This paper discusses the impact of central government's rent restructuring policy on social housing in rural areas in England. It examines the effect that restructuring will have on the rents set by social landlords in a set of case study areas then considers some of the likely impacts on affordability and on new investment in rural social housing. One of the primary aims of rent restructuring policy is to reduce unjustifiable differences between the rents of similar dwellings in the local authority and Registered Social Landlord sectors locally. This aim seems likely to be achieved. In doing so, it is likely that affordability will be reduced in the local authority sector but enhanced for tenants of some RSLs. However, the reduction in real RSL rents that improve affordability may further constrain RSLs’ ability to invest in new social housing in rural areas. The paper concludes that rent restructuring by itself will not materially improve the housing prospects of the less well off in rural areas.  相似文献

This paper reviews the development of rural social geography. It argues that there has been a restructuring in the dominant social imagination expressed within rural social geography away from a ‘restricted social imagination’ which shied away from considering phenomena which were immaterial and clearly politicized. The prevalence of this social imagination within geographical studies of rural settlement, population change, access to resources and services and rural communal life is highlighted. It is argued that there have been two important directions of critique of this social geography. First, the politicization of rural social geography through Marxism is discussed with particular reference being paid to the analysis of class relations in the countryside. Second, the rise of postmodernism and the cultural turn of rural geography is discussed. Attention is drawn to the explicit politicization of this social geography and the emphasis placed within it on the immaterial. The paper outlines some of the key arguments and texts of these two lines of restructuring, and also how some earlier work trespassed beyond the dominant restrictions placed on social imaginations of the rural. The paper ends by raising the issue of whether the immaterial and the politicized have been reconciled together within the current work of rural social geographers.  相似文献

Research studies of the problems of rural life in Britain have often been based on concepts such as ‘deprivation’ or ‘disadvantage’. In this paper we explore the basis of these conceptualizations and note claims that they have been appropriated by government at local and central levels, suggesting that criticism of such appropriation should not lead to a neglect of material privation of opportunities caused by changes to the structure of rural life, brought about by economic restructuring, social recomposition and the political-economy of deregulation. Rather, we draw on studies of rural poverty to suggest that the changing material base of rural life has been accompanied by a range of discursive strategies which obscure rural problems and even filter them out altogether in the various constructions of idyll-ized rural life as the spatial expression of self-supporting, self-sufficient, happy, healthy and problem-free existence in a market place economy. Using some of the findings from the Rural Lifestyles research programme in England and Wales we discuss some of the different experiences of opportunity privation in rural areas, and some of the different ways in which cultural constructions of rural life can lead to a range of expectations from imagined rural geographies which are variously met and not met in day-to-day rural lifestyles. We suggest that rural problems are associated with a wide range of experiences of marginalization — economic, political, social, cultural — which cannot be mapped out according to normative or cultural expectations, but which occur differently at the intersection of material and experiential elements of rural lifestyles.  相似文献

In the development of the rural deprivation debate in the U.K. in the early 1970s, the cause of rural deprivation was largely attributed to the imbalance in the allocation of state resources between urban and rural areas. In subsequent campaigns to redress that situation, much emphasis was placed on identifying specific ‘rural’ as opposed to ‘urban’ explanations for the problems facing rural populations. Evidence presented in this paper, however, illustrates the essentially aspatial nature of the deprivation experience. From a detailed household survey in a range of rural environments in England, deprivation was found to result as much from the socio-economic inequalities within rural society as it does from any perceived processes of territorial injustice in the allocation of Central Government financial support to local authorities. In the light of such findings, the paper questions the advisability of the state's adherence to spatial policies in the pursuit of solutions to the problems of the deprived in rural areas.  相似文献

This paper asks, what are the attributes of the rural working class population in England and Wales? Drawing on the Office for National Statistics’ (ONS) Longitudinal Study (LS), household and personal attributes at both the 1991 and 2001 Censuses are examined, with a view to exploring how far the rural working classes can be conceptualised as a cohesive occupational group; in other words, is the traditional vision of the rural working classes, as comprising a cohesive occupational community, still accurate? The results show this understanding is inaccurate. Social dynamism turns out to be high in rural areas, with little uniformity in the rural population with working class occupations, not simply due to occupational change but also as a result of cohabitation with those of other occupational grades and as a consequence of population turnover through migration. The paper indicates that caution is needed over messages in the rural studies literature concerning the magnitude of disadvantages that the rural working classes face, in good part because the composition of rural households with working class constituents is so dynamic.  相似文献

This paper presents the results of an empirical investigation into active Neighbourhood Watch (NW) Schemes in Hereford and Worcester: an area which has experienced a rise in both crime rate and the number of active NW Schemes in the last ten years. The example of NW is used to examine the effectiveness of voluntary action to tackle social problems in rural areas and to consider the changing nature of social relations found there. More specifically, the study of these schemes allows an assessment to be made of the impact and nature of crime in rural areas and measures the effectiveness of NW in countering it. The paper reveals that NW does have an important role to play in reducing fear of crime and improving police relations. It confirms that NW operates with considerable social bias which is a recognised problem associated with voluntary action. The final discussion highlights the need for more systematic studies of the problem of rural crime.  相似文献

Drawing on data relating to some 500 households, taken from local government records and questionnaire surveys, this paper examines the processes of migration and social change associated with the resale of former local authority dwellings in a rural part of the East Midlands, England, UK. Legislative change principally stemming from the Housing Act (1980) has given tenants a `right to buy’ their rented dwelling from the local authority landlord. By focussing on the longer term impact of this process the findings of this study reveal a radical discontinuity with the past, as new households with contrasting characteristics to previous occupants move in when these dwellings are resold on the open market. The study shows that the relative affordability of the dwellings in a highly competitive rural housing market is creating an opportunity for comparatively young, dual-career and largely urban families to move to the countryside. Their movement into former local authority dwellings has important implications for the future provision of local needs housing in rural areas.  相似文献

Over the past decade rural social scientists have demonstrated significant interest in documenting the new forms of governance emerging in rural and regional areas. However, little attention has been given to examining the gendered aspects of these new arrangements. This paper takes up the issue of gender and governance in rural areas by reporting on the establishment, membership and practices of a new governing organisation in a local government area in a small rural township in Australia. Men hold almost all positions on the 19-member board of this institution charged with facilitating development in the shire. This is not surprising, given women's exclusion from the male-dominated networks from which appointees are selected. While this numerical dominance is important, it is not just the presence of men's bodies that is of concern to this paper. Also of interest is the way in which hegemonic discourses of masculinity are privileged by board members. This includes an emphasis on competition, entrepreneurialism, and aggression, and a focus on economic concerns over and above social issues. In conclusion, there may be a lot that is ‘new’ in the governance of contemporary Western rural nations, but what is not is that these forms of governance are gendered, just as the traditional state has always been, in a way that excludes women and feminine subjectivities.  相似文献

Contemporary rural social movements bring diverse interest groups and stakeholders together at the local scale in the pursuit of common visions and goals, often against the backdrop of an external threat. The challenge for a movement's leaders is to negotiate and design a rural agenda that resonates with this complex constituency. One way to approach this problem is to construct and politicize a local sense of place as a means of rallying insiders against outside forces and pressures. This article explores the place-making activities of rural leaders operating within a complex social setting through an analysis of a grassroots social movement in Anahim Lake, British Columbia. The study uses the concept of the “place frame” to explore how Anahim's activists created a local discursive framework that enabled them to bridge dissimilar environmental values and practices within the community. The removal of external pressures following protest, however, saw the dissolution of this alignment. In documenting this process, the article contributes to a fuller understanding of the significance of place in grassroots protest and activism.  相似文献

This article investigates regional social capital development by focusing on disparities in bonding and bridging social capital among rural and urban areas of Japan. Rural–urban differences in social capital in Western contexts have been discussed by many studies. Their main finding is that bonding social capital is richer in rural areas and bridging social capital is richer in urban areas. However, the empirical evidence presented in this article suggests that in Japan both bridging and bonding social capital are richer in rural than urban areas, diverging from traditional thinking about these two types of social capital. This finding suggests that urbanization and depopulation in rural areas of Japan have led to changes in people's behavior and their demand for social networks, promoting the development of bridging social capital in rural areas.  相似文献

Debate about rural policy is often based on persistent presumptions about conditions in ‘rural England’, generally associated with economic decline, low incomes, and a lack of services. Such generalisations are rarely justified for rural areas as a whole and we term them as ‘stylised fallacies’. The impression of their relevance is perpetuated by the selective comparison of statistics for ‘urban’ and ‘rural’ areas. The paper reviews the evidence on a number of such fallacies: the economic impact of agriculture, depopulation, low incomes, rural labour markets, house prices and service provision. In each case, the position is far more complex than is commonly recognised in policy debate. The rural character of an area does not in itself offer a rationale for policy intervention. Rather, discussion could be supported through the characterisation of different types of local area. This might be approached either through statistical analysis or through qualitative analysis of emerging social and economic patterns of differentiation. In practice, each approach needs to be supported through the other.  相似文献

Until recently, homelessness in rural areas has received little recognition because of overwhelming assumptions about the urban-centredness of homeless people and their needs. This paper seeks to build on recent research that has begun to uncover some of the problems and characteristics of rural homelessness, by suggesting two significant dynamics which together can shape the experience of different groups of homeless people in rural environments. First, rural places reflect particular local qualities which contextualise both the circumstances of homelessness and the provision of services in response to those circumstances. Secondly, the contemporary governance of homelessness unfolds rather unevenly in different rural areas, producing distinct local service environments with varying degrees of ‘insider’ and ‘outsider’ status in relation to joined-up responses to the needs of homeless people. These dynamics are articulated through three case studies: a remote friary in a deep rural area of southern England; a small hostel run by a vibrant non-statutory organisation in a small town in the west of England, and two advice centres in a coastal resort in the north-east of England. Through these case studies we highlight the importance of both local reactions to the homeless other, and local relations between central government funding, local authority initiatives and charitable organisations, in the production and consumption of spaces of care in settings set in, or serving, rural environments.  相似文献

To mark the launching of Journal of Rural Studies, this paper briefly reviews the increasing importance and volume of rural studies throughout the developed world. The rise in popularity of rural environments within some disciplines of study has been due to a steady progression of concept and technique resulting in academic maturity. In other disciplines, previous bias towards urban areas and consequent patchy and sectoral study of the countryside has only been overcome, in part, through a relatively unplanned but nevertheless effective multidisciplinary perspective. Rurality has proved very difficult to define in an all-embracing manner, and indeed rural studies as a framework of study may be threatened if social science continues to espouse structuralist epistemologies with their aspatial connotations. At present the divide between the ‘environmental’ and ‘socio-economic’ element of rural studies is certainly not unbridgeable, although by the same token the existence of an integrative and commonly cherished body of subject matter which will satisfy both elements may be more apparent than real. These conceptual issues, and related questions of technique and method require further emphasis in rural studies as does the analysis of planning and policy-making, where a cross-fertilization of concepts with rural development strategies in underdeveloped nations would be beneficial.  相似文献

Rural areas appear as zones under pressure, either for development or decline. As such, they are in a state of metamorphosis, with many emergent places. Drawing on experience from lowland England, this paper will argue that positivist techniques of analysis are inadequate to cope with the experiences of these places and the contrasting relationships of their residents. While more traditional approaches may describe some aspects of the mechanics of change and the resultant spatial and social structure, they have consistently neglected the evolving subjective relationship between the rural settlement and its inhabitants. Drawing on the theoretical stance of symbolic interactionism and the methodology of participant observation, the paper shows that a humanistic approach is valuable on two levels: practically, in allowing more detailed observation and the detection of phenomena inaccessible to other approaches, and theoretically, in aiding our understanding of the nature of the rural experience. Gentrification has for too long been investigated as an urban phenomenon. Only relatively recently has it been viewed as an avenue for fruitful rural research. This paper focuses on the repopulation of rural Scotland. Using survey and interview data it examines evidence of gentrification among in-migration flows and seeks to explore both the social transformation of rural areas and the social displacement of rural residents.  相似文献

The EC White Paper — The Future of Rural Society — identifies three “standard problems” of rural areas, but the first, which characterises areas associated with “the pressures of modern development”, receives little attention in the remainder of the document. This paper explains why it is particularly important that the peri-urban areas are not ignored in the development of rural policy. In the first place, the problems of these areas are inextricably linked to those of areas of rural decline and if such links are ignored the resulting partial analysis of rural problems may cause some important policy-options to be overlooked. Second, there continue to be pockets of disadvantage within the peri-urban areas where deprivation is likely to be increased by close proximity to an affluent majority. Finally, the paper analyses the Rural Community Strategy for Berkshire, a nonstatutory document prepared by a group drawn from governmental, quasi-governmental and non-governmental organisations in one peri-urban area of southern England. This shows that while the broad agenda of rural policy issues (covering employment, housing and services), may be very similar to that found in areas of rural decline the rationale for intervention is somewhat different, and transport issues may lie at the heart of the “standard problem” of these areas.  相似文献

Sport is often regarded as an important part of life in rural Australia, contributing to community identity, sense of place, social interaction and good health. The involvement of rural citizens in sport also has the potential to contribute to social capital. Understood in simple terms as norms of reciprocity and associational life, social capital is often regarded as a positive resource in rural areas. Drawing on a case study of the Northern Wheatbelt of Western Australia, this paper examines the links between sport and social capital in a rural region. In particular, it considers the ways in which sport acts as a vehicle for the creation and expression of social capital. The paper also considers the so-called darker side to social capital, and the extent to which this is evident in the Northern Wheatbelt. The paper shows that sport is an important arena for the creation and maintenance of social capital. However, it is also clear that this is being eroded as a result of wider processes of economic and social restructuring in rural Australia. The paper also points out that the social capital generated by sport is often fragile, and can lead to social exclusion and marginality for some residents.  相似文献

The existence of a ‘rural idyll’ has been widely accepted by social scientists working within the rural field. Yet the term itself has received relatively little critical attention. In particular, the variable characteristics and impacts of the rural idyll amongst different groups within the rural population has been largely overlooked. The cultural turn in rural geography and the emphasis which has recently been placed on identifying and studying the rural ‘other’ provides an important opportunity for the notion of a rural idyll to be unpacked from the perspective of different rural dwellers. This paper investigates the role of the rural idyll in maintaining rural gender relations. It examines women's attitudes towards and experiences of two key elements of the rural idyll; the family and the community. Drawing on material from interviews with women in rural Avon in the south west of England, the paper shows how women's identity as ‘rural women’ is closely tied in to their images and understanding of rural society. It is argued, in particular, that the opportunities available and acceptable to women are built on very strong assumptions and expectations about motherhood and belonging within a rural community. Some of the more practical implications of these expectations are explored in the context of women's involvement in the community and in the labour market.  相似文献

The recent Rural White Paper represents an extensive statement on government analysis of rural issues and its approach towards rural policy in England. It is an important document in demonstrating the extent to which the accepted premises have shifted over the past fifteen years. It shows in considerable detail many local initiatives that have been taken, especially within the private sector, and the role of government in stimulating and disseminating information on good practice. However, it fails to analyze fully the major forces underlying change, generally originating beyond rural areas and commonly from outside of the U.K., which will have major significance in determining the prospects for those living in rural areas and for the quality of the rural environment.  相似文献
