近年来,收入分配不公已成为学术圈与媒体热议的话题。但收入分配结果是否公平只是基于人们伦理和价值观基础上的一种主观判断,基尼系数既不能回答社会公平的主观认定问题,也无法预言哪些群体将会影响社会的稳定。本文通过对北京居民公平感的实证研究说明20年来北京市居民的公平观发生了根本性的转变,人们对收入分配差距的承受力有所增强也有所区别。在贯彻党中央"提低,扩中,调高"的公平目标时,政府的主要工作既包括规范和整顿市场分配秩序,同时也应在调节贫富差距时防止产生新的分配不公。  相似文献

Contemporary moral psychology has been enormously enriched by recent theoretical developments and empirical findings in evolutionary biology, cognitive psychology and neuroscience, and social psychology and psychopathology. Yet despite the fact that some theorists have developed specifically “social heuristic” (Gigerenzer, 2008) and “social intuitionist” (Haidt, 2007) theories of moral judgment and behavior, and despite regular appeals to the findings of experimental social psychology, contemporary moral psychology has largely neglected the social dimensions of moral judgment and behavior. I provide a brief sketch of these dimensions, and consider the implications for contemporary theory and research in moral psychology.  相似文献

Since its inception, experimental social psychology has arguably been of two minds about the nature and role of theory. Contemporary social psychology's experimental approach has been strongly informed by the “nomological‐deductive” approach of Carl Hempel in tandem with the “hypothetico‐deducive” approach of Karl Popper. Social psychology's commitment to this hybrid model of science has produced at least two serious obstacles to more fruitful theorizing about human experience: (1) the problem of situational specificity, and (2) the manifest impossibility of formulating meaningful general laws of human social behavior. It is argued that a social psychology based on the search for this kind of lawfulness, under the auspices of either a strict or loose interpretation of the largely Hempelian model, is ultimately unworkable. An alternative approach to social psychology that is attentive both to the need for understanding individual situations and behaviors and to the need for generalized understanding of actual human behaviors is offered. This approach is grounded in the hermeneutic tradition.  相似文献

Abstract As reported in numerous studies, the system of social protection in the Republic of Korea long remained underdeveloped because of the priority given instead to economic growth. The past few years have seen major changes, however. The government decided to apply the theory of “productive welfare”, thereby committing itself to introducing a system of universal statutory social insurance which is intended to set the seal on a new social compact and which may, ultimately, impact on the model of socioeconomic development itself. This article outlines the recent changes in insurance against sickness, unemployment and old age and goes on to describe the moral hazard facing the new system of social insurance and the need for a form of joint management in order to minimize this hazard.  相似文献

This paper sets out the environment of inequality in which social work and the poor have recently operated. It explores pragmatic and idealist arguments concerning whether or not the poor need social work. Finally, policy solutions developed in consultation with social service users and carers are suggested in relation to poverty and social exclusion. Social exclusion can be linked to relative poverty as exclusion from economic and social norms. However, there is a wider brief in our own government’s publications and those of Europe, of examining how people are excluded from actions and policies of agencies who are there to support them. This paper will retain the concepts of poverty as lack of material income, and inequality as the gap between the rich and the poor, while being aware of the policy implications for social service users and carers of the more comprehensive process of being shut out partially or fully from social, economic, political and cultural systems. The debates around social work, social exclusion and inequality that follow establish: that some of the poor do need social work; that the poverty of social service users is related to policies that have restructured welfare in Britain; that the reason for individuals approaching or being referred to social services are complex but are likely to include financial deprivation as a key contributory factor; that if the poor do need social work, advocacy is essential rather than social work being seen as concerned only with social control—taking children into care, mentally ill people into hospitals, and advising the DSS on the suitability of claimants for benefits. Finally, the discussion turns to new policy agendas on social exclusion instigated by the Labour government. What positive difference can such policies make for social service users, their carers and social workers?.  相似文献

The first part of this paper portrays social budgeting as a pivotal tool in national social governance. The second explains the meaning of social budgeting, which, essentially, consists of two elements: a database and a set of interdependent tools for projecting social protection revenue and expenditure. The third part discusses the particular needs of the transition economies with respect to the financial planning of social protection, and it is argued that countries need models for social budgeting as a technical, non-ideological tool in order to prudently run social protection systems which are income redistribution mechanisms of potentially vast dimensions. The fourth part broadly explains the modular structure of the model, the advantage of this structure being that modules can intelligently be used as stand-alone submodels. It also further discusses the particular advantages of social budgeting in countries in transition and includes a number of examples of technical adjustments that would have to be made to the model structure when applying it in the context of transitional economies. The two main reasons for such adjustments are identified as the fast change of their socio-economic fabric over the past decade and the (related) changes in the collection and flow of data. The fifth part briefly presents social budget modelling projects implemented in central and eastern Europe, particularly focusing on the examples of Ukraine and Poland. Scenario simulations and policy experiments are presented and discussed. The conclusions summarize the advantages of social budgeting, using the ILO Social Budget Model (or a variant of it) in national and international contexts, and indicate the conditions required for successful implementation.  相似文献

Summary This paper is based upon collaborative project work with a socialservices department aimed at improving interaction and collaborationbetween field and residential social workers. It describes theprinciples upon which it was agreed that interaction shoulddevelop. These include notions of case-accountable staff, acollateral model of interaction between staff and the idea ofone party being identified as a prime care agent. Based on theseprinciples it sets out a model arrangement for clients enteringresidential care which recognizes the need for precision aboutthe nature of key decisions that need to be taken with clientsand the way these decisions should be taken.  相似文献

Summary The history and major texts of medical social work emphasizethe need for collaboration with the medical profession. Howeverthere is a less visible history of conflict between medicineand social work. It is proposed that a critique of medicine’scontribution to health provides the foundation for a statementof principles for a social model of health for social work practice.Collaboration with medicine should be negotiated on the basisof such principles, rather than unconditional.  相似文献

One of the knowledge gaps in empirical research on utilization of service is that little attention has been given to testing causal models of use among the various ethnic elderly groups. The purpose of this study is to analyze the pattern of determinants of social service use among the Mexican-American elderly. A causal model of social service use was tested using a subsample of data obtained from a national needs assessment interview of 1,805 randomly selected noninstitutionalized elderly Hispanics. The findings, indicate that knowledge of social services, need for social services, perceived health status and income have direct effects on the use of social services. The major findings are discussed in relationship to past empirical research.  相似文献

Starting from the position that the source of definitions of social need must be examined, the paper suggests that it is also of value to analyse the sequential process through which a series of judgments about need is made by both consumers and providers of services. A framework is suggested by which the relationship between source and sequence of need judgments may be explored, and the factors influencing them identified. This framework is also used to clarify some ambiguities in the use of the term ‘need’, and to consider some implications for need studies. A consensus definition of need is offered in the light of this discussion.  相似文献

It is noted that educational researchers are dominating thefield of educational evaluation, yet it is crucial for the survivalof social work that social work education be evaluated by socialwork researchers. Both the tools and the outcome of such evaluationwill shape the future of social work education and social workitself. Recognizing that cross fertilization of ideas between disciplinesis essential, a model for social work evaluation is proposedwhich is derived from models developed by other disciplinesand integrated with social work practice theory. The resultingresearch model draws a number of parallels between researchand practice, bringing together two groups which are often distantand distinct. The model also brings researcher and user closertogether. The model is analysed in light of its applicationto the evaluation of Enquiry and Action Learning, an innovativeapproach to social work education implemented by the Departmentof Social Work, University of Bristol. Central government funding must be available to ensure systematicand rigorous evaluation of social work education rather thanthe piecemeal research possible so far.  相似文献

In a recent paper [2] we presented a model of societies. In the context of that model, we argued that in the field of social choice it is necessary to consider some type of cardinal utility indices if we want to develop a sensible analysis. The main purpose of the present article is to complete and extend an argument initiated in Section 5 of [2] by giving a rigorous formulation and proof of a theorem informally discussed there.To formulate rigorously our theorem a concept of impersonality is introduced that appears to be more general than those which have been used in the economic literature.Our arguments concerning the need to use cardinal utility indices in the field of social choice are shown to be similar to those used by the proponents of decentralization in the controversy regarding centralization and decentralization as alternative ways of organizing the economic activity of a society.An earlier version of this paper was presented at the Econometric Society Winter Meeting held in Toronto, Canada, December 1972.  相似文献

At the present stage, social fairness or equity is an important area of governance in China, and increasing the level of fairness is an important theme of work. In 2016, the Chinese government laid down specific arrangements and operations relating to equity in education, social security, market competition, etc. The participatory governance model entails testing policy outcomes in relation to the sense of fairness of the mass of the people. Our survey found that perceptions of fairness are higher among middle- and high-income groups and are lower in the eastern region than in the central and western regions. In social security, however, perceptions of fairness and of improvements in the level of fairness are lower than they are for education and market competition. Overall, specific policies relating to fairness in education have been quite effective in enhancing people's perceptions of fairness. Accordingly, if we are to make effective improvements in the fairness of social governance, we need a more rational distribution system that takes into account public opinion and expands the scope of fairness in social security.  相似文献

Summary In this article the author argues for a detachment of the probationservice from the function of carrying out court orders to superviseoffenders. He suggests that changes in social work traininghave not been matched by any fundamental changes in the probationservice's relationship with the court or by any fundamentalchanges in the probation service's own organization or philosophy.The consequence is that probation officers spend a disproportionateamount of time doing tasks for which their training has notequipped them. He postulates a new relationship between theprobation service and the courts which gives the former greaterautonomy in social work decision making, and gives the lattergreater scope to administer punishments within the community.The need to move away from the utilitarian justification forwork with offenders that it reduces crime is also urged, andit is suggested that there is a need to establish, as a value,the importance of social work provisions and counselling foroffenders as a deprived group in society, irrespective of theeffect of these measures on the crime rate.  相似文献

Researchers studying right-wing authoritarianism (RWA) have discussed the need to distinguish authoritarian followers from leaders. Altemeyer's (2003) studies raise several issues about political leadership in the real world. First, are most leaders of authoritarian social movements high on both RWA and social dominance (SDO)? Second, is it possible to be an authoritarian leader of a repressive social movement without being high on SDO? Third, it would be useful to develop techniques to assess SDO at a distance. Fourth, what roles do the psychological motives of need for power, need for affiliation and intimacy, and need for responsibility play in motivating leadership behavior in high SDO leaders? Finally, does social dominance exist in countries with non–Western value systems? Understanding the psychology of leaders of repressive social movements may help us develop ways to limit access to the power they crave and to mitigate the damage that they do.  相似文献

Thesedeveloping theories employ ideas that are familiar to socialworkers—organization theory, decision making theory, andcommunication theory. The paper therefore argues that socialworkers are in a good position to understand and influence theuse of computers within welfare agencies and do not need tobe inhibited by a lack of technological knowledge. It is furtherargued that, unless social workers do become involved in theways in which new technologies are used within organizations,they will fail to influence its impact upon their clients andmay further fail to control the way in which computers affectthe nature of social work itself in the future.  相似文献
