Community services are central to the lives of many elderly Australians or Australians with disabilities if they are to remain in the community. Over the past two decades, significant advances have been made in policy and associated programs, significantly improving the standards of service delivery. This research reports on the perceptions of service providers in community services for people with disabilities in six communities in Queensland. It illustrates that significant barriers to service utilisation remain, despite reform. It suggests that continuous efforts to promote service access need to be built in at the program level.  相似文献

The present work demonstrates, through a case study, the importance of theoretical knowledge in practical application of spatial accessibility in order to guarantee equal conditions for all people in the movement and use of space. Initially there was a literature review on the accessibility of space and how design in a accessible way. Next, we show one makeover proposal in one public school that wants to provide access to people with disabilities. This makeover was done and so we could evaluate the buildings changes through the method of accompanied walk with two people. Finally we present the main results and discussions.  相似文献

Community perceptions of people with disabilities are not uncommon and also have impact on access to services. This article discusses the results from interviews, participant observations as well as field notes with 62 participants (people with disabilities, families of people with disabilities, regular school teachers and principals, community-based rehabilitation personnel, non-governmental organization personnel, traditional leaders, religious leaders and social workers) regarding their perceptions of people with disabilities and the impact on access to services. The findings from the study revealed that community’s perceptions of people with disabilities are both negative and positive and have an impact on their access to schooling, health and rehabilitation services. The discussions/conclusions include difference in perspectives, beliefs and practices, impact of perceptions as non-linear, sensitization/flow of information and context difference.  相似文献

This study introduces how technology and humans are part of relationships that influence agency among people with disabilities. It aims to focus attention on the use of, and access to, information and communication technology (ICT), and agency among youths and adults with intellectual disabilities. The study draws on empirical research conducted with youths and adults with intellectual disabilities, as well as staff at a day centre. It shows that by drawing upon interests, previous experiences, and cooperating in ICT activities the participants’ agency changed. Also, it shows how disability is relational and how it can be influenced by ICT. An interdisciplinary approach is adopted to interpret the findings and to explore: How do people of different ages with intellectual disabilities experience the use of ICT in their everyday lives? Are people with intellectual disabilities able to influence their level of activity by using ICT? And if so, in what ways?  相似文献

Millions of people with print disabilities are denied the right to read. While some important efforts have been made to convert standard books to accessible formats and create accessible repositories, these have so far only addressed this crisis in an ad hoc way. This article argues that universally designed ebook libraries have the potential of substantially enabling persons with print disabilities. As a case study of what is possible, we analyse 12 academic ebook libraries to map their levels of accessibility. The positive results from this study indicate that universally designed ebooks are more than possible; they exist. While results are positive, however, we also found that most ebook libraries have some features that frustrate full accessibility, and some ebook libraries present critical barriers for people with disabilities. Based on these findings, we consider that some combination of private pressure and public law is both possible and necessary to advance the right-to-read cause. With access improving and recent advances in international law, now is the time to push for universal design and equality.  相似文献

University institutions are required by law to make their services accessible to students with disabilities. Canadian universities have gone a long way to eliminate the physical obstacles that present barriers for students. Many students with disabilities have invisible disabilities that require different types of adjustments. Although some researchers have evaluated the needs of students with disabilities in higher education, the unique needs of students with invisible disabilities have received less attention. The best means of assessing these needs is through direct consultation with students with disabilities. Thus, in-depth interviews were conducted with university students with dyslexia, attention-deficit hyperactivity disorder, and mental illness. Themes were developed that related to the nature of the disability, the accessibility of the university context, the social and organizational barriers, and recommendations for change. This research lends insight into how individuals with invisible disabilities believe that they are perceived within the university context.  相似文献

Health is a fundamental human right and if health care is to be universal and equitable it should not be less accessible to some sectors of society than to others. The objective of this study was to compare health outcomes and access to health care between persons living with disabilities and their non-disabled counterparts. The research was based on secondary data analysis of wave 1 of the National Income Dynamic Survey. Results from the study indicated that people with disabilities reported a higher incidence of communicable and non-communicable diseases, lower access to medical insurance and greater use of public health care than their non-disabled counterparts. In conclusion, the findings highlight the inequities in health outcomes and access to health services for people with disabilities and emphasise the need for disability-friendly health care policies that reduce barriers to accessing health care.  相似文献

Despite the protection provided by Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act, there remain barriers to inclusion of people with disabilities in institutions of higher education and in particular in professional programmes. Focusing on the case, Ohio Civil Rights Commission v. Case Western Reserve University (1996), this paper presents legal actions that are helping to clarify the policies protecting people with disabilities from exclusion from institutions of higher education. In particular, the paper focuses on a legal decision from the Ohio Supreme court affirming the right of Case Western Reserve's Medical School to reject a blind woman for admission to the medical school. By analysing this case using a policy analysis framework, the paper discusses the present impact and concerns for the future of these pieces of federal legislation on people with disabilities related to inclusion in institutions of higher education.  相似文献

For young people with physical disabilities in Ireland, gaining access to a school represents only the first tentative step on the way to full participation in the curriculum alongside their peers. While government policy explicitly favours the inclusion of young people with disabilities within mainstream education there is little evidence of planning at a systemic level to facilitate this process. This small scale, qualitative study attempts to ascertain the reality of inclusion within mainstream settings for young people with physical disabilities. The results indicate that the young people often experienced exclusion from full curricular access. The implications of these findings are discussed in relation to developing inclusive structures that facilitate curricular access for young people with disabilities within Irish post-primary schools.  相似文献

This article presents the qualitative findings from a larger mixed methods study of the barriers and costs associated with disability in New Zealand. A social model of disability framework was integrated with an economic cost model using consensual budget standards to (1) identify key barriers disabled people experience in their everyday living and (2) develop consensus about the resources disabled people agree they require to reduce or remove them. Forty-nine people with physical, hearing, vision or intellectual impairment participated in a series of 8 impairment-based focus groups. The analysis identified inaccessible environments, negative attitudes, unreliable transportation and poor access to information as key barriers. However, lack of adequate and appropriate resources (e.g. equipment, modifications, support, transport and time) to address these barriers was the overarching obstacle to participation. The inclusion of time as both a barrier and a valuable resource is arguably the most important contribution of the study.  相似文献

Online technology has made significant inroads into human resource (HR) processes such as recruitment, benefits, and training, yet many web sites are inaccessible to people with disabilities. Cornell University surveyed 433 HR representatives regarding their organizations' use of information and Web technology in HR processes. Survey results report that nine of the ten organizations use Web processes for job postings, eight of ten for online benefits information dissemination, and about six out of ten for online benefits self service and online employee training. Employee use of computers was extensive, with the majority using computers more than half the workday. Knowledge of assistive technologies for computer users with disabilities and of Web accessibility considerations was low, but nearly half the respondents reported having made some type of adaptation to make a computer accessible to an employee with a disability. Very few organizations had trained any of their staff in Web accessibility topics or in making computers accessible, and the majority desired more information on those topics. These findings have implications not only for people with disabilities, but for the general workforce, which is aging.  相似文献

The Poverty Reduction Strategy of the Ugandan Government identified provision of microfinance as one of its interventions. Despite the known connection between poverty and people with disabilities, it remains unclear to what extent this intervention includes or accommodates them. This study seeks to gain a better understanding of how people with physical and sensory disabilities access existing microfinance services in the Bushenyi District of Uganda. Qualitative and quantitative methodologies are used. The findings suggest that people with disabilities are not necessarily denied access to microfinance if they meet the desired requirements. These relate to adequate savings or collateral and perceived trustworthiness. These are seen to be key determinants of success and can be linked to impaired functioning relating to limited mobility, distance, poorer access to information and disabled people’s own negative attitudes. Increasing access and utilization of microfinance services by people with disabilities requires formulation of financial policies that accord them special consideration. At the same time, improvement is needed in the knowledge, attitudes and skills of the people with disabilities themselves and also microfinance providers.  相似文献

“Addiction” to internet‐connected technology continues to dominate media discourses of young people. Researchers have identified negative outcomes, including decreased mental health, resulting from anxieties related to technology, e.g., a fear of missing out and social connectivity related to online technologies. Not enough is known, however, regarding young people's own responses to these ideas. This paper highlights discussions with teenagers around the idea of internet addiction, exploring their experiences and perceptions regarding the idea that “kids today” are addicted to their devices, especially smartphones and the social network sites they often access from them. Thirty‐five focus group discussions with 115 Canadian teenagers (aged 13–19 years old) center on their use of information communication technologies, especially contemporary social network sites such as Snapchat, Instagram and Facebook. Our discussions reveal (1) that teens are actively embracing the label of addiction; (2) their ironic positioning occurs despite a felt sense of debased agency in relation to the power of the algorithms and affordances of the technologies mediating their use; and (3) rather than a stark divide between adults as “digital immigrants” versus young people as “digital natives,” our teens positioned themselves in contrast to both their parents and younger siblings, both of whom are criticized as addicted themselves. A consistent theme is the influence of peer groups who socially compel addictive behaviours, including the fear of missing out, rather than the technologies per se. Wider implications for thinking beyond solely young people as suffering from online addiction are considered.  相似文献

Tourism, although a relevant part of the modern lifestyle in economically more developed countries, is even in these countries not accessible to all, with particular barriers existing for persons with disabilities. These barriers are not only physical, but also internal, cultural and social. Tourism and leisure have revealed many benefits for individuals with a disability, enhancing personal development, quality of life, recovery and contribution to social inclusion. This article discusses the potential of tourism for people with disability and presents the results of an exploratory study undertaken in Portugal aiming at a better understanding of this market and its profile, desires and constraints experienced when participating in holidays and leisure activities. This information should contribute to the debate on the potential contributions of tourism to improving social inclusion of persons with disability, while simultaneously permitting tourism providers to better integrate this group in their clientele.  相似文献

The purpose of this paper was to explore the benefits and barriers influencing participation for athletes with disabilities from a developing country (Malaysia). Two independent studies were undertaken: Study 1 included a sample of 123 athletes (95 males, 28 females) who participated in the 2006 Far East and South Pacific Games for the Disabled (FESPIC Games); Study 2 involved focus group discussions with 14 elite athletes. The athletes ranged in age from 15 to 59?years. Data were collected through a questionnaire (Study 1) and focus group discussions (Study 2). The primary reasons for participation in sport were achievement/challenge (58%) and competency/skill development (41%). The main barriers faced by the athletes were structural (facilities, equipment, funding) and the negative attitude from the government, public and media. However, despite these difficulties the majority of athletes were keen to continue to compete. Further work is required to ensure athletes with disabilities are provided with similar opportunities to athletes without disabilities.  相似文献

People living with disabilities (PWD) face unique problems in dealing with conventional healthcare facilities. We investigate the experiences of PWD as they access healthcare facilities in rural Namibia. More specifically, we investigate structural–environmental and process barriers to accessing health facilities. The study relied on semi-structured interviews and purposive sampling. The results showed PWD find it difficult to walk to health centers for treatment due to lack of transport, money to pay for treatment and toilet facilities and the distance is too far for people with lower-limb disabilities. There is a need to consider the unique issues affecting access to healthcare for people living with disabilities to achieve equitable access to healthcare services.  相似文献

Creation of jargon-free Easy Read health texts, incorporating carefully chosen words and images, is promoted as a way of removing health access barriers for people with intellectual disabilities. Using a social semiotic framework, this article explores the social construction of the patient with intellectual disabilities within a sample of adapted health texts, focusing on the visual images used. Images were coded and analysed according to dimensions suggested by Kress and van Leeuwen’s work on ‘visual grammar’. Images highlight the inclusion of patients with intellectual disabilities in mainstream healthcare settings. However, these patients are depicted as being inserted into somewhat idealized healthcare routines that are pre-determined and micro-managed through to completion. Consideration of risks and choices associated with healthcare use are downplayed. The article concludes that the care of patients with intellectual disabilities continues to constitute potential trouble for mainstream healthcare providers, rather than being an expected aspect of everyday practice.  相似文献

The United States federal government is in the midst of an e- government revolution characterized by a shift from paper-based citizen-government interactions to electronic-based interactions. Driven by the demands of citizens and supported by the President and Congress, federal departments are redesigning the look and feel of their Internet presences, moving away from traditional bureaucracy- centred presentation of information to more usable citizen-centred presentations. The Department of Health and Human Services (HHS), the USA's principal federal agency tasked with protecting the health of all Americans and providing essential human services, has undertaken a massive reorganization of its e-health enterprise. The most publicly visible component of this reorganization is the hhs.gov portal website. This desperately needed portal - usability testing indicated that more than 60 per cent of visitors to the Department's original website failed to find the information they sought - provides easy access to the wealth of HHS information and links its diverse operating agencies. The new HHS portal simplifies citizen access to the Department by: decompartmentalizing information by removing content from bureaucratic silos2 and rearranging it in a natural navigation scheme; tuning content and navigation features to ensure that all users have access to information tailored for them; presenting content in appropriate and citizen-preferred formats; and complying with federal accessibility regulations for blind and vision-impaired users. This paper presents a series of lessons learned during the development of the HHS portal, and results of usability testing to determine what common design features present accessibility problems particular to the blind and vision-impaired communities. These discussions of practical avenues to improving the accessibility and usability of e-health websites through appropriate and effective information designs are followed by our thoughts on the future of Internet architectures and the limitations of 'layering' technologies when striving for universal accessibility.  相似文献

Abstract

The literature identifies rural, older people as at risk of social exclusion, as a result of rural disadvantage. In this context, improved access to information and communication technologies (ICTs) has potential to build social inclusion, yet current evidence shows that rural, older people are the lowest current users of technology. This paper draws on the practice and local knowledge of rural practitioners from one Victorian region in order to explore: (a) the practice issues associated with ICT use among rural, older people; and (b) the characteristics of effective practice models in the rural, social work context. An analysis of findings highlights the need to respond to the diverse skills, needs, and learning styles of older people, to demonstrate the benefits of ICTs, involve users, and build confidence. Major barriers include poor ICT usage by many rural agencies and low practitioner capacity, as well as access and resources.  相似文献
