Food security policy making in India is at crossroads. India has emerged as a leading rice exporter. The Government of India has introduced the National Food Security Act which requires 33.6 million tons of rice per year for its public food distribution system. In this study, we modeled India’s rice market and analyzed policy implications of the long-term impact of India’s food security act on domestic and international rice market. We developed a structural economic demand and supply model for India’s rice market and further added subsidy equations to trace the consequence of National Food Security Act on domestic rice consumption and on the international market. We specifically focus on three different scenarios: subsidy as price effect, subsidy as inelastic income effect, and subsidy as elastic income effect under the broader framework of National Food Security Act. We found that at the end of the projection period (2024–2025), as a result of rice subsidy program, the consumption of rice increases significantly in the case of price effect while the inelastic income effect has no or less impact on production, consumption, and export of rice. Hence, the policy implication of our study is that if the objective of the National Food Security Act is to increase consumption then it needs to be implemented as price effect.  相似文献

This paper makes some contributions to the policy discussion on Covid-19. We present real-time evidence on the effects of the coronavirus crisis on regional employment in Italy, by finding that the current shock is producing major adverse consequences in the South and on female occupation. We document that both the absorption and the allocation of the EU funds can sustain the resilience of regional labour markets, by reducing the employment losses at time of Covid-19. We construct regional employment adjustment scenarios based on information and estimates observed during the Great Recession. We discuss the limits of our approach and future developments.  相似文献

This paper aimed to examine the role of faith-based organizations (FBOs) in the distribution of social assistance (SA) during the COVID-19 pandemic in Bangladesh. The paper adopts a qualitative case-study approach to explore the best practices in the distribution of SA by five (5) organizations including FBOs, governmental organizations (GOs), Non-governmental organizations (NGOs), political groups, and private voluntary groups. In this study, 14 beneficiaries of SA were selected by stratified proportionate random sampling method, and five (5) key personnel were selected purposively based on their experiences in the management of SA distribution. The study found that “no-move, no touch” approach followed by FBOs is more likely to establish human rights and social justice and reduce the transmission of diseases. In contrast to the modern idea, which undermines the faith-based charity, the study proved that faith-based charity is gaining attraction as an effective approach combating global pandemic. The findings of this paper will be useful for policymakers, voluntary service workers, GO, and NGO workers to ensure the distribution of SA in a more productive and disciplined way during and after an emergency like the COVID-19 pandemic.  相似文献

This paper examines the place of ethnicity in local authority foster care in the context of the sufficiency duty to secure adequate local placements for looked after children. The analysis draws on two main sources, namely Office for Standards in Education, Children's Services and Skills (OFSTED's) annual survey of fostering agencies and inspection reports for around half the local authority fostering services in England. Sufficiency is gauged in two main ways, comparing numbers of black and minority ethnic (BME) foster carers first with numbers of BME looked after children and second, with local adult (age 25–64) populations. Statistical analysis shows very wide variation on both measures and a significant minority of authorities that perform poorly in terms of the ethnic diversity of their foster carers. Inspection reports also vary widely in the degree and nature of attention given to issues of ethnicity with many offering limited (and sometimes no) challenge to poor performance. These findings are discussed within the broader context of recent trends towards de‐emphasizing the significance of ethnicity in child welfare.  相似文献

Although the supply situation of the Swiss population is sufficient in terms of food security, contributions to security of food supply have been made since 2014 as part of the country’s current agricultural policy. Amounting to around CHF 1.17 billion, such contributions account for more than a third of Switzerland’s total direct payments budget. The effectiveness and the efficiency of this policy in terms of both calorie production and income transfer were analysed. With the help of an agent-based model approach, the extent to which the achievement of targets is guaranteed in the long term was examined. Possible gains in efficiency become visible alongside a stepwise reduction in the levels of the contributions. If the current policy is continued, Switzerland will barely achieve its actual operationalised calorie production targets. A focus on demand during times of supply shortages and a stronger focus on maintaining production factors could release the resources necessary to close existing gaps in relation to meeting targets. With an income ratio of about 0.3, the payments have a high income transfer effect and, therefore, make a major contribution to securing agricultural income. This fact is not evident in either the formulation of targets or the labelling of the policy. The present study contributes to the discussion concerning the possible reasons and likely impacts for the mislabelling of this policy measure.  相似文献

This article explores the experiences of reciprocity and conflicts in social relationships, and how these experiences are related to financial support (loans and gifts) in the wider social network. The balance of exchange within the social network as a whole is considered in relation to socio‐demographic features, financial conditions and the availability of social relationships. The data are drawn from a study of financial support exchange in Sweden based on a representative survey among Swedish citizens (n= 500). The results reveal that people living in economic hardship and who have more problematic life circumstances appear to be at risk of receiving more limited informal financial support and experience more feelings of conflict and nonreciprocal social relations.  相似文献

In the context of very high mortality and infection rates, this article examines the policy response to COVID-19 in care homes for older people in the UK, with particular focus on England in the first 10 weeks of the pandemic. The timing and content of the policy response as well as different possible explanations for what happened are considered. Undertaking a forensic analysis of policy in regard to the overall plan, monitoring and protection as well as funding and resources, the first part lays bare the slow, late and inadequate response to the risk and reality of COVID-19 in care homes as against that in the National Health Service (NHS). A two-pronged, multidimensional explanation is offered: structural, sectoral specificities; political and socio-cultural factors. Amongst the relevant structural factors are the institutionalised separation from the health system, the complex system of provision and policy for adult social care, widespread market dependence. There is also the fact that logistical difficulties were exacerbated by years of austerity and resource cutting and a weak regulatory tradition of the care home sector. The effects of a series of political and cultural factors are also highlighted. As well as little mobilisation of the sector and low public commitment to and knowledge of social care, there is a pattern of Conservative government trying to divest the state of responsibilities in social care. This would support an interpretation in terms of policy avoidance as well as a possible political calculation by government that its policies towards the care sector and care homes would be less important and politically damaging than those for the NHS.  相似文献

The COVID-19 pandemic created multiple stressors for college students, particularly for young adults experiencing multiple forms of disadvantage. Little is known about the pandemic experiences of independent college students, many of whom are emancipated minors, former wards of the state, and other students who lack familial financial and practical support as they pursue higher education. Twenty-three independent students, ages 18–23, from one northeastern university were interviewed to understand how independent students were affected by the COVID-19 pandemic, and their needs for support from the university during this time. Most participants were identified as Black or Latinx, and two thirds were first-generation college students. Participants reported an overall lack of support from their families prior to the pandemic. During the pandemic, they experienced compounding academic, economic, and mental health-related stressors. Students responded to these stressors in resilient and resourceful ways, by adapting to their new realities, expressing gratitude, and finding opportunities for self-growth. Participants recommend that institutions of higher education support independent students during periods of emergency through providing financial assistance, offering opportunities for connection with both adults and peers, and demonstrating administrative flexibility and understanding of their unique needs.  相似文献

Examining the political andsocial contexts of three countries with liberal democratic governments—Australia,Britain and the United States—the role of social workwithin the welfare processes of each country is compared. Whilesocial work as an identifiable professional activity sharessome features, it is argued that the idea of its having a coreessence needs to be tempered with a realistic assessment ofthe importance of contextually created difference. From the time that development of a National Disability Insurance Scheme arrived on the agenda of the Australian Labor Government's 2008 Ideas Summit, the lives of disabled Australian citizens have been widely discussed, consulted on, planned for and acted on. This discourse analysis (Fairclough 2003; 2010) critiques the ways in which disabled lives have been framed in these high profile policy debates, with detailed focus on two key policy documents. The Shut Out Report: the Experiences of People with Disabilities in Australia (2009) (2009) and Disability Care and Support (Productivity Commission 2011) are both grounded in extensive national consultations and provide significant evidence about the ways that disabled Australians talk about the problems they face and the solutions they advocate. The paper employs the well‐known recognition‐redistribution debate of Nancy Fraser and Axel Honneth (2003) to interpret the findings that narratives of suffering, burden and marginalisation predominate in current policy conversations. This tends to push out discussions concerning the non‐redistributive aspects of disability reform, potentially contributing to non‐integrationist discourse entrenched over 150 years of policies of segregation. Minority voices advocating social integration are present but muted. At this stage, their influence is undetermined.  相似文献

A content analysis of advertising present on 228 traditional newspaper and television Web sites revealed that 88.6% contained advertising, with an average of 5.03 ads found on the typical news homepage. Newspaper sites had more ads present that were costly to place than did television sites. Still, most major online advertisers were not present on the news sites, suggesting that traditional media outlets may be losing out on major advertiser spending that could help to bring them elusive online profits.  相似文献

Over the last decades the cultural, social and political landscapes of diversity are changing radically, but we do not even have the language through which contemporary superdiversity in the world can be described, conceptualized, understood, explained and researched. Many of the social thoughts and political actions on issues of diversity are now dominated by methodological nationalism and multiculturalism which, however, have to be called into question. As opposed to methodological nationalism, methodological cosmopolitanism is a promising lens through which to look at questions of diversity. And it is essential to draw an essential distinction between “cosmopolitanism” in a normative philosophical sense and “cosmopolitanization” as a structural phenomenon and as a social scientific research programme. Philosophical and normative cosmopolitanism can be combined with cosmopolitan social science to create a cosmopolitan realism.  相似文献

Results are presented from a study on a microcredit program with self-help groups implemented for widowed and abandoned women in Tamil Nadu shortly after the Indian Ocean Tsunami. Data were collected from 109 participants measuring the women's investment patterns, loan amounts, demographics, and overall well-being (psychological, economic, communal, and familial). Results indicate that loan amounts and investment patterns were not significantly related to the women's well-being. Length of group participation and having children were negatively related to the women's well-being. These findings are discussed in relation to social and cultural contexts. Suggestions for programs for this population of vulnerable women and other marginalized groups are proposed.  相似文献

In this article I persist with my argument that indigenous, local, culturally relevant practice ought to trump the external imposition of social work definitions, standards and professional models. The challenge, however, is not to fall prey to false dichotomies. Importantly, social work in China is not static but emergent, and no‐one is sure of the exact shape it will take. And the essential question is to what extent will Western knowledge and standards be uncritically appropriated into China? Most contributors to the debate thus far have taken the international definition of social work as their starting point, but far more significant are the political dimensions involved in this process of indigenisation. This article proposes that empirical evidence from within China regarding culturally appropriate, effective local responses – and some clear benchmarks for international engagement – should form the basis for dialogue between China and the broader social work community.  相似文献

Several influential frameworks in the field of policy analysis explicitly acknowledge that the role of ideas is as important as the role of actors in analyzing and understanding policy and policy change. An issue of principal interest in this body of literature concerns the interaction between ideas and actors. This article argues that, regardless of important contributions from previous research, the literature can be enriched by new analytical tools that further our understanding of the complex interplay between ideas and actors in policy-making. The article outlines a dynamic approach to policy analysis, which has proven fruitful in producing high quality empirical research in a Swedish case of policy on prostitution. Three new analytical dimensions are specified and operationalized: (1) the political institutionalization of frames, analyzing how the influence and content of ideas change over space and time in policy-making; (2) the mechanisms of institutionalization and assignment of jurisdiction through which ideas become part of the political context and work restricting and enabling for actors; and (3) risk-taking and limitation as unintended consequences of actors' involvement and strategic action in the construction of meaning.  相似文献

In this article, we discuss how the flow of private information about children and families in poverty situations is managed in interorganizational networks that aim to combat child poverty. Although practices for sharing information and documentation between child and family social work services are highly encouraged and recommended to create supportive features for parents and children, this development often results in undesirable forms of governmentality. Interorganizational networking also creates controlling side effects because the exchange of information in networks of child and family services may wield a holistic power over families. We theorize this issue by using the Foucauldian concepts of the panopticon and pastoral power, which allows us to grapple with the major tension between support and control in the information‐ and documentation‐sharing practices of social workers. A critical analysis of our empirical data reveals four central fields of tension in which social workers and their organizations must position themselves: (a) craving control and handling uncertainty, (b) using and misusing private information and trust, (c) constructing families as subjects and objects of intervention, and (d) including and excluding families.  相似文献
