Abstract

For approximately one decade after the 1954 Brown v. Topeka decision, there were few governmental pressures censuring school systems which maintained racial segregation. The Civil Rights Act of 1964 and a variety of encompassing federal court decisions in the late 1960s challenged and overturned the dual school system in the South and many segregationist practices in the North.

Quantitative data concerning the within-district racial segregation of teachers and students in 143 school systems are examined. The governmental activities integrated teaching staffs and greatly reduced the segregation of black students from white. Changes were more substantial within the South and, by 1972, racial segregation was less within southern school systems than those in other regions.

Because of the residential segregation of the races, schools in many central cities have a different racial composition than those in neighboring suburbs. If the only integration is within a specific school district, present demographic trends may produce a resegregation of students in many metropolises.  相似文献

Africa’s experience with return migration is not new. However, few empirical studies have examined the social and economic characteristics of returning migrants within the continent. In this study, the human capital endowments and household living standards of returning migrants in Uganda and South Africa are examined using recently available data. The study compares returnees in both countries with immigrants as well as the native‐born population with no international migration experience. It also investigates how factors such as previous country of residence, year of arrival, and other demographic factors predict levels of education and living standards among returning migrants. In Uganda, the results show that recently arrived returning migrants had better educational endowments than both immigrants and non‐migrants. Migrants who returned to Uganda following the fall of Idi Amin’s regime had the lowest educational levels and lowest living standards compared to other returnees. Furthermore, the results indicate that previous residence in countries in the West was associated with four additional years of schooling while returning migrants arriving from other African countries had the lowest levels of schooling among returning migrants. In South Africa, the study finds that returnees arriving almost immediately following the end of Apartheid had the highest levels of education compared to either immigrants or non‐migrants. Returnees on average also had the highest household living standards in South Africa. Among South African immigrants, the results indicate that those arriving towards the end of the century had lower educational endowments compared to immigrants who arrived in the country two to four years after the end of Apartheid.  相似文献

This paper investigates the residential mobility patterns among Hong Kong’s various ethnic groups, grounded on the Spatial Assimilation Theory. The results first show that immigrants in general have contributed the most to the residential movement of Hong Kong’s populace. Nonetheless, disparities in residential mobility patterns have been observed among these immigrants. Wealthier immigrants, for instance westerners, by relocating to non-new town areas of the New Territories, show no signs of acculturation to local Hong Kong community. Also, while public rental housing has managed to relocate and gather ethnical groups, such as new arrivals from the Chinese Mainland and South Asians with permanent residence status, to new town areas in the New Territories (N.T.), the out-migration of private-sector residents from new towns to the outskirt areas of the N.T. has turned these new towns to multiethnic enclaves. For South Asians whom have yet to obtain permanent residence, they appear to have segregated themselves from the locals in urban areas and formed their own ethnic concentrations (i.e. Chungking Mansions in Kowloon). Lastly, the home-moving pattern of long-term Chinese immigrants is very similar to that of local Hong Kong residents, which can be regarded as a sign of assimilation. Policy implications derived from these findings are then discussed.  相似文献

We study tipping behavior in residential mobility of the native population in Sweden between 1990 and 2007. Using regression discontinuity methods, we find that the native population growth in a neighborhood discontinuously drops once the share of non‐European immigrants exceeds the identified tipping point. Native tipping behavior can be ascribed to both native flight and native avoidance. Natives with a high level of educational attainment and the highest labor earnings are more likely to move from neighborhoods that have tipped. We conclude that tipping behavior is likely to be associated with ethnic as well as to socio‐economic segregation in Sweden.  相似文献

Scholars have identified the negative effects of discrimination on immigrants’ well‐being by focusing on the nature of discrimination. However, whether the social status of immigrants influences the effects of discrimination on well‐being remains unclear. To answer this question, this study extends current research by focusing on how immigrants’ occupational status moderates the effects of discrimination on well‐being. Based on two sets of survey data, the results show that skilled immigrants are more likely to be negatively affected by discrimination than are unskilled immigrants. This phenomenon might be explained by the immigrants’ comparisons of discrimination experiences prior to migration. The findings suggest that to explain the mechanism underlying discrimination's negative effect on immigrants’ psychological well‐being, researchers should pay more attention to immigrants’ characteristics and their experiences before migration. The results of this study have important implications for immigration policy in Japan and other ethnically homogeneous countries, such as South Korea.  相似文献

South African policies have historically emphasized employment as the reason for immigration. In post‐apartheid South Africa, stories about how “immigrants take away our jobs” abound in the mass media, yet few empirical studies have been undertaken to examine the validity of this claim. This study looks at the relationship between migration status, nativity and labor force outcomes in the post‐apartheid labor market. Our results suggest that migrants are more likely to participate in the labor force and to be gainfully employed than the indigenous population. Foreign migrants enjoy the highest labor force participation rates and employment rates in South Africa. South African‐born internal migrants also have significantly higher labor force outcomes than do nonmigrants.  相似文献

Using the American Housing Survey for 2001 and Census 2000, I examine the link between gated communities and residential segregation. I hypothesize that gating and segregation are defined by similar mechanisms, thus reinforcing urban inequality in U.S. cities. The results, however, indicate a more complex relationship. On the one hand, there are common mechanisms behind the two processes: the pursuit of higher property values, fear of crime, and fear of increased social heterogeneity. An increase in percent recent immigrants leads to higher levels of both segregation and gating. On the other hand, factors such as region, percent black, percent Hispanic, percent college graduates, and functional specialization affect the two processes differentially. Although segregation is less pronounced and declining in the U.S. urban Southwest, gated communities are much more prominent there. The results challenge the notion that the declines in residential segregation in recent decades indicate social progress.  相似文献

This study employs longitudinal data to examine the rate at which recent immigrants to Canada obtain employment matching their previous or intended occupations. Socio‐demographic factors such as visible minority status and area of residence are found to influence the rate at which this cohort of immigrants obtains job matches. Human capital factors also have a significant impact. An examination of occupational characteristics reveals that immigrants who seek high‐status occupations obtain job matches at slower rates than those seeking lower‐status occupations.  相似文献

This article examines black-white residential segregation in micropolitan areas across the South. Micropolitan areas are newly defined urban clusters with a core population that ranges from 10,000 to 50,000. By shifting the focus to the nonmetropolitan South, we take debates about the “American dilemma” back to a historically important terrain of black-white relations that few scholars have systematically examined in the post-Civil Rights era. Using the most recent census, we find that the dynamics of residential segregation in our sample of micropolitan areas reflect both important opportunities and constraints. In contrast to their counterparts in metropolitan areas, blacks in the nonmetropolitan South face “only” moderate levels of segregation. Surprisingly, southern micropolitan areas afford greater opportunities for spatial assimilation to the least economically advantaged blacks as well as those who are more advantaged. Perhaps most importantly, this finding holds for micropolitan areas located in the historic Black Belt as well as elsewhere; however, several patterns emerge that suggest a set of barriers to spatial assimilation similar to those facing African Americans in metropolitan areas. In sum, our analysis clarifies the complexities of black-white segregation in the “New South/Old South,” pushing scholars to more systematically map the distinct trajectories of “American Apartheid” across time and place in the United States.  相似文献

The residential and social segregation of whites from blacks creates a socialization process we refer to as “white habitus.” This white habitus limits whites' chances for developing meaningful relationships with blacks and other minorities spatially and psychologically. Using data from the 1997 Survey of College Students' Social Attitudes and the 1998 Detroit Area Study, we show that the spatial segregation experienced by whites from blacks fosters segregated lifestyles and leads them to develop positive views about themselves and negative views about blacks. First, we document the high levels of whites' residential and social segregation. Next, we examine how whites interpret their own self‐segregation. Finally, we examine how whites' segregation shapes their racial expressions, attitudes, cognitions, and even their sense of aesthetics as illustrated by their views on the subject of interracial marriage.  相似文献

In recent years, research on poverty and segregation has been organized within a dominant discourse that centers on the relative salience of racial discrimination or macroeconomic change as a determinant of concentrated minority poverty. In contrast, little sociological research has focused on federal housing policies and programs as important factors shaping racial patterns of poverty and residential segregation in U.S. metropolitan areas. Drawing upon census data, public documents, housing reports, and interviews with local residents, I examine how federal and local housing initiatives in the 1980s and 1990s have interacted with the shift to a service-oriented economy to reinforce racial residential segregation and exacerbate urban poverty in Kansas City. I find that persistent racial residential segregation, including minority poverty concentration and the spatial isolation of inner-city neighborhoods, is due to post-1970 changes in the operation of the metropolitan housing market and retrenchment in federal and local housing policy. Rather than viewing racial discrimination and macroeconomic change as disconnected and separate "variables," I focus on the interconnectedness and mutually reinforcing character of both factors. Such an emphasis moves beyond separate-variables approaches and analyses to identify how concentrated minority poverty is sustained not only by racial discrimination and large-scale macroeconomic and demographic changes, but also by the market-centered orientation of federal housing programs and policies.  相似文献

On August 22, 1996, President Clinton signed the welfare reform law that ended eligibility for all immigrants to federal means tested entitlements. Poor elderly immigrants on Supplemental Security Income were specifically targeted. This article documents how the print media responded to these policy changes. The following are the major research questions: (1) How were older immigrants on Supplemental Security Income portrayed in the print media before and after federal welfare reform? (2) Who was involved in the print media coverage of older immigrants on Supplemental Security Income before and after federal welfare reform? (3) What types of statements were made by those involved in the print media coverage of older immigrants on Supplemental Security Income, before and after federal welfare reform? The approach used was an in-depth content analysis of newspaper articles from major U.S. newspapers. The findings demonstrate that older immigrants were constructed as "undeserving" in news articles prior to the passage of the federal welfare reform bill. However, after the passage of the federal welfare reform bill the coverage of older immigrants on Supplemental Security Income started to change, and older immigrants were portrayed as "deserving." In advancing aging policy for poor, vulnerable elderly, such as elderly immigrants, advocates, health and social service providers can play an influential role in bringing their voices to the print media.  相似文献

This article uses panel data collected at the block group level from the 1990 and 2000 U.S. Census to explore neighborhood change in the Silicon Valley region of Northern California. This was a period of rapid economic expansion and displacement of the white majority by immigrants of Asian and Hispanic descent. The argument that economic prosperity promotes ethnic group assimilation is confronted by mixed findings that ethnic residential segregation intensified in Silicon Valley during the 1990s, regardless of the income level of neighborhoods, and that some second generation immigrants have begun to assimilate residentially. Results support the argument that more recent immigrants, regardless of education, are likely to reside in areas populated by members of their ethnic group. In addition, upward mobility does not necessarily mean ethnic minorities will leave ethnic neighborhoods and desegregate the larger metropolitan area, which also creates the potential for proliferation of more affluent ethnic neighborhoods.  相似文献

Political participation in the rural United States has often been narrowly defined within the confines of electoral politics. Increasingly, participants in rural US social movements have highlighted the shortcomings of democracy defined purely in terms of electoral politics in favour of a more participatory model of politics that focuses on the social and cultural rights of those who are often formally or informally excluded from the liberal definition of citizenship. This article highlights the process of claiming rights as cultural citizens in a political context where there are efforts through the formal political system—usually in the form of ballot referendums at the state or local level—to further limit the rights of specific constituencies such as gay, lesbian and transgendered individuals or immigrants. A second focus of this article is on the dynamics of solidarity and alliance building between different kinds of social movements acting in concert to push for cultural rights and then formal rights for each other's constituencies. The article specifically seeks to illustrate how two organizations that share quite different constituencies and agendas can effectively collaborate in regional and state-wide campaigns in the rural state of Oregon, while also honestly discussing their differences and difficulties in working together.  相似文献

Using Canadian Census microdata from 1990 to 2005, we investigate the earnings attainment of immigrants to Canada in 6 age‐at‐arrival cohorts. In comparison to past work we extend our understanding regarding three dimensions of the age at immigration debate: we explore heterogeneity across fine grained age‐at‐arrival cohorts, over a fifteen‐year period and across different ethnic groups. We find that white immigrants and female immigrants arriving in Canada prior to age 18 face little earnings disparity. In contrast, visible minority male immigrants face significant earnings disparity regardless of their age‐at‐migration, and additionally this disparity increases sharply with age‐at‐migration. We find a break in earnings attainment at an age‐of‐arrival of 17, with immigrants arriving after this age performing much worse than those arriving at this age or earlier. The patterns observed are found for visible minority immigrants as a whole, and for Chinese, South Asian and African/Black origin immigrants examined separately.  相似文献

In this article, we analyze the effects of urbanism and Southern regionalism on traditional gender‐role attitudes. Our main dependent variable is an index of gender traditionalism constructed from four items asked across several years from 1974 to 1998 by the General Social Survey. As in previous research and consistent with the classical theoretical propositions of Wirth and Stouffer, we find that people living in more urban areas are more likely to hold more contemporary gender‐role attitudes compared to those living in less urban areas, and that those living in the South tend to maintain more traditional attitudes than their non‐Southern counterparts. The propositions of Wirth also predict a convergence in attitudes over time, creating similar attitudes across residential locations. Our findings support this assertion.  相似文献

This article examines how Indian Americans’ religious organizations send not only financial remittances to India, but also social remittances that shape development ideologies. Comparing Indian‐American Hindu and Muslim organizations, I find both groups draw from their socioeconomic experiences in India and use their position as elite immigrants in the United States to identify and empower their respective religious constituencies in India and overturn different social relations (not just religious practices). Hindu Americans draw from their majority status in India to overturn India's lower position in the world system and support poverty alleviation efforts within a neoliberal development framework. Indian‐American Muslims draw from their poor status in India to overturn economic inequities within India by shifting India's development rhetoric from identity to class. Collective religious identities (expressed through organizations) not only affect the intensity of immigrants’ development efforts, but also their content and ideology. These findings urge us to fold transnational religious organizations into contemporary discussions on migration and development.  相似文献

On the basis of register data, this article outlines the development ofresidential concentrations among immigrants in Oslo from the early 1970suntil 1996.
It is argued that a phase characterized by concentrated immigrant housing inthe inner city was superseded by a phase of dispersal which, in turn, was replaced by a period of new concentration. Western and non-Western immigrants live in different parts of the city and the degree of residential concentration varies according to the national background of the immigrants.
Between 1988 and 1993 there was a net flux of non-Western immigrantsfrom the inner city east to the old and new suburban dormitory towns on theoutskirts of the city. This is interpreted as a tendency over time to conformto mainstream Norwegian residential patterns.
The relevance of the term "ghetto" as a designation of areas in Oslo characterized by a high proportion of immigrants is refuted.
Empirical evidence supports the notion that economic resources is the mostimportant factor in creating and maintaining immigrant residential concentrations in the inner city east, while cultural phenomena also appear to play a major causal role.  相似文献

The past two decades have ushered in a period of widespread spatial diffusion of Hispanics well beyond traditional metropolitan gateways. This article examines emerging patterns of racial and ethnic residential segregation in new Hispanic destinations over the 1990–2010 period, linking county, place, and block data from the 1990, 2000, and 2010 decennial censuses. Our multiscalar analyses of segregation are framed by classical models of immigrant assimilation and alternative models of place stratification. We ask whether Hispanics are integrating spatially with the native population and whether recent demographic and economic processes have eroded or perpetuated racial boundaries in nonmetropolitan areas. We show that Hispanic residential segregation from whites is often exceptionally high and declining slowly in rural counties and communities. New Hispanic destinations, on average, have higher Hispanic segregation levels than established gateway communities. The results also highlight microscale segregation patterns within rural places and in the open countryside (i.e., outside places), a result that is consistent with emerging patterns of “white flight.” Observed estimates of Hispanic‐white segregation across fast‐growing nonmetropolitan counties often hide substantial heterogeneity in residential segregation. Divergent patterns of rural segregation reflect local‐area differences in population dynamics, economic inequality, and the county employment base (using Economic Research Service functional specialization codes). Illustrative maps of Hispanic boom counties highlight spatially uneven patterns of racial diversity. They also provide an empirical basis for our multivariate analyses, which show that divergent patterns of local‐area segregation often reflect spatial variation in employment across different industrial sectors.  相似文献

Utilizing a large and unique dataset composed of government records, we study the widely contested effect of co‐ethnic residential concentrations on voter turnout. Non‐Western immigrants are moderately affected by the concentration of co‐ethnic voters in their neighborhoods. As the local concentration of same‐ethnicity voters increases, so does the individual's propensity to turn out for the election. In general, the concentration of non‐Western immigrants in the neighborhood has only a very limited impact on an immigrant's propensity to vote. Finally, we investigate the possible mobilizing effect of local candidates and, in particular, local co‐ethnic candidates on voter turnout. We find that the presence of candidates in general and co‐ethnic candidates running for office in a neighborhood has a moderate positive mobilization effect. However, taking this factor into account, the effect of residential concentrations was not eliminated.  相似文献
