The United States Government is one of the richest sources for strategic planning information. Nearly every law enacted and every regulation proposed are accompanied by hearings and studies and written reports that provide useful information for planners regarding customers, competitors, suppliers, unions and other special interest groups.The author suggests how the Congress and its committees and the regulatory commissions and other agencies that affect regulation can be structured into various classes that will allow their study to be included in external environmental scanning systems.  相似文献

Despite considerable research examining user participation in information technology (IT) project implementation, the findings are equivocal concerning how beneficial IT user participation is for project outcomes. Likewise, evidence concerning the management of various forms of user participation is also mixed. This study posits an integrated user participation structure composed of a combination of steering committees, cross-functional teams and project champions performing different functions and supporting each other during the course of project implementation. The study builds a research model that identifies the impact of various organization behavior and human resource management (OB/HRM) issues on the ability of the user participation structure to influence IT project outcomes. It presents the results of field research in the form of nine case studies to identify various OB/HRM factors that can discriminate between different IT project outcomes. The field study leads to a revised research model that emphasizes the role of processes and dynamics within the user participation structure, as well as the role of OB/HRM variables, in influencing the relationship between user participation structures and IT project outcomes.  相似文献

Information systems that are to support strategic planning must be developed on bases that reflect the unique nature of strategic organizational decisions. This paper presents a systems design methodology which implements five basic criteria for the design of a strategic planning Management Information System (MIS). The methodology uses discriminant analyses of the perceived importance to managers of various categories of strategic information to delineate the most significant information requirements of various managerial groups. These results are augmented with similar analyses based on the personal characteristics of the potential system users in order to implement a design criterion related to the integrated nature of a planning MIS and a ‘teaching’ objective which is posited to be valid and feasible for such a system.  相似文献

Academics and practitioners alike are focusing more attention on manufacturing strategy after having recognized the important role it plays in shaping the success of industrial firms. Even though research in this area has increased in the last decade, the focus of much of that work has been on the content rather than the process of the manufacturing strategy. Consequently, this study attempts to understand the important elements of the strategic manufacturing planning process and its effectiveness. Borrowing from the extant literature in the fields of strategic management and information systems, we propose a research model that relates strategic manufacturing planning system design to planning system success. Using structured questionnaires, empirical data is collected from over 200 manufacturing executives to test the model hypotheses. Planning process in manufacturing was found to be a bottom‐up approach from a corporate or business perspective, which differs from the top‐down planning process prevalent in strategic information systems planning process. Findings also indicate that greater planning system success in manufacturing is associated with a planning system that combines some “rational” elements (formality, comprehensiveness, control focus, longer horizon) with others that lend adaptability (wider participation and more intense interaction). But the strategic manufacturing planning system is more than just a collection of independent planning characteristics. Instead, it can be viewed as a gestalt planning system whereby planning characteristics move together in affecting overall planning system success.  相似文献

In recent years, information systems (IS) planning has come to represent a key IS management tool to practitioners and researchers. Concurrently, there has been increasing recognition by organizations that their IS can be viewed as a strategic resource. This research is an attempt to explore the relationship between these two aspects of IS. It analyzes, in an empirical setting, the contingent nature of some IS planning-related variables in the context of the strategic relevance of an organization's IS. The basis for the empirical test is the IS strategic grid framework developed by Cash, McFarlan, McKenney, and Vitale [6]. A questionnaire survey method is employed to elicit information on the strategic orientation of IS and IS planning issues within respondent organizations. The difference in emphasis on various planning aspects in organizations with different IS environments is analyzed. Results of the analysis indicate that there is empirical support for the strategic grid framework and that there are differences in planning aspects among organizations, depending on their location in the grid. The implications of these findings for IS and IS planning are then discussed.  相似文献

The literature of long-range planning is replete with justifications of the need for strategic planning and admonitions concerning its critical importance. However, both the literature of planning and its practice, as manifested in a variety of organizations as diverse as industrial firms, educational systems and law enforcement agencies, are deficient in specifying proven techniques and methodologies for marshalling organizational resources to effectively implement strategic planning.Over a period of years, the authors have consulted with a variety of business organizations and public agencies in the development and implementation of long-range planning processes. From this work has come an empirically-tested conclusion that the success of long-range planning in an organization is less sensitive to the parameters of the planning techniques that it is to the overall culture within which the planning is accomplished. Since most of the non-pontifical literature of planning focuses on planning techniques and specifications for planning processes, these conclusions suggest a critical void in planning methodology.  相似文献

An integrated method for the long range planning of information services is presented. The problems associated with such planning are discussed along with requirements for such planning. The method consists of six stages beginning with understanding the current environment and ending with the criteria evaluations of projects. An intermediate level, strategic information services planning, is proposed to develop a project slate to be activated through an action plan. An approach to implementation is suggested. This paper presents Manufacturing Resource Planning, an information system that will enable the developing and monitoring of strategic plans. Incorporation proven material and capacity requirements planning techniques, strategic planners can determine readily the impact of their plans on the manufacturing resources of the company. Decision making is more coordinated because all managers work from a common data base. However, the attainment of this level of planning sophistication is costly not only in capital outlays for computer software and hardware but also in the time to train users. But those firms who have successfully incorporated this integrated approach to strategic planning feel strongly that the end results justify the expenditures.  相似文献

The author believes that management by recipe and imitation are dead. That way, one is predictable and vulnerable to competitors. Management should create the changing environment, not merely respond to change. He advocates methodological approaches to innovation, value added dynamics and accelerated organizational change, with particular emphasis on realizing rapid competitive benefits from implementation of strategic information systems. He believes that accelerating the innovative use of information technology will have more impact on the performance of the European IT industry that any amount of subsidized R & D.  相似文献

Strategic information systems planning (SISP) is the process whereby an organization establishes a long-range plan of computer-based applications in order to achieve its goals. A number of problems can potentially impede information systems planners as they carry out the process. A survey of 80 firms who completed the SISP process revealed that the problems constitute five factors: the organization, implementation, database, hardware, and cost. A discriminant analysis showed that three factors—the organization, implementation, and database—best distinguished satisfied from dissatisfied information systems planners. A research application of the five factors suggested that organizations with more sophisticated business planning endure significantly less severe hardware and implementation problems.  相似文献

During the past decade the SBU (or portfolio) concept has enjoyed widespread popularity as a basis for corporate-wide strategic planning systems within large, diversified firms. This article discusses the implementation of such systems on the basis of 3 years of clinical and small sample research. A ‘basic model’ of implementation is used as a basis for comparison to progressive practice as observed in a sample of 13 firms. Furthermore, a new conceptual perspective for the portfolio concept is developed as a complement to the observed approach to implementation.  相似文献

This paper illustrates how an entity—called a ‘strategic data base’ (SDB)—can be developed to provide important information in a form which makes it directly useful in various phases of a strategic planning process. The strategic data bases are concise statements of the organizational and environmental situations which define the organization's most salient problems, opportunities, and constraints. These SDBs may be developed through a participative process involving tasks forces which are made up of managers representing the diverse interests of the organization. The strategic data bases thereby become important informational inputs to planning which can directly serve to enhance the quality of planning decisions. Moreover, the process of developing SDBs can be an important learning device for those middle managers who can become involved in such a process at a much earlier point in their career than that at which they might normally engage substantively in the organization's overall strategic choice process.  相似文献

This paper reports the development of an instrument to measure the organizational benefits of IS projects. The basis for this instrument was a published framework that suggests three categories of such benefits: strategic, informational, and transactional. In a cross-sectional study of 178 IS projects proposed and approved for development, this framework was operationalized and empirically tested using the measurement model of LISREL. The analysis culminated in the validation and refinement of the these categories. The final instrument offers items under three separate subdimensions of strategic benefits: competitive advantage, alignment, and customer relations. Informational benefits are similarly comprised of information access, information quality, and information flexibility. Finally, transactional benefits are also shown to be of three types: communications efficiency, systems development efficiency, and business efficiency. Implications of this multidimensional instrument for IS practitioners and researchers are discussed.  相似文献

Rapid advances in telecommunications technology (TT) and its usage have elevated it to a strategic role. This strategic thrust of TT has obvious implications for TT management. This paper reports on a study conducted to identify and analyze the impact of using a distinct steering committee to manage telecommunication technology. Based on statistical analysis of the responses to a survey instrument it is found that having a separate steering committee to manage telecommunication technology has a positive impact on various factors affecting telecommunications usage and management. This study indicated that there is considerable interest in formal strategic long range corporate planning among large U.S. banks. Officers in a total of 97 large U.S. banks provided information on their bank's efforts in the area of long range planning for this study. The data indicated that the percentage of large U.S. banks with fully developed and operational long range planning systems is rapidly increasing. Information on the organization for long range bank planning and the administrative procedures being utilized are presented and discussed. Much of the discussion and published literature on information systems to date has been about systems concerned with the internal administration and operations of an organization. Considerably less attention has been given to the information requirements of the more strategic managerial activities of planning and policy making, in which the future directions and objectives of the organization are decided. Internal information systems in many organizations have now grown to maturity. At the same time, managers have become aware of the need for an additional component of the overall information system to support their more strategic activities. Improving strategic information systems planning (SISP) remains a critical concern of both practitioners and academics. To date, a rather large number of studies have examined or proposed analytical techniques, frameworks, and tools for developing strategic plans. As a direct consequence of this emphasis, methodologies have often become the basis for characterizing the entire process of SISP within the information systems literature. Recent theoretical work suggests that such characterizations are unnecessarily narrow and that planning activities within organizations can be more accurately conceptualized as systems of behaviors, agendas, or process dimensions. Working within this contemporary theoretical perspective, the findings of this study suggest that SISP can be operationalized along distinct dimensions of comprehensiveness (extent of solution search), formalization (rules and procedures to guide activities), focus (creativity or control), flow (top down, bottom up), participation (number and variety of planners), and consistency (frequency of planning cycles). Similar to previous theoretical work and case studies, higher order factor modeling of these dimensions suggests that planning systems that exhibit aspects of rationality (high comprehensiveness, high formalization, control focus, top-down flow), and adaptation (high participation, high consistency) are positively associated with planning effectiveness.  相似文献

Building and deploying network capabilities of firms are crucial for sustaining competitive advantage. Enterprise resource planning (ERP) systems are useful to enhance such network capabilities thorough effective information flows. Their intended goals are measured in terms of production costs, operational flexibility and supply chain performance outcomes. However, the impact of ERP system implementation on firm performance has been reported as somewhat inconclusive. This study contends that a missing link in the story is the scope and extent of ERP system implementation after investigating how the extent of ERP integration is associated with the performance outcomes of manufacturing firms. The study also posits that restructuring in the organisation and supply chains are positively associated with manufacturing performance. Since ERP often entails restructuring in an organisation and supply chains, it is anticipated that restructuring plays an important role in inducing positive impact of ERP implementation to the firm. Using a global sample of 641 manufacturers, this research identifies four distinct ERP systems integration patterns, epitomised by different extents and directions of integration, and finds a significant association among the broadest degree of ERP systems integration, restructuring and plant performance improvement. The empirical results also show that restructuring takes place most actively in a firm that implement ERP with widest scope and scale.  相似文献

Contingency models of information systems planning predict that no single planning approach will suit all organizations' needs. Little empirical research has been undertaken, however, to evaluate this prediction. Accordingly, we used McFarlan, McKenney, and Pyburn's (1983) strategic-grid model to study the information systems planning problems encountered by 49 governmental agencies. Twenty-seven agencies were required to follow a planning approach best suited to organizations that had a high level of dependence on both their existing and proposed systems. We predicted that agencies not having these characteristics would encounter the most problems with the approach. The remaining 22 agencies could choose their own planning approach. We studied this latter group to determine whether the problems encountered by the first group could be attributed to the mandated approach. Overall, the empirical results obtained were equivocal. Some results indicated that more planning problems were encountered by agencies in which the mandated approach was not appropriate to their position in the strategic grid. Other results were not supportive of this proposition. More work needs to be undertaken, therefore, to evaluate the predictive and explanatory power of contingency models of information systems planning. In addition, our research indicates a need to develop more rigorous theories of information systems planning behaviors, to improve the instruments needed to measure these behaviors, to explore the relationship between information systems planning behaviours and organizational effectiveness, to investigate how organizational learning impacts planning behaviors, and to determine the types of information systems planning problems that diffuse through organizations and those that remain localized.  相似文献

The pervasiveness of information technology and the development of information economies has been heralded as an ‘information’ revolution. Few organizations can avoid the implications of this revolution and, with the falling cost of hardware and the increased scope of applications, the number of firms needing a strategy for information systems has increased by an order of magnitude. An awareness of the benefits of planning, the dangers of technology which can trap the unwary, and the general characteristics of the DP development cycle, should all convince management of the need for a strategy for information systems. However, while information systems literature has many references to information systems strategy, definitions are elusive. This article describes a basic planning model for developing an information systems strategy. The model is specifically structured to ensure that the necessary strategic issues have been examined, before information systems management are asked to draw up detailed tactical and operational plans.  相似文献
