This article presents some results of a broader purpose of research on the thought and work of Addams and Richmond, particularly about the relationship between social work and social policy. First, we aim to contribute to deeper knowledge on the thought of these two pioneers on this relevant subject for social work nowadays and, particularly, to remove a relative veil of ignorance Richmond's involvement in social reform activities and elaboration on social reform in the context of the public and social policies process. Second, our proposal is to support a revision of the orthodox account on the antagonistic or irreconcilable nature of the two major traditions—social casework (or psychosocial approach) and social reform (or socio-political approach)—founded by two of the most influential figures of social work. Based on secondary and primary sources, the article focuses on the inseparable relationship between social policy and social work, clearly present in the thought and intervention of these seminal authors, and sheds new light on on-going debates and the disputed role of social policy perspectives within professionalised social work and the articulation between direct intervention with individuals, groups and communities and policy practice.  相似文献

This paper describes a joint social work and creative writing project which analysed case studies from textbooks on reading lists for the Bachelor of Social Work course at Edith Cowan University. The textbook case studies were analysed from the perspectives of both social work and literary craft and it was found that they presented simplified scenarios which were limited in terms of diversity and rarely portrayed depth or complexity. The case studies were also often bereft of information about social workers’ or service users’ human qualities and frequently portrayed service users in terms of the problems they presented to the social worker. The authors argue that depicting social workers and service users in this way can create the impression that social work is a distanced procedural activity and can also serve to distance service users’ lives and experiences from social work students. Drawing on research in creative writing craft, as well as analysis of the textbook case studies, principles for writing engaging text-book case studies were developed and the paper concludes by arguing for the use of these principles when crafting social work case studies.  相似文献

This article discusses the changing approach to social welfare staff education against a background of political and social transformation in Poland: new social processes, growth of social problems—especially crime and unemployment, a widening poverty sphere, but at the same time new possibilities created by the development of democratic structures, requiring new qualifications. The change in professional profile of social workers and an updated curriculum were natural consequences of that demand. Both internal reforms as well as an increase in international contacts have had a great impact on the curriculum, making it modern in regard to its content and the approach to the process of education. Important virtues of the curriculum are: due consideration for the international context of the material presented and teaching goals defined in such way that they meet the transformation period requirements without introducing only provisional solutions. Professional improvement training and post-diploma courses have also been mentioned as an important factor of successful welfare sector operations. This kind of education equips welfare staff with necessary qualifications and prevents burnout syndrome. The article briefly discusses new conditions for social education development and identifies the remaining stumbling blocks.  相似文献

‘Only Connect…live in fragments no longer’

This paper utilises ‘Only Connect’, the epigraph from Forster’s novel ‘Howards End’ as the starting point for exploring the challenges and opportunities of integrating social networking with relationship based social work practice. The paper discusses the more deleterious implications of social networking, whilst assuming a deliberately optimistic stance to uncover ways in which the opportunities afforded by online space can be utilised effectively within social work education and practice. Whilst recognising that social networking platforms are transforming constantly, the paper adopts Kaplan’s definition of social media as a ‘group of internet based applications that build on the ideological and technological foundations of Web 2.0’. Whilst much of the discussion within the paper relates to Twitter and Facebook, two of the most endemic international social networking platforms, it is also applicable to myriad forms of social networking. The paper begins with a discussion of UK professional conduct cases and explores these both within Klein’s concept of splitting and historical attitudes to new technologies. Drawing from emerging research data and other examples, the positive relational practices educed by social media within social work education and practice are emphasised and discussed. The paper concludes by highlighting Forster’s plea for connection and recommending that social work embraces the renewed opportunities provided by online networking.  相似文献

A controversial proposal to pilot the training of child protection social workers through an intensive work-based route in England is being supported and funded by the UK Government. Frontline, the brainchild of a former teacher, locates social work training within local authorities (‘the agency’) rather than university social work departments (‘the academy’) and has stimulated debate amongst social work academics about their role in shaping the direction of the profession. As a contribution to this debate, this paper explores the duality of social work education, which derives its knowledge from both the academic social sciences and the experience of practice within social work agencies. While social work education has traditionally been delivered by the academy, this paper also explores whether the delivery of training in the allied professions of probation and nursing by ‘the agency’ is equally effective. Finally, this paper explores the Helsinki model which achieves a synergy of ‘academy’ and ‘agency’. It suggests that there are alternative models of social work education, practice and research which avoid dichotomies between the ‘academy’ and the ‘agency’ and enable the profession to be shaped by both social work academics and practitioners.  相似文献

This article takes as its starting point the growing prominence of what might be called ‘neo-philanthropic’ forms of knowledge in social work during recent years. Inspired by Foucault's concepts of genealogy and governmentality, the article presents an historical analysis including eighteenth century poor policies, philanthropy in the late nineteenth century, welfare planning in the 1960s and the emergence of neo-philanthropic social work from the 1980s onwards. The article argues that the recent rediscovery of concepts and techniques invented by late nineteenth-century philanthropy breaks with traditional welfarist forms of knowledge and practices of social work. As a result, it seems that social work is now to foster new kinds of subjects and create new types of communities. This development indicates that a more profound transformation of the welfare state and its conception of citizenship might be taking place.

This exploratory study examines Estonian social work graduate students’ (n?=?46) understanding of strength-eliciting questions in the context of social work assessment, using a quasi-experimental, pre/post-test research design. Students’ responses indicate some changes in their reflections of strength-eliciting questions after the training course. In the beginning of the course, students’ responses suggested somewhat more emphasis on a deficit approach, including focus on the past, deficiencies, hardships, and problems, while the importance of solutions, resources, etc. was acknowledged to a lesser extent. Comparing the post-intervention to the baseline, less responses and questions were focused on feelings, problems, ‘why’, and closed questions. Some changes in the students’ perspectives about strength-eliciting questions after the training course can be seen according to the concept of the strengths perspective described in the literature review. These changes include more focus on understanding solutions, strengths from the present, the view of the client as the expert, and the importance of motivation and change as well as empowering and encouraging.  相似文献

In this paper the author reviews the history of Dutch social work between 1900 and 1980 and tries to shed light on how Dutch social workers enlisted various insights developed by the social sciences to gain jurisdiction in dealing with social problems. He argues against the simplistic idea that scientific knowledge is merely applied in practical settings such as social work. Social workers did not just apply scientific insights; they also used scientific insights strategically to demarcate their position from various opponents both inside and outside the profession. It is useful to differentiate between the reflexive and strategic uses of social sciences: reflexive means that new interpretations of the social world and the nature of social problems are offered which imply different ways of doing social work; strategic means that with these new interpretations new boundaries are created between social work and competing actors in the field of dealing with social problems.  相似文献

Unintended consequences were detected when a new client data system was taken into use in a child welfare unit in the City of Helsinki, the capital of Finland. This paper describes how social work was practiced during this period of change and analyses the phenomena involved. The concept of agency is central in the theoretical frame of this research. The data consist of written documents, participatory observation and the researcher's cooperation with the unit. Based on the data and by using the tools of semiotic sociology, the period of change was described in the form of four intersecting and parallel stories, each with a specific theme. These stories formed the basis for more theorising in which models of action theories were used. The results of this study showed that in the situation of inadequate human resource allocation for social work the data system took on a role of an agent. There was evidence of unintended consequences on the basic task in child welfare as the data system affected the work processes.  相似文献

Social work education in England will have a new regulator from 2019. According to official sources, this is ‘as part of wider reforms to improve confidence in social work and raise the status of the profession’. In the background of any changes to social work education are the reports by Croisdale-Appleby (2014) and Narey (2014). Both reported that the existing regulatory regime was inadequate and made a combined total of 40 recommendations for improvement. Specifically, on the subject of social work teaching in higher education institutions, Narey expressed concern about both the content and quality and recommended that the teaching should be observed. If the incoming regulator were to introduce direct observations of teaching in inspections it would represent a new development. Previous regulators have not adopted this method. This discussion paper reviews selected literature on what teaching observation can and cannot achieve as an inspection method. It reflects on how social work education might gain if inspectors observed teaching. However, it also argues that to be a meaningful and credible process teaching observations need to take heed of a range of interrelated issues which, if not thought through properly, will invalidate the whole exercise.  相似文献

The topic of global social work has become a controversial one in the European Journal of Social Work, as the March 2004 edition acknowledges in an editorial statement. This statement was prompted by a pungent critique from Stephen Webb, in an earlier edition of the journal. Webb (2003), p. 191) dismissed the topic as being of marginal interest: ‘?… social work has at best a minimal role to play with any global social order, should such an order exist’, adding that ‘a global or transnational social work is little more than a vanity’. Lest the reader should still harbour doubts, Webb (2003), p. 196) added with powerful political import: ‘these writers on globalisation and social work posit what is tantamount to ethical welfare imperialism’. Strong words! We beg to differ and offer an alternative vision of the relationship between globalisation and social work that connects it to the vital democratic force of civil society.  相似文献

This paper explores the idea of the ‘fourth age’ as a form of social imaginary. During the latter half of the twentieth century and beyond, the cultural framing of old age and its modern institutionalisation within society began to lose some of its former chronological coherence. The ‘pre-modern’ distinction made between the status of ‘the elder’ and the state of ‘senility’ has re-emerged in the ‘late modern’ distinction between the ‘third’ and the ‘fourth’ age. The centuries-old distaste for and fear of old age as ‘senility’ has been compounded by the growing medicalization of later life, the emergence and expansion of competing narratives associated with the third age, and the progressive ‘densification’ of the disabilities within the older institutionalised population. The result can be seen as the emergence of a ‘late modern’ social imaginary deemed as the fourth age. This paper outlines the theoretical evolution of the concept of a social imaginary and demonstrates its relevance to aging studies and its applicability to the fourth age.  相似文献

This article presents findings from a survey on hate speech reported by disabled people in Norway. Previous British and American research shows that disabled people are more likely than their non-disabled peers to be the victims of hate speech and hate crime. In our study, 38% reported at least one experience of hate speech during the previous 12 months. The respondents reported a wide range of consequences of hate speech related to psychological, social and societal issues. The findings reveal that people place restrictions on their own lives as a result of being exposed to hate speech, including raising their opinion in public debates. Drawing on the work of Nancy Fraser, we discuss the mechanisms that prevent disabled people from participating in society on equal terms. We conclude that to combat hate speech, transformative strategies need to be applied.  相似文献

By applying a theoretical point of departure, the overarching aim of this article is to describe, analyze, and try to understand why care managers in their everyday occupational practice normalize the restrictive approach when older people consider relocation to a residential home. While earlier research to a large extent has drawn attention to how the care managers carry out the restrictive approach, this article pays attention to the circumstances paving its way. The focus is on influences from different sociological levels, thereby ‘stratified’, and from two aspects of discretion, where ‘structural aspects’ refer to choices between permitted alternatives and ‘epistemic aspects’ to practical reasoning under conditions of indeterminacy. With this combination, a multitude of circumstances contributing to the restrictive approach is revealed. Thus, the theoretical model includes levels as well as discretionary powers where formulas constitute the foundation at each level, subsequently related to multidisciplinary references in order to get the practice into perspective. The findings show that the priority given to home-based care in contrast to residential care is repeated and confirmed at each level and besides in an interchange between structural and epistemic aspects.  相似文献

Abstract

We introduce the social model of disability by reflecting on its origins and legacy, with particular reference to the work of the Union of the Physically Impaired against Segregation. We argue that there has been a gradual rolling back of the rights and entitlements associated with the social model of disability. Yet no alternative for the social model has been proposed in response to such threats to disabled people’s human rights. Disabled people need a stronger social model that acts as a means to a society which enables and ensures their rights; the right to live a dignified life, as well as to live in an environment that enables people to flourish with disability.  相似文献
