individuals aged 65 years and older whose national origin is Korean, who were not born in the United States, and thereafter immigrated to the United States (N = 3,820). The findings indicate that 3 dimensions of social exclusion—exclusion from social and civic life, exclusion from asset building, and exclusion from the labor market—contribute significantly to Korean immigrant older adults’ odds of living in poverty. The study concludes with practice implications for socially inclusive workforce development as a way to ameliorate economic afflictions among Korean immigrant older adults.  相似文献

Using 2011 census data, this study investigated how living arrangement affects disparities in poverty between older adults (aged 65 and older) who migrated to Hong Kong from Mainland China and those who were born in Hong Kong. Our sample consisted of 29,987 immigrants and 9,398 natives, all of whom were ethnic Chinese and living in Hong Kong at the time of the census. We found higher poverty rates among older immigrants than among natives, a disparity that persisted even after adjusting for living arrangement, human capital characteristics, assimilation‐related variables, household composition and demographic characteristics. We also found that living arrangement moderated the impact of immigrant status on the poverty risk among older adults, and that the impact was due mainly to the number of earners in the household. The implications of our results with respect to poverty among older adults and anti‐poverty measures are discussed.  相似文献

Faced with economic uncertainty and declining retirement security, older adults have increasingly tried to remain in, or return to, the workforce in recent years. Unfortunately, a host of factors, such as ageism and changing skill requirements, present challenges for older adults seeking employment. Low-income older adults, in particular, may lack necessary education and skills and have limited access to job opportunities and training. In this review, we examine factors that inhibit and support employment for low-income older adults and explore the role of social work in facilitating their inclusion in the workforce.  相似文献

ABSTRACT

This study investigates the association between older adults’ perception of usefulness and easiness (PUE) of Information Communication and Technologies (ICTs) and volunteering, and if this association differs across their income status. Data were obtained from the 2012 wave of the Health and Retirement Study (HRS), and the sample was restricted to respondents aged between 60 and 84 (N = 901) and who completed the 2012 HRS technology module. Multinomial logistic regression was employed to examine the independent and joint influence of PUE of ICTs and of low-income status on volunteering. The results show that only people with high PUE engaged in more than 100 hours of volunteering among older adults after controlling for covariates. The positive effect of high PUE was found to be more significant in the low-income group. This is the first known research to investigate the PUE of ICTs and volunteering among older adults. This study expands the knowledge of volunteering among older adults by exploring ICTs which can be considered as one of the most influential macrosocial changes in the current society. Moreover, our findings provide some insights and an empirical foundation in volunteering programs for older adults of different PUE levels.  相似文献

ABSTRACT

This study examined how older adults’ living arrangements and poverty status affected their use of in-home health, functional, and out-of-home services over time. Using eight waves of data from the Korea Welfare Panel Study, we employed a logistic mixed-effect model to analyze how poverty and living arrangements affect community-based service use. Living-alone older adults and elder-only couples were more likely than co-residing households to use services. Elder-only couples, when poor, were more likely to use in-home and out-of-home services over time. Understanding predictors of community-based service use over time enables researchers and policymakers to better understand the process of aging-in-place.  相似文献

This study examines the causes and effects of childhood poverty in Korea using longitudinal data from the Seoul Child Panel Study. In the study, we find that not living with two parents or full-time employed parents are significant risk factors for child poverty in Korea. We also find that poverty is a risk factor lowering children's school achievement, and that family process factors such as family relation and parental monitoring are strongly related to children's internalizing and externalizing problem behaviors. The article concludes by suggesting policy approaches to reduce child poverty and the negative impact of poverty on children's development.  相似文献

ABSTRACT

How social workers define and assess poverty is a matter of economic and social justice. Recent conceptual and measurement advances point to a multidimensional definition of poverty which captures material, social, and political deprivations. Using data from a survey, this article describes how nephrology social workers assess poverty among older adults living with a chronic kidney disease (N = 52). Results suggest respondents already conceive of poverty as a multidimensional experience, support awareness-raising about poverty, and primarily assess poverty by employment status, income, access to transportation, and education. Opportunities to expand poverty assessment in future work are promising.  相似文献

There is growing interest in the application of Townsend's deprivation approach to provide estimates of poverty that more directly reflect the living standards of those on low income. The consensual approach is applied here using data from the second wave (conducted in 2015–2016) of the Trends and Implications of Social Disadvantages in Hong Kong survey. The article draws on a related study that identifies separate lists of items deemed “necessary for all” by a majority of adults (aged 18 years or older) and children (aged 10–17 years). Those unable to obtain at least three of these items are identified as deprived, and the profile of household deprivation is examined in terms of the family types most affected, age groups, and numbers of children. Further analysis focuses on the disparity between children identified as living in households identified as deprived according to information provided by adults and children whose deprivation status reflects their own views. Finally, the overlaps between deprivation and four measures of poverty—two objective and income based and two subjective and perception based—are examined and discussed. The results indicate that deprivation and poverty are different but that, however it is measured, more needs to be done to address poverty in Hong Kong, including further improvements in the coverage and adequacy of health service provision and social security benefits.  相似文献

This study analysed the causes behind changes in the poverty rate among young South Korean households, using the 1995, 2006 and 2016 Household Income and Expenditure Survey. Labour market instability has intensified since the Asian economic crisis of 1997. This has increased the risk of poverty among young people who lack financial assets and must obtain economic security through work. The poverty rates among people aged 18–29 have steadily increased. Using Oaxaca–Blinder decomposition, this study evaluated the contribution that characteristics and structure make to poverty rate changes. The study found that the poverty rate was lower in households with a higher level of education and in households with fewer members. The study also found that the poverty rate was higher in female‐headed households and in households where fewer of its members were employed. Furthermore, the poverty rate was found to have increased among the younger population in general. These findings indicate that social policies should take into consideration the changing life circumstances of young adults.  相似文献

A model for holistic care management that would enhance outcomes for economically vulnerable older adults who receive an array of disjointed services administered through the older Americans Act (OAA) and local Area Agencies on Aging (AAA) is proposed. Fragmented service delivery is typically wasteful and ineffectual, but comprehensive care management that includes an autonomous care manager, a single interagency plan of care and ongoing monitoring that is client-centered may protect those aging in poverty from negative health outcomes.  相似文献

This article examines poverty and welfare provision in early twentieth-century Beijing as dialogue and transaction between the city government and the urban poor. Earlier studies of the Chinese urban have tended to emphasize the material aspects of urban development, and the efforts of planners and city governments to modernize China’s cities, rather than the human experience of the city. This article draws on the extensive archives of the Beijing Municipal Government Social Affairs Bureau to extend our understanding of the experience of poverty and the agency of the poor. The archive confirms that Beijing’s growing and increasingly formalized welfare institutions were designed to discipline the poor as they alleviated poverty. However, the correspondence between applicants for welfare and the Social Affairs Bureau also reveals that the poor often approached these institutions instrumentally and assertively. Recourse to the welfare institute became a livelihood tactic, a claim on the authorities in pursuit of which certain sub-groups within the poor mobilized intangible assets, from social networks to understanding of the intended terms of the system, to sway the terms of their engagement with the authorities in their own favour.  相似文献

There is growing interest in child poverty and well‐being in East Asia. However, empirical studies predominantly adopt “expert‐led” measures (such as adult‐derived child deprivation measures), which usually assume that parents or guardians provide reliable reports about all their children's needs and that the allocation of household resources is effectively equal across all members. Studies of child poverty from a child‐rights or child‐agency perspective are rare in East Asia. Using a consensual deprivation approach, this article examines the extent of agreement between children and adults about which child possessions and activities constitute necessities of life in Hong Kong. The data are drawn from the second wave of the Strategic Public Policy Research project—Trends and Implications of Poverty and Social Disadvantages in Hong Kong: A Multi‐disciplinary and Longitudinal Study. A total of 595 adults and 636 school‐aged children from the first wave of the study were reinterviewed and asked if they considered 16 possessions and activities as essential for children in contemporary Hong Kong. The results showed that adults were significantly more likely to believe that almost all material and social deprivation items were necessities compared with their children, even after controlling for individual‐level factors (i.e., gender and birthplace) and household‐level factors (i.e., number of children in the household, number of working adults, and household income). The findings highlight the importance of incorporating children's views into our understanding of child poverty.  相似文献

Caminada K, Goudswaard K, Koster F. Social income transfers and poverty: a cross‐country analysis for OECD countries Poverty alleviation is an important policy objective in developed welfare states. This article reports on a study of the association between social transfer policies and poverty. It has been claimed in several studies that based on a simple bivariate approach, high social effort goes along with low poverty levels. Empirical studies have also found that factors such as demographic and economic conditions may also have an influence on poverty, affecting the relationship between social spending and poverty. In the present study, we empirically analysed the impact of social expenditure on poverty for the period 1985–2005, and in contrast to previous research, demographic and macroeconomic differences across countries were controlled for. Quite a strong negative relationship was still found between the level of social expenditure and poverty. Ageing and unemployment rates were found to have some explanatory power but without affecting the association between social transfers and poverty. Thus, the multivariate approach chosen in this study confirms the results of earlier research.  相似文献

This study uses role theory to examine the association between postretirement work and volunteering among retirees and to determine whether this association varies across poverty status. Data came from the 2012 wave of the Health and Retirement Study (HRS). The sample was restricted to respondents of older retirees (N = 6,619). We found that postretirement work positively influenced volunteering. However, poverty can be a risk factor of volunteering among older retirees. The positive effect of post-retirement work was found to be more significant in the near-poverty group. We provide an empirical foundation to help inform volunteer programs for retirees.  相似文献

This study analysed the multidimensional child poverty status in China between 1989 and 2009, using the China Health and Nutrition survey data. Based on the Alkire–Foster method for measuring poverty, a multidimensional poverty index was calculated and further decomposed into seven deprivation dimensions: nutrition, water, sanitation, health, education, shelter and information. The study has four main findings: (1) The multidimensional child poverty rate in China declined gradually where the sanitation facility was most severely deprived; (2) The poverty gap between rich and poor provinces remained over the years; (3) The urban–rural disparity was reduced in all seven dimensions; (4) The poorest of the poor climbed out of ultra‐poverty and became the moderately poor or even the non‐poor.  相似文献

Whilst there are many commonalities in the experience of living in hardship, there are also many ways in which the experience of poverty varies. This paper draws on findings from life-history interviews about parenting and children's well-being which were undertaken with 70 low-income households including nine Bangladeshi families living in London. The paper explores the ways in which the experience of Bangladeshi families was similar to and different from the sample as a whole, discusses the intersection of culture, class, gender and ethnicity in the experience of living in poverty and how this impacted on parents' ability to access support. The findings show the many and complex ways poverty impacts on families' lives and suggest that many of the barriers for Bangladeshi families' to accessing services that have previously been identified still exist. The findings highlight the importance of social workers having the space to reflect on and develop their own practice in order to avoid oversimplistic assumptions about the experiences of Bangladeshi families and the need for home-visiting services so practitioners can develop relationships and build the confidence of the most socially excluded parents.  相似文献

Roelen K, Gassmann F, de Neubourg C. False positives or hidden dimensions: what can monetary and multidimensional measurement tell us about child poverty in Vietnam? A widely used division between poverty measures based on conceptual underpinnings and analytical outcomes is that of monetary versus multidimensional measures. Comparisons of the use and outcomes of the two methods have shown that they predominantly provide different pictures of poverty in terms of size, rank and group. This article contributes to the long‐standing and ongoing debate on poverty measurement by comparing the use of monetary and multidimensional poverty approaches, with a special focus on children in Vietnam and extending the empirical analysis beyond conventional methods. In addition to investigating whether poverty outcomes or groups of identified poor children differ when using the two different poverty measures, we also investigated the drivers underlying these differences. Findings confirm a considerable degree of mismatch: both poverty measures proved to be inadequate proxies for the other and factors underlying the identification by either one or both of the measures differed.  相似文献

This paper explores the degree of educational poverty in European countries using data from OECD Programme for International Student Assessment (PISA). This research adopts the class of additive multidimensional poverty measures proposed by Alkire & Foster (2011) and investigates the degree of educational poverty in terms of incidence, breadth, depth and severity. Also, we analyse the impact of students’ characteristics and school-level factors on the probability of being educational poor in various learning dimensions. The findings reveal that between 2006 and 2015 the incidence of educational poverty became more relevant in many European countries, while most of them experienced a reduction of poverty depth and severity. Therefore, several policy scenarios are simulated in order to highlight the school factors that can be activate to alleviate the risk of educational poverty in the European countries that experienced the highest incidence of educational poor student.  相似文献

This paper reviews major developments in Australian poverty research in the 50 years since the Melbourne poverty study established the Henderson measurement framework. It focuses on the limitations of the dominant, but narrow income (poverty line) approach used in Australia, contrasts it with the deprivation approach pioneered and refined in the United Kingdom, and shows how this provides more compelling evidence that poverty exists. Against the background of recent developments in international poverty research, the paper identifies existing gaps in Australia, and explores what needs to be done to address this situation. It then draws on international experience to examine how anti‐poverty policy has evolved, focusing on the role of poverty targets in producing better data and promoting debate between policy makers, researchers and community sector practitioners about developing better measures. Australia lags behind these developments: a new approach is needed that engages researchers, policy makers, and other key stakeholders in positive dialogue aimed at setting a new framework for poverty measurement and an achievable anti‐poverty policy agenda.  相似文献

Poverty is multidimensional in nature and exists in every part of the world. Microfinance is considered one of the most important programs to achieve poverty reduction, particularly in Bangladesh. It has been estimated that nearly 45% of Bangladesh's population lives below the poverty line. This qualitative research study was conducted in order to determine the effectiveness of microfinance programs and the contributing factors to the high‐level of poverty among microfinance beneficiaries in the district of Bogra, Bangladesh. Study findings indicated that microfinance programs were ineffective as a result of high interest rates; insufficient loans; unproductive use of loans; corruption and poor skills of microfinance institution staff; weekly repayment schedules; and physical and mental harassment of poor women. Additionally, the lack of employment opportunities, education, healthcare facilities and social safety nets; natural disasters; the dowry system; and the rising cost of basic daily needs have also contributed to chronic poverty.  相似文献
