In this paper we examine the strategic implications of collective acquisition of information in a committee or in a legislature. We show that the prospect of acquiring information can harm a majority even if information is only available by the support of a majority. Moreover, the model provides two results about incentives to acquire information. First, for policies with high distributional uncertainties, we expect that less information is acquired collectively by a committee than for other policies. Second, for policies that show only size uncertainty, our model predicts intense efforts to acquire information collectively. Received: 20 January 1997/Accepted: 15 February 1999  相似文献

SUMMARY. The current developments in practice, where children are involved with the courts, will form a fundamental part of work with children under the 1989 Children Act. One of the key actors will be the Court Welfare Officer, part of the Probation Service. This article reviews the role as it has developed in recent years, pointing out the different practices which coexist, even in the same area. Using evidence from a small scale research study in one Service, the article argues for a clearer and more consistent role, which can only really develop under a Family Court Welfare Service  相似文献

In the absence of performance reporting standards, nonprofit organizations face difficulties in accommodating the varied and changing informational requirements of public and private funders. Clients, volunteers, management, and staff also use and demand performance information. The authors studied four human services organizations in Victoria, British Columbia, Canada, and their performance reporting across the management cycle, from planning through implementation and monitoring, to external reporting and auditing. The authors analyzed documentary evidence and conducted interviews with users of performance information. they conclude this article by proposing a set of general standards nonprofit organizations can use in performance reporting.  相似文献

In this article, we explore ways to advance public relations approaches to nation building by drawing insights from stateless nations and by deploying two sets of theories uncommon in the field: the information society and noopolitik. The theoretical discussion is grounded in a study of Catalonia and we conclude by arguing for a shift of emphasis from nation-state governments to governance for both public and private actors.  相似文献

This article studies majority voting over the size and location of a public good when voters differ both in income and in their preferences for the public good location. Public good provision is financed either by a lump sum tax or by a proportional income tax. We analyze both the simultaneous and the sequential determinations of the public good’s size and location. We show that, while the choice of the type of public good follows the traditional median logic, the majoritarian determination of the taxation rate need not coincide with the preferences of a median income citizen. With lump sum financing, income heterogeneity plays no role and the sequential equilibrium consists of the median location together with the public good level most-preferred by the individual located at the median distance from the median. This policy bundle also constitutes an equilibrium with simultaneous voting in the special case of a uniform bivariate distribution of individuals’ income and location. With proportional taxation, there is no policy equilibrium with simultaneous voting. We offer a complete characterization of the equations describing the sequential equilibrium in the general case and we show why and how our results depart from those most-preferred by the median income individual located at the median distance from the median. We also compare these majority voting allocations with the socially optimal one.  相似文献

This article reports the results of a survey of 106 public relations firms concerning their level of involvement with product placements as part of their public relations strategies. The findings of this research suggest that public relations practitioners are active players in choosing whether to use product placements to enhance a client’s product or service. Results also indicate that practitioners are more knowledgeable about product placements than previously believed and that they are more enthusiastic about the future of product placements than their advertising counterparts.Carol J. Public relations researchers, theorists, and practitioners should integrate professional practice with research topics, themes, concepts, theories, contextual intelligences, strategic processes, moral judgment, and functional practices by addressing the end(s) that public relations serves in community. Disciplinary intelligences feature outcomes that yield to specialized knowledge-based, processually achievable, intellectually justifiable, strategically valuable, and morally serviceable practices that constitute culture, society, and community. In that communitarian spirit, this paper draws on established research streams and strategic process-to-ends paradigms to argue that unique knowledge serves to collaboratively assist the constitution of community as place in search for order. Public relations’ unique knowledge, constantly refined and critically guided, adds strategic, emergent force to human’s communitarian imperative. This communitarian rationale for the constitutive paradigm reasons that as individuals, organizations and communities engage to communicate they communicate to organize through narrative continuity. Organizations, individuals, and groups engage on the winding path of agonistic, emergently epistemological and ontological cultural and societal moments to seek order in the public interest. Reputations (identities), complexes of relationships (institutionalized identification) and textuality of narrative continuity empower community members co-manage resources in service of shared interests’ license to operate.  相似文献

Grounded in first- and second-level agenda building, this study explored the role of the U.S. Senate Majority Leader in shaping the salience of issues and issue attributes in news media coverage and policymaking in 2011. A total of 358 public relations messages, 164 newspaper articles, and 83 policymaking documents were analyzed. Significant correlations were found supporting agenda-building linkages at both levels. Different types of information subsidies were explored, including press releases, blog posts, Facebook posts, and Twitter messages.  相似文献

Recent attention to the use of social science research in the formation of social policy highlights the role of narratives in the mediation of the relationships between research and practice, science and policy. This paper demonstrates the value of applied narrative analysis in revealing the function of narratives in this mediation. Public debate over a universal right to shelter for homeless persons in Washington D.C. is the central case study. The results illustrate the usefulness of applied narrative analysis in the study of social distress and in the forging of new links between research and policy.  相似文献

The article discusses the evolution of Newfoundland's health care system from the turn of the century to the present. During this time there were considerable changes in social conditions, political arrangements and the availability of public monies, all of which influenced the structure of the health care sector. In general terms, Newfoundland's health care system shifted from one involving low expenditures and many British type institutions to one involving high expenditures and American type institutions. The evidence suggests that the changes have been particularly beneficial for Newfoundland's merchant class, including the doctors and dentists, although some benefits have also accrued to patients and fishermen.  相似文献

Information campaigns to increase tax compliance could be framed in different ways. They can either highlight the potential gains when tax compliance is high, or the potential losses when compliance is low. According to regulatory focus theory, such framing should be most effective when it is congruent with the promotion or prevention focus of its recipients. Two studies confirmed the hypothesized interaction effects between recipients’ regulatory focus and framing of information campaigns, with tax compliance being highest under conditions of regulatory fit. To address taxpayers effectively, information campaigns by tax authorities should consider the positive and negative framing of information, and the moderating effect of recipients’ regulatory focus.  相似文献

This study examines the relationship between factors central to community building, including local government-public relationships, sense of community, positive Word-of-Mouth (WOM) toward community, and community participation. A national survey of U.S. respondents (n?=?447) was conducted through MTurk. The results indicate that the effects of local government-public relationships on positive WOM and community participation are mediated by individuals’ sense of community. This study advances the relationship-management scholarship by demonstrating that managing government-public relationships is ineffective in community-building when a sense of community is absent. In addition, the results of this study may benefit government public relations practitioners who are interested in public engagement.  相似文献

The number of Latino families involved with the public child welfare system has increased exponentially in the last decade. This qualitative study examined one of this population's inherent resources – their social network – and the role it plays when involved with the public child welfare system. Findings reveal that Latino families rely heavily on their network for emotional support, advice/information, and advocacy. Often parents received incorrect or conflicting information or advice grounded on experiences that were very different from the participant's case. In addition, their networks are homophilous; that is, limited to people who are in their same circumstances which limits their ability to access formal sources of advocacy and support. Many parents were also genuinely interested in helping other parents with open cases. Practice recommendations are made as it relates to actively engaging Latino families in their case process and supporting Latino families by incorporating their networks and genuine interest in helping others into child welfare service delivery.  相似文献

Most public relations research advocates for stronger organization-public relationships and the implementation of dialogic theory to advance the practice and elevate the status of the public relations practitioner. However, this study reveals that internal relationship dynamics can prevent corporate public relations practitioners from carrying out this function of the public relations role. Twelve weeks of observation and eleven interviews were conducted at a Fortune 1000 technology company to gain insights on how corporate PR practitioners build relationships with external publics, to gauge practitioners’ orientation to dialogue, and to identify challenges to external relationship building. Results show that internal relationship management is a prerequisite to corporate public relations practitioners’ success in developing mutually beneficial relationships with key publics. These findings have implications for both the theory and practice of public relations especially when considering the discussion of the technician versus strategic manager role of public relations and the advancement of the field to a professional status.  相似文献
