The Theory of Risk Homeostasis: Implications for Safety and Health   总被引:9,自引:0,他引:9  
No strategy for countermeasure design or future directions of research in the areas of human behavior which leads to traffic accidents or lifestyle-related diseases can be rationally developed without an acceptable working theory of human behavior in these domains. For this purpose, an attempt has been made to conceptually integrate the available evidence with respect to the role of human behavior in the causation of road accidents. From this integrative effort it would seem that the accident rate is ultimately dependent on one factor only, the target level of risk in the population concerned which acts as the reference variable in a homeostatic process relating accident rate to human motivation. Various policy tactics for the purpose of modifying this target level of risk have been pointed out and the theory of risk homeostasis has been speculatively extended to the areas of lifestyle-dependent morbidity and mortality.  相似文献

This article presents results from the Commission of the European Communities (CEC) project 'Safety of Shipping in Coastal Waters' (SAFECO). The project was performed by ten European partners during the period 1995-1998. The principal aim of the SAFECO project was to determine the influences that could increase the safety of shipping in coastal waters by analyzing the underlying factors contributing to the marine accident risk level. The work reported here focuses on the Marine Accident Risk Calculation System (MARCS) that was further developed during the SAFECO project. This paper presents the methods used by MARCS, as well as data and results from a 'demonstration of concept' case study covering the North Sea area. The estimated accident frequencies (number of accidents per year) were compared with historical accident data, to demonstrate the validity of the modeling approach. Reasonable (within a factor of 5) to good (within a factor of 2) agreement between calculated accident frequencies and observed accident statistics was generally obtained. However, significant discrepancies were identified for some ship types and accident categories. The risk model has particular problems with estimating the accident frequency for drift grounding in general and powered grounding for ferries. It was concluded that these discrepancies are related to uncertainties in several areas, specifically in the risk model algorithms, the traffic data, the error and failure probability data, and the historical accident statistics.  相似文献

The Strait of Istanbul, the narrow waterway separating Europe from Asia, holds a strategic importance in maritime transportation as it links the Black Sea to the Mediterranean. It is considered as one of the world's most congested and difficult-to-navigate waterways. Over 55,000 transit vessels pass through the Strait annually, roughly 20% of which carry dangerous cargo. In this study, we have analyzed safety risks pertaining to transit vessel maritime traffic in the Strait of Istanbul and proposed ways to mitigate them. Safety risk analysis was performed by incorporating a probabilistic accident risk model into the simulation model. A mathematical risk model was developed based on probabilistic arguments regarding instigators, situations, accidents, consequences, and historical data, as well as subject-matter expert opinions. Scenario analysis was carried out to study the behavior of the accident risks, with respect to changes in the surrounding geographical, meteorological, and traffic conditions. Our numerical investigations suggested some significant policy indications. Local traffic density and pilotage turned out to be two main factors affecting the risks at the Strait of Istanbul. Results further indicate that scheduling changes to allow more vessels into the Strait will increase risks to extreme levels. Conversely, scheduling policy changes that are opted to reduce risks may cause major increases in average vessel waiting times. This in turn signifies that the current operations at the Strait of Istanbul have reached a critical level beyond which both risks and vessel delays are unacceptable.  相似文献

Safety systems are important components of high-consequence systems that are intended to prevent the unintended operation of the system and thus the potentially significant negative consequences that could result from such an operation. This presentation investigates and illustrates formal procedures for assessing the uncertainty in the probability that a safety system will fail to operate as intended in an accident environment. Probability theory and evidence theory are introduced as possible mathematical structures for the representation of the epistemic uncertainty associated with the performance of safety systems, and a representation of this type is illustrated with a hypothetical safety system involving one weak link and one strong link that is exposed to a high temperature fire environment. Topics considered include (1) the nature of diffuse uncertainty information involving a system and its environment, (2) the conversion of diffuse uncertainty information into the mathematical structures associated with probability theory and evidence theory, and (3) the propagation of these uncertainty structures through a model for a safety system to obtain representations in the context of probability theory and evidence theory of the uncertainty in the probability that the safety system will fail to operate as intended. The results suggest that evidence theory provides a potentially valuable representational tool for the display of the implications of significant epistemic uncertainty in inputs to complex analyses.  相似文献

Why do some sellers set nominal prices that apparently do not respond to changes in the aggregate price level? In many models, prices are sticky by assumption; here it is a result. We use search theory, with two consequences: prices are set in dollars, since money is the medium of exchange; and equilibrium implies a nondegenerate price distribution. When the money supply increases, some sellers may keep prices constant, earning less per unit but making it up on volume so profit stays constant. The calibrated model matches price‐change data well. But, in contrast to typical sticky‐price models, money is neutral.  相似文献

This study assesses the fire safety risks associated with compressed natural gas (CNG) vehicle systems, comprising primarily a typical school bus and supporting fuel infrastructure. The study determines the sensitivity of the results to variations in component failure rates and consequences of fire events. The components and subsystems that contribute most to fire safety risk are determined. Finally, the results are compared to fire risks of the present generation of diesel-fueled school buses. Direct computation of the safety risks associated with diesel-powered vehicles is possible because these are mature technologies for which historical performance data are available. Because of limited experience, fatal accident data for CNG bus fleets are minimal. Therefore, this study uses the probabilistic risk assessment (PRA) approach to model and predict fire safety risk of CNG buses. Generic failure data, engineering judgments, and assumptions are used in this study. This study predicts the mean fire fatality risk for typical CNG buses as approximately 0.23 fatalities per 100-million miles for all people involved, including bus passengers. The study estimates mean values of 0.16 fatalities per 100-million miles for bus passengers only. Based on historical data, diesel school bus mean fire fatality risk is 0.091 and 0.0007 per 100-million miles for all people and bus passengers, respectively. One can therefore conclude that CNG buses are more prone to fire fatality risk by 2.5 times that of diesel buses, with the bus passengers being more at risk by over two orders of magnitude. The study estimates a mean fire risk frequency of 2.2 x 10(-5) fatalities/bus per year. The 5% and 95% uncertainty bounds are 9.1 x 10(-6) and 4.0 x 10(-5), respectively. The risk result was found to be affected most by failure rates of pressure relief valves, CNG cylinders, and fuel piping.  相似文献

Compared to the remarkable progress in risk analysis of normal accidents, the risk analysis of major accidents has not been so well‐established, partly due to the complexity of such accidents and partly due to low probabilities involved. The issue of low probabilities normally arises from the scarcity of major accidents’ relevant data since such accidents are few and far between. In this work, knowing that major accidents are frequently preceded by accident precursors, a novel precursor‐based methodology has been developed for likelihood modeling of major accidents in critical infrastructures based on a unique combination of accident precursor data, information theory, and approximate reasoning. For this purpose, we have introduced an innovative application of information analysis to identify the most informative near accident of a major accident. The observed data of the near accident were then used to establish predictive scenarios to foresee the occurrence of the major accident. We verified the methodology using offshore blowouts in the Gulf of Mexico, and then demonstrated its application to dam breaches in the United Sates.  相似文献

New cybersecurity technologies, such as commercial antivirus software (AV), sometimes fail to deliver on their promised benefits. This article develops and tests a revised version of risk homeostasis theory, which suggests that new cybersecurity technologies can sometimes have ill effects on security outcomes in the short run and little-to-no effect over the long run. It tests the preliminary plausibility of four predictions from the revised risk homeostasis theory using new survey data from 1,072 respondents. The estimations suggest the plausible operation of a number of risk homeostasis dynamics: (1) commercial AV users are significantly more likely to self-report a cybersecurity event in the past year than nonusers, even after correcting for potential reverse causality and informational mechanisms; (2) nonusers become somewhat less likely to self-report a cybersecurity event as the perceived riskiness of various e-mail-based behaviors increases, while commercial AV users do not; (3) the negative short-run effect of commercial AV use on cybersecurity outcomes fade over time at a predicted rate of about 7.03 percentage points per year of use; and (4) after five years of use, commercial AV users are statistically indistinguishable from nonusers in terms of their probability of self-reporting a cybersecurity event as perceptions of risky e-mail-based behaviors increase.  相似文献

Most automobile insurance databases contain a large number of policyholders with zero claims. This high frequency of zeros may reflect the fact that some insureds make little use of their vehicle, or that they do not wish to make a claim for small accidents in order to avoid an increase in their premium, but it might also be because of good driving. We analyze information on exposure to risk and driving habits using telematics data from a pay‐as‐you‐drive sample of insureds. We include distance traveled per year as part of an offset in a zero‐inflated Poisson model to predict the excess of zeros. We show the existence of a learning effect for large values of distance traveled, so that longer driving should result in higher premiums, but there should be a discount for drivers who accumulate longer distances over time due to the increased proportion of zero claims. We confirm that speed limit violations and driving in urban areas increase the expected number of accident claims. We discuss how telematics information can be used to design better insurance and to improve traffic safety.  相似文献

This study examines how government safety regulations affect the uncertainty of work-related road accident loss (UWRAL) by considering the multi-identity of local governments in the relationship among the central government, the local governments, and enterprises. Fixed effects panel models and mediation analyses with bootstrapping were conducted to test the hypotheses using Chinese provincial panel data from 2008 to 2014. Given the complexity and nonlinear characteristics of road safety systems, a new approach based on self-organized criticality theory is proposed to measure the uncertainty of road accident loss from a complex system perspective. We find that a regional government with detailed safety work planning (SWP), high safety supervision intensity (SSI), and safety information transparency (SIT) can decrease the UWRAL. Furthermore, our findings suggest that SSI and SIT partially mediate the relationship between the SWP of regional governments and the UWRAL, with 19.7% and 23.6% indirect effects, respectively. This study also provides the government with managerial implications by linking the results of risk assessment to decision making for risk management.  相似文献

The incorporation of the human element into a probabilistic risk-based model is one that requires a possibilistic integration of appropriate techniques and/or that of vital inputs of linguistic nature. While fuzzy logic is an excellent tool for such integration, it tends not to cross its boundaries of possibility theory, except via an evidential reasoning supposition. Therefore, a fuzzy-Bayesian network (FBN) is proposed to enable a bridge to be made into a probabilistic setting of the domain. This bridge is formalized by way of the mass assignment theory. A framework is also proposed for its use in maritime safety assessment. Its implementation has been demonstrated in a maritime human performance case study that utilizes performance-shaping factors as the input variables of this groundbreaking FBN risk model.  相似文献

Records of nonoccurrence of catastrophic accidents from technologically based industrial operations, such as nuclear power generation and liquefied natural gas (LNG) transportation are sometimes cited as evidence of the safety of such operations. The appropriateness and inappropriateness of different types of models of accident processes for these systems are discussed. Selectivity biases in defining both die numerator and denominator for accident rates are shown to be important to the size of the estimated rate and these are illustrated by examples. Inferential approaches to estimating a rate based on zero occurrences are briefly discussed. The conclusion reached is that a record of zero occurrences is of cold comfort in ruling out catastrophic events. Experience, unless it is interpreted by strong models and assumptions, helps little to establish very small probabilities of a catastrophe.  相似文献

This study tries to assess the risk of deaths and injuries from motor vehicle accidents associated with an evacuation of population groups in case of nuclear plant accidents. The risk per person–km is evaluated using: (a) data from previous evacuation: information from Soufriere evacuation (Guadeloupe Island 1976) and Mississauga (1979), added to Hans and Sell's data: no road accident occurred for a sample of 1,500,000 persons; (b) national recording system for motor vehicle accident: the rates of 2.2 10 -8 deaths per person–km and 32 10-8 injuries per person–km is calculated as an average. These last rates in France overestimate the number of casualties. A reasonable hypothesis is to assume that the probability of road accident occurrence follows a Poisson distribution, as these events are independent and unfrequent, as no accident was observed in a sample of 1,500,000 persons the probability is between 0 and an upper value of 0.24 10-8 deaths per person-km and 3.29 10-8 injuries per person–km. The average and maximum population involved within different radii around French and U.S. Nuclear power sites are taken as a sample size in order to study the total risk of deaths and injuries in the hypothesis of an evacuation being necessary to protect the populations.  相似文献

In the United Kingdom, dwelling fires are responsible for the majority of all fire‐related fatalities. The development of these incidents involves the interaction of a multitude of variables that combine in many different ways. Consequently, assessment of dwelling fire risk can be complex, which often results in ambiguity during fire safety planning and decision making. In this article, a three‐part Bayesian network model is proposed to study dwelling fires from ignition through to extinguishment in order to improve confidence in dwelling fire safety assessment. The model incorporates both hard and soft data, delivering posterior probabilities for selected outcomes. Case studies demonstrate how the model functions and provide evidence of its use for planning and accident investigation.  相似文献

Accidents with automatic production systems are reported to be on the order of one in a hundred or thousand robot-years, while fatal accidents are found to occur one or two orders of magnitude less frequently. Traditions in occupational safety tend to seek for safety targets in terms of zero severe accidents for automatic systems. Decision-making requires a risk assessment balancing potential risk reduction measures and costs within the cultural environment of a production company. This paper presents a simplified procedure which acts as a decision tool. The procedure is based on a risk concept approaching prevention both in a deterministic and in a probabilistic manner. Eight accident scenarios are shown to represent the potential accident processes involving robot interactions with people. Seven prevention policies are shown to cover the accident scenarios in principle. An additional probabilistic approach may indicate which extra safety measures can be taken against what risk reduction and additional costs. The risk evaluation process aims at achieving a quantitative acceptable risk level. For that purpose, three risk evaluation methods are discussed with respect to reaching broad consensus on the safety targets.  相似文献

Is the measurement of 'safety culture' a valid management tool in the effort to reduce accident rate and improve safety performance, or is it a fuzzy academic concept, lacking empirical validation? The answer to this question seems to depend on whom one asks. The UK Health and Safety Commission has encouraged companies to improve their safety performance through the development of a 'positive safety culture'. However, academic discussions in this area suggest that the concept remains vague, lacks empirical validation and is used as an 'umbrella term' for all the social and organizational factors that affect accident rate. This paper reviews the existing literature on safety culture and provides some clarification in terms of definition, empirical evidence and theoretical development. A theoretical framework of the mechanisms by which safety culture affects safety behaviours in organizations is proposed. The implications for practical management issues are discussed and future challenges and areas for further research are identified.  相似文献

We describe a risk-based analytical framework for estimating traffic fatalities that combines the probability of a crash and the probability of fatality in the event of a crash. As an illustrative application, we use the methodology to explore the role of vehicle mix and vehicle prevalence on long-run fatality trends for a range of transportation growth scenarios that may be relevant to developing societies. We assume crash rates between different road users are proportional to their roadway use and estimate case fatality ratios (CFRs) for the different vehicle-vehicle and vehicle-pedestrian combinations. We find that in the absence of road safety interventions, the historical trend of initially rising and then falling fatalities observed in industrialized nations occurred only if motorization was through car ownership. In all other cases studied (scenarios dominated by scooter use, bus use, and mixed use), traffic fatalities rose monotonically. Fatalities per vehicle had a falling trend similar to that observed in historical data from industrialized nations. Regional adaptations of the model validated with local data can be used to evaluate the impacts of transportation planning and safety interventions, such as helmets, seat belts, and enforcement of traffic laws, on traffic fatalities.  相似文献

Public risk perceptions and demand for safer food are important factors shaping agricultural production practices in the United States. Despite documented food safety concerns, little attempt has been made to elicit consumers' subjective risk judgments for a range of food safety hazards or to identify factors most predictive of perceived food safety risks. In this study, over 700 conventional and organic fresh produce buyers in the Boston area were surveyed for their perceived food safety risks. Survey results showed that consumers perceived relatively high risks associated with the consumption and production of conventionally grown produce compared with other public health hazards. For example, conventional and organic food buyers estimated the median annual fatality rate due to pesticide residues on conventionally grown food to be about 50 per million and 200 per million, respectively, which is similar in magnitude to the annual mortality risk from motor vehicle accidents in the United States. Over 90% of survey respondents also perceived a reduction in pesticide residue risk associated with substituting organically grown produce for conventionally grown produce, and nearly 50% perceived a risk reduction due to natural toxins and microbial pathogens. Multiple regression analyses indicate that only a few factors are consistently predictive of higher risk perceptions, including feelings of distrust toward regulatory agencies and the safety of the food supply. A variety of factors were found to be significant predictors of specific categories of food hazards, suggesting that consumers may view food safety risks as dissimilar from one another. Based on study findings, it is recommended that future agricultural policies and risk communication efforts utilize a comparative risk approach that targets a range of food safety hazards.  相似文献

Although occupational accidents are common in fishery, safety work is often not given priority by the fishermen. The aims of this study were to test a group-based intervention for increased activity in safety work through group discussion of accident/incident experience; to study occurred incidents/accidents and how such events were managed; and to study intervention effects on activity in safety work, risk acceptance and perceived manageability of risks. A sample of men from five crews (11 men) of Swedish fishermen participated. The study had a one group pre-test-post-test design for questionnaire data. The emphasis was on qualitative information collected during the intervention and interviews. The results indicated that accident causes could be appraised as being unmanageable even when technical solutions were possible. Psychological factors may cause incidents not to be documented or discussed. Incident experience seldom leads to preventive measures. Interaction between structural, social and psychological factors seemed to explain this. Questionnaires, observations and interview data suggested that some increase in safety work took place during the intervention. After the discussions the participants perceived risks to be less manageable. The study indicated that, although sensitive to dropout, participative safety interventions in fishery are feasible and may be effective. A longer or more intensive intervention may be necessary in order to progress from problem orientation to action orientation.  相似文献
