Conclusion Looking to the future of Canadian public sector labor relations, the glass is half full. Despite regular intervals when government fiscal and economic policy “trump” public sector bargaining rights through legislation, public sector unions and collective bargaining will survive. Public sector compensation and job security will likely continue to be at least comparable to the unionized private sector, and public sector union density should remain stable, at or near its currently high levels.  相似文献

The future of nonpublic safety, non-teacher, non-federal public sector unions is bright. As a result of past success, the unions, led by AFSCME, have an organizing culture and sufficient power within the sector to maintain and increase density. However, the challenges that lie ahead in the 21st century will surely test the strength of AFSCME and the other public service unions. The large gains in public employee membership achieved in the last third of the 20th century are not likely to come with the relative ease with which they were achieved during that period. The remaining unorganized workers are in locations and occupations that have not been historically fertile ground for unions, public or private. In addition, the threat of privatization of jobs requires public unions to re-think their traditional strategies and organize in the more hostile private sector while simultaneously protecting the public sector from attacks. The public sector unions recognize that they have a tenuous grasp on their relatively strong position and must organize to maintain and strengthen their position. Absent dramatic changes in federal private sector labor law, and adoption of numerous public sector labor laws, the resources necessary for organization will be tremendous. The future is bright for the public sector unions only because they have demonstrated a willingness to adapt to change, make sacrifices, and deploy sufficient resources to achieve growth. A framework for analyzing the determinants of state labor relations policies is developed using the notion of tactics. Unions and management have various tactical options, at both the state and local levels, for influencing employment outcomes. The framework explicitly recognizes those options, and thus incorporates actions, such as bringing cases to courts, which have received little attention in previous research. Consideration of local-level tactics reveals additional factors that may influence interest group incentives to seek state-level policy changes. This paper assesses the effects of public sector collective bargaining laws on employee unionization, the bargaining process and bargaining outcomes, including pay, benefits and nonmonetary aspects of employment. Although several specific effects — positive and negative, direct and indirect — of regulation in this area have been reported by researchers, most studies do not deal adequately with the issues of model specification or simultaneity, thus calling their validity into question. This study investigates the role of public relations in managing social responsibility in a group of Colombian electricity sector companies. According to the results, communication professionals who support social responsibility programs do not hold a unified concept of public relations. Furthermore, not all of them acknowledge the currently prevailing model, which regards the practice of public relations as seeking both harmony with its environment and mutual benefit with the public interest.  相似文献

Integrated Marketing Communication (IMC) has been regarded primarily as a marketing concept. However, as an ever more dominant context for communication management, IMC presents opportunities for public relations scholarship's contributions to the discipline, in spite of IMC's recognized threats. This article, which outlines the state of the fields of IMC and public relations literature, proposes the way public relations roles in relationship cultivation and organizational behavior uniquely contribute to IMC, and, at the same time, establish management roles for public relations. This article also addresses three challenges facing public relations research in integration by providing a better definition of IMC, establishing relationship cultivation as a critical point in the theoretical convergence of public relations and IMC, and providing a framework through which to conceptualize communication structures.  相似文献

William Brock III has had a distinguished career as a four-term congressman from Tennessee’s Third District (1962–1970), a U.S. Senator (1970–1976), national chairman of the Republican party (1977–1981), U.S. trade representative (1981–1985), and U.S. Secretary of Labor (1985–1987). He has also served on the President’s Task Force on Regulatory Relief, the President’s Advisory Council on Private Sector Initiatives, and many other senior governmental councils and committees. Public relations scholars study how organizations co-create meaning with engaged stakeholders. Not well understood is how and why such co-creation modifies shared meaning, amplifies change, and even “erases” some piece of memory from the public record with the purpose of redirecting and redefining societal narratives. To help establish erasure as a concept for studying public relations, we draw from Freud’s theory of memory to establish a foundation upon which to critique strategic erasure. We adapt Freud’s theory of memory into the intersecting critique of visual rhetoric as public relations by analyzing, via narrative inquiry, remnants of Imperial Rome that have been modified, amplified, but even erased to present Rome’s modern identity. For centuries, even during Imperial Rome, leaders practiced damnatio memoriae —a modern Latin phrase that means “condemnation of memory.” We use this concept to interrogate the public relations identity process Rome’s leaders have used to modify for emphasis and even obliterate Roman elites’ names and images from the texts of public records by destroying, mutilating and modifying statues and monuments as a means for co-creating new public memory. Such analysis reveals how damnatio memoriae helps elites to redefine the “memory” of the Eternal City.  相似文献

New technology has dramatically expanded over the past decade. New features on websites, powerful mobile devices, and the subsequent restructuring of news services have dramatically changed the profession. This study sought to learn about the broader issues of technology, and forecast trends in online communication technologies. In an effort to learn what technology professionals outside of public relations know about new technology and social media, this study used a Delphi methodology and solicited the participation of technology professionals from computer science, professional writing, communication studies, art, business, music and other areas. The first two rounds of the Delphi findings are reported and suggest that public relations professionals need to broaden their understanding of new technology to consider social and relational issues, rather than the current focus on practice.  相似文献

The public relations (PR) industry in Singapore is presently in a state of transition. A recent survey reveals that while many of the industry practices are still limited within the scope of media relations, print production, event organization and promotions, there is a growing realization among practitioners for the need to provide higher profile activities related to issues development, strategic planning and image management. The latter activities reflect the trend that the PR industry in Singapore is maturing towards at the agency, private, and public sectors.Findings in the survey indicated that both the agencies and end-users emphasised the need for more training in, and greater usage of services ranging from investor relations to community relations to research (survey). A notable development which lends support to the emerging trend in the PR industry is the Singapore government's push towards the regionalisation of local companies in building the country's external economy.Yeap Soon Beng is a lecturer at the School of Communication Studies, Nanyang Technological University, Singapore. Public relations for individuals is steadily emerging as a significant area of practice, yet little research and theoretical development is currently undertaken in this area. Within this article public relations for individuals, referred to in this study as personal public relations, is examined. The research identified two approaches deployed by public relations practitioners: a formative mode and an advisory mode. The formative mode is an active constitution of a public identity, whereas the advisory mode is a communication counseling approach. The paper argues that the formative role is more closely aligned to the marketing techniques of promotion and selling, whereas the advisory role fits more closely with the public relations roles of communication counseling and relationship building. Despite agility’s increased importance for public relations, the change process from traditional, hierarchically structured public relations to a dynamic agile entity has not yet been comprehensively investigated. This article tackles the research desideratum by discussing this change process from a structuration-theoretical perspective. The subsequent empirical analyses via two qualitative studies from the field of corporate communications focus on the perspective of consultants. These experts support the communication management in this change process with their expertise and neutrality, which the public relations departments themselves lack. Thus, consultants are key contacts for an explorative analysis of the change process toward more agility. In the first study, 39 consultants were interviewed about the change processes that they have guided in order to transform public relations into an agile department. The subsequent case study focuses on an internationally active medical technology manufacturer and analyzes their experience with consulting throughout the agile change process in their public relations department. The results show that the concept of recursiveness is central to the successful implementation of agility in public relations. Expressed in the language of structuration theory, consultants aim to develop rules and resources as modalities that describe an agile structure and then translate them directly into actions. These modalities are continuously developed via sprints, a dynamic process that results in the constant adaptation of the agile structures until the desired result is achieved. The results illustrate the advantages of a neutral, outside authority for the implementation of such a change process.  相似文献
