ABSTRACT

This paper analyzes migration of Polish healthcare and eldercare workers since Poland's accession to the European Union. The research indicates that while many Polish doctors, nurses, and caregivers ‘left’ Poland, they did not necessarily ‘stay’ abroad. Contemporary Polish migration has become ‘liquid’ and has often taken on a form of ‘pendulum’ or ‘circular’ migration and, in some cases, transnational commuting, especially in the early years following Poland's accession to the EU. These patterns are particularly evident among healthcare and eldercare workers whose flexible working schedules or life stages allow for retaining employment positions and households in Poland while taking short-term or prolonged leave of absence to work abroad. The research also suggests that different migration patterns are related to the characteristics of the place of migrant origin and the geographic distance or proximity of the destination countries. Residents of border towns can easily commute to cities on the other side of the frontier, while those who want to work in geographically more distant countries and cities must, by necessity, consider longer-term or permanent arrangements. The analysis of the variegated mobility of elder care workers is situated in the context of policy discussions related to care drain and care supply as well as quality of migrant care.  相似文献

This article compares the social experiences of Muslim minorities in three contexts – France, Québec, and English Canada – each reflecting a different approach to immigrant integration. France’s republican model emphasises cultural assimilation and the exclusion of religion from the public sphere; Canada’s multicultural model advocates official recognition of minority cultures; Québec shares Canada’s tradition of large-scale permanent immigration but embodies a unique intercultural discourse of integration, in some ways resembling France. We compare the social experiences of Muslim and non-Muslim minorities in these three settings using the French ‘Trajectories and Origins’ survey (2009) and the Canadian ‘Ethnic Diversity Survey’ (2002) data on reports of discrimination, friendship networks, social trust, voluntarism, and national identity. We find the Muslim/non-Muslim gap in social inclusion is significant in all three settings and results from ethnic, cultural, or racial differences, more than religion. In assessing immigrants’ social inclusion, we suggest consideration be given to: (i) the reality of ‘national models’ in the community, (ii) a tendency for minorities to locate in more accepting segments of mainstream society, and (iii) the limited impact of policies based on national models.  相似文献

Ten years after Poland joined the European Union (EU), a sizable number of the once considered short-term migrants that entered the United Kingdom (UK) post-2004 have remained. From the literature, it is known that, when initially migrating, social networks composed of family and friends are used to facilitate migration. Later, migrants’ social networks may evolve to include local, non-ethnic members of the community. Through these networks, migrants may access new opportunities within the local economy. They also serve to socialise newcomers in the cultural modalities of life in the destination country. However, what if migrants’ social networks do not evolve or evolve in a limited manner? Is cultural integration still possible under these conditions? Using data collected from three case studies in the South Wales region – Cardiff, Merthyr Tydfil and Llanelli – from 2008–2012, the aim of this article is to compare Polish migrants’ social network usage, or lack thereof, over time. This comparison will be used to understand how these social networks can be catalysts and barriers for cultural integration. The findings point to the migrants’ varied use of their local social networks, which is dependent upon their language skill acquisition and their labour market mobility in the destination country.  相似文献

This paper reformulates classical questions regarding the plans and strategies of Polish migrants in the UK – such as decisions to leave or remain in the host country, or be ‘deliberately indeterminate’ about future plans – from a sociologically situated ‘rights-based’ perspective. This approach considers migrants’ attitudes towards specific ‘civic integration’ measures in a medium-term time frame, as well as in the new context created by the UK’s vote to leave the EU. Based on the quantitative analysis of original survey data, we investigate the factors behind Polish migrants’ migration strategies, and we argue that basic socio-economic and demographic factors are inadequate, on their own terms, to explain future migration and civic integration plans. Instead, we find that aspects such as interest in and awareness of one’s rights, as well as anxieties about the ability to maintain one’s rights in the future are stronger determinants.  相似文献

Sheltered labor market theory proposes that, under favorable public-sector policies, members of an outcast minority group can find relief from discrimination by performing an occupation that delivers social welfare services to a co-ethnic clientele that the majority group seeks to avoid. The present study tests this proposition, examining black women’s employment in social work during the Great Depression. Regression analyses of census data support the theory, suggesting that black women had a sheltered labor market in the social work profession in the North, where official non-discrimination policies in New Deal job creation programs were more scrupulously enforced than in the South. In northern cities, black women’s employment in social work is positively associated with black–white residential segregation as well as with blacks’ employment in public emergency work projects (e.g., the WPA). Thus, consistent with sheltered labor market theory, a minority group’s representation in a social welfare delivery occupation is enhanced by both public-sector economic intervention and the minority’s social and spatial distance from the majority.  相似文献

ABSTRACT

Following post-EU-accession migration, Poles currently form the largest group of foreign nationals in Norway and the second largest group of foreign born residents in the United Kingdom. Given the considerable volume of new arrivals, there is a growing literature on Polish migration to both countries; however, there is little comparative research on Polish migration across different European settings. By exploring how Polish migrants reflect on the possibilities of settlement or return, this paper comparatively examines the effects that permanent and ‘normalised’ mobility has on Polish migrants’ self-perception as citizens in four different cities. In addition to classic citizenship studies, which highlight the influence of a nation-state based institutionalised citizenship regime, we find that transnational exchanges, local provisions and inter-personal relationships shape Polish migrants’ practices of citizenship. The resulting understanding of integration is processual and sees integration as constituted by negotiated transnational balancing acts that respond to (and sometimes contradict) cultural, economic and political demands and commitments. The research is based on semi-structured interviews and focus groups with a total of 80 respondents, conducted in two British and two Norwegian cities that experienced significant Polish immigration, Oslo, Bergen, Bristol and Sheffield.  相似文献

What does it mean to be ‘American’? Drawing on in-depth interviews with 76 undergraduates attending elite universities and 72 teenaged citizen children of immigrants living in mostly low-income households, we identify understudied economic narratives of Americanness: as future-oriented economic opportunities for elite undergraduates or stratified notions of current economic condition among immigrant-origin teens. We also find, depending on social location, that economic notions of Americanness overlap with other boundaries: whiteness for some immigrant-origin youth, and civic membership for elite undergraduates. Elite students place themselves at the centre of Americanness; immigrant-origin youth, even though they are U.S. citizens, sometimes place themselves outside these symbolic boundaries. Still, youth in more disadvantaged social locations sometimes appropriate markers of Americanness in strategies of what we call ‘defensive inclusion’, employing symbolic boundaries of hard work, multiculturalism and birthplace to contest perceived social boundaries of race and class that might exclude them from the core of ‘Americanness’. Our findings suggest that researchers should include measures of economic national identity in future survey-based work and examine discursive practices of defensive inclusion in fieldwork.  相似文献

This article examines data from a qualitative study of post-accession Polish migrants living in the UK. We examine themes from our interviews such as ‘dignity’, ‘normality’, ‘happiness’ and the ‘affordability’ and ‘ease’ of life in the UK (compared to Poland). We focus on the autobiographical or intra-personal discursive practices that define what Habib calls migrants' continuing relationship with their ‘homeland’. We draw on Emirbayer and Mische's analysis of the relationship between ‘agency’ and what they call ‘embedded temporalities’ to examine the interaction between our participants' recollections of life in Poland and their evaluation of their present lives in the UK in order to examine the impact of these on their future plans (to stay in the UK or return to Poland). We locate this analysis in what we call a transnational autobiographical field which is a modification of what Levitt and Glick Schiller call a transnational social field. Rather than examine, for example, how decisions to migrate, settle and re-migrate are embedded in inter or trans-personal social relations and networks, in this article we examine the self-dynamics associated with our participants' articulation of their intra-personal and autobiographical embedded temporalities. Our argument is that articulations of individuals' pasts, presents and anticipated futures are also significant factors shaping their migration, settlement, and re-migration decisions.  相似文献

As alternatives to mainstream institutions, local non-profit organisations (NPOs) are important sites for immigrant civic engagement; yet, there is little research on how immigrants negotiate the benefits of NPOs. We use ethnographic fieldwork and multiple in-depth interviews with 39 NPO staff and Latina immigrants in San Francisco, California. We offer new insights about how undocumented, low-income, Latina mothers – a group constrained by multiple barriers – negotiate direct assistance and civic engagement in NPOs. Although NPOs provide both direct services and civic engagement opportunities, we find that moral judgments within the broader anti-immigrant and anti-welfare climate impact how Latinas feel the need to ‘give back’ or ‘ration’ services in NPOs. Additionally, the expectation that direct services are an entrée for civic engagement has consequences for how Latinas negotiate deservingness and work to preserve their self-worth. For some, these expectations depress further engagement or drive intergroup divisions.  相似文献

The concept of social capital has gained popularity in the field of migration studies in recent decades, yet we still know relatively little about how immigrants develop social networks in their host countries – despite the fact that networks constitute the core of social capital. This paper applies a Bourdieuian approach to migration research while examining the network development processes of immigrants from Turkey to Canada, all within the framework of social inequality based upon occupation and class. My findings demonstrate that network development with co-nationals, members of other immigrant groups, and native-born Canadians is a complex process in which such various factors as social class, ethnicity, habitus, and different forms of capital jointly shape the opportunities to access social networks, as well as the nature of such networks.  相似文献

ABSTRACT

Using ethnographic research in Norway and in Poland, this article focuses on the dynamics of multiple belongings of Polish migrants. It explores their experiences of belonging in relation to social class, gendered identities, and their different strategies of transnational mobility between Poland and Norway. By approaching belonging ‘from below’, we posit that it is a dynamic, processual, and socially and culturally constructed attachment to places, times, and communities, which includes experiential, practical, and affective dimensions. Considering the importance of questions of belonging and home-making in migrants’ lives, always contextually produced and read through performative reiterations, we focus on migrants’ daily routines and migratory practices, and argue that belonging is a multifaceted process, which takes on diverse forms and meanings of ‘who’ belongs to ‘what’, ‘where’ and ‘when’. Following intersectional perspective, the article aims at problematizing dependencies between mobility, gender, class, and migrants’ multiple belongings, and thereby, enhancing the understanding of the notion of belonging and its embeddedness in the inter-related social, cultural, economic, and political realms.  相似文献

This article analyses the relation between immigrants’ educational attainment and their perceived discrimination. Previous studies in the Netherlands have found that ethnic discrimination is a particularly salient concern among higher educated immigrants, also referred to as the paradox of integration. By using data from the SCIP-project (‘Causes and Consequences of Early Socio-Cultural Integration Processes among New Immigrants in Europe’), I empirically examine, firstly, whether this counterintuitive finding applies to the group of recently arrived Polish and Turkish immigrants in Germany. Secondly, based on three theoretical perspectives, and taking the opportunity structure, immigrants’ awareness, and their relative deprivation into account, I am concerned with the explanation of the integration paradox. Bivariate results confirm the existence of the integration paradox for recent immigrants in Germany. The findings of mediation analysis and effect decomposition indicate that all three theoretical approaches contribute to the explanation; however, the positive relation between educational attainment and perceived discrimination requires slightly different explanations for Poles and Turks. The results further illustrate that it would be misleading to conclude that higher educated immigrants are automatically protected against discriminatory acts.  相似文献

Despite many efforts to combat irregular immigration, there is a widespread perception of a failure of public policies in this field. But because unauthorised immigrants are officially excluded from formal labour markets, housing markets and most welfare provisions, they can settle if they find other sources of work, income, housing, and social protection. In this regard, a crucial role is played by various intermediaries: people or institutions who favour the entrance of immigrants, their entry into the labour market, accommodation, response to their social needs, and possibly regularisation. They can act for profit, but also for moral reasons. They can break the laws and work in the shadows, but they can also work in legal forms. In this article, I will explore the identities of these intermediaries and their practices of support towards irregular migrants. My purpose is to show (1) what precisely constitutes intermediation, in what activities it can be factored, and what the main categories of intermediaries are; (2) that the implementation of migration policies is hindered not only by migrants’ practices to circumvent controls but also by the action of these intermediaries. Although significant scholarly attention has been devoted to the study of mosque conflicts in Europe, up until now most of it has focussed on Western European countries. This has left a significant gap to be filled in the study of mosque tensions in Central and Eastern Europe, where scholarship is scant yet where tensions over constructions of mosques are not less intensive than in the West. Drawing on two recent case studies of mosque constructions in Poland, we argue that a significant shift has taken place in the ways that mosques are perceived, unveiling unprecedented opposition towards their construction. From being largely unproblematic before the Second World War and during the Communist era, mosques have become subjects of fierce public debate. We draw parallels to how anti-mosque arguments raised in Poland fit into a larger European meta-narrative on mosques and Muslims, yet our aim is to situate the paper historically to argue that Polish mosque conflicts must be contextualised within Poland’s unique historical encounter with Islam in order to more accurately make sense of its creeping Islamophobia.  相似文献

Many immigrants in Western countries hail from countries where attitudes towards gender relations and sexual norms are considerably more conservative than in the host countries where they eventually settle. This paper assesses whether immigrants and their children acculturate in this dimension, and how migrants’ cultural practices and economic integration influence this process. Presenting a conceptual and methodological innovation, this paper treats acculturation as a process by which immigrants (and their children) shift from the attitude distribution in the origin country to the one of the host country. Using a cross-classified hierarchical regression model and data on attitudes towards homosexuality in 83 countries of origin and 23 destination countries, I model the relative influence of origin and destination contexts on the attitudes of 15,000 immigrants and children of immigrants in Europe. In line with previous work, I find considerable evidence for acculturation across and within generations, but also important variation: respondents who use the home-country language, who are religious, or who are economically marginalised, show less acculturation in attitudes, though these effects vary between immigrants and the second generation.  相似文献

Each generation of immigrants has its own challenges; for example, how to maintain already constructed identities among first generation immigrants and how to construct identities of the second generation of immigrants. Numerous literature suggests that the previous studies on these topics have been conducted within larger cities such as London, Glasgow or Edinburgh. This article examines how Muslim immigrants in a small city maintain and modify some aspects of their religious and cultural identities. The data consist of 30 interviews conducted with first and second generation of Muslim immigrants in Scotland, analysis of which suggests the size of the city does not appear to affect daily Muslim practices nor their ability to maintain Muslim identity. Rather, access to shared spaces, such as Inverness Masjid and the local halal meat shop, become critical to how Muslim's maintain and modify their identity in a new place.  相似文献

Despite the large number of immigrants in Canada’s labor force, studies of immigrants to Canada have devoted insufficient attention to how country of birth and race are related to job satisfaction. Using data from a general population telephone survey of English-speaking workers in Toronto (n = 659), we investigate job satisfaction differences between white Canadian-born workers and immigrants born in the Caribbean, the Philippines, South Asia, China, Portugal, the United States, and the UK. Each of the immigrant groups is racially homogenous, and most of the groups are composed of (non-white) visible minorities. We find that the contrasts between Canadian-born whites and workers born in the Philippines and China remain substantial, and statistically significant under one-tailed tests, after age, gender, job type, income, job demands, job control, job support, workplace discrimination, job-related stress, and perceived unfairness at work are all controlled. We argue that social comparison theory offers the most compelling explanation for the persistence of group differences in job satisfaction after controls.  相似文献

The presence and the apparent permanence of post-accession EU migrants in the UK is of significant interest to both academics and politicians. Studies have debated whether migration from new accession countries to the UK mark a new type of migration often described as ‘liquid’ and ‘open ended’, or whether these migrants will settle in the new destination countries. Based on a qualitative study of Poles who have lived in Scotland for at least six years, we observed four typologies of what we call migrants’ settling practices: (1) stayers, (2) over-stayers, (3) circular and transnational migrants and (4) economic migrants. The findings from this study demonstrate that Polish migrants do not have fixed ideas about the duration of their migration (in terms of a sense of permanence) but instead focus on diverse links, anchors or attachments in Scotland and Poland in describing their settling practices. Thus, the main contribution the article makes is to present an in-depth understanding of what settlement means from the perspective of migrants themselves. This paper concludes by providing a short comment on implications of the outcome of the Referendum on EU membership ‘Brexit’ in June 2016 on Polish migrants settling practices.  相似文献

In this study, I broaden the perspective on young immigrants’ aspirations by looking at their social embeddedness in the host society in terms of their institutionally predefined ties to school peers. In particular, I investigate the relationship between the aspirations of immigrant and native youths with special regard to the social mechanisms that may underlie peer influences. My analyses are based on multilevel data on ninth graders from the German National Educational Panel Study. The results show that a high ratio of immigrants in schools positively influences the aspirations of both immigrant and native German youths by way of school climate. However, the same context has different effects on different groups of origin. For those of Turkish descent, ‘ethnic schools’ are of twofold significance: first, the aspiration gap between Turks and native Germans decreases with increasing segregation, an effect that may be attributable to less perceived discriminatory experiences in school. Second, Turkish young people's stronger adaptation to the climate in ethnically segregated schools reinforces the protective effect of ethnic segregation and, additionally, lowers the aspirations of these youths. That is, immigrants’ stronger orientation towards their in-group seems to contribute to a buffer against discrimination.  相似文献
