Multicultural Meanings of Social Support among Immigrants and Refugees   总被引:1,自引:1,他引:0  
Canada continues to be a prominent immigrant and refugee‐receiving country in worldwide migration, resettlement, and search for refuge, yet there is a gap in our understanding of these newcomers’ views of the specific meanings of social support and their support needs and resources. The purpose of this study was to understand the meanings of social support for immigrants and refugees in Canada, and to explore the types and adequacy of formal supports. Individual interviews were conducted with 60 service providers and policymakers initially (Phase 1), and 120 immigrants and refugees (60 Chinese, 60 Somali) in the second phase. The implications of these findings were elicited in group interviews (Phase 3) of policy decision‐makers, advocates, service providers, and managers. This investigation revealed many interrelated challenges facing refugees and immigrants such as language difficulties, inadequate information on services, poor health, racism, needs for retraining, rejection of foreign qualifications, unemployment, social isolation, social insecurity, dwindling social networks, and family conflicts. The study also illuminated culturally and socio‐economically determined perceptions of social support and support‐seeking strategies. Limited personal resources and dwindling social networks are an impediment to coping with integration and settlement challenges. In many cases, newcomers’ efforts to seek help are thwarted by systemic obstacles. Newcomers experienced extensive unmet support needs, which service providers cannot adequately meet due to bureaucratic and resource constraints. Policies in various sectors that affect the lives of immigrants and refugees are inadequate for bridging their support deficiencies. These support gaps hinder the successful settlement and integration of newcomers. Policies and programs fostering culturally relevant support, and inter‐sectoral collaboration among organizations addressing the support needs of immigrants and refugees are timely.  相似文献

This article analyses aspects of the bureaucratie process of negotiating placement and social support by and for resettled refugees in Canada. Theoretical issues addressed include refugee resilience and effects of power structures on migrant networks. The article describes a qualitative study of underlying reasons for government‐assisted refugee secondary migration to Ontario. The study demonstrates that refugees seek social support by moving from initial settlement sites to join extended family and analyses how the resettlement bureaucracy, driven by political as well as humanitarian interests, attempts to control the process, in contradiction to refugees' preferences. The negotiation of placement and definitions of relevant social supports by bureaucrats and refugees are discussed. In conclusion, greater attention to refugee self‐determination is suggested to improve settlement outcomes.  相似文献

While the global number of resettled refugees rises annually, the summaries of research on refugee health needs in countries of asylum remain sparse. We conducted a systematic review of published research on refugee health in Canada in order to: (i) identify studies addressing health outcomes among refugees recently resettled in Canada; (ii) identify general trends in health research conducted in Canada among refugee populations; (iii) identify significant gaps in current knowledge of health‐related issues among refugees recently resettled in Canada; (iv) evaluate the quality and consistency of available information; (v) develop a summary of available research results; and (vi) identify priorities for future research. A search of several major citation indices resulted in the analysis of 196 research reports after reviewing more than 5,000 articles. This review is timely, systematic and inclusive; furthermore, potential biases in methodology are clearly assessed. The results indicate an immediate need to address specific gaps in health knowledge for refugee populations and lead us to draw five primary conclusions. First, mental health outcomes dominate the research landscape. Second, cross‐sectional studies are most commonly the study design of choice. Third, studies examining some aspect of health among refugees from Asia dominate the literature. Fourth, there is a notable lack of information on cardiovascular diseases and its antecedents. Fifth, indications show that screenings for pre‐existing conditions are biased towards communicable diseases. These findings have implications for health monitoring, evaluation and policy affecting the health of refugees resettled in Canada and elsewhere.  相似文献

In the 1990s many mixed marriage refugees from what was Yugoslavia settled in Perth, Australia. A mixed marriage is one where the parties have different ethnicities. Using multiple‐case, conversational interviews, the experiences of 12 of these refugees were explored. The processes of acculturation and adaptation, the development of social support networks and community, and their ethnic identity and ethnicity, were discussed and analysed within both the sociopolitical context of the conflict in what was Yugoslavia, and their subsequent migration. The initial settlement programmes and supports to the refugees and provided by Australia's government and community groups were also analysed. The results illustrated the diversity of experiences of the participants as well as shared experiences resulting from their being in a mixed marriage. In summary, the results suggest that settlement is stressful for the refugees, that community‐based settlement programmes provide more positive settlement experiences than government programmes, and that people in mixed marriages experience particular stresses related to the political context in the former Yugoslavia, including a history of alienation and persecution. Theoretically the results indicate that the participants are moving towards an acculturation outcome of biculturalism. The complex nature of their ethnic identity and ethnicity is also discussed.  相似文献

This article studies the extent to which educational services and schooling outcomes of local children are influenced by the presence of a refugee camp in or near their community. Investigating Congolese refugees in Rwanda and relying on a mixed‐method approach, we examine schooling rates and access to school‐based feeding programmes in communities closer to and further away from three refugee camps. We conduct cohort analyses to compare the schooling outcomes of Rwandans residing at different distances from each of these camps. Our results highlight that children residing closer to the camps have better schooling outcomes and that locals residing closer to the camps have mostly positive views regarding the effects of refugees on local education. These results contribute to the literature on the effects of refugees on host communities and inform policy debates on how refugees need not be a “burden” if a long‐term vision shapes educational investments.  相似文献

ABSTRACT

Reflecting a world-wide trend toward avoidance of institutionahzation and the fostering of aging in place in the community, a range of housing alternatives has been developed for older persons in Canada. This paper examines: (1) current patterns of housing and living arrangements of older Canadians; (2) philosophies that have dominated policy and production of housing for seniors for the last 30 years; and (3) seniors' preferences and utilization rates of various options. Data sources include the 1991 census and two cross-Canada studies, one urban and one rural, in which seniors were asked about their housing and related support service needs, usage patterns and preferences. The paper concludes with a discussion of emerging trends blending shelter and services and of policy gaps that need to be addressed in meeting the future housing needs of older Canadians.  相似文献

Drawing from a local sample of 1822 7th and 8th grade students, this study used Latent Class Analysis (LCA) and Latent Class Regression Analysis (LCRA) to identify sub-population profiles and risk factors for school bullying. Four sub-population profiles of school bullying risk were yielded from this approach. These profiles included students who presented little need for formal services as well as students who manifested needs for wrap-around support. Importantly, additional regression analyses related student membership in particular risk profile groups to the support they receive from peers, teachers, and parents. Several significant practice implications for bullying prevention and Response-to-Intervention (RTI) frameworks accompany the findings. Above all, school bullying interventions should be implemented with prudence because even the best intended ones carry the potential for harm.  相似文献

How can countries balance demands for national security while remaining committed to humanitarian protection? In 2016, the United States and European Union agreed to resettle significant numbers of refugees. Some politicians, including President Trump, argued that refugees are a security threat, even though there are few refugees connected to terrorism. This article investigates how the United States and Sweden screened for terrorism with Iraqi asylum seekers from 2003‐2013, in order to discover how states balance protection and security. This study finds significant policy convergence in three areas (security checks and databases, interagency cooperation, and safety valve programmes), but retains different definitions of terrorism. Policy convergence was driven by international law, UNHCR guidance notes, and international conferences. The study concludes by discussing the policy implications for “extreme vetting” and the use of future safety valve programmes.

Policy Implications

  • From 2003‐2013, both the US and Sweden added new security checks, databases, and interagency cooperation. One lesson is that in response to perceived security threats, states often add new layers of bureaucracy and technologies, resulting in slower, more burdensome processes.
  • To overcome these barriers, both the US and Sweden created safety value immigration programmes to relieve the pressure from overwhelming demand from Iraqi asylum‐seekers. Policymakers should consider the strategic use of safety valve programmes to speed up processing, allocate additional resources, and provide temporary protection without revising the wider immigration systems.

Levels of father participation in parenting interventions are often very low, yet little is known about the factors which influence father engagement. We aimed to qualitatively explore perceived barriers to, and preferences for, parenting interventions in a community sample of fathers. Forty‐one fathers across nine focus groups were interviewed using a semi‐structured interview. Data were analysed using inductive thematic analysis. Key barriers to father participation identified included: the perception that interventions are mother‐focused; beliefs about gender roles regarding parenting and help‐seeking; mothers’ role as ‘gatekeeper’; lack of knowledge and awareness of parenting interventions; and lack of relevance of interventions. Fathers reported preferences for specific content and intervention features, facilitator characteristics, practical factors, and highlighted the need for father‐targeted recruitment and advertising. Many of the barriers and preferences identified are consistent with previous research; however, fathers’ beliefs and attitudes around gender roles and help‐seeking, as well as the perception that interventions are predominantly mother‐focused, may be key barriers for community fathers. Strategies to overcome these barriers and better meet the needs of fathers in promoting and delivering parenting interventions are discussed.  相似文献

Often, newly resettled refugees continue to face obstacles to acculturation long after initial resettlement. Findings from interviews with Karen refugees from Burma suggest that recently resettled refugees experience major obstacles in locating and accessing employment and health care due to language and transportation barriers. Interviewees expressed a need for assistance in learning English and help with transportation, job skills, and financial planning. Results of this needs assessment indicate that many of the basic needs of refugees are not being met following the initial relocation period, and significant efforts are needed to achieve social justice for this vulnerable population.  相似文献

This paper explores the attitudes to work and experiences seeking employment of professionally qualified refugees enrolled on a course to enhance their employability skills in Leeds, United Kingdom (UK). We analyse the results within the framework of conceptual models describing the transition of refugees into employment (which are essentially linear) and those that categorize refugees according to their resettlement styles based on their social features and the host society's response. Our data reinforce that these people are (initially at least) highly motivated to work, strongly identify with their profession and suffer considerable loss of self‐esteem as they are unable to secure appropriate employment. Attitudes to securing employment were often related to their length of time in the UK. Recent arrivals were more positive about returning to their profession, even if this meant retraining, developing skills and time spent in alternative employment. Many of those here for longer were resigned to retraining, and the worst cases felt despair and feelings of betrayal. Our work showed that many had poor job search strategies and a lack of knowledge of the culture and norms of their chosen profession. We argue that the generic support of statutory employment services or the voluntary sector is inappropriate and that there is a role for professional bodies to be more active in their engagement with these groups of people. The results suggest that conceptual models need to be more nuanced to capture the experiences of these refugees: attitudes to work can cycle from optimism to disillusionment, so a linear model will not capture the full complexity, and we also found evidence of shifting among categories of resettlement styles.  相似文献

In Canada, there is a lack of research on gambling among the older adults from ethnic minority groups, especially the older Chinese. In this study, two research questions were used to examine gambling among the older Chinese: (1) What is the pattern of gambling among the older Chinese in Canada? (2) What are the predictors associated with gambling among the older Chinese in Canada? The data for this study were collected as part of a multi-site study on health and well-being of 2272 older Chinese in Canada. Four main questions related to gambling were used in this study. Among the 2257 participants who answered the questions on gambling, 26.6% of them reported that they gambled. Results of the hierarchical logistic regression analysis showed that being male, having lived in Canada longer, having a higher level of social support, having more service barriers, and having a stronger level of Chinese ethnic identity would increase the probability for an older Chinese to participate in gambling. Conversely, having a post-secondary and above level of education and having a higher level of life satisfaction would reduce one’s probability of gambling. Although city of residency was also significant in predicting gambling, further analysis showed that its effect was actually caused by other factors including services barriers, social support, life satisfaction, Chinese ethnic identity, and education.  相似文献

The significant increase in the number of refugees entering the European Union and the low employment rates among them remain pressing issues across Europe. While previous research has mainly focused on refugee integration prospects from the policymakers’ point of view, we shift the analytical focus to how refugees perceive the introduction programme experience, examining the case of Syrian refugees to Sweden. Drawing upon semi‐structured interviews with Syrian refugees, our results suggest that the quality of language training, the complexity of the validation process for educational qualifications and the lengthy administrative procedures are perceived as important barriers hindering the access of refugees to the Swedish labour market. These barriers are differently perceived, especially by those with differing levels of education. This highlights the utility of an intersectional approach, and the continued need to explore the diversity of migrant experiences when assessing integration policies and programmes.  相似文献

This paper examines linkages between women’s experiences in accessing information, services and public policy relating to income support in Canada and the UK. Drawing on narrative interviews, the author finds mothers with disabilities are often embedded in complex relations of care, experiencing both embodied and social barriers. Additionally, by employing critical discourse analysis, it is clear that policy in both contexts is written not only inaccessibly and confusingly, but is directed toward an able‐bodied, independent, resource‐rich ideal citizen. Thus, policy in both contexts is disabling and pathologizing. There are differences in resources that are written into the policy and available through the UK network of Citizen’s Advice Bureaus that would indicate that the UK offers a breadth of services and avenues for advocacy that are unavailable in Canada. Further, the Canadian policy appears to be more adversarial and surveillance‐based than the UK policy.  相似文献

Canada is providing a new home to refugees from around the globe, who have left their countries of origin because of persecution and are seeking safety elsewhere. These families bring with them myriad stresses arising from their migration. Child refugees, in particular, have special needs that must be considered--trauma from witnessing violent crimes, language difficulties, family disruption, and adjustment to a different culture--in addition to the challenges that accompany childhood and growing up.  相似文献

In Canada, newcomers are often faced with many challenges when integrating into the labour market. This study examined the labour market integration experiences of newcomers in Regina, Saskatchewan. Data were collected using a structured survey which was made available in several languages. A total of 305 (n = 305) newcomers participated in this study. It was found that length of stay in Regina, level of education, having children and lack of access to transportation had a strong relationship with newcomers' labour market integration (p < 0.01). Specific barriers that were found to affect newcomers included language, access to a vehicle, lack of Canadian work experience and Canadian credentials. These challenges have substantial implications for the well-being of newcomers and their contribution to the Canadian economy. It is recommended that resettlement agencies develop informed strategies and programmes that target these barriers to enhance the economic integration of newcomers in smaller cities in Canada.  相似文献

Based on a large‐scale survey of Swedish firms, the authors identify significant heterogeneity in their attitudes towards refugee hiring, job performance, wage setting and discrimination, though experience of employing refugees reduces negative attitudes. Firms’ reasons for discontinuing their employment of refugees are not related to discrimination by staff or customers, but rather to refugees’ suboptimal job performance. While the majority of firms do not regard the collectively agreed minimum wages as an important obstacle to the hiring of refugees, firms with a large share of refugees on the payroll report that reducing those wage rates would enhance employment substantially.  相似文献

ABSTRACT

Engagement of individuals with serious mental illnesses in community mental health services is a significant challenge. The Program of Assertive Community Treatment (PACT) is an individual-centered and self-contained mental health program that provides psychiatric treatment, rehabilitation, and support services to persons with serious mental illness who have a history of or likelihood of disengagement with services. Understanding what helps and hinders consumers’ involvement in PACT services may provide information on how to tailor engagement strategies to individuals based on their treatment needs and preferences. The current study builds on existing studies by exploring factors that help and hinder engagement in PACT services from the perspectives of individuals receiving treatment. We conducted open-ended, semi-structured interviews with 17 individuals receiving PACT services. Nine themes were identified through thematic analysis: Desirable qualities of PACT, Focusing on positive outcomes, PACT as a safety net, Recovery orientation, Practical barriers, Conflictual relationships, and Medication side-effects. We conclude that the development of a trusting, therapeutic relationship that is collaborative and person-centered and that is facilitated by both practical and emotional support is critical to engaging individuals in treatment and maximizing positive outcomes.  相似文献
