This paper reports a study that sought to understand what facilitates engagement between parents and child protection workers and to ascertain the relationship between such engagement and intervention outcome. Quantitative and qualitative data were gathered through personal interviews with 131 worker-parent dyads (workers and corresponding parents receiving service) from 11 child protection agencies in Ontario, Canada. Measures included scales for engagement, parental well-being (depression and stress), and worker well-being (burnout, job satisfaction, stress). Outcome measures included perception of child safety, changed parenting practices and satisfaction. A relationship was found between workers' perception of parent engagement and parents' perception of their own engagement, as well as between the perceptions that workers and parents had around their own respective engagement. Workers who were satisfied with service outcomes were significantly more engaged than those who were unsatisfied. Parents thinking that their children were safer as a result of intervention were significantly more engaged than parents who thought that their children were less safe. The strongest reason given by parents for positive change was being able to trust their worker (p < .001) and believing that their worker was knowledgeable about parenting (p < .01). Qualitative data suggested that parents valued experienced workers because they thought such workers could better understand their problems and how to deal with them. Correspondingly, workers felt that experience enabled them to better understand clients' problems and provide more effective support. No relationship was found between parent engagement and parental depression or stress, but the mean depression score for parents placed them at risk of clinical depression. There was a negative correlation between worker stress and engagement. The study demonstrates that engagement between clients and workers is related to positive outcomes (as reported by workers and parents) and supports the contention that promoting engagement is integral to a successful child protection intervention.  相似文献

Drawing on in-depth, semi-structured interviews with a sample of 24 child protection workers in the northeastern United States, we analyze how workers engage with non-citizen immigrant families. Confirming findings from previous scholarship on immigrants' fears when interacting with Child Protection Services (CPS), workers reported encountering different fear factors—the organizations, events, or people that instill fear in immigrant families. These included fear of deportation, fear of CPS workers as the people who remove children, and fear of CPS as a potentially repressive government agency. We also found that workers seek to minimize or leverage these fears in the engagement process—we refer to this process as fear management. Most of the workers interviewed seek to minimize immigrant families' fears, and we show that they employ four strategies to do so: providing knowledge, brokering services, doing dignity and status work, and learning culture.  相似文献

Despite a history of child welfare worker performance difficulty in the courtroom, there has been little documentation regarding specific training needs for worker courtroom practice skills. This study expands the literature on child welfare courtroom practice skills by documenting child welfare worker conduct via perspectives from courtroom attorneys and child welfare supervisors. Separate focus groups with child welfare attorneys and supervisors were held to ascertain best and concerning practices for child welfare workers in the courtroom. Focus group participants identified themes related to preparation, adversarial nature of court proceedings, testimony, reasonable efforts, appearance and mannerisms, esteem of workers, duality of worker roles, and support. Study results have implications for focusing and improving training and supervision.  相似文献

This study examined how child protective services (CPS) systems respond to initial and subsequent reports in the context of child maltreatment rereporting and to what extent CPS system factors are associated with the risk of rereporting after controlling for abuse type and child and family factors. This study followed 67,243 families who were reported to the CPS agencies in seven counties in Florida for child abuse and neglect over a period of 5.4 years and found that 14,218 families had one or more child maltreatment rereports. Key findings include that CPS system factors were significantly different from initial report to subsequent reports. Five CPS system factors, reporting source, contact by CPS workers, investigative level at intake, postinvestigation services, and duration ofCPS involvement were significantly associated with the risk of child maltreatment rereporting. Multivariate analyses found that CPS system factors were substantially different for three categories ofrereporting, unsubstantiated rereports, substantiated rereports, and recurrence reports. Interpretations and implications for practice are discussed.  相似文献

Maintaining a well trained pool of workers in public child welfare agencies continues to be an ongoing problem. Research suggests that it is critical that we continue to explore the factors associated with worker efficacy. Existing research has found that outcomes for families and children are affected by numerous individual and organizational characteristics including worker's perceived efficacy (Advancement of Social Work Research, 2005; Bernotavicz, 2007; Collier, 2007; Ellett, 2007; Government Accountability Office, 2003; Milner, 2003). This study describes public child welfare workers, and their perceptions of efficacy relative to multicultural awareness, knowledge and skills. Study outcomes have implications for worker training, supervision, and curriculum on child welfare.  相似文献

This paper reports a study that aims to increase the understanding of the relationship between workers and their child protection clients through the development of a client engagement model. A conceptual exploratory structural equation model (SEM) of caseworker skills, engagement and client outcomes is presented. Results indicate that including parents in the planning, not ignoring problems parent identify as important, not asking them to do something they would not find helpful, and locating appropriate services, leads to higher client engagement. Although not directly related, having workers return clients phone calls acted as mediator between other worker casework skills and client engagement. Client engagement was also influenced by satisfaction with the case outcome. Worker engagement was also influenced by whether they included parents in the planning, which in turn was influenced by worker experience. Workers who were kind and considerate were more likely to be engaged. Worker engagement predicted satisfaction with the case outcome and whether workers' believed families would contact the agency in the future. Lastly, client engagement predicted worker engagement although it is our belief that this is an iterative reciprocal process.  相似文献

Current child protective service policies encourage family preservation and reunification. Yet little is known about how mothers accused of child neglect experience being labeled neglectful or how this influences compliance with child protective services (CPS) service plans. This paper reports the results of a case study of mothers' perceptions of being labeled neglectful. Drawing on symbolic interactionist theories of identity, interviews with sixteen mothers and sixteen child protective service caseworkers, and content analysis of interview data obtained, this paper describes the strategies mothers employ to resist the stigma of being labeled a neglectful mother, strategies that ultimately put them at odds with child protection goals. Findings suggest that mothers' identity preservation and maintenance have powerful implications for CPS policy.  相似文献

In 2001 a young child, who was known to child protection agencies, was murdered by her stepfather. Following a recommendation of an inquiry into her death, a ministerial multidisciplinary review of child protection across Scotland was carried out. The review aimed to promote the reduction of abuse or neglect of children and to improve the services for children who experience abuse or neglect. It was carried out by a multidisciplinary team and the report made 16 recommendations. The review was informed by a series of sub‐projects. This paper describes one sub‐project that aimed to collect the views of children and young people who might have been abused but might not have had contact with child protection agencies. The study was carried out in conjunction with ChildLine Scotland. Call data for one year were made available for quantitative analysis. Qualitative analysis was carried out on the counsellors' notes on all calls relating to abuse and neglect taken during a 2‐week period. Children described signi?cant levels of abuse and neglect. Many had told no‐one of the abuse and in particular had not contacted child protection agencies. The paper considers the implications of the ?ndings for the child protection system. The research in child protection and in work with other involuntary clients suggests that the use of certain skills by child protection workers is likely to be related to positive client outcomes. In particular, effective practice involves: helping clients and client families to understand the role of the child protection worker; working through a problem‐solving process which focuses on the client's rather than the worker's definitions of problems; reinforcing the client's pro‐social expression and actions; making appropriate use of confrontation; and using these skills within a collaborative client/worker relationship. This study attempts to identify the extent to which child protection workers make use of these skills and how these skills relate to client outcomes. Data were sought through 50 interviews with child protection workers and 282 interviews with family members. The child protection workers provided information about 247 client families. It was clear that when workers used the skills, their clients had better outcomes—the workers believed their clients showed better progress, the clients were more satisfied with the outcomes and the cases were more likely to have been closed 16 months later. This study investigated factors that might be associated with the disrupted kinship care placements of abused and neglected children. Data were collected from face-to-face interviews of 130 kin caregivers who were randomly selected from lists provided by two child protection agencies and divided into four different outcome groups. Findings of the study revealed that characteristics of the children such as their health status, ages, and the extent to which they were getting into “trouble” were significantly associated with placement outcomes. The caregivers’ perceptions of the quality of relationships between themselves and the children in their care and the birth parents of those children were also associated with placement outcomes. Two other factors affecting outcomes were the frequency of contact between social workers and caregivers and the extent to which services plans were discussed. The paper examines the significance of our emotional life for validation, enrichment and guidance in everyday behavior. Child protection services (CPS) workers need to understand how emotions affect family dynamics and, in particular, parental behavior as a basis for their work with families. Moreover, in order for CPS workers to be aware of, and professionally responsive to, the importance of a family's emotions requires that they are comfortable with their own feelings. This means that they need to work in CPS agencies which recognize and support this practice orientation. The paper also addresses how the agency can influence CPS workers to become more knowledgeable and attuned to, not only the families' emotional lives, but also to their own.  相似文献

The overwhelming obstacles to effective CPS intervention created by increasing reports of abuse and neglect, funding shortfalls, and the lack of qualified workers have prompted national efforts to reform the public child welfare system in the United States. Organizations such as the American Public Welfare Association, the Children's Defense Fund, the Child Welfare League of America, and the National Association of Social Workers are currently working closely with other national organizations to develop legislative proposals that will enable child welfare agencies to be more responsive to the needs of children and families. A critical component of this reform is the need to recruit, train, and retain qualified and competent CPS workers. The four training programs described in this article are examples of innovative programs seeking to enhance service delivery by enhancing the knowledge and skills of their staff members. Although the four programs were developed in very different political and social climates and within diverse organizational structures, they all provide useful lessons in how to develop efficient and effective training for workers delivering protective services for children. Any national, state, or local efforts to design and develop new CPS training programs should take into account the significant strides made by these agencies.  相似文献

This study examined adolescent paternity through structured interviews with their social workers. It adds to the literature by exploring if there were young men involved with the child protection services (CPS) system who are fathers, identifying their unique needs, and beginning discussions on working with these young men. CPS social workers from six area offices and one juvenile detention facility completed surveys for each father on their caseload. A 3.5% rate of adolescent paternity was observed across these offices. Information about the nature of the young men's involvement with CPS, their involvement with their children, and their unique needs as fathers are provided. This paper also identifies some practice and policy implications for adolescent fathers and CPS charged with their care.  相似文献

Trauma-informed child welfare systems (CWSs) are the focus of several recent national and state initiatives. Since 2005 social work publications have focused on systemic and practice changes within CW which seek to identify and reduce trauma to children and families experiencing child maltreatment or other distressing events, as well as to the agency personnel working with these clients. Within the body of trauma-informed literature, little attention has been devoted specifically to the initial investigative response and its role in controlling for system induced trauma to the child, family, and caseworker. Training child protection services (CPS) workers on the impact of trauma in child maltreatment forensic investigations and the worker's role in anticipating and mitigating the effects of trauma during the investigative process is rarely addressed in the trauma-informed literature. This article reports on a training strategy to infuse trauma information into an existing forensic child maltreatment investigation curriculum with the goal of enhancing CPS caseworker's knowledge, skills, and values concerning the importance of viewing investigations and their associated tasks through a trauma lens.  相似文献

Involvement with child protective services (CPS) is common among families experiencing inadequate housing conditions. As with other issues of material deprivation, inadequate housing is an area where the distinction between neglect and poverty is difficult to ascertain, and the response of the child protection system to inadequately-housed families is largely understudied. This study uses a nationally representative sample of child protection investigations to explore the associations between two types of inadequate housing—doubling up and experiences of homelessness—and system outcomes. Specially, we identify that, after accounting for other risk factors, inadequate housing is significantly associated with the receipt of services, but not directly associated with either substantiation or case closure. Moreover, housing concerns may have a different association with case outcomes when interacted with other risk factors, specifically mental health and substance abuse, and domestic violence. Overall, results suggest that, while child protection workers do not view inadequate housing as neglect in and of itself, they do identify housing issues as a service need.  相似文献

In this article, I explore how emotions are displayed and dealt with on a communicative level in face-to-face encounters between social workers and parents in a child welfare setting. The analysis draws upon detailed analysis of a whole encounter between a social worker and a parental couple who have recently had their new-born daughter placed in foster care. By examining the way emotional stances are expressed and responded to I discuss how orientations toward institutional tasks and goals create constraints for the display, recognition and validation of clients’ emotion displays. I consider the communicative challenges this poses for the parents and the social worker and the implications these may have for the client–worker relationship.  相似文献

Although the primary aim of child protection services (CPS) is to ensure the well-being and safety of children, policy decision-makers and service providers are increasingly concerned about the potential harm children encounter when they witness the abuse of their caregivers. Researchers who have conducted reviews of child protection files in both Canada and the United States report that few cases in which intimate partner violence (IPV) is substantiated are referred for additional services. In this article, we question whether this response is appropriate. Through examining the results of a qualitative study with sixty-four women who experienced IPV and were thus involved in the child protection system, we have been able to analyze the impact of CPS practices on those women who received services and those who did not. Our findings suggest that CPS can be an important resource for women who experience IPV, but changes to current practices are necessary to ensure that services offered are beneficial.  相似文献

This qualitative study examines variability in practices surrounding Child Protective Services (CPS) investigations regarding the allegations of child maltreatment. Working under the auspices of a community-research collaboration with Department of Human Services officials, university researchers conducted a series of focus groups with CPS caseworkers in a state that was under court-ordered consent decree to improve child welfare investigations. Focus groups with caseworkers sought to better understand caseworkers' common investigative practices and their perceptions of best practices in conducting child welfare investigations. Two main areas were noted for improvement: (1) the need for ongoing training of CPS workers, particularly at the stage of initial intake of the allegations of maltreatment, and cross-training of police and hospital staff who regularly work with CPS, and (2) implementation of an improved risk assessment tool.
