We examine the impact of discrimination on labor market performance when workers are subject to a risk of losing skills during an unemployment experience. Within a search and matching framework, we show that both natives and immigrants are affected by discrimination. Discrimination in one sector has positive spillovers, inducing employment to increase in the other sector and the effect on labor market performance therefore depends on whether discrimination is present in only one sector or in both. Discrimination may induce workers to train more or less than natives after having lost their skills, dependent upon in which sector there is discrimination. This article presents a new rationale for imposing restrictions on child labor. In a standard overlapping generation model where parental altruism results in transfers that children allocate to consumption and education, the Nash‐Cournot equilibrium results in suboptimal levels of parental transfers and does not maximize the average level of utility of currently living agents. A ban on child labor decreases children's income and generates an increase in parental transfers bringing their levels closer to the optimum, raising children's welfare as well as average welfare in the short run and in the long run. Moreover, the inability to work allows children to allocate more time to education, and it leads to an increase in human capital. Besides, to increase transfers, parents decrease savings and hence physical capital accumulation. When prices are flexible, these effects diminish the positive welfare impact of the ban on child labor. (JEL D91, E21)  相似文献

Children who live with or near a parent provide more care and receive more help from parents than geographically distant children. Stepfamily ties may be weaker than ties between biological kin, but little is known about the geographic proximity of step‐ versus biological kin. The authors used data from the Health and Retirement Study (N = 13,239 mothers and 45,675 biological and stepchildren) to show that stepchildren and stepmothers are less likely to live together, less likely to live nearby, and less likely to move closer than biological children and mothers. When mothers have only stepchildren, they are less likely to have a coresident child or a child nearby than mothers with both step‐ and biological children. Coresidence and geographic proximity are lower in stepfamilies formed after divorce than after widowhood. The findings are consistent with a legacy of conflict and strain and the likely competing needs of biological and stepmothers.  相似文献

This study examines whether informal sector jobs are a source of training for young less‐educated workers. Controlling for worker and job characteristics, it is found that, in the early years of workers' careers in Mexico, wage growth in the informal sector is higher than in the formal sector. This result is consistent with general human capital investment on‐the‐job if the informal labor market is more competitive than the formal labor market due to frictions generated by labor regulations. In the 1980s and 1990s, many states and districts began to provide funding for prekindergarten (PK) programs for the first time. This paper takes advantage of the staggered timing in program funding to investigate the effect that increased availability of PK programs has on the labor supply of mothers with 4‐year‐olds. I find that mothers with a 4‐year‐old and no younger children were significantly more likely to be in the labor force and employed once PK became available. Mothers with a 4‐year‐old and other younger children were also significantly more likely to be in the labor force and employed. (JEL I20, J01, J20)  相似文献

This paper investigates the long‐term effects of conditional cash transfers on school attainment and child labor. To this end, we construct a dynamic heterogeneous agent model, calibrate it with Brazilian data, and introduce a policy similar to the Brazilian Bolsa Família. Our results suggest that this type of policy has a very strong impact on educational outcomes, sharply increasing primary school completion. The conditional transfer is also able to reduce the share of working children from 22% to 17%. We then compute the transition to the new steady state and show that the program actually increases child labor over the short run, because the transfer is not enough to completely cover the schooling costs, so children have to work to be able to comply with the program's schooling eligibility requirement. This article analyzes the effects of child adoption on the utilization of assisted reproductive technology (ART) in the United States. Using state‐level longitudinal data for 1999–2006, we show that ART use is responsive to changes in adoption markets. After controlling for state‐specific fixed effects, our estimates reveal that a 10% increase in adoptions leads to a 1.3%–1.5% decrease in the number of ART cycles performed. The responsiveness is higher when we consider infant adoptions, adoptions by older women, and international adoptions, while there is no substitutability between ART and adoption of related children. We use the Philadelphia Survey of Child Care and Work to model the effect of child‐care subsidies and other ecological demands and resources on the work hour, shift, and overtime problems of 191 low‐income urban mothers. Comparing subsidy applicants who do and do not receive cash payments for child care, we find that mothers who receive subsidies are 21% less likely to experience at least one work hour–related problem on the job. Our results suggest that child‐care subsidies do more than allow women to enter the labor force. Subsidies help make it easier for mothers in low‐wage labor both to comply with employer demands for additional work hours and to earn the needed wages that accompany them.  相似文献

Women's labor force participation has increased sharply over the last two decades, particularly for married women with young children. This suggests women are spending less time out of the labor force for child bearing and rearing. Using the detailed information available in the NLSY, I explore women s decisions to return to work within one year of their first child's birth, focusing on the effect of child care costs. Consistent with economic theory, women facing lower child care costs are more likely to return to work as are women with higher potential wages and lower family income from other sources . Using 2000 U.S. Census data we illustrate the importance of accounting for household specialization in lesbian couples when examining labor supply differences between heterosexual married and partnered lesbian women. Specifically, we find the labor supply gap is substantially larger between married women and partnered lesbian women who specialize in market production (primary earners) than between married women and partnered lesbian women who specialize in household production (secondary earners). Applying a semi‐parametric decomposition approach we show that controlling for children significantly reduces the gap between married women and secondary lesbian earners both in terms of the decision to remain attached to the labor market (the extensive margin) and annual hours of work conditional on working (the intensive margin). Further, the effect of controlling for children primarily reduces the percentage of secondary lesbian earners working extremely high annual hours. (JEL J15, J16, J22)  相似文献

This paper theoretically analyzes a situation wherein adults’ decisions on child labor are affected not only by materialistic utility but also by a social norm against child labor. The adult thus faces a tradeoff; on the one hand, household income rises if she sends her child to work. On the other hand, the adult suffers disutility from violating the social norm in so doing. We also suppose that the extent of disutility falls as more other adults have their children work. We then explore how the total amount of child labor in an economy changes as adults’ labor efficiencies rise or become more unequal. Our analysis reveals that a more equal distribution or rises in adults’ labor efficiency help decrease child labor only under certain conditions.  相似文献

Abstract

In labor supply theory, marriage can be one of the obstacles making it less likely for a woman to participate in the labor market. However, the relationship between marriage and a female’s working outside the home can vary according to a country’s stage of economic development. This paper therefore aims to investigate the impact of marital status on labor force participation of women in developing countries by using Thailand as a case study. Using sex ratios at the provincial level as an instrumental variable for marital status gives different results from previous empirical research focusing on developed countries. Married women in a developing country like Thailand are more likely to participate in the labor market and work more hours than are unmarried women, especially those who are younger, less educated, not household heads, and with fewer family members to care for. Therefore, policy recommendations for developing countries should aim to support those young and less educated married (and poor) female workers by including extended maternity leave, flexibility of working hours, and establishment of childcare facilities in the workplace, including child allowances for married women who have children.  相似文献

Drawing on interviews with 1,535 children (aged 8–14 years) in urban Nigeria, this study introduces two new measures of child labor—child's ownership of business and control over earnings—to supplement the conventional use of a child's hours of work and to create a wider understanding of child labor. It examines the causes of child labor and how these measures vary by parental socioeconomic status. Study of this relationship is important for a deeper understanding of the varying patterns of child labor, as well as for clarifying the cultural and economic socialization of children. Our findings show that children of parents with higher socioeconomic status are more likely to own businesses rather than assist parents. These children are also more likely to keep and spend their work earnings. Our results also offer strong support of the poverty hypothesis and the socialization theory, which are often used to explain child labor in developing societies. Furthermore, our results indicate that children of parents with higher levels of socioeconomic status work fewer hours. These findings have implications for regulating child labor and for alleviating its consequences.  相似文献

This study uses data on 2,494 new fathers from the Fragile Families Study to analyze why and how the arrival of a new child may influence fathers’ well‐being and social participation. Our regression results indicate that changes in commitments to fathering are positively associated with changes in well‐being, religious participation, and hours in paid labor. The one exception is that increases in fathers’ engagement activities with their new child are negatively associated with changes in their hours in paid labor. The findings suggest that increases in commitments to fathering after the arrival of a new child are generally beneficial for fathers. In addition, greater commitments to fathering seem likely to benefit mothers, children, and society at large.  相似文献

In the context of the debate on the labor‐market consequences of globalization, we adopt an original approach toward the identification of the wage differences between foreign and domestic firms: worker mobility. Using matched employer‐employee panel data for Portugal, we consider virtually all spells of interfirm mobility over a period of 10 yr. We find that foreign firms offer significantly more generous wage policies, although there is also a (smaller) selection effect. The results are robust to the consideration of displaced workers, wage growth differences in the new firms, and different subsets of workers. (JEL J31, J63, F23)  相似文献

Research on the division of household labor has typically examined the role of time availability, relative resources, and gender ideology. We explore the gendered meaning of domestic work by examining the role of men's and women's attitudes toward household labor. Using data from the Dutch Time Competition Survey (N = 732), we find that women have more favorable attitudes toward cleaning, cooking, and child care than do men: Women enjoy it more, set higher standards for it, and feel more responsible for it. Furthermore, women's favorable and men's unfavorable attitudes are associated with women's greater contribution to household labor. Effects are stronger for housework than child care, own attitudes matter more than partner's, and men's attitudes are more influential than women's.  相似文献

Using a purposive non-probability sample (N?=?415) of primarily upper-middle class, married White Democratic women, this study explores support for government regulation, funding, and provision of child care and the factors and context that may shape their beliefs. Although some respondents held reservations about government involvement, over 80% indicated that government should play a role in regulating care for children in all age categories (0–3, 4–5, and 6–12). Eighty-nine percent supported some form of government financial support for child care, and 58% and 61% saw a role for provision of child care for children age 0–5 and 6–12, respectively. Both regression analyses and qualitative responses indicated that support for a government role in child care was influenced by parents’ own difficulties finding affordable and sufficiently comprehensive care, and the number of children they had. We provide recommendations for how best to target these groups of parents to support child care advocacy campaigns, tapping into their own struggles as a source of empathy for others as well as an impetus to shift toward a more universal notion of government support for child care.  相似文献

The effect of biological motherhood on parents' transition to parenthood and their division of labor is a much contested issue. This paper explores the impact of biological motherhood in a unique context—lesbian parenthood—where biological requirements can be analytically separated from gender effects. The analysis is based on a study of 25 middle-class lesbian couples' transition to parenthood and their division of labor. Each couple had at least one biological child under the age of six and all children were born within the context of the couples' relationship. I conducted in-depth interviews with each partner and all participants filled out a short questionnaire. The distinction between the biological and non-biological mother affected couples in three domains of motherhood: public, relational, and personal motherhood. Comothers countered public ignorance, social and legal invisibility, and the lack of biological connection to the child by sharing primary childcare and establishing a distinct parenting role within the family. The participants employed various models of the division of labor to provide one full-time mother for as long as economically possible. Desire to be with the child, economic considerations, and strong commitments to equality and shared motherhood rather than biological requirements informed decisions about leave strategies and long-term paid work arrangements. Time/availability proved to be the best predictor of involvement in family work. Conflicts erupted whenever one partner perceived the other as not doing her fair share of domestic work.  相似文献

Utilizing the 2003 and 2004 American Time Use Survey (ATUS), this study examines the relationship between family structure and maternal time with children among 4,309 married mothers and 1,821 single mothers with children less than 13 years of age. Single mothers spend less time with their children than married mothers, though the differences are not large. Marital status and living arrangement differences in time with children largely disappear or single mothers engage in more child care than married mothers after controls for socioeconomic status and other characteristics are introduced. Thus, less maternal time with children appears to be mainly attributable to the disadvantaged social structural location of single mothers rather than different proclivities toward mothering between married and single mothers.  相似文献

We ask how the paid work of Canadian married mothers and fathers is affected when a child has a physical/mental condition or health problem that leads to restrictions in daily activities. Using the Statistics Canada National Longitudinal Survey of Children and Youth, we find that married mothers of children with disabilities are less likely to engage in paid work and/or work fewer paid hours per week. No statistically significant changes in paid work participation or hours are apparent for fathers of the same children. We find, moreover, evidence that the degree of specialization within families increases when there is a child with a disability. These responses are consistent with traditional gender roles within families, and may make sense as a ‘household’ coping strategy. However, such a division of labor may generate economic vulnerability for mothers compared to fathers.  相似文献
