ABSTRACT

In recent years, there has been an explosion of “experiential design” in casinos, driven in part by research suggesting that curating gambling sensescapes can lure patrons to spend more time – and money – inside the casino. Building on the promise of existing casino ethnographies, this paper argues that a sensory ethnographic approach to the study of gambling environments can offer valuable insight into the experiential design and mood management of the casino. We use sensory ethnography to explore the ambiance of the Montreal Casino, particularly during the casino’s “Vegas Nights” promotion. How does the casino feel (and how does it touch back)? What rhythms flow through its neon labyrinth? What does “getting a real taste of Vegas,” well … taste like? Moreover, we position this ambiance at the center of the casino’s “push-and-pull” approach to problem gambling – where this government-affiliated sensory extravaganza must toe a tenuous line between attraction and responsibilisation. In addition, we examine how the ambiance of the casino is co-produced by patrons and employees. Ultimately, we argue that the casino floor is unlike a sensory research laboratory – for here, sensations mix and mingle, and it takes a sensory ethnographer to quite literally “make sense” of the casino ambiance and its impact on visitor experience.  相似文献

When randomly assigning participants to experimental roles and the according payment prospects, participants seem to receive “manna from heaven.” In our view, this seriously questions the validity of laboratory findings. We depart from this by auctioning off player roles via the incentive compatible random price mechanism thus avoiding the selection effect of competitive second price auctions. Our experiment employs the generosity game where the proposer chooses the size of the pie, facing an exogenously given own agreement payoff, and the responder is the residual claimant. We find that entitlement crowds out equality seeking and strengthens efficiency seeking. More generally, we find that inducing entitlement for the roles in which participants find themselves makes a difference. Interpreting participants’ willingness to pay for their role as their aspiration level further allows to test satisficing and explore “mutual satisficing.” We find that responder participants apparently do not anticipate proposer generosity in aspiration formation.  相似文献

ABSTRACT

Hajer and Wagenaar (2003. Deliberative Policy Analysis: Understanding Governance in the Network Society. Cambridge: Cambridge University Press, xiv, 16) advanced a conception of policy analysis – “Deliberative Policy Analysis” – that “rests on three pillars: interpretation, practice and deliberation.” This form of policy analysis, they argued, supports “more direct, participatory forms of democracy” involving “democratic deliberation on concrete issues” (xv, 29). Since their writing, empirical research on such initiatives – “democratic innovations,” for short – has blossomed. However, while deliberative policy analysis is itself post-positivist in orientation, many researchers bring a (quasi-) positivist orientation to their work on democratic innovations. A key challenge for deliberative policy analysts is, then, how to participate in this field of inquiry while maintaining a post-positivist orientation. Pragmatist philosophy, I submit, can help them to meet this challenge. Pragmatism rejects a number of positivist assumptions about the nature of empirical inquiry. Relatedly, it supports the claim that policy analysis should be interpretive, practice-oriented, and deliberative. Indeed, it suggests that policy analysis cannot avoid being so. By way of illustration, I indicate how pragmatism points to an approach to case study research that rests on the three pillars.  相似文献

Abstract The Baltic States – Estonia, Latvia and Lithuania – join the European Union in 2004. This paper examines pension reform in the three countries over the past decade in the light of the “European social model” and the “World Bank model”. Part one seeks to define these two models. It shows how the former emphasizes income adequacy and solidarity while the latter stresses fiscal sustainability, savings and economic growth. Part two looks at reforms made and proposed. Initial reforms involved raising the retirement age and relating benefits more closely to earnings and service. This resulted in the establishment of pension systems similar to those in many European countries. Subsequent reforms involved attempts to shift from a publicly financed, purely “pay‐as‐you‐go” system to one based upon “funding” and private, individual accounts. Such systems have been promoted by the World Bank. The appropriateness of this approach – its high transition costs, potentially high administration costs, and longer‐term implications for the relative income status of retired people – is questioned. Part three draws conclusions. In the short and medium term, policymaker should safeguard income adequacy rather than seek the doubtful advantages of funding – in other words, look more to “Europe” than to “the world”.  相似文献

ABSTRACT

There has been a call for a “second wave” of scholarship on policy advice to expand our understanding of the relational dynamics within a policy advisory system (PAS). In this article, we use a case from Brazil to address two key gaps in the PAS literature – the lack of attention to systems of network governance and the current predominance of “Westminster” empirical cases. To better understand the impact of policy advice within a system of networked governance, we apply the frame of “metagovernance” – the steering of governance networks. We then introduce and employ the concepts of funnelling, political brokering and gate-keeping to better understand how policy advice is shaped, modified and then either rejected or accepted. The contribution of the article is that, while much of the existing PAS literature describes the contours and key actors within an advisory system, we develop new conceptual scaffolding to better understand the trajectories and impact of policy advice, and the interplay between actors and agents, within a broader system of metagovernance.  相似文献

Different public agencies are seeking to draft “better regulation”. Complex or poorly drafted norms are more difficult for economic agents to implement, tending to erode economic efficiency. The literature has so far concentrated on the analysis of regulatory complexity as a phenomenon related to the “quantity” of norms. This article guides the process of adopting new regulations, taking into account that norms can also be complex due to new “qualitative” reasons such as linguistic ambiguity or relational structure (references between legal documents). To perform the analysis, we develop new indicators for legibility and regulatory interconnectedness. Specifically, we construct a new database (RECOS – REgulation COmplexity in Spain) by extracting information from 8171 norms (61 million words) which comprise the regulations of all the Spanish Autonomous regions. Our analysis reveals the relationship between measures of “qualitative” complexity and relevant economic (productivity) and institutional (judicial efficacy) variables. This research shows that the new dimensions of regulatory complexity matter, yield significant results and should be taken into account in governments’ “better regulation” policies.  相似文献

This paper addresses the nexus between contingency, social engagement and change, through investigating the potential of severe (“disruptive”) contingency to bring about new forms of joint agency. By challenging Boltanski's notion of existential tests (which can only be experienced in isolation), the paper argues that social actors can experience disruptive contingent events in an inherently intersubjective manner. Although they severely hinder social interaction, disruptive contingent events enable a possibility of what might be called “negative common knowledge” between social actors which in turn renders certain societal norms meaningless. This possibility is mediated through processes of mutual engagement (calls between actors) that could, further, be transformed into a new “norm circle” (Dave Elder-Vass). Social domination – in particular its “complex” variety – in this context appears as the obstructing of such transformation. A recent political episode in Serbia is analyzed to demonstrate the emancipatory potential of contingency and the logic of complex domination.  相似文献

Drawing on the dual process framework from social and cognitive psychology, this paper reconciles two distinct conceptualizations of trust prevalent in the literature: “rational” calculative and irrational “affective” or normative. After critically reviewing previous attempts at reconciliation between these distinctions, we argue that the notion of trust as “reliance” is the higher order category of which “deliberate trust” and “intuitive faith” are subtypes. Our revised approach problematizes the conflation of epistemic uncertainty with phenomenological uncertainty while providing sound footing for a key sociological insight: that reliance on the routine social order is both the cognitive default and based on substantial practical evidence. We develop two broad suggestions for future research from these implications: (1) sociological research should examine the role of intuitive faith—as opposed to deliberate trust—in late modern societies, and (2) analysts should challenge the role of deliberate trust as the “modal” form of reliance in contemporary research.  相似文献

This paper investigates “asymmetries” between non-monetary gains and losses in intertemporal choice. We considered gains and losses of spare/working time with respect to a reference duration defined in a working contract. Specifically, we elicited a behavioral model of intertemporal choice that accounts for a gain/loss-dependent discounting function and a reference-dependent utility. Additionally, we did not impose preference for the present (positive discounting) and allowed for both decreasing and increasing impatience. While our results are standard regarding the discount of money (our baseline treatment), our subjects heavily discounted gains of time. More patience was observed for losses of time and a sizable portion of subjects even exhibited negative discounting, i.e. they preferred to expedite losses of time. Our econometric estimations also reveal a much larger heterogeneity of behavior in terms of both utility and discounting for gains and losses of spare time as compared to money.  相似文献

ABSTRACT

The concept of “policy advisory systems” was introduced by Halligan in 1995 as a way to characterize and analyze the multiple sources of policy advice utilized by governments in policy-making processes. The concept has proved useful and has influenced thinking about both the nature of policy work in different advisory venues as well as how these systems change over time. However, to date this work has examined mainly cases of developed countries and its application to developing and transitional countries is less certain. This paper sets out existing models of policy advisory systems based on Halligan’s original thinking on the subject and assesses the findings of many existing studies into OECD countries that advisory systems have been changing as a result of the dual effects of increased use of external consultants and others sources of advice – “externalization” – and the increased use of partisan advice inside government itself – “politicization”. Determining whether or not such changes have also characterized the situations found in developing and transitional countries and at the international-domestic and state-sub-state levels is the subject of the papers in this Special Issue.  相似文献

I analyze optimal auction design in the presence of linear type-dependent negative externalities. I characterize the properties of the optimal mechanism when externalities are “strongly decreasing” and “increasing” in the agent’s valuation and I discuss its implementation with sealed-bid auctions. Interestingly, bidding strategies are not necessarily increasing in valuations, and the optimal mechanism can be implemented by setting a price ceiling instead of a reserve price.  相似文献

The impact of higher primary commodity prices on the world economy is central to the North-South dialogue. The less developed countries are seeking a way to obtain a larger share of world income. In the context of current discussions of commodity price stabilization, UNCTAD's “integrated programme” for example, this is likely to mean higher commodity prices. A critical question is then, “Must higher prices for primary commodities depress the industrial economies?”The cyclical swing of 1973–1975 would seem to support the thesis that high primary commodity prices lead to recession in the industrial countries. Yet this experience is not conclusive evidence. Many complex forces, some natural and others policy induced, accounted for the recession. The impact of primary commodity prices must be considered in a full system, recognizing not only the direct costs, but also the resulting demand feedback. Under different circumstances, higher payments to the commodity producing LDCs may well increase demand for manufactures and stimulate exports and industrial activity in the developed countries.This paper uses a version of the LINK world model system to examine the linkages between commodity prices and world economic activity. In the first part we examine the demand feedback in a simple theoretical model of the interrelationships between commodity consumer countries and the commodity producers. In the second part we use an empirical system, COMLINK, the version of the LINK system that incorporates commodity models and commodity price linkages, to simulate various types of commodity price impacts.  相似文献

The demand for money is an important function in large macroeconomic models because of its central role in monetary policy. The interest rate responsiveness of money demand determines the interest rate changes consistent with the initial change in monetary policy and the subsequent changes on aggregate demand and the price level. This paper uses the DRI macroeconometric model to investigate these issues, finding that the model's predictive power and its estimates of the relative potency of monetary and fiscal policy are dependent upon the specification of the money demand function.  相似文献

As part of the Cape York Welfare Reform Trial (CYWRT), which has been running in the remote Aboriginal towns of Aurukun, Hope Vale, Mossman Gorge and Coen since 2008, Family Responsibilities Commissioners have the unprecedented ability to quarantine welfare payments. Critics claim this “BasicsCard,” which cannot be spent on alcohol, tobacco, pornography or gambling, brings shame to Aboriginal people – marking them as dependants, deemed incapable of responsible spending. Evaluations of the CYWRT paint a more complicated picture. While many of the “spectators” of the CYWRT report “welfare reform stigma,” the “subjects” themselves are more positive. This paper draws on ethnographic research in Hope Vale to argue that these categories overlap with loosely defined, porous social groups that developed during the town's mission past, described as the “engaged” and “embedded” Hope Valers, respectively. The engaged group tends to be more aware of and sensitive to the views of the dominant society and to subscribe to its “ideology of respectability.” Meanwhile, the latter group tends to adhere to a more egalitarian “ideology of relatedness,” and do not experience the shame, even when their own welfare is quarantined, because the behaviours that trigger quarantining are normalised within their highly circumscribed domain.  相似文献

The quality of parents' experiences with the child protection system (CPS) is related to the outcomes of their family's process in the system. The importance of collaboration with parents in child protection is underpinned by human and children's rights conventions addressing the right for family life and parents being first responsible in fulfilling children's rights. We interviewed 20 parents about their experiences with the Dutch CPS. Our thematic analysis shows that a CPS serving the best interests of their children is most important to parents. To realize this, professionals should (1) “not let it happen but do something,” (2) “get a clear picture of the family's situation,” and (3) “take parents seriously.” Parents emphasize that a system providing sufficient “money, time, and knowledge” is needed to facilitate professionals. Their experiences seem to influence their trust in the system and their attitude towards it. This study shows new insights in parents' experiences, such as their advice to professionals to determine the truth and to be decisive. This deepened knowledge about parents' experiences is essential for evaluating and improving the CPS.  相似文献

We have collected data on China’s 22 main trading partners for 1984-2012 and used System GMM to study the influence of “Made in China” on the “Great Moderation” of the global economy. Our research shows that although trade scale, real effective exchange rate, oil prices, fixed capital investment and other variables have significantly expanded global economic volatility, “Made in China” has markedly restrained output growth rate fluctuations in countries around the world and price fluctuations in developed countries, helping the global economy develop with “high growth, low volatility.” “Made in China” is a long-term variable in the context of the global value chain. China needs to take advantage of global value chain restructuring to further upgrade and develop processing and manufacturing industry and expand its presence in the international market. It could choose to adopt a “mirror strategy” and launch trade sanctions targeting counterpart industries or enterprises to counter irrational trade sanctions from the developed countries. At the same time, however, it is important for China to make its own contribution to improve global economic governance and building a new international economic order in the era of global value chains by strengthening its policy coordination with other countries.  相似文献

This paper finds that around 80 per cent of the differences in the ratings awarded in the 2001 RAE for social policy may be “explained” using half a dozen pieces of quantitative data. Social policy excellence—as judged by peer review—is associated with the award of doctorates, the amount of money raised, publications in a particular (if broad) range of journals and books by major publishers, and being large. Even taking account of differences on all these factors, the analysis found that new universities fared worse than their quantitative data would suggest. It is argued that quantitative data should play a larger role in decisions about research quality, aiding equity and transparency.  相似文献

本文试图沿着齐美尔开创的社会分化与不平等的研究路经,通过剖析金融工具的社会属性,来看随着金融工具的一般发展引起的信用能力的分化、人际交换结构的调整,以及社会不平等体系的改变。文章从社会交换的分解出发,引入了“承诺标识物”这个概念,并用“群体承诺标识物”来把握金融工具的社会属性,通过思考承诺标识物向群体承诺标识物的过渡,以及货币的非金属化如何影响人们作出有效承诺标识物的能力(也就是信用能力),得出了一种社会信用分化、社会不平等自我维持和自我强化的机制。作者认为当货币作为一种基本的群体承诺标识物出现之后,社会成员在既有社会结构中所处的位置、他的符号化能力和关于符号化及其运作的知识就变得非常重要,不同的群体承诺标识物会被社会上层创造出来并通过与货币相沟通,实现对社会不平等性的再塑造。文章从借贷的角度分析了转型过程中信用能力与社会结构之间的相互影响,以及由此带来的社会分化问题。  相似文献

Anti-dualistic social ontologies, those highlighting the intrinsic interdependency of agency and structure as two sides of the same coin, are sometimes criticized for failing to provide a satisfactory account of autonomous – capable and free – agency, or even denying the reality of such agency. This paper contests these claims, arguing that anti-dualistic ontologies only conflict with autonomous agency when the latter is understood in a highly voluntaristic sense, whose ideational roots go to what philosophers of free will call “incompatibilist” intuitions of freedom. Those intuitions suggest that actions (intentions, decisions) ultimately determined by extrinsic causes lack the kind of freedom presupposed by moral responsibility, so when agentive autonomy is presumed to involve such freedom, it does indeed cohere poorly with the anti-dualistic picture of intrinsically structured agency. Herein, however, an alternative, “compatibilist” notion of autonomy is advanced, such that does not conflict with extrinsic determination and is therefore congruent with anti-dualistic social ontologies.  相似文献
