ABSTRACTThis paper approaches the African-European migration industry as a complex web of relations in which different actors liaise, objectives oppose each other, and roles overlap. Starting from this notion, the question emerges: How do migrants navigate this fuzzy web of migration facilitation/control? To answer this question, this paper uses a ‘trajectory ethnography’ that follows the im/mobility processes of migrants from West – and Central Africa to, and inside, Europe. In so doing, it particularly focuses on two practices that are related to the concept of social navigation. First, it concerns débrouillardise, a term that points to the power of improvisation, creativity and hustling. Second, it regards social negotiation, a term referring to the process of how migrants ‘massage’ their relations with important actors in the field. The findings stress the relational dimension of the migration industry in the sense that the functioning of one actor depends so much on the intentions and efforts of others. I conclude that we could enhance our knowledge on migration industries with studies that constantly shift between the perspective of the migrant, the social network, the facilitator and controller. Such a dynamic approach unpacks further the multiple efforts that produce migrant im/mobility. 相似文献

ABSTRACTThis article explores migration to higher income countries in light of collective commitments to the Sustainable Development Goals (SDGs) and argues that domestic social protection and labour market policy will need to be modified to meet these commitments. We look primarily at women in care work, using a broad definition of care that includes home help, domestic work and health care. We argue that the failure to recognise and value unpaid care work has created a sustained labour demand for women migrant care workers in many of these labour-importing countries. Increasingly, immigrant women are being imported into host economies to care, often in informal settings, and frequently engaged by private households, without full access to social protection and labour rights. The consistent application of SDG goals 5 and 8 and their linking to existing labour rights norms and conventions could simultaneously address care deficits in home and host countries and protect the rights of care workers in labour-importing countries and ensure that migrant workers are able to claim these rights. 相似文献

ABSTRACTDrawing on multiple data sources, including key informant interviews, participant observation and archival study, this paper provides an analysis of the civil society’s role in foregrounding the agenda of women migrants in migration and development (M&D) fora, and reflects on its role in realising the UN Sustainable Development Goals (SDGs). Yet, the dominant narrative within the state-led Global Forum on Migration and Development (GFMD) tends to be a gender-blind migration for development approach, which emphasises national-level economic growth at the centre of migration processes, while negating the subjectivities of women migrants and neglecting their contributions to the global economy; this approach diverts attention to a narrow focus on macro-economic development through forms of financial remittances. Based on an examination of the GFMD as a site for gender mainstreaming M&D, we reflect on lessons learned as we look forward to achieving the SDGs. We argue that while the SDGs include some significant provisions for women in migration, only critical civil society advocacy and activism networked within grassroots organisations can address the structural changes necessary (such as a re-articulation of the care economy to value economic contributions of women’s reproductive work) to transform and improve the lived realities of women in migration and realise the SDGs in a manner that fosters their empowerment. 相似文献

Economic recession and the reverse of internal migration flows of Latin American immigrants in Spain

Fluctuations in internal migration flows have been closely associated with changes in economic processes. However, foreign immigrants’ spatial responses to changing national economic conditions have not yet been sufficiently studied. This paper aims to analyse the impact of the Spanish economic downturn on Latin American immigrants’ mobility by examining their territorial patterns of internal migration. In order to elucidate the intensity and directionality of Latin Americans’ internal flows between 2004 and 2013, divided in two periods – before and during the crisis–, we relied on the data of the Residential Variation Statistics, and the creation of a typology of provinces according to each province’s socio-economic characteristics. We calculated the net migration rates for the main immigrant groups and generated origin–destination matrices. This study shows that Latin Americans’ internal flows in Spain have been affected by the economic downturn, revealing a decrease in intensity and a change in directionality. The economic crisis in Spain has caused a change in the previous dynamic of geographical dispersion and has become a new factor of differentiation in the distribution of the Latin American population in Spain. 相似文献

Fratricide identities: the land conflict between indigenous Leco and peasant unions in Apolo,Bolivia

This article explores processes of identity-building and claims-making by rural social groups in the context of recent multicultural and plurinational reforms in Bolivia, focusing on an analysis of the narrative apparatus that underpins a paradigmatic land conflict between an indigenous organization and a peasant union in the Bolivian Amazon. The institutional shift that characterized the country after Evo Morales’ election has been reflected and absorbed at the local level. Here, however, the new claims for recognition cannot be understood only through the –often abused – lenses of ‘resistance struggle’, ‘cultural oppression’ and ‘political discrimination of minorities’. In fact, these claims are the result of a complex interaction between institutional changes, and social actors’ ability to respond to them, proposing powerful narratives that provide society and individuals with new shared meanings and mechanisms of self-identification. 相似文献

Taking advantage of the *availability of 2011 England and Wales census microdata, and recognising the importance of internal migration in shaping the size and nature of communities, this paper seeks to identify and quantify the underlying determinants of internal migration of small cultural groups. The Jewish group is one of the longest present minority groups in Britain. Three other groups (Arab, Chinese, and Sikh), which have been present in significant numbers for a much shorter period, are also examined. Multivariate binary logistic regression has been applied to data extracted from the 2011 safeguarded microdata files, to understand whether, having controlled for the variables identified, there remain residual unexplained differences between Jewish, other smaller group, and general migration levels. The study shows that the initial wide variation in migration propensity between these cultural groups is partly explained by compositional differences between groups, but that even after controlling for individual-level socio-demographic characteristics, regional location and distance of migration, cultural differences in migration behaviour remain. Overall, the study shows that there are fewer differences between Jewish and white British migration levels than for the other three groups, for whom a small but significant ‘cultural group penalty’, inhibiting migration propensity, remains. 相似文献

Most migration research is focused on migrant experiences after mobility and settlement. We argue that empirical researchers would benefit from studying how cognitive migration, the narrative imagining of oneself inhabiting a foreign destination prior to the actual physical move, influences migration behaviour. This article notes a gap in our current understanding of the process by which individuals decide to cross international borders and offers an agenda for remedying this. The interdisciplinarity of migration research has not fully extended to social psychology or cognitive social sciences, where a dynamic research agenda has examined human decision-making processes, including prospection and the connections between culture and cognition. The study of socio-cognitive processes in migration decision-making has been largely overlooked because of the after-the-fact nature of data collection and analysis rather than an aversion to these approaches per se. We highlight a number of strategic findings from this diverse field, provide examples of migration scholarship that has benefited from these insights, and raise questions about the sides of migration process that have received insufficient attention. A more nuanced understanding of prospective thinking—imagining potential futures—can shed light on the classic puzzle of why some people move while others in comparable situations do not. 相似文献

ABSTRACTThis Special Issue explores the directions through which we can take research on the migration industries. In this introduction, we review existing research on migration industries to look at how this explores questions on how migration industries foster, assist and constrain migration. In doing so, we argue that these questions have primarily been approached from three different perspectives: structuralist, labour market and mobilities, but these perspectives often speak past rather than to one another. In highlighting how these approaches can work together, the question that the Special Issue explores becomes how do the migration industries function and when/where/how do they intersect with other domains of migration. In highlighting the contributions that each paper in the special issue makes to answering this question, we show how an understanding of the migration industries is not just a research field in itself, but can strengthen our understanding of migration. 相似文献

ABSTRACTThis paper forms the introduction to the Special Issue: Achieving the Sustainable Development Goals (SDGs) through the Gender, Migration and Development Nexus. This article takes a broad look at the changing dynamics of migration and development through the feminisation of globalised labour flows and the gendered experiences of categorisation by states and multilateral bodies, and the gender-specific vulnerabilities and outcomes of human mobility. We illustrate how a more nuanced approach to the SDGs that incorporates gender and migration is needed in order that policy and programming designed to achieve the 2030 Agenda is accurately informed and appropriately framed. In this paper and this Issue, we argue, that it is necessary to confront the SDGs with a deeper understanding of gender, migration and development in order to illuminate the interconnected globalised and transnational realities of gendered labour flows. With this aim in mind, we look to civil society participation and the role of the existing human rights architecture, as the key to ensuring that a deep, wholistic and ultimately universal application of the SDGs can be achieved addressing those populations whose rights to development have been undermined by dint of their migration or flight and applying a gender analysis to our understanding of migration and development. 相似文献

Securing collective action in the field of asylum regulation is high on the European political agenda. In this article, we look at one country's partial pullback from the regional cooperation during the high influx of asylum seekers in 2015. We use Norway as a case to analyse the challenges to common European asylum regulations and the drivers of a region-wide tendency of what we call renationalisation. Against this background, we seek to contribute to the discussion on the dynamics of Europeanisation and the future of the Common European Asylum System. While the Europeanisation of migration policies has been well covered in the literature, tendencies of renationalisation have been less so. To contribute to the knowledge base, we create a typology of the drivers of renationalisation. These drivers include necessary political and institutional preconditions, resource limitations, triggers, expectations and aspects of time. 相似文献

ABSTRACTGovernments have increasingly commercialised their migration services, which has fuelled a mushrooming migration industry creating a ripe context for the central role of migration intermediaries. It is therefore timely to explore the new actors responsible for shaping contemporary flows of skilled migration. Drawing on the work of existing studies and a wide variety of secondary data, we argue that the range of intermediaries who have emerged as a result of the commercialisation process, have been poorly understood in the skilled migration and migration industries literatures. Discussion of these actors sheds important theoretical light on how intermediaries, destination reputations and skilled migration flows intersect. Accordingly, we outline six propositions that identify the interconnected relationship between migration intermediaries, reputation and skilled migration flows. 相似文献

ABSTRACTIn settler nations such as Australia, which have high migrant intakes, a category of cultural heritage practice has emerged that focuses on the material record of immigration. Currently, a nation-bounded approach tends to be taken to the recording and interpretation of this heritage, an approach that largely ignores the transnational social fields to which the immigrants who created the heritage places and buildings belonged. I propose the concept ‘heritage corridor’ to aid in conceptualising the transnational connectivity between migrant heritage sites in Australia and overseas locales as well as the bi-directional flow of ideas and capital that is often materially evident in the built environments, both rural and urban, encompassed by such a corridor. Focusing on Chinese overseas migration in the nineteenth and twentieth centuries, I describe how transnational remittances were instrumental in the building of houses, temples, schools, shops, roads and bridges in Guangdong Province, many of which are now regarded as heritage items. As an example of how the field of heritage studies may productively dialogue with migration studies, new thinking on material agency is drawn upon to account for the way remittance-built houses become entangled in the lives and aspirations of those at opposite poles of a heritage corridor. 相似文献

The arrival in Portugal of recent migrants from the Indian subcontinent is normally a secondary movement from within Europe tied to the search for a regular pathway into legal integration in the EU. However, as favourable migration policy is not paired with easy economic integration onward migration is common. We argue that such complex migration strategies cannot be amply explored through an origin–destination model; instead we suggest that a translocal perspective provides a framework to examine connections and experiences of emplacement in places of passage/reception like Lisbon. Through a qualitative study of the migration journeys and emplaced practices of Punjabi migrants in Lisbon, our findings highlight relationality between multiple scales, elucidating how agency and structure interact at micro and macro levels in shaping migration experiences and outcomes. We show how the materiality of local community structures ensures the navigation of daily life in the city and provides pathways toward legality contributing to wider mobility regimes. Moreover, we illustrate how onward migration represents an individual strategy to realise different aspects of integration in other EU destinations challenging nation-state-bound understandings of citizenship/settlement and integration. 相似文献

ABSTRACTRegional economic integration in West Africa establishes the framework for the movement of persons within the highly mobile region. Eighty-four per cent of the migratory movements is directed towards another country within the region. This article analyses the role of trans-regional institutional cooperation on intra-regional migration policymaking, exploring the role of the European Union (EU) in the formulation of regional migration policies in the Economic Community of West African States (ECOWAS) specifically in labour migration, refugee protection, and return/readmission. It examines the normative role of the EU in influencing policies of third countries and argues that in the case of ECOWAS, networks are increasingly important in enabling formal and informal diffusion. The article uses multilevel governance as the lens to examine migration governance between the EU and ECOWAS, concluding that power relations equally play a key role in trans-regional institutional cooperation. Included in this mix are bilateral agreements which stand between trans-regional and intra-regional institutional cooperation, exerting a strong influence on inter-institutional EU- ECOWAS relations. 相似文献

ABSTRACTThis paper examines nurse migration from India and the Philippines through the lens of the sustainable development goals (SDGs) 4.3 (access to training), 10.7 (orderly and responsible migration) and 3.c (retention of health workers). The international migration of health workers has increasingly featured on the agenda of global health agencies. Ameliorating the negative impact of international nurse emigration from low-income nations has been addressed by several western governments with the adoption of ethical recruitment guidelines, one element of an orderly migration framework. One of the challenges in creating such guidelines is to understand how the emigration of trained nurses influences health education and clinical training systems within nurse exporting nations such as India and the Philippines, and how these relate to various SDGs. This paper maps the connections between India’s and the Philippines’ increasing role in the provision of nurses for international markets and the SDGs related to training and migration governance and the retention of health workers. The paper calls for greater attention to the global structuring of migrant mobility in order to assess national abilities to meet SDG goals in these areas. 相似文献

ABSTRACTEmployment projections and skills strategies emphasise the importance of (highly) skilled labour for competitiveness. A strategic focus on ‘attracting the best talent’ globally may conflict with policies to ‘grow local talent’. This issue is considered in the UK context of a shift from a liberal immigration regime to a demand-led system characterised by increasing restriction, through adjustments to a points-based system to manage labour migration from outside the European Economic Area (EEA). The specific focus is on an annual limit on non-EEA labour migrants introduced in 2011 and tightening of eligibility criteria for entry of (highly) skilled migrants, amid business’ concerns that this might stifle economic growth. Drawing on 20 employer case studies and literature on skills and migration policy, the article investigates the costs and implications for business in adhering and seeking to adapt to migration policy changes. Such changes pose administrative burdens on employers and limit business flexibility but associated monetary costs to businesses are difficult to quantify. Adaptation strategies and the impact of migration rule changes vary: some firms experience limited impact, some adjust their recruitment behaviour and some feel their underlying business rationale is threatened. ABSTRACTThis paper examines how competitiveness has been framed rhetorically and politically by interested actors in France, Germany, and the UK. Skilled rhetorical advocacy clothes particular political demands in the language of competitiveness and purported exigencies of the global economy, thus advancing political goals more easily that might otherwise encounter significant political opposition. In theoretical terms, the paper analyses the ideational framing of policy discourses. Empirically, the emphasis rests on exploring how governments, organised business, and business think tanks have attempted to advance demands for liberalised labour migration schemes in Europe by linking them rhetorically to the prerogative of economic competitiveness. Despite an adverse political climate, sceptical public opinion, and persistent unemployment, it has thus been politically possible to liberalise the regulation of labour migration considerably. 相似文献

ABSTRACTIn the context of Syria’s displacement, supranational ‘migration governors’ in the Arab region have sought – in different forms and capacities – to devise initiatives for responsibility sharing and to reinforce the capacity of Syria’s Arab neighbours to deal with refugee inflows. While the case of Syria’s displacement has witnessed the proliferation of collaborative networks, institutional complexity has yielded low effectiveness for the governance of such large-scale displacement in Syria’s neighbourhood. Supranational bodies have formulated dissonant frameworks and agendas. In the context of securitised responses to displacement, the discourse has not reflected the realities of refugee assistance and protection. Multi-level policy frameworks need to be embedded in the region’s geopolitical field of migration governance and refugee protection. While colliding policy arenas are to be grounded within the region’s historical trajectory of migration politics, an understanding of their effects requires gaining an insight into how they have interacted with the various refugee-hosting Arab states, influenced their refugee discourse, and impacted the issue of refugee assistance and protection on the ground. 相似文献

ABSTRACTThis paper argues that we need to pay more theoretical attention to the ways in which migration industries come into being, how they produce a need for themselves within the management of migration processes. Using the example of the Global Mobility Industry (GMI), an industry that supports expatriate migration, the paper suggests that we can theorise migration industries as being part of the knowledge economy. It shows how the GMI is produced around the practices of knowing the successful expatriate which work to ‘calculate’ what expatriate migration should look like. In doing so, the paper shows the way in which the calculative practice of compartmentalisation, in producing knowledge about expatriate migration, produces a need for the GMI. This illustrates the importance of widening our understanding of the economy when researching the migration industries. 相似文献

Ten years after Poland joined the European Union (EU), a sizable number of the once considered short-term migrants that entered the United Kingdom (UK) post-2004 have remained. From the literature, it is known that, when initially migrating, social networks composed of family and friends are used to facilitate migration. Later, migrants’ social networks may evolve to include local, non-ethnic members of the community. Through these networks, migrants may access new opportunities within the local economy. They also serve to socialise newcomers in the cultural modalities of life in the destination country. However, what if migrants’ social networks do not evolve or evolve in a limited manner? Is cultural integration still possible under these conditions? Using data collected from three case studies in the South Wales region – Cardiff, Merthyr Tydfil and Llanelli – from 2008–2012, the aim of this article is to compare Polish migrants’ social network usage, or lack thereof, over time. This comparison will be used to understand how these social networks can be catalysts and barriers for cultural integration. The findings point to the migrants’ varied use of their local social networks, which is dependent upon their language skill acquisition and their labour market mobility in the destination country. 相似文献
