ABSTRACT

This article responds to calls for more comparative historical studies in public relations history across nations and cultures with a comparative analysis of the propaganda operations of Islamic State with the Nazi Party. This comparative historical approach aims to reduce the uncertainty associated with extremist terrorism and bring a historic-communicative perspective to an organization that politicians and commentators arguably overestimate in what has been described as the “epistemological crisis” of Western counterterrorism. This investigation attempts a methodological expansion of public relations historiography by applying the theoretical approach of historical institutionalism as basis for comparison between the two institutions alongside conventional content and artefact analysis. The project identifies ten parallels in propaganda and concludes that some of these commonalities – including a focus on engaging and recruiting young people, for example – can provide historically-derived guidance on counter terrorism responses in the communicative sphere.  相似文献

Marriage equality has exposed how the institution of marriage is changing, but less attention has been given to how informal institutions around heterosexual marriage rituals are affected by a growing demand for gender equality. By applying institutional theory and feminist institutionalism to the context of women proposing to their male partners, this paper observes how shifts in gender norms change heteronormative institutions. Drawing from interviews with women who proposed to men and a virtual ethnography, we describe how reverse proposals can set precedence for emulation of practices or mimetic isomorphism. We therewith contribute to institutional theory in threefold ways. First, we describe how mimetic isomorphism introduces new standards and norms into a highly traditional institution. Second, we show how this integration of new standards and norms serves this patriarchal institution to remain relevant and appear progressive. Finally, we contend that this tension of joining a patriarchal institution but doing so in a subversive manner represents a double bind for women who are encouraged by society to formalize their heteronormative relationships through marriage and yet chastised for initiating this themselves.  相似文献

In recent years, both academic and policy making circles in the UK have shown a growing interest in the potential uses of information and communication technologies (ICTs) in the delivery of government services. Much of the academic literature has been centred around the concept of 'informatization', and it has been suggested that the new technologies are transforming public services. Key theorists in the field of Public Administration have argued that informatization is one of a number of major trends likely to shape public services in the twenty-first century. However, the dominant theoretical approaches within public administration- those rooted in political sciencesuggest that inertia and stability are the norm in the public sector; clearly there is something of a contradiction between these two broad approaches. This paper outlines three political science perspectives that might be used in analysing informatization: the policy networks approach, rational choice and the new institutionalism. Evidence is then drawn from the social security, health care and social care sectors of the British public sector and related to the political science frameworks in order to examine their utility. Not only do these frameworks rightly highlight the incremental nature of change, but they also help to explain important variations in ICT use across the three policy sectors. It is concluded that combining the study of informatization and political science offers a fruitful avenue for future research.  相似文献

This paper makes a case for sociological institutionalism, particularly its Veblenian variant or connection. This is attempted against a background of the surge of renewed interest in analyzing institutions within modern social science, especially economics and sociology. This is indicated by the emergence of the new institutional economics as the (modified) neoclassical approach to institutions and the revival of economic sociology with its conception of the institutional embeddedness of the economy, respectively. Still, many pertinent differences between economic and sociological institutionalism are overlooked or minimized in the current literature. By exploring such differences, the paper helps span a gap in the literature in which comparative analyses of economic and sociological approaches to institutions are rare.  相似文献

Institutions regulate social life through formal rules and sanctions. These are distinguished from another source of social regulation, the informal incentives and constraints inherent in cultural currents and customary practices. Informal practices may be based not simply on cultural forces, though, but expectations regularised by informal rules and sanctions, which may operate as informal institutions. One approach holds that informal institutions arise out of formal institutional voids. Another holds that informal institutions operate in response to situations in which formal institutions frustrate the interests of individuals and groups who engage informal institutions to augment, compromise, or subvert formal institutions. After developing the concept of informal institution, the article goes on to indicate how an informal relationship pervasive in modern China, guanxi, may be understood as an informal institution. It is shown that by drawing on the case of guanxi the scope of the concept informal institution can be extended and also that our understanding of guanxi is enriched when the concept of informal institution is applied to its analysis.  相似文献

Humour is becoming an increasingly prevalent topic in organization studies. On the one hand, humour is said to enable workers to undermine management control; on the other hand, humour is said to provide managers with a resource for ensuring compliance with corporate objectives. This paper seeks to challenge the duality found in the literature between rebellious and disciplinary forms of humour by examining the meaning and significance of laughter in organizations. Following Bergson, it will be argued that laughter serves to rectify overly rigid behaviour that has temporarily disrupted the natural elasticity of life. This will serve to attune us to the way in which laughter – whether it is directed at a dominant group or a marginalized group – plays a socially normative role in organizations through processes of ridicule and embarrassment.  相似文献

An “inhabited” approach to the study of institutions examines how organizational actors produce locally distinctive meaning in response to similar institutional forces. Adopting inhabited institutionalism to the study of campus sexual life, this study draws on interviews with 54 undergraduate women at two four‐year universities in the United States—Ivy U and State U—to show campus cultures unique to a university inform women's decisions to engage in hookups and/or relationships. For women attending Ivy U, an elite institution where pressure to succeed is palpable, both hookups and long‐distance relationships alike are posited as advantageous for the time‐crunched, preprofessional student. At State U, a public school with a party reputation, women explain their engagement in hookups as part of the “fun” of college life, while women seeking or involved in committed relationships are obligated to negotiate the effects of the party culture in their partnerships. This study challenges the notion of a monolithic sexual culture across university settings by showing how campus cultures cultivated at the local level create unique organizational conditions within which undergraduate women forge and explain their engagement in hookups and relationships alike.  相似文献

This paper traces the changing political/cultural formations of publicness in Britain, and how these intersect with emerging strategies for governing the social. It draws on three sets of discursive oppositions or elisions – those of public/community; community/bureaucracy; and public/social – to trace successive struggles over the fortunes of a public institution that, I argue, stands as an icon of the public sphere – the public library service. The account illuminates how notions of publics and publicness have been made and remade, expanded and residualized, by state professionals in Britain over the last 50 years as they struggled with the incursions of ‘new’ publics as well as seeking to mediate the impact of the Thatcher years and Blair governments. But rather than reading the decline of the public library service in Britain as just another example of neo-liberal governance, the paper argues for an approach that pays attention to the specificity of institutional histories and to the organizational and occupational forces that produce and mediate cultural change.  相似文献

This review essay illustrates a turn in Western development agency thinking in two recent publications intended for development agencies and African “reformers,” by authors with long careers in Western development institutions. Both publications explicitly reject – at least for the short to medium term – a comprehensive “good governance” approach to development. Subsequently, a publication entitled Violence and Social Orders, authored by three American scholars with an interest in the role of institutions in historical change, is reviewed since it is a crucial influence in the consolidation of this turn in thinking. This new Western approach is more restrained in its ambition to introduce new governance institutions in the developing world. This implies that it is prepared to tolerate what it considers to be imperfections in both the state and the market, viewing these as a second best result (in the short to medium term) in exchange for greater chances of realising positive development outcomes over the long term.  相似文献

Trust is a fundamental condition for a fair and cooperative society. But what if trust collapses? This article is interested in the disrupting effects a further erosion or even collapse of trust could have for European Union (EU) policies and institutions. It is argued that a breakdown of trust could create serious risks, but also opportunities, and is therefore an important factor that the EU must consider when designing its future policies and strategies. To this end – by using a forward-looking and trend impact analysis approach – the article provides insights and options on how strategic political responses for the EU could look like to turn the trend around and again enhance trust in the European project. Empirically, it addresses issue and policy areas such as trust in political systems, justice, science, economic regulation, cyberspace, surveillance as well as ethnic and religious diversity.  相似文献

Recent decades have witnessed the rise, across a wide range of countries, of political institutions designed to promote gender equality and women’s political representation. Existing studies have shown how international diffusion processes have contributed to the adoption of two kinds of such institutions – gender mainstreaming and gender quotas. Mounting evidence suggests that institutional reforms within legislatures constitute the latest wave of gendered institutional reform. This article identifies and explains trends in the adoption of one kind of gender-focused parliamentary institution – women’s legislative caucuses (WLCs). We use a discrete time duration model to assess the effect of several factors on WLC establishment. While there is theoretical room to expect diffusion, structural and institutional variables to affect the likelihood of caucus adoption, we find the strongest empirical support for diffusion and institutional factors. A parliament’s likelihood of adopting a WLC rises when sub-regional peers have created WLCs, when women’s international non-governmental organizations are active in the country and when the country has implemented a gender quota. Understanding the factors that affect the adoption of gender-focused parliamentary institutions is critically important, we argue, since such bodies provide space to confront masculinized institutionalized rules and norms.  相似文献

This article advances the scholarship on inhabited institutions with analysis of the professional socialization of new teachers. My findings show that incoming teachers develop a perspective I call an “injunction to adapt” to prospective classroom contingencies, and define this as fundamental to effective teaching. Teacher candidates become primed to perform prospective work in ways that are tightly‐coupled with institutional mandates of public schools in some ways, and loosely‐coupled with them in others. I argue that attention to professional socialization highlights the ways that people's sense‐making can be prospective and anticipatory as well as ongoing and retrospective. Furthermore, I argue that analyzing professional socialization as a process of “interpretive reproduction” offers fruitful opportunity to wed the key strengths of symbolic interactionism with new institutionalism, as it reveals ways in which interaction and sense‐making can serve to reproduce and maintain the legitimacy of institutional logics while also serving as a source of individual creativity.  相似文献

Organized around a very dense set of public institutions, the theater world in the former German Democratic Republic has undergone major changes since reunification. New organizational models have come into being, often imported from West Germany, that jeopardize the foundations of theater practices in the East. In East Germany, people working in theater were strongly protected: homogeneous training, lifetime employment, the stability of forms of artistic cooperation, etc. Since reunification, a new division of labor and a new human resource management have been imposed in public theaters. The profession’s rules are changing as the itineraries of theater people are being individualized. The diversification of the theater world makes public institutions fragile. On the basis of field work in Saxony, questions are raised about how public theaters are being recomposed in the East. Attention is paid to individual and collective movements and to the movements of organizations.  相似文献

Organizational sociologists often treat institutions as macro cultural logics, representations, and schemata, with less consideration for how institutions are ”inhabited“ (Scully and Creed, 1997) by people doing things together. As such, this article uses a symbolic interactionist rereading of Gouldner’s classic study Patterns of Industrial Bureaucracy as a lever to expand the boundaries of institutionalism to encompass a richer understanding of action, interaction, and meaning. Fifty years after its publication, Gouldner’s study still speaks to us, though in ways we (and he) may not have anticipated five decades ago. The rich field observations in Patterns remind us that institutions such as bureaucracy are inhabited by people and their interactions, and the book provides an opportunity for intellectual renewal. Instead of treating contemporary institutionalism and symbolic interaction as antagonistic, we treat them as complementary components of an “inhabited institutions approach” that focuses on local and extra–local embeddedness, local and extra-local meaning, and a skeptical, inquiring attitude. This approach yields a doubly constructed view: On the one hand, institutions provide the raw materials and guidelines for social interactions (“construct interactions”), and on the other hand, the meanings of institutions are constructed and propelled forward by social interactions. Institutions are not inert categories of meaning; rather they are populated with people whose social interactions suffuse institutions with local force and significance.  相似文献

The mass arrival of Syrian refugees and their continuing presence have triggered many new debates regarding migration in Turkey, which – as a result of its open-door policy – now hosts the highest number of refugees in the world. Yet, when we investigate the ways political institutions and actors have framed migration, we observe, unlike in European discourses, the complete absence of the word “crisis”. In public statements by politicians, “control” emerges instead as a recurrent (albeit implicit) theme. Here, management of the refugee issue becomes a sign of state power, exercised through various mechanisms. Through analysis of state discourse on Syrians in the Turkish media, we find that crisis framing has been deliberately avoided, which we contend is a sign of an implicit “silencing” via media control. This choice of discourse reflects a clear policy to manage public reactions to the mass arrival of refugees.  相似文献

This article analyses charity shop volunteering in the UK as an instance of individual commitment towards organizations devoted to combating suffering. Drawing on semi‐structured interviews focused on motives, the paper argues that some respondents found in volunteer work a way of regaining meaning, structure and belonging after experiences of social dislocation such as retirement and bereavement. The transition from social dislocation to ontological security via volunteering illustrates the way in which ‘the social’ – as expressed in fellowship, laughter, work, organizations and institutions – moderates charitable practice. From this perspective, volunteering appears as a relational, processual and affective practice of care; and as a sympathy catalyst – an institution that facilitates interpersonal sympathy exchanges and support for compassionate goals. The paper endorses a view of human subjectivity which takes seriously both human vulnerability and resilience – victimhood and agency – as well as the relevance of suffering and flourishing for social action. In so doing, the paper sheds light on the link between individual biographies and the institutionalized efforts to alleviate strangers' suffering that Natan Sznaider has termed ‘public compassion’.  相似文献

Adding to the literature on non‐institutional political action and trust, this article argues that the loss of institutional trust is not only a cause but also an outcome of political activism. Studying the Danish refugee solidarity movement in a mixed‐methods research design including survey and qualitative interview data, the article shows that three kinds of activism – political activism, humanitarian activity, and civil disobedience – relate differently to the loss of trust in the institutions of the Parliament, the legal system, and the police. Political activism primarily affects a loss of trust in the Parliament due to low external efficacy and a closed political opportunity structure. Civil disobedience affects a loss of trust in the legal system and the police due to a perceived lack of procedural justice. Humanitarian activity does not affect a loss of institutional trust because it does not imply interaction with the institutions to the same extent as the other kinds of activism. The consequence of losing trust in the political institutions is not an abandonment of democratic values, nor political apathy, but rather a change in civic engagement from a mode of democratically legitimizing participation in the institutions to a mode of contending and questioning the legitimacy of the political institutions. This finding indicates that in turn loss of institutional trust may cause an increase in extra‐institutional political action which is consistent with the commonly assumed causality in the literature. This leads to a final integrating argument for conceptualizing activism and loss of institutional trust as reinforcing factors in a process where, in line with the main finding of this study, activism may cause a loss of institutional trust which, in turn, may cause additional activism, as argued in the existing literature.  相似文献

Jason Reitman's Juno (2007), the story of how a teenager handles her pregnancy, is the kind of film that leaves no one indifferent. Released at a time of conflicting discourses on sexual education, Reitman's film addressed the confusion experienced by teenagers as they came of age in a context where patterns of masculine and feminine behaviour were rapidly changing. In this essay I argue that Juno offers a complex understanding of the disorientation suffered by adolescents during the 1990s – a time when anti-sex discourses coexisted with an increasingly sexualized youth culture. This said, my intention is to move towards the film in a roundabout way by focusing, first, on why so many, supposed ‘cultural criticisms’ of films turn out to be so superficial. In this introductory section, the argument will be made for an approach in film analyses that takes full account of cinema as a visual medium. After exposing my critical stance, I shall draw nearer to the film itself by examining various of the overlapping contexts that, together, created a conducive space for its success – namely, the political scene; changing attitudes towards sex and gender; and most importantly, cinema's aesthetic dimension and the impact of genre conventions in the film-viewing experience. Once the complex diagram of differing (and sometimes contradictory) forces at work in Juno has been mapped out, my aim is to link these conjunctures to a detailed analysis of a key scene in the film as a means of demonstrating how the combination of film studies and Cultural Studies can operate as a method that eschews too easy, ideologically oriented, assumptions.  相似文献

This article analyses the relationship between gender, sexuality and citizenship embedded in models of citizenship in the Global South, specifically in South Asia, and the meanings associated with having – or not having – citizenship. It does this through an examination of women's access to citizenship in Nepal in the context of the construction of the emergent nation state in the ‘new’ Nepal ‘post‐conflict’. Our analysis explores gendered and sexualized constructions of citizenship in this context through a specific focus on women who have experienced trafficking, and are beginning to organize around rights to sustainable livelihoods and actively lobby for changes in citizenship rules which discriminate against women. Building from this, in the final section we consider important implications of this analysis of post‐trafficking experiences for debates about gender, sexuality and citizenship more broadly.  相似文献
