This article reports on qualitative research among 48 social professionals, managers and policymakers and their perceptions of activating citizenship, social work roles and responsibilities, carried out in Utrecht and Tartu. Professionals from both countries agreed to the idea of activating citizenship but stressing the perspective of personalised or lived citizenship, each person to his own capacities and embedded in the personal context. Nearly all respondents were critical about the recognition of social workers as a full profession, about the new management way of steering social work and about cooperation between different groups of professionals and services. Although both countries have quite different historical and cultural backgrounds, the authors found many similarities among social workers regarding their ideas on support, participation and commitment to the people they work for and work with. International research projects contribute to a more strongly recognised social work theory and social work practice by getting a better understanding, in particular of the way social work adapts to different contexts but from a highly recognisable international discourse within social work.  相似文献

The purpose of this article is to theorize a concept of global citizenship that challenges feminized neo-colonialism. Migrant Filipina domestic workers are creating such a notion out of their experiences and struggles at a number of interconnected levels. We demonstrate the value of a relational approach to rights by showing how Kant’s right to hospitality is transformed as it is actualized within the context of feminized neo-colonial relations of care. We show how Kant’s right to hospitality can frame world citizenship as an anti-colonialist practice and how feminized neo-colonial relations of care in turn reshape this right and the practice of world citizenship. Our overall argument is that in order to dismantle feminized neo-colonial relations of care, world citizenship must be embedded in a multi-layered notion of citizenship.

Our argument differs from Kant’s notion of citizenship because his notion is genderbiased, since servants and women have world citizenship, but are excluded from state citizenship. Our aim is not merely to add women to state citizenship, but to show how the incorporation of migrant domestic workers requires a different multi-layered notion of citizenship that reaches from the household to the global. The case of migrant domestic workers illustrates how the pressing of rights brings paid care

workers and inevitably the issue of care into public discourse and policy. Migrant workers show how the global interdependence of care, because it is negotiated by states, is ripe for a feminist global politics of care.  相似文献

In 1994, South Africans embarked on a project to create new meanings of citizenship in order to transcend the disenfranchisement and divisions created by apartheid. This article examines the context in which new forms of citizenship are evolving in South Africa and how South African citizens use the media to give meaning to concepts such as “an active public sphere,” “civic agency” and “participatory politics.” The objective of the research is to provide information about the way in which the media contribute to the quality of democracy in South Africa through mediating citizenship in a way that improves prospects for citizens to exert influence over public decisions. As has been the case in other post-authoritarian and postcolonial settings, the continuation of existing unequal relationships to government persists even when new democratic spaces have opened up. This article interrogates the assumption that media are central to citizens’ political and civic engagements in a transitional society marked by persisting inequalities. This interrogation draws on empirical research with citizens to investigate the question that the media are central to constructions of citizenship and participation and engagement with democratic processes. Our research finds that young South Africans interviewed are disengaged from politics and find that the media does not speak to or connect with their everyday lives. They view the state on both national and local levels as not being prepared to listen to their experiences, ideas or conditions of life. While the respondents trust the media as credible institutions, they do not experience the media as being relevant to their lives. The perceived disinterest of the state and the lack of relevance of the media, work together to create a sense of powerlessness and inability to influence policy-making among the young people interviewed. For the media to intervene in this state of affairs, it would have to create more opportunities for young people to participate directly in meaning production through the media, starting by listening more closely to their experiences in order to respond to their concerns in a relevant way.  相似文献

The sociology of citizenship emerged during an exceptional period in which workers benefitted from economic growth and gains in productivity. Yet the field grew against the backdrop of a market‐oriented global capitalism defined by high levels of precarious work, surplus labor, and economic insecurity. Tracing the evolution of global capitalism in the wake of World War II, and across the unequal regions of the world, I outline three different perspectives on the relationship between capitalism and work. These include an outdated and untenable perspective of citizenship as workplace product , a critical perspective of citizenship as worker domination , and an optimistic perspective of citizenship as aspiration and agency . The analysis suggests that citizenship represents an important terrain of struggle within global capitalism, simultaneously enabling patterns of domination and inspiring movements for liberation.  相似文献

The paper argues that discussion about procedural reform of the public inquiry system in academic public administration has taken an overly formal view of procedures and has failed fully to understand how and why there is widespread criticism of‘Big Public Inquiries’from those who participate in them. Following a review of the central problems with the existing public inquiry process, it is suggested that the work of Basil Bernstein on the‘classification’and‘framing’of knowledge can be readily utilised to develop a perspective for studying natural justice in big public inquiries m a sociological rather than merely a legal sense.  相似文献

The article is a discussion of the construction of child neglect in a child and family social work team in the UK, based on ethnographic research in the social work office. Two influential and contrasting professional discourses on neglect are identified, and it is suggested that the dominant construction of neglect in the team studied is maternal failure to adequately service children's bodies. This construction is discussed in relation to some relevant theoretical insights and in the context of trends in contemporary child protection work.  相似文献

The debate on activation policies and challenges to social citizenship has to go beyond the level of formal policy and take into account also its operational and street-level dimension, which shapes what eventually arrives as policy on the ground. In this context, frontline practice plays a crucial role since it constitutes the very moment when activation policies encounter their target groups and real-world solutions have to be found. This article outlines a conceptual framework to approach frontline work within the context of activation and presents the main findings of a research project aimed at exploring the challenges, interpretations and reactions of frontline practitioners in Public Employment Services in the cities of Vienna (Austria) and Milan (Italy). The findings contribute to the debate on the constraints and possibilities for a practice of citizenship in a practice field whose challenges are often neglected both by social policy and social work research although it has become a central arena for welfare state intervention in which social citizenship, eventually, becomes manifest. Particular attention is paid to different framings of practice and to the questions whether and to what extent professionalising ‘activation work’ could counteract the precarious and highly individualised role of frontline practitioners in this ambiguous public domain.  相似文献

ABSTRACT

Finding and maintaining work–family balance has become an increasingly difficult challenge for South African families due to various factors, including economic, political, social and cultural changes that can impact negatively on family well-being. While pathways and strategies for work–family balance have been identified in other contexts, there is little available research on the topic in a South African context. Considering the knowledge that South African social workers have in this regard as a result of their training, qualifications and role in the South African context, South African social workers were selected as participants. The aim of this study was therefore to explore and describe, from the perspective of a group of South African social workers, strategies for work–family balance that can potentially contribute to family well-being in a South African context. A narrative inquiry research design was implemented. Thirteen female social workers between the ages of 23 and 46 who work in different social work contexts across South Africa were recruited by means of purposive and snowball/network sampling. Data were collected by means of written narratives and analysed by thematic analysis. The findings identify the following strategies: Setting clear boundaries, open communication in work and family domains, strengthening personal and professional support systems, planning, time management and prioritising, self-care, reasonable work environment and continuous personal and family assessment. While the findings share similarities with work–family balance strategies identified in other contexts, this study’s significance lies in the fact that it identifies strategies specifically for the South African context and that it does so from the perspective of South African social workers.  相似文献

This article considers the importance of an explicit focus upon the ‘character’ of social work applicants and students in debates regarding suitability for professional education and practice. Drawing upon the growing body of literature concerning gate-keeping decisions and the literature exploring the relevance of virtue ethics for social work, this article examines the benefits of an approach that foregrounds the assessment and development of moral character. The discussion is located within the context of the most recent reforms to social work education within England, whilst recognising the international relevance of these debates. It is argued that incorporating an approach informed by virtue ethics has the potential to bridge traditional fault-lines within selection debates that have focused upon the tensions between a widening access perspective and a focus upon academic ability. Crucially, this article examines the curriculum and pedagogic issues arising from a commitment to provide opportunities to develop moral character and virtue. The article argues that a dual focus upon selection and pedagogic issues, with an explicit focus upon character throughout, is critical to the development of wise, effective and virtuous social workers who are able to exercise sound judgment and wisdom across a range of practice contexts.  相似文献

In a Master of Social Work study, looking at Continuing Professional Education (CPE) for social workers, it was found that the profession's status and image are linked to the status of continuing professional education. Other major findings were that the schools of social work have not inculcated the concept of CPE into undergraduates as a norm, and that until the recent establishment of the National Continuing Professional Education and Practice Standards Project, the profession itself had not accorded CPE a high status. Such long-term neglect has impacted on the position of social work in organisations and on the professional identity of workers. The study was undertaken from a qualitative perspective, with the data arising from the field. Interviews were held in focus groups which consisted of social workers in teaching hospitals at various levels: new graduates of less than two years experience, experienced workers of more than five years experience and co-ordinators of CPE programs. The interviews were guided by an inquiry instrument, and conducted at six metropolitan hospitals in Melbourne with fifty social workers participating.  相似文献

The purpose of the present study was to investigate the prevalence of types of child maltreatment and co-occurring risks in an entire county population of children in public education and to examine the unique relations of the child maltreatment types and timing on children's early academic success while accounting for the children's multiple-risk context. A cohort of 11,835 second grade students who were born in the county and attended the public school district served as participants. Information on first reported experiences of substantiated physical abuse, neglect, unsubstantiated child maltreatment reports, health, maternal, and social risks, and academic and behavioral outcomes was obtained and linked through a county-wide integrated data system. Results indicated that after controlling for demographics and the set of other risks, substantiated child neglect and unsubstantiated reports were associated with poorer outcomes than physical abuse. Also, first substantiated child maltreatment and unsubstantiated reports prior to kindergarten were related to a more comprehensive set of poor outcomes than post-kindergarten first reports. The differential patterns that emerged for the association between age of first reported maltreatment by type and educational outcomes were discussed with implications for future research and policy.  相似文献

The focus of the present analysis is on the work of drivers in the public road passenger transportation sector in Portugal and on its specific contribution to local development. This approach dissociates itself from the one that places mobility as a "paradigm" of the contemporary societies and considers that the increase in mobility registered in the latter years is, in itself, revealing of development. For field work, a public transportation line, in an urban context, and a network of lines, in a rural context were chosen. In each of these contexts, the drivers' work was analyzed in real situations and semi-structured interviews were held with 16 of them: ten drivers in an urban context and six in a rural context. Considering the point of view of the work activity, enabled us to abandon the dominant perspectives that tend to highlight the social inequality of the mobility conditions (between those who use a private vehicle and those who need to use public transportation), to reflect on the characteristics of the mobility spaces which benefit or limit it, contributing to other inequalities. This article examines the trauma of Sudanese refugee children living in a Midwestern city from a social constructivist view. From a qualitative perspective, the study explored how the Sudanese children, their U.S. foster parents, and social workers from an American child welfare agency described their understanding of the migration experience. Results point to the importance of placing the children's trauma in the context of their own cultures, as child welfare workers assist in the children's adjustment to the United States.  相似文献

Articles in academic public relations journals often provide recommendations for public relations practitioners. The purpose of this study is to gain a practitioner perspective on that work and to determine if a potential disconnect between public relations practitioners and scholars exists. Through semi-structured, in-depth interviews with 22 public relations practitioners, this study examines knowledge, readership, and applicability of public relations scholarship in industry. Participants indicated they have a general awareness of and assigned value to academic scholarship; however, they do not actively consider it or use it in their professional lives due to issues of access, time, and relevance. Many appeals have been made within the academy to make scholars’ work more “public,” and these results reflect this need. Based on these findings, recommendations are made to increase the accessibility and relevance of scholarly work for professionals.  相似文献

Although social work is a profession consisting mainly of women, social work education is dominated by men. In Israel, 75% of professional social workers are women, but women constitute less than half of the faculties of schools of social work, and are found chiefly in the middle level of academic rank. None holds a rank higher than senior lecturer, although there has been one professor who was a woman. This paper discusses the problems of social work as a women's profession from the point of view of women's developmental theory, and discusses the limitations of the curriculum in the area of women's studies.  相似文献

SUMMARY

The fragility of Latin American democracies places the subject of gendered citizenship as an important issue in the context of a most needed democratic governability. This article first develops a proposed nexus between democratic governability and gender equality and assumes the need to place women within a universe of citizenship, as an inherently inclusive democratic perspective would require. We emphasize what we see as women's citizenship deficit according to a traditional definition of the political. The second part of the article analyzes the insertion of Mexican women in the construction of citizenship on the basis of empirical material drawn from the second National Survey on Political Culture and Practice of Citizenship. We then present some conclusions, with an eye on what Victoria Camps has called the public virtues, such as solidarity, responsibility and tolerance, as democratic values of the first order and as characteristics of a gendered citizenship within new political spaces. We believe the fragile democracies of Latin America and the important quality of democratic governability can be strengthened if a new form of gendered citizenship, more inclusive of women's concerns and practices, is recognized and nurtured.  相似文献

An interactionist approach provides a relevant point of view on human—natural environment relations. This essay draws on an interactionist approach from a Meadian, pragmatic, social constructionist perspective. In the context of grounded distinctions for interpreting “natural environment,” this discussion considers instances of human intervention and levels of responses, for example, individual, social, cultural, historical, and utopian, as variant, even conflicting, reconstructions of the foundational relationship of human—natural environment interaction. Incorporating a pragmatic model derived from Rachel Carson, the work at hand focuses on knowledge and ethical claims, as discourse and action shift from preventing to mitigating and adjusting environmental outcomes.  相似文献

This study uses interview and survey methods to describe the International Baccalaureate (IB) Diploma Programme's (DP) development of students' “academic civic mindedness” and “model citizenship” at four public schools in California. Results indicate that the DP pedagogy enables students to develop many of the skills that are necessary for civic advocacy and that the DP places a strong emphasis on students' knowledge of issues related to public policy. The DP develops students' citizenship through promoting their awareness of political and social issues and required active engagement with a local or global issue. Most IB students and teachers feel that the DP develops students' academic civic mindedness and model citizenship to a considerably greater extent than other curricular alternatives. Finally, teachers feel that the strongest limitation to their prioritization of students' citizenship development is their lack of clarity on how to frame the civic implications of what they teach.  相似文献

In this article, we discuss a case study that deals with the care chain phenomenon and focuses on the question of how Poland and the Ukraine as sending countries and Poland as a receiving country are affected and deal with female migrant domestic workers. We look at the ways in which these women organize care replacement for their families left behind and at those families’ care strategies. As public discourse in both countries is reacting to the feminization of migration in a form that specifically questions the social citizenship obligations of these women, we also look at the media portrayal of the situation of nonmigrating children. Finally, we explore how different aspects of citizenship matter in transnational care work migration movements.  相似文献

The authors draw on their experiences as members of EU-funded projects for training social workers in post-communist countries to reflect on developments in social work education there and in the United Kingdom. They argued that the emergence of social work in Central and Eastern Europe has a double agenda—to improve professional skills and values in the public services, and to contribute to the strengthening of a democratic and participatory civil society. Hence it is concerned both with changing the organizational culture and practices of the official social services, and with promoting voluntary organizations, community associations and service-user groups. Training in partnership, negotiation, networking and empowerment is as relevant as the teaching and learning of professional competences. This double agenda leads to tensions, both within universities and in various parts of the organizational systems in which social workers are employed. But these issues are not fundamentally different from the ones still being struggled over in the UK context. Similar issues over the respective roles of official social control and the authoritative enforcement of responsibilities, and empowerment and participation among excluded and deprived communities, are central to British social work education also.  相似文献
