This article analyses demand constraints on agricultural growth in seven countries of East and Southern Africa using an applied general equilibrium framework. It finds that both traditional and non‐traditional export crops have limited potential to raise incomes because of demand constraints (for traditional exports) or a relatively small base (for non‐traditional exports). The best prospects for agriculture‐led growth remain in the food sector, where domestic demand represents a large and growing market. Improvements in market efficiency and simultaneous growth in the livestock sectors can help spur demand further and avert falls in prices. Achieving rapid gains in farm incomes, however, also requires investment in rural infrastructure to reduce marketing costs, and demand‐ enhancing growth in the non‐agricultural sector to spur demand.  相似文献

Global experience with pro‐poor growth and empirical work spanning India, Malawi and Zimbabwe demonstrates the importance of agricultural growth for poverty reduction in poor rural areas, while also pointing to the need for complementary non‐farm sector growth. Theoretical arguments, historical evidence and livelihoods modelling in poor medium‐potential rural economies suggest that, contrary to thinking dominating much of current development policy, subsidies to relieve critical seasonal credit and cash restraints and reduce market and input supply uncertainties need to help in ‘kick‐starting’ agricultural markets if increased smallholder productivity in food‐grains is to drive rural non‐farm growth. Establishing the base conditions for these to work, designing and implementing them to be effective, and then phasing them out are major challenges facing policymakers.  相似文献

The role of population growth in the process of industrialization is studied in a general equilibrium model. It provides a formal presentation of Rostow's insight of the role of a leading sector in industrialization. Population growth may lead to a shortage of food and a breakdown of the industrialization process. However, population growth may benefit the manufacturing sector in the adoption of increasing returns to scale technologies. Elasticity of demand for agricultural goods plays an important role in determining whether an improvement of agricultural technology or an increase of population is beneficial to the manufacturing sector. A comparison of China and Britain before the Industrial Revolution shows that research and development are necessary for sustained growth. Achieving industrialization independently requires a combination of a sufficiently large market size from the demand side and a sufficiently large supply of technologies from the supply side . This article explores why sector‐wide approaches, in which donor funds support a single sector plan under government leadership, have performed less well in agriculture than in the social sectors. Many problems stem from the more limited, more contested and shrinking role of the state in the agricultural sector. It is also argued that sector programmes have worked best where the key constraints on sector development are the responsibility of a single ministry, whereas agricultural development requires co‐ordinated interventions across sectors. The sector approach may have a limited role in delivering better focused agricultural services, but fundamental policy questions need to be resolved first. This is more likely if support for reforms is channelled through central economic ministries and other bodies outside the agriculture ministry.  相似文献

This article uses a natural experiment based on random and exogenous variations in temperature to examine whether the sectoral composition of growth has an effect on child stunting reductions. Agricultural growth is central to food security strategies in developing countries, as it is often considered the most effective way to fight (child) undernutrition. The evidence base to support the putative superior role of agricultural growth is, however, relatively weak, possibly because studies have ignored growth faltering. Accounting for the latter, we find that while both agricultural and non‐agricultural growth decrease stunting, agricultural growth is significantly superior to non‐agricultural growth in this regard. The estimated impacts are large, in that a 10% increase in agricultural GDP per capita reduces child stunting by 9.6% (as opposed to 8.4% for non‐agricultural).  相似文献

The development of the livestock sector can contribute to economic growth and poverty reduction, but there is inadequate understanding of livestock‐livelihoods linkages. This article draws on household‐level data from 12 developing countries to investigate the livestock‐asset position of rural households and its contribution to their income. The majority keep livestock; the less well‐off are more likely to keep livestock than the better‐off, but the very poor often lack the resources to invest in small animals. The key policy conclusion is that, contrary to common belief, there are no universal messages about livestock: policy needs to be tailored to farming systems, species, uses of livestock and different wealth groups.  相似文献

This paper investigates the relationship between the state and India's rural informal sector by focusing on the collective mobilizations of middle-sized agricultural producers in Western Uttar Pradesh. These cultivators are involved in an economic sector which is at the same time capitalist, largely informal but also, to some extent, state-regulated. Through their mobilizations organized by the Bharatiya Kisan Union (BKU), they have attempted to influence state regulation of agricultural markets, obtaining increased input subsidies and better procurement prices for their produce, and thus an increase in the rates of return and profitability of their farming activity. The paper conceptualizes the modality of production of these farmers as ‘subsidized capitalism’, alluding to the self-employed and self-funded producers with holdings large enough to support a pair of bullocks defined as ‘bullock capitalists’ by Lloyd and Susanne Rudolph (1987), while denoting the crucial role of public subsidies in preserving this faction of informal agrarian capitalism. The paper also points to the ambivalent relationship between the ‘subsidized capitalists’ of Western Uttar Pradesh and the state: although they seek protection from the central government in the context of globalization, they confront and contest local state institutions by deploying collective strategies to distort local regulations of agricultural markets.  相似文献

Little research has been conducted on structural change within the UK horticultural sector. This paper examines long-term changes, over a 90-year period, in one particular part of the UK horticultural sector: strawberries. It follows its growth from being a minor crop in 1920 to becoming the biggest grossing horticultural crop in 2009. Using a combination of long-term continuous datasets of agricultural statistics and primary data gathered from a behavioural study of the sector, three distinct phases of change are identified. The last phase, in particular, witnessed the biggest changes with the introduction of protected cultivation, the industrialisation of strawberry production and the divergence of practices and marketing methods leading to the formation of two distinct farm types. This industrialisation removed the geographical disadvantage of Scotland relative to England, encouraging growth of the Scottish strawberry industry and a spatial shift in the main production centres. Supermarkets have played a dominant role in the market for fresh strawberries and their importance in driving change is of high significance.  相似文献

Abstract Organic agriculture is perceived as being more sustainable than conventional agriculture. However, while there is a growing interest in, and market for, organic products, large‐scale conversion to organic agriculture is not taking place. Even though conversion from conventional to organic dairy production is not especially difficult in theory, conversion is slow in this specific sector. The conversion process to organic agriculture is often analyzed by investigating farmer motivations and attitudes. However, since modern agricultural production is organized in production chains, which are in turn subject to stakeholder influence, a wider focus that includes these interrelationships might provide new insights regarding the lagging conversion. Based on document analysis, policy analysis, and interviews, this article investigates opportunities for, and barriers to, conversion to organic dairy production in the Netherlands within the setting of the chain network. Opportunities and barriers are found at three levels within the chain network: the actor level, the chain level, and the network level. We conclude that, despite some involvement in organic production and a positive disposition toward it, the chain network is not ready for a large‐scale conversion.  相似文献

After the implementation of economic restructuring policies in Turkish agriculture, farming communities experienced significant changes in the patterns of agricultural production over the last decade. The dramatic shift from labor‐intensive field crops to maize farming represents such a change, particularly for small‐scale farmers, since high‐yield maize farming is driven by private agrifood corporate demand. In this article, I explore how this shift influences the relations of production in agriculture through a commodity‐system analysis of the maize sector in Turkey. Through the qualitative analysis of the semistructured in‐depth interviews and secondary data, I find that small‐scale farmers are able to participate in maize farming, even as their dependence on production credits to participate in industrial maize farming crucially reduces their bargaining power with private industry. I argue that the traditional Marxist approach, accumulation by dispossession, is not sufficient to explain the participation of small‐scale farmers. Instead, I propose a new concept, entrepreneurial exploitation, to describe the participation of small‐scale investors in the post‐Fordist regime. Thereby, I point to the important role of expansion of credit markets as a consequence of financialization.  相似文献

Abstract Rural sociologists are currently debating the pace and extent of industrialization in the dairy sector of the United States. We offer the perspective of historical sociology to this debate, arguing that time and place significantly determine the outcomes of processes such as industrialization. We present an historically‐grounded explanation for the rise of industrial dairying, which first occurred in Los Angeles County. Beginning with the immigration of Dutch dairy farmers to Los Angeles (L.A.) in the 1920s, a contingent and sequential process—embedded within the local/California political economy—of exploding population growth, rapid urbanization, and skyrocketing land prices led to repeated geographical relocations and expansions of large‐scale dairies during the next three decades. We conclude that agricultural industrialization is not inevitable but instead is the result of contingent factors (cultural and political‐economic) as well as the particular sequencing of events and processes. In thus historicizing the industrialization debate, we seek limited, rather than universal, generalizations.  相似文献

During the 1990s transition period in Central and Eastern Europe, the retail sector was privatised and some domestic‐capital supermarket chains gradually emerged. Massive inflows of foreign direct investment followed and competitive domestic investments drove a rapid take‐off of large‐format modern retail sector development from a tiny ‘luxury’ niche of around 5% of food retail in the mid‐1990s to 40–50% by 2003 in ‘firstwave’ and 20–40% in ‘second‐wave’ countries. In ‘third‐wave’ countries like Russia, it is still only 10% but growing very fast. In most countries there is rapid multi‐nationalisation and consolidation of the supermarket sector, with profound changes in procurement systems affecting the conditions facing farmers, and creating important opportunities and challenges.  相似文献

Using data from Malawi, this study situates the discourse on migration, entrepreneurship, and development within the context of Africa's social realities. It examines self‐employment differences among three groups of migrants and corresponding group differences in agricultural and non‐agricultural self‐employment. International migrants are found to be more engaged in self‐employment than internal migrants. However, our results suggest that previous findings on the development‐related contributions of returning migrants from the West need to be appropriately contextualized. When returnees from the West invest in self‐employment, they typically shy away from Africa's largest economic sector – agriculture. In contrast, levels of self‐employment, especially in agricultural self‐employment, are highest among returning migrants and immigrants from other African countries, especially from those nearby. We also underscore the gendered dimensions of migrants’ contribution to African development by demonstrating that female migrants are more likely to be self‐employed in agriculture than male migrants. Furthermore, as human‐capital increases, migrants are more likely to concentrate their self‐employment activities in non‐agricultural activities and not in the agricultural sector. The study concludes using these findings to discuss key implications for policy and future research.  相似文献

This study broadens the concept of employer image and demonstrates the relevance of applicants’ sector image when looking for employment in either nonprofit or for‐profit organizations. We apply the Stereotype Content Model to conceptualize image through perceived competence and warmth and use multilevel analyses on data from final‐year Master’s students. Results show the importance of the sector‐stereotypical image and are partially in line with our hypotheses. Job pursuit intentions for specific organizations are predicted by both the organizations’ as well as the respective sectors’ perceived warmth and competence. Pursuit intentions for the for‐profit sector are predicted only by the image of that sector. However, the intention to pursue employment in the nonprofit sector is predicted by both its competence and warmth as well as by the perceived warmth of its organizations. These findings are discussed in view of a trickle‐down effect and compared to previous findings on sector image among consumers.  相似文献

Abstract Within the political economy of agriculture and agrofood literatures there are examples of approaches that reject simple dichotomies between alternatives and the mainstream. In line with such approaches, we challenge the assumption that alternative agriculture, and its attendant improved environmental practices, alternative management styles, less intensive approaches, and better approaches to animal and ecosystem welfare, is the only source of agricultural sustainability. This article uses national farm‐survey results for New Zealand's sheep and beef, dairy, and horticulture sectors to examine conventional farmers, measure their assessments of farming practices, and assess their environmental orientation. Analysis identifies a proenvironmental cluster of farmers in each sector characterized by a higher environmental‐orientation score and distinct ratings of other farm practices queried in the survey. We interpret the results in terms of the exposure of different agricultural sectors to the effects of market‐based, audited, best‐practice schemes. The presence of shades of “greenness” among conventional farmers has important implications for environmental management and for our understanding of the various and complex pathways toward the greening of agrofood systems.  相似文献

The Intermountain West's rapid changes in population growth and land use may be welcome to some, but others perceive such changes as threats to sense of place. The objective of this study is to assess whether New West and Old West contextual variables predict how agricultural landowners view threats to agricultural lifestyles and sense of place. We analyze survey data collected from 2,270 agricultural landowners in Colorado and Wyoming utilizing a multilevel regression model (MLM). We posit that this analytical approach is effective for evaluating hierarchal New West or Old West economic configurations that may otherwise be difficult to observe. Our study specifically examines whether population pressures threaten agricultural lifestyles in the amenity‐based New West or in Old West economic regimes with proclivity toward large‐scale agricultural production. Our results show that landowners in farming‐dependent counties and in high‐amenity areas express greater concern than other landowners surveyed about increases in population growth that could threaten an agricultural way of life. Furthermore, we demonstrate that these perceptions relate to whether individuals reside in New West or Old West counties. In summary, some of the contextual variables of New West and Old West economic structures predict whether individuals perceive population growth and land use changes as threats to sense of place.  相似文献

Drawing on detailed case studies of four large service sector organizations this paper finds little evidence of training provision that links skills development with incremental career progression. Past policies of ‘delayering’ have opened up a ‘gap’ in the job ladder and this has both increased the organizational costs of formal training and reduced the likelihood of informal on‐the‐job training being seen as the basis for promotion to the next level. Managers are thus faced with the challenge of how to establish a new set of premises upon which to strengthen the workforce's loyalty and commitment to the organization, in the context of problems of high staff turnover and low job satisfaction. What we find is a greater emphasis on certificated training provision. However, in the absence of a transparent career path employers rely on more intensive techniques of appraisal and selection of workers for a ‘winner‐takes‐all’ career path. Given the importance of skills acquisition as an important building block of the ‘learning society’, our findings suggest that policymakers in Britain cannot rely solely upon the employer to bridge the skill gap evident in large service sector organizations.  相似文献

The global agro-food complex is penetrating the most ‘isolated’ and ‘peripheral’ localities of the world. In the Pacific Islands, a second wave of globalisation is pulling a number of small island nations into the increasingly globalised neoliberal agricultural sector. Conscious of the under-analysis of globalisation in Southern agriculture in general, this article has three broad aims. Firstly, it contextualises and traces the evolution of the second wave of globalisation, compares it to the first, and discusses its impacts on the agricultural sector of the Pacific Islands. Secondly, it explores the local socio-economic and environmental impacts of the second wave through two primary research-based case studies in Tonga and Niue. Finally, it calls for a concerted critical research effort designed to uncover the workings of neoliberal agricultural globalisation in the region and suggests means of resisting its worst implications.  相似文献

Karl Kautsky’s Agrarian Question remains a useful lens for analyzing the relationship between small and large agricultural producers under the conditions of industrial capitalism. The U.S. agricultural census provides an opportunity to identify socioeconomic, demographic, and agricultural factors associated with new and alternative farming at the county level, and then analyze these for spatial patterns within a geographic information system. By associating these county‐level indicators with a crowd‐sourced USDA directory of farmers’ markets as a proxy for local demand, we identified four hot spots of new American agriculture: The West Coast, central Texas and Oklahoma, central Florida, and the Great Lakes region. Furthermore, we show that these areas have been growing since 1997. An additional farmer hot spot in central Appalachia diminished after 1997 and finally disappeared in 2012. We argue that spatial analysis is a tool for defining new agrarian landscapes, observing geographic and social shifts in small, alternative farming, and conducting more focused ethnographic research.  相似文献

Financial inclusion has recently become a globally acclaimed policy objective. This provokes the need to review policy in this sector, particularly in light of the tensions that arise between donor approaches founded on market modernism and governments with more activist leanings. This is done here in the context of efforts to move donor development policy beyond ‘best practice’ institutional blue‐prints to those which are ‘good enough’, which seek to understand underlying political economy dynamics in order to find space to engage with governments. In doing so, it is argued that there is scope for ‘working with the grain’ and harnessing the political economy of government policy in order to produce financial inclusion outcomes.  相似文献
