In this paper we propose a macrolevel model for analyzing the creation of deviance rules. We begin by placing the phenomenon within the context of the social factist and social definitionist sociological traditions, identifying the insights and difficulties the social problems literature presents for explaining deviance rule creation. We suggest that the theoretical difficulties can be resolved by placing the process within a sociology of knowledge framework. The consequent dialectical model of deviance designation is based on the assumption that society is composed of a number of general interests in varying degrees of conflict with prevailing definitions of deviance representing outcomes of previous contests. This balance or accommodation becomes vulnerable with the introduction or increase in strain which is a potential resource for interest groups desiring a new definition. The outcome of the ensuing conflict is seen as dependent on the ability of the combatants to employ resources in the battle. We conclude by identifying the advantages the model has for studying the deviance rule creation process.  相似文献

This paper analyses four different but connected explanations for addressing environmental change on Mount Kilimanjaro. These explanations are: the scientific, the chiefly, the economic, and that which pertains to social policy. Scientists document that the glaciers on Mount Kilimanjaro are thinning and disappearing. Descendants within chiefly lineages argue that their authority needs to be revitalised to protect the environment. Economists defend the value of harvesting and exporting natural and agricultural resources, while social policy advocates recommend teaching the public about these interweaving interests. An effort is needed to connect and question these four narratives through an environmental education that promotes deep anthropological analysis.  相似文献

Building on a detailed study of the Woburn, Massachusetts, childhood leukemia cluster, this paper examines lay and professional ways of knowing about environmental health risks. Of particular interest are differences between lay and professional groups' definitions of data quality, methods of analysis, traditionally accepted levels of measurement and statistical significance, and relations between scientific method and public policy. This paper conceptualizes the hazard-detection and solution-seeking activities of Love Canal, Woburn, and other communities as popular epidemiology: the process by which lay persons gather data and direct and marshal the knowledge and resources of experts in order to understand the epidemiology of disease, treat existing and prevent future disease, and remove the responsible environmental contaminants. Based on different needs, goals, and methods, laypeople and professionals have conflicting perspectives on how to investigate and interpret environmental health data.  相似文献

What happens to rural communities in remote raw materials-rich regions when their definitions of the region's natural resources are confronted with competing and incompatible definitions presented and enforced by external actors? The social constructionist approach in environmental sociology provides an essential counterbalance to environmental determinism, but this article argues that in many contexts social construction is actually a process of the imposition of external actors' material interests over the objections of local groups. New historical materialism, via an interdisciplinary and multimethod research strategy, analyzes the changing definitions and uses of the Brazilian Amazon as a revelatory case study of the political economy and ecology of this process and its consequences for nature, rural communities, and indigenous peoples.  相似文献

Effective approaches to assure adequate resources, infrastructure, and broad societal support to address chronic care needs are volatile and potentially unpopular issues that can result in many losers (those getting far less than they want) and few winners (those who gain access to scarce societal resources for care). In the United States, debates on long-term care involve a complex set of issues and services that link health, social services (welfare), and economic policies that often pit public and private sector interests and values against one another. Yet long-term care policies fill a necessary function in society to clarify roles, expectations, and functions of public, non-profit, for profit, individual, and family sectors of a society. By assessing and developing policy proposals that include all long-term care system dimensions, a society can arrive at systematic, fair, and rational decisions. Limiting decisions to system financing aspects alone is likely to result in unforeseen or unintended effects in a long-term care system that stopgap "fixes" cannot resolve. Three underlying policy challenges are presented: the need for policymakers to consider whether the public sector is the first or last source of payment for long-term care; whether government is seen primarily as a risk or cost manager; and the extent to which choice is afforded to elders and family caregivers with regard to the types, settings, and amount of long-term care desired to complement family care.  相似文献

Purpose: In recent years, we have seen the concept of social capital incorporated into academic and popular discourse within the United States and across the globe. Social capital has been linked to the differences in land sale prices among agricultural producers to the economic decisions individuals make as they participate in a market economy to educational attainment, and the collective benefit of more effectively managing the physical and economic resources of a collective.Justification for the focus on social capital has been based on the role social capital plays in enhancing the ability of communities to manage human, economic, and environmental capital. High degrees of social capital have been suggested to enhance a community’s ability to manage controversy. Yet, little is known about the development of social capital within a community. Questions arise such as, “Does a community have to have social capital before a conflict develops if it is to successfully resolve a community wide dispute? If not, then what conceptual framework will provide insight into the development of social capital as a community engages local conflict?”This paper provides a linkage between the community literature, which examines community as an interactional field and the evolving concept of social capital. The concept of community as an interactional field was supported by Kauffman (1959) as he presented an argument that community can be viewed as a field of social interaction, which when strengthened and focused, the result is the creation of public good oriented actions. This public focus provides a structure to better organize and manage community wide resources.Wilkinson, a student of Kauffman, continued this conceptual work as he described two fields. The social field and the community field. The primary distinction between the two fields is that in the social field individuals pursue their own self interest while a community field cuts across these fields and is more generalized. It is within the community field that we see collective action focusing on public good.Methods: Drawing upon a case study the question of “how does social capital develop?” is addressed. This paper examines the development of social capital within the context of a community conflict. By examining the process through the lens of community as an interactional field the development and impact of social capital is highlighted. Utilizing a case study of a small rural Nebraska community the process of social capital development is examined as a small geographically isolated rural community engages across social fields building social capital as it heals and gains skills to manage its human, economic and environmental resources.In this paper I provide a theoretical overview of the conceptual components of social capital, link those to the concept of community as an interactional field and use this theoretical synthesis to examine a case study of a small Nebraskan community as it attempts to resolve a serious community conflict.Results: The findings suggest that social capital is a consequence as well as a cause of community action. The interaction within the social field provides a preliminary forum for increased acquaintanceship densities, which provide in-depth personal knowledge about players across social fields and beyond specific self interests. Norms develop, trust and reciprocity evolve from the increased acquaintanceship density across social fields. Social capital develops as the collective action takes on a community focus versus that of a specific individual or organization. In the case of Alton, Nebraska, social capital developed within the community field as the residents engaged in conflict over a local school.Conclusion: This case study provides insight into how social capital not only can enhance the community’s ability to manage resources but may develop as a consequence of collective action such as resolving a local conflict.  相似文献

This paper analyzes the sources of conflict between professionals and organizations providing services and consumer-oriented self-help organizations of blind people. It reviews major developments within this profession and the rejection of the resulting professional ideologies by a new social movement. We demonstrate that there is not a unity of interest between agencies and the recipients of rehabilitation efforts. Professional and organizational self-interests are opposed to consumer efforts to redefine the nature of blindness. As consumer political effectiveness continues to grow, the threat to the funding and public legitimacy of existing programs may result in a change in attitudes toward consumer participation and definitions of blindness.  相似文献

Maintaining the natural environment is increasingly seen as an essential aspect of agriculture in Europe, and conservation is promoted as an element of the farmer's role. It is therefore important to understand how farmers are reacting to this. In this study, the discourses relating to environmental issues used in a regional German farming newspaper are examined. The aim was to consider the arguments to which individual farmers are exposed when they read the newspaper and at the same time to examine the discourses used by the farming union in their promotion of farmers' interests. It was found that there were many interwoven arguments, which included traditional agricultural discourses as well as the newer environmental ones. It was clear that different aspects of agricultural and environmental issues were highlighted where they appeared to be beneficial to farmers' interests. Furthermore, it was found that in the promotion of the use of renewable resources, which was portrayed as being in the interest of farmers, the discourses used contrasted with those being used to defend farmers from accusations of environmental neglect or damage.  相似文献

Against the backdrop of the conflict observed between managers and professionals, two definitions of collegiality emerge: on one hand, a specific organizational form (bottom up) and, on the other, a procedure of bureaucratic management (top down). A study of networks of priests in a Roman Catholic diocese in France is used to explore how those two definitions are related. Questions are raised as to the effects of a too narrow organizational rationalization that uses collegiality only as a top down, bureaucratic, managerial procedure. This always entails the risk of making the work done by experts sterile because it overlooks the first type of collegiality, which is based on the nature of non-routine tasks that members perform together thanks to an endogenous organizational structure of a bottom up type.  相似文献

In today’s Latin America, governments implementing public policies for development and against poverty and inequality meet with social movements that engage in practices for social change, poverty reduction, and empowering. In this context, we analyze the interplay between both processes, describing its conflicts in three specific dimensions: the material, the democratic, and the environmental. Social movements are permanently contesting and challenging public policy when they autonomously appropriate public policy resources; yet, governments respond with criminalization and cooptation strategies. In a setting where social conflict takes place in response to existing poverty and inequality levels, movements challenge development and poverty reduction projects of an ‘assistentialist’ and extractivist nature, and propose an integral understanding of development and the emergence of new relationships among individuals, society, and the environment.  相似文献

This novel paper critically addresses a currently popular sex education resource which compares sexual consent to tea drinking. Drawing from a study which considered the meaning of consent through focus groups and interviews with young people and professionals, we argue that the central ‘risk avoidance’ message of such resources individualises the potential risks of non‐consensual sex and ignores the gendered social structures which shape interpersonal relationships. We suggest that simplifying and extrapolating sexual consent from broader cultural understandings is problematic. Conversations with young people are important, but they need to address the complexity of sexual consent, coercion and gendered sexual norms.  相似文献

Two recent chapters in professional books have criticized children's advocacy centers for creating role conflict for mental health professionals because of their work with criminal justice and child protection professionals in children's advocacy centers as part of a coordinated response to child abuse. This article argues that these critiques misunderstand children's advocacy center practice and overestimate the risk of role conflict. Children's advocacy center standards set a boundary between forensic interviewing and therapy, which in most children's advocacy centers are done by separate professionals and never by the same professional for a given child. Many mental health professionals serve children's advocacy centers as consultants with no treatment role. Children's advocacy center therapists are rarely involved in investigation, and their participation in multidisciplinary teams focuses on children's interests and well-being.  相似文献

Following the suggestion of Ragin (1998, Voluntas, 9(3), 261–270), this article uses social origins theory (Salamon and Anheier, 1998, Voluntas, 9(3), 213–248) as an heuristic device to explore change in a specific field of nonprofit activity; the English housing association sector. Conventional histories of the sector in the twentieth century suggest a succession of eras with different policy drivers. These eras can be seen as consistent with shifts in welfare regime from liberal to social democratic (after 1919) and to neo-liberal/neo-corporatist (after 1980). Examples drawn from a panel study support the analysis of Esping-Anderson (1990, The Three Worlds of Welfare Capitalism, Princeton University Press, Princeton) that underlying the apparent stability of welfare regimes there are constant processes of negotiation and conflict which may lead to transformations at organization, sector, or regime level. Rather than simply responding to policy drivers, some housing associations have been able to influence the environment in which policy is made and thereby to shape their own and the sector's transformations.  相似文献

Abstract

This paper reports research designed to assess a conflict interpretation of public consensus on the seriousness of different types of crimes. Earlier studies report that the degree of such agreement is extensive. It is suggested that, while this supports a consensus model of criminal law, it challenges the conflict model. However, that proponents of the latter suggest this consensus in a capitalist society is not surprising. It exists because the powerful, by dominating criminal justice, are able to manipulate the powerless to believe definitions of crime which support the interests of the powerful. This consciousness manipulation hypothesis is examined in a class-stratified sample which was asked to rate the seriousness of and suggest appropriate penalties for a number of person, property, political, white collar, victimless, and public order offenses. Little evidence of manipulation is found. The implications of these findings for false consciousness and public policy issues are discussed.  相似文献

In this paper, a new model of multidimensional coalition formation in politics is presented. The model provides an opportunity to analyze a number of different kinds of issues at the same time. A policy space consists of a finite number of independent sub-spaces (policy spaces on certain issues), which can be multidimensional. Any policy sub-space on a certain sub-issue can be either a Euclidean space or (in principle) any other type of set. So, it is possible to include issues which cannot be represented by a Euclidean space or a fixed sum. A government is defined as a pair consisting of a majority coalition and a policy supported by this coalition. The majority coalition may be not minimal winning. Each party is allowed to give one qualification to a policy on a certain issue and to a majority coalition: desirable of a certain degree, acceptable, or unacceptable. By representing party preferences the way we do, we can include both rent-seeking and idealistic motivations in one consistent model. We define the value of a policy/coalition/government to a party, and the notions of a feasible and stable policy/coalition/government. The model uses party preferences in order to predict government policy. Necessary and sufficient conditions for the existence and uniqueness of a stable government are investigated. Thoughtful scholars have discussed the complex nature of the social research-social policy relationship, and yet many persons continue to plan, conduct, interepret, and fund social research as if they expected it to generate facts that have simple effects on policy. This paper argues that such expectations reflect two, untenable assumptions:Simple positivism andfactual efficacy. These assumptions are reviewed, and a more defensible model for the research-policy relationship is proposed based onplausible theory. Implications for the latter model are then explored. The holder of a Ph.D. in social psychology from the University of Michigan, his professional interests center upon role theory, the study of teaching, social decision-making, and relationships among social research, theory, and policy impact.  相似文献

This paper reports on the findings of a cross-country comparison of cooperation between services for community mental health and child protection in 11 states. The authors consider the implications of the findings for English practice. When children have a parent with mental health problems, they have needs over and above those of other children. Often these needs are met by the family, but this is not always possible. There are increasing numbers of these children, and they feature disproportionately in the case loads of child welfare professionals, health visitors and social workers. The cross-country comparisons demonstrate the ways in which differences in structures, resources, expectations and attitudes affect professional responses and the experiences of families. The findings provide information on several levels. A comparison of commonalities and differences highlights the problems that are shared across countries, and alternative ways of responding to them at ground level are discussed. The factors that facilitate a good outcome are analysed in relation to English practice and service structures. The research findings are relevant for British social welfare strategies, and the paper highlights the implications of the findings for policy and practice.
