This article interweaves the ideas of sustainable development, sustainable societies, and the power of advanced information technologies toward developing recommendations for social science research on information technology in society. Worldwide concern has arisen over the potentially catastrophic consequences of global climate and environmental change. As a result, sustainable development (i.e., the simultaneous protection of both the global environment and the global economy) is receiving considerable attention. Necessary for achieving sustainable development are sustainable societies, which are capable of designing, implementing, managing and evaluating long-term environmental programs. This article presents ten characteristics that describe sustainable societies and discusses how information technologies, from wireless personal digital assistants to intelligent agents to multi-media database systems, could support the evolution of sustainable societies. Topics for social science research related to designing and ameliorating the negative consequences of eight hypothetical computer-based systems are presented. Bruce E. Tonn is leader of the policy systems analysis group at Oak Ridge National Laboratory and co-principal investigator of the National Center for Environmental Decision-making Research. His research interests include environmental and energy policy, computers in society, decision making, and futures studies. He is past president of the Social Science Computing Association. Abstract This paper employs diffusion and farm-structure variables to explain variations in Montana farmers' adoption of two kinds of sustainable agricultural practices: those involving intensive management and those which require fewer purchased inputs. While perceived profitability was found to be the most important factor affecting adoption of both, the independent variables had different effects on beliefs about net economic returns as well as on adoption of the two practices. Type of farm enterprise played a larger role in adoption of the low-input practices than the management intensive ones; access to information was more important for the latter. Assisted voluntary return is a central component of many countries managed migration policies. Within these programmes achieving a sustainable return is a common policy goal, which is often measured through remigration. In this paper, it is argued that remigration is not a valid indicator to measure sustainable return. A new definition and approach to defining and measuring sustainable return is presented based on a multidimensional return and reintegration index, which is tested with a sample of 118 returnees in six countries. Due to small sample size a chi‐square test is used to examine the correlation between the return and reintegration index and remigration intentions. The results demonstrate the relationship between having a concrete remigration plan and the return and reintegration index is insignificant. This relationship between remigration and sustainable return is further interrogated throughout the paper.  相似文献

Climate change and environmental issues have been increasingly in the forefront of the media and government agendas. However, despite much discussion and fanfare, little has been done in the way of serious commitment and clear course of actions since the adoption of the UN Framework Convention on Climate Change in 1992 to bring carbon emissions to sustainable levels. To tackle the immensity of the climate change challenge, a paradigm shift in understanding is necessary to balance the course of global human development with energy demand and consumption patterns. Accounting for over 40% of global energy demand and more than 30% of greenhouse gas emissions, the building sector offers the greatest mitigation potential for reducing carbon emissions in both the short and long term, with positive implications for a range of associated sectors and industries. Promoting behavioral change among end-users for reduced energy consumption as well as encouraging the building industry to embrace sustainable design, low-carbon construction practices and materials, and renewable technologies, is fundamental to mitigating the impact of the built environment on planetary biospheres and preserving quality of life for generations to come. This paper starts by drawing attention to the building sector and related EU policy, outlining the challenges and opportunities for reducing energy consumption and carbon emission levels. Such policy provides the essential framework to engage stakeholders and allow supporting factors to foster progress in the sector. The paper contends that information on climate change has not led to significant improvements in meeting global targets and that what is needed is behavioral change among individuals and society as a whole. On the basis of research project experiences and literature review, it puts forth and explores five key elements contributing to behavioral change for reduced energy consumption and lower carbon emissions in the building sector, focused on: information and education; financial incentives and energy services; modern technologies and sustainable design; social and community norms; and biophilia (contact with the natural environment). The paper suggests opportunities for further research and concludes with recommendations for policy-makers and related stakeholders.  相似文献

This paper focuses on the relevance of endogenous preferences for the explanation of consumer behavior and its role for sustainable development. The demand side has received far less attention in the sustainability discussion than the production side. There seems, however, little doubt that consumption is equally as important for achieving sustainability (e.g., F. Duchin, G.-M. Lange, The Future of the Environment: Ecological Economics and Technological Change, Oxford University Press, New York, 1994). While the influence of social interaction of preferences has been pointed out by economists for centuries, this link is generally submerged in the standard economic assumption of individual interest maximizing behavior. With reference to a specific type of local food market (community supported agriculture groups, CSA), this paper investigates consumer behavior and its relevance for sustainable development. Several studies have investigated CSAs’ contributions to different aspects of sustainable development and barriers to their expansion. One aspect usually left out is the change in preferences after interaction with the farmer/s and other market participants for several years. This learning aspect may, however, prove crucial to identify paths towards sustainable development.  相似文献

This paper uses evidence from focus groups with consumers in England to consider how consumers understand and evaluate a range of proxies or intermediary organisations that offer assurance about food and consumer products, particularly voluntary certification schemes. This addresses the current concern in developed economies about providing information in order to reconnect consumers with food producers and to support moves towards more local, fairly traded and sustainable production. However, we show that such a ‘knowledge fix’ approach of providing information may not reconnect consumers so easily. Participants found it particularly difficult to work out what certification involved and what kinds of organisations were providing assurance. They built vernacular typologies and comparative judgements that did not necessarily identify or prioritise ‘independent’ third-party certification as the gold standard, not least because of the practical difficulties of monitoring complex supply chains, and expressed confusion and scepticism about how well food assurance schemes could work in practice. Our results therefore problematise the knowledge fix urged in the literature and emphasise instead the need to better understand how consumers make sense of assurance information in different contexts.  相似文献

This paper reports on the first phase of a larger study aimed at investigating factors hindering family work and exploring ways to improve the amount and quality of family contact within a community aged mental health service in Melbourne, Australia. During the first phase of the project, 28 mental health professionals were interviewed about their views and experiences. Interviews were transcribed, coded, and analysed in terms of repeating themes. The range of attitudes, beliefs and feelings about family work is summarised in this paper. Polarities emerged around questions of whether or not to engage family members, and if so, what function family work fulfils. The interviews also provided useful information on clinicians' beliefs about what would increase the possibility of family work. The paper concludes with a discussion about how to recognize and value family work in this area and target sustainable interventions during the second phase of the study.  相似文献

This paper explores the ways in which land use planning and the layout of the built environment may assist towards the objectives of sustainable mobility by influencing travel behaviour, in particular towards achieving travel reduction. The paper firstly discusses the different types of land use policy which may be used to assist with the objectives of sustainability and travel reduction, with reference to examples of implementation from Europe and elsewhere. It then places these in a framework distinguishing the nature of land use policies and the mechanisms activated in reducing travel or otherwise promoting sustainable mobility. The paper then goes on to explore in more detail the different mechanisms by which more sustainable travel patterns may be effected through land use considerations, noting how these mechanisms may be combined to amplify the potential scope for travel reduction. Finally, the paper discusses the implications of these explorations for land use policy and hence draws conclusions on the importance of the contribution of land use planning towards sustainable mobility.  相似文献

The aim of this study is to propose the application of landscape ecology in planning urban ecological networks to conserve nature in urban landscapes and to develop a sustainable use of urban lands. Compared to the classical planning approach based on socio-economic land suitability, the principles of landscape ecology are helpful simultaneously conserving the ecological processes of landscapes and their steady changes. This approach could help in defining sustainable landscape development, aiming for a balance between both physical and natural systems in urban areas. This research is focused on the ecological networks in Tehran’s metropolitan area as a case study to provide a model for network planning in other urban areas, where urbanization seriously threats the natural environment. In concluding this research, the spatial structure and function of the area are studied and categorized based on the patch-corridor-matrix model. The paper concludes with methods of intervention and suggestions for the structural and functional improvement of urban landscapes towards achieving a more sustainable form of land use planning.  相似文献

Uncontrolled urban growth has been an increasing concern in many regions throughout the world. Generated by a natural tendency of population growth in relation to unsustainable land use, city sprawl has led to complex spatial developments that are creating both benefits to, and challenges for decision makers. A major problem inherent in the uncontrolled growth of cities is the threat to the fragile cultural and ecological heritage, which may escalate to permanent and irreversible damage as a result of factors such as environmental depletion and landscape decay. Using modern geosciences and spatial information technologies as predictive tools to analyse and forecast urban growth, a regional spatial decision system may be useful in order to provide seemly and timely information on the risk of overburdening the carrying capacity regarding the historico-cultural heritage at local and regional levels.The present paper develops a predictive toolkit for urban heritage in relation to urban cultural endangerment. This common problem is shared through many regions of the world and is increasingly jeopardizing fragile archaeological landscape due to urban pressure. In this sense, and to forecast an example of this common pressure, the Algarve is exemplified as a laboratory for testing this novel methodology, relying on a combined analysis of urban growth potential and threats to the abundant presence of archaeological heritage in the area. Our appro ach supports the paradigm of city growth in the context of a common agenda emerging from the Valetta Treaty, in which preserving the archaeological heritage is recognized as a key element for sustainable development. The study provides novel empirical results from the above mentioned modelling approach, with important lessons for the developing world. This paper proposes as such, an integrative spatial analysis methodology on the issue of historico-cultural endangerment, which is a new approach to comparative spatial analysis for decision making on urban heritage endangerment at the regional scale. Later, the discussion extends to a more conceptual level of urban planning by considering the questions: Is urban sprawl influencing the way we perceive cities? If so, are there positive advantages in the paradigm of urban growth and urban sprawl which might help us to protect past heritage while ensuring sustainable and modern cities?  相似文献

This paper examines how latecomer firms manage to achieve industrial upgrading through strategic coupling with global lead firms in automotive production networks. Drawing upon the example of the Guangzhou Automotive Corporation in southern China, this paper theorizes ‘cross-scalar tension’ as a key factor to explain why the four cases of strategic coupling between lead firms, the same domestic firm and state ended in different results, from decoupling to a sustainable coupling with local upgrading. This paper contributes to the pertinent literature by demonstrating that cross-scalar tension is inherent to the nature of global production networks, and unreconciled tension concerning different corporate strategies on technological transfer, localization and product development could lead to decoupling. Importantly, good coordination and matching on corporate strategies between lead and domestic firms could relieve cross-scalar tensions, thus fostering local industrial upgrading and sustainable strategic coupling.  相似文献

Urban growth is inevitable over the next two decades. The bulk of this growth will take place in less developed countries. This presents a formidable challenge for urban planners and managers. With this in mind, this paper considers some of the ways urban planners can make use of recent developments in remote sensing and geographic information systems technology to respond to this challenge. The discussion is divided into four sections. The first of these considers the nature of the tasks involved. The second examines the potential of remote sensing and geographic information systems to assist in these tasks in general terms. The third section presents some of the findings of three case studies of contrasting application areas in the urban planning field which give some insights as to how these tools can be used to respond to this challenge. The final section rounds off the discussion with a vision of sustainable urban development and its implementation at the local level.  相似文献

Sustainable consumption is gaining in currency as a new environmental policy objective. This paper presents new research findings from a mixed-method empirical study of a local organic food network to interrogate the theories of both sustainable consumption and ecological citizenship. It describes a mainstream policy model of sustainable consumption, and contrasts this with an alternative model derived from green or ‘new economics’ theories. Then the role of localised, organic food networks is discussed to locate them within the alternative model. It then tests the hypothesis that ecological citizenship is a driving force for ‘alternative’ sustainable consumption, via expression through consumer behaviour such as purchasing local organic food. The empirical study found that both the organisation and their consumers were expressing ecological citizenship values in their activities in a number of clearly identifiable ways, and that the initiative was actively promoting the growth of ecological citizenship, as well as providing a meaningful social context for its expression. Furthermore, the initiative was able to overcome the structural limitations of mainstream sustainable consumption practices. Thus, the initiative was found to be a valuable tool for practising alternative sustainable consumption. The paper concludes with a discussion of how ecological citizenship may be a powerful motivating force for sustainable consumption behaviour, and the policy and research implications of this.  相似文献

The regional level of governance in the Republic of Ireland is among the most weakly institutionalized in the EU when compared with other Member States. Nevertheless, under the sway of EU Regional Policy two new regional scales of governance were established in the 1990s. This paper examines the recent evolution of regional governance in Ireland with particular emphasis on the role being conferred upon Irish regional authorities to advance the implementation of sustainable development. It outlines and evaluates the impact of Structural and Cohesion Funds on sustainable development in Ireland. The paper argues that, despite mixed results, there is a simultaneous layering process occurring because of European transfers, programmes and initiatives whereby multiple ‘regions’ are coming into being linked to a concept of regional sustainable development.

Universities have the potential to play a leading role in enabling communities to develop more sustainable ways of living and working however, sustainable communities may only emerge with facilitation, community learning and continual efforts to build their capacities. Elements of programme planning and evaluation on the one hand, and capacity building on the other, are needed. The latter entails approaches and processes that may contribute to community empowerment; universities may either lead such approaches, or be key partners in an endeavour to empower communities to address the challenges posed by the need for sustainable development. Although capacity building and the promotion of sustainable development locally, are on the agenda for universities who take seriously regional engagement, very little is published that illustrates or describes the various forms of activities that take place. Further, there is a paucity of studies that have evaluated the work performed by universities in building capacity for sustainable development at the local level. This paper is an attempt to address this need, and entails an empirical study based on a sample of universities in the United Kingdom, Germany, Portugal and Brazil. The paper examines the extent to which capacity building for sustainable development is being undertaken, suggests the forms that this might take and evaluates some of the benefits for local communities. The paper concludes by reinforcing that universities have a critical role to play in community development; that role has to prioritise the sustainability agenda.  相似文献

The advent and adoption of internet-based social networking has significantly altered our daily lives. The educational community has taken notice of the positive aspects of social networking such as creation of blogs and to support groups of system designers going through the same challenges and difficulties. This paper introduces a social networking framework for collaborative education, design and modeling of the next generation of smarter products and services. Human behaviour modeling in social networking application aims to ensure that human considerations for learners and designers have a prominent place in the integrated design and development of sustainable, smarter products throughout the total system lifecycle. Social networks blend self-directed learning and prescribed, existing information. The self-directed element creates interest within a learner and the ability to access existing information facilitates its transfer, and eventual retention of knowledge acquired.  相似文献

This paper examines the nature and origins of state–society relations in sub‐Saharan Africa (SSA). It traces the region's predatory state–society relations to slavery and colonialism and the concomitant extractive institutions, which are not conducive to sustainable economic development. Consequently, attempts to achieve sustainable development have been largely futile. The paper proposes a strategy for transforming the region's economic and governance institutions for inclusive and enduring growth and development. This strategy includes the promulgation and enforcement of coherent international codes and guidelines for state–society relations.  相似文献

The problems related to the means of transport in urban Brazilians have been getting worse over the years. The increase of the fleet, to the detriment of the adequacy and extent of the road network of cities contributes to this fact. This paper presents a profile of users of cycling in the city of Juiz de Fora, and thus contributes to the study of sustainable urban mobility, providing researchers with information that can guide the search for the encouragement of the use of means of transport to meet environmental needs urban centers that contributes to social equity.  相似文献
