ABSTRACTFraming is vital to the capacity of social movements to enlist popular support and sustain contentious collective action. Using the case of a Peace March held in Moscow on 21 September 2014, the article examines how antiwar activists and their opponents framed a protest against Russia’s intervention in Ukraine. The study argues that different interpretations of patriotism underpinned divergent evaluations of the conflict and the construction of opposing identities. An analysis of Twitter posts on the eve of the march shows that peace activists positioned themselves as citizens with high moral standards and a healthy dose of patriotism, criticized the Russian government for military intervention in Ukraine, and called for a peaceful conflict resolution. In turn, opponents of the march considered themselves as real patriots and their adversaries as national traitors, denied Russia’s military presence in Ukraine, and fomented an attack on critics of Russian foreign policy. The study contributes to social movement literature by analyzing the framing of antiwar activism on a social media platform in the midst of a hybrid war, marked by a great deal of ambiguity and deception about causes, dynamics, and consequences of military operations by state and non-state actors. 相似文献

This paper examines different models of disability policy in European welfare regimes on the basis of secondary data. OECD data measuring social protection and labour-market integration is complemented with an index which measures the outcomes of disability civil rights. Eurobarometer data is used to construct the index. The country modelling by cluster analysis indicates that an encompassing model of disability policy is mainly prevalent in Nordic countries. An activating and rehabilitating disability-policy model is predominant mainly in Central European countries, and there is evidence for a distinct Eastern European model characterized by relatively few guaranteed civil rights for disabled people. Furthermore, the Southern European model, which indicates a preference for social protection rather than activation and rehabilitation, includes countries which normally have diverse welfare traditions. 相似文献

The involvement of parents within child and family social work has become an important research topic during the past few decades. Within this research, a lot of attention is paid to partnership, which is recognised as a dominant concept in current thinking about the parent–worker relationship in present-day practice. The debate on parent–worker relationships, however, seems to be mainly focussed on the individual relationship between the parent and the social worker. Based on a historical analysis of policy documents on a Belgian child and family welfare service, this article offers a historical and sociopolitical contextualisation of the current debate on the parent–worker relationship. The analysis reveals that sociopolitical ideas about the responsibilities of the state, the community and the private family have induced a continuous reflection on which children and parents should be seen as the most appropriate clients for a particular service, as well as an ongoing development of diagnostic instruments to legitimise inclusion and exclusion of families within child and family social work. Consequences for parent–worker relationships in child and family social work are discussed, as well as some implications for future research on child and family social work practices. 相似文献

This paper makes a case for why welfare economics should be integrated and taught in social work courses, taking Malaysia a case in point. This is mainly a conceptual paper and secondary data are used to further support the arguments. Commencement of professional social work in Malaysia dates to 1946, to address the socio-economic problems of the Malaysians and migrants at that time. Social workers need a multi-pronged approach that is crucial to address the human problems that includes psychological, social, political, cultural and economic at micro and macro levels. Most of the problems referred to the social workers stem from poverty, unemployment, low access to material resources and corrupt governance practices coupled with unjust economic policies. Keeping in view the diverse economic needs and strengths of the clients referred to social workers, it is necessary that social workers are equipped with appropriate skills that include broader understanding about political economy. This paper argued that integration of welfare economics in the social work curricula is an urgent need considering the Malaysian economic development, austerity measures and the proactive role that social work as a human rights profession could play in the Malaysian society. 相似文献

Based on the social model(s) of disability, this article seeks to analyse the historical development of Israeli employment policy toward disabled people during the first decade and a half of its existence (1948–1965). Findings from primary and secondary sources suggest that throughout this period disabled people, mainly immigrants, found themselves at the lowest echelons of Israeli society and the labour market. Furthermore, the Israeli welfare state offers an interesting case study of the gap between a welfare state’s stated adherence to social justice and the more limited, and even contradictory, outcomes of its policies. Our discussion suggests that a valuable way of reframing our findings can be found in the critique of de-commodification as an inadequate concept and in the use of related concepts such as re-commodification and quasi-commodification. 相似文献

The article examines the practices of social welfare work with homeless women. The question asked is, what forms of advocacy can be identified in these practices, especially from the perspective of welfare rights? The research is conducted in a support point open to all homeless women, located in a large Finnish city. The data consist of a diary kept mainly by three practitioners between 21 August 2000 and 21 September 2001. The analysis, which focuses on 359 entries, shows that the diary contains elements of four different forms of advocacy: best interest advocacy; self- and consumer-controlled advocacy; partnership and personal advocacy; and citizen advocacy. The conclusions from the research have relevance to work with the most vulnerable groups in general and are of three kinds. Firstly, all forms of advocacy are significant, for they complement each other and make up for the deficiencies in other forms. Secondly, the support point functions as a refuge for the homeless women, from which contacts with other service systems are organised and negotiated. Thirdly, this kind of advocacy is needed, because vulnerable groups have the greatest risk of being excluded or mistreated in different service systems. 相似文献

Government and non-government social welfare agencies have invested heavily in information technology, such as electronic information systems (IS) but evaluations have shown that they may undermine rather than support frontline practice. In this article, the findings of research in which senior managers and information technology managers were asked to reflect on why a particular application failed to achieve its aims are presented. This paper surveys the range of economic issues that need to be addressed in attempting to evaluate the social costs and benefits of gambling. It considers, inter alia, the nature of private and social costs and benefits and their policy significance, the important distinction between real and pecuniary costs, the incidence of gambling costs and benefits and the sources of gambling costs and benefits. Similarities and differences between the analysis of gambling and alcohol are considered. Care is now a widely-used concept in welfare state research, firmly established in the literature by feminist analysis. We believe that the concept as it has been used and developed to date has limitations that have hampered its development as a general category of welfare state analysis. In essence we argue that the political economy aspects of the concept have remained underdeveloped. The main purpose of this article is to elaborate a care-centered concept--which we name social care--that countenances and develops care as an activity and set of relations lying at the intersection of state, market and family (and voluntary sector) relations. We are especially concerned to examine what the concept of social care can tell us about welfare state variation and welfare state change and development. The article works systematically through these themes, beginning with a brief historical sketch of the concept of care and then moving on to elaborate the analytic potential of the concept of social care. In the latter regard we make the case that it can lead to a more encompassing analysis, helping to overcome especially the fragmentation in existing scholarship between the cash and service dimensions of the welfare state and the relative neglect of the latter. The concept of social care serves to shift the centre of analysis from specific policy domains so that instead of focusing on cash benefits or services in isolation it becomes possible to consider them as part of a broader set of inter-relating elements. In this and other regards, the concept has the potential to say something new about welfare states. 相似文献

One of the problems with the now independent countries of Central Asia is that they have little history of independent statehood and even less experience of any ideological context that legitimizes a specific set of political arrangements, other than the discredited Marxist model of the Soviet system. Neither habit nor attachment to a coherent set of political ideals is very helpful as the basis for individual identification with or support of the State. Perhaps as a consequence, political operatives in Central Asian countries have opted to emphasize the centrality of ethnicity to legitimize their current political arrangements. But in Kazakhstan this presents a potential problem – the country is ethnically very diverse, has a large Russian/Slavic population and the ‘core nation’ of ethnic Kazakhs comprises a bare majority of Kazakh citizens. We utilize survey research to test the influence such factors as ethnicity, religion and other nexus of identity have on feelings of attachment to the state. Our findings indicate that identifying as ‘Kazakh’ indeed has a positive effect on identification with the state, as do identifying as Sunni Muslim and ‘Asian’. However, institutional trust and economic well-being are also positive influences on affective regard for the state, allowing an opening for broadening and deepening the basis for state legitimacy. 相似文献

ABSTRACTProtest activity presents a significant threat to state legitimacy in nondemocratic settings. Although authoritarian regimes rely heavily on coercion, state officials must also justify their authority to both the public and other elites. Previous work has shown how elites vilify challengers to legitimize repression, but scholars have yet to examine how state officials engage in meaning work to prevent elite divisions from forming in light of popular challenges to regime legitimacy. In this study, we examine elite framing processes in a case of popular resistance to a 1953 currency reform in Communist Czechoslovakia. Using archival material, we trace the inter- and intra-organizational processes through which officials construct legitimacy claims by explaining and adjudicating blame for the popular rebellion. Results indicate that authoritarian rulers relied on a variety of discursive mechanisms to generate consensus among subordinate elites and protect regime legitimacy. We conclude by discussing implications for research on authoritarianism and social movements. 相似文献

Macro-economic policy shapes and structures social welfare policy, services, and their implementation. As a result, the commoditisation of social welfare services and the use of markets as well as private sector management philosophies and tools have colonised and fashioned the design, provision and implementation of social welfare policy and structures. The impact has been far reaching, from limiting social welfare responses of elected democratic government to shaping the profession in a range of intended and unintended directions. Written from a UK perspective, this paper proposes a discussion of the impact of macro-economic neoliberal policies in the field of social welfare and explores the implications for social work practice. The paper also promotes a debate within the profession regarding the importance of macro-economic analysis and possible responses, as well as suggesting a way forward within European and, more broadly, international practice contexts. 相似文献

Through a historical review of child welfare laws and policies between 1896 and 1992 in Norway, this article investigates the state control of families. The central questions in this article relate to the transformations in the forms of state control of families. The research on which this article is based has relied on a genealogical approach. The sources are comprised of previous studies focusing on the historical development of child welfare in Norway. This article argues that state control, from having been explicit in the late nineteenth century, has today become increasingly implicit and hidden. Indeed, the value granted to children's rights and equality has made opposition to state interventions in families difficult. I relate the transformations in state control of families to the affirmation of the norms of ‘egalitarian individualism’. As Norway is amongst the first European countries to make child-centrism a hallmark of its social policies, these findings have implications for EU countries that may follow its path. 相似文献

ABSTRACTIncreasing globalisation, reorganisation of the Scandinavian welfare regimes and the awareness of increasing global roots of local social problems necessitated change in the curriculum of social work in three Scandinavian schools of social work in Denmark, Norway and Sweden. Recent global transformations, increasing global inequalities, increasing forced migration and the emergence of glocal social problems make the traditional education and methods of social work ineffective and in some cases harmful for people in need of social work intervention. This article examines the need to provide critical, global and multilevel perspectives in social work education in order to prepare social work students for the increasing social problems with global roots. The article, which is based on cross-national collaborations in social work education between three Scandinavian countries, addresses global and critical components in theoretical courses, professional training and field practice in the social work education of the countries in question. It is argued that social work education should move beyond the old division of classical and international/intercultural toward including global and critical perspectives in an integrative manner in all programs. 相似文献

In Africa, the state is not the biggest responder to poverty and social vulnerability. While international attention has searched for State remedies to State shortfalls, the poor themselves have taken a different route. They have improvised, organized, delivered and governed their social protection (SP) services using grassroots mechanisms without State support. Based on empirical studies in 30 districts in six African countries, this article makes the case that the highly localized models may not be perfect, but are probably the best fit for implementing an all‐encompassing SP policy in Africa. The challenge for policy will be to harness this potential—not by trying to turn grassroots organizations into something they are not, but by supporting what they already are. 相似文献

Environmental problems are often reduced to a catch‐22 that portrays sustainability‐oriented policies as disastrous for resource sector workers. Despite efforts by many industry leaders to frame climate change in “jobs versus environment” terms, the Communications, Energy and Paperworkers Union of Canada (CEP) has supported ambitious greenhouse gas reduction policies. Using interviews with union members and staff, this study examines CEP's climate change framing. It finds that CEP extended the environmental justice master frame to define its response to climate change, neutralize anti‐Kyoto rhetoric, and work with the environmental movement. CEP's framing was accomplished through negotiation processes that continue to unfold as members work out the union's positions relative to their own values, experiences, and interpretations of what is possible. These findings suggest sustainability can be understood as an emergent, localized, and contested social order, and point to “self‐negotiation” in longer‐term social change struggles as a potential area of further study. 相似文献

This research set out to establish evidence about the scale and impact of and response to parental substance misuse in child care social work teams in a city social services department in England. The article draws on some aspects of the data collected in the research, which includes: a snapshot survey of all child care social work caseloads in the city; group interviews with practitioners and parents in recovery; individual interviews with parents using a pilot project that focused on parental substance misuse. The research provides evidence of parental substance misuse as a key factor that needs greater consideration within child care social work assessments and as an issue to target in developing preventative responses to child welfare concerns. The British welfare state developed as a state-centred response to the problem of handling the risks encountered in a typical life-course. The influential work of Giddens and others implies that the traditional welfare state is under attack from two directions: a changing international politico-economic environment limits the freedom of national governments to pursue independent policies involving relatively high taxation to finance social spending. At the same time, changes in the experience of risk and declining confidence in the expertise of welfare state planners and professionals undermine support for state-centred solutions. This approach fails to acknowledge that available non-state services are often inadequate to meet many everyday life risks and that the authority of private sector advisers, insurers and professionals is also increasingly open to question. This article discusses whether people reject welfare state solutions to problems of risk in the context of research on the perceptions and behaviour of people buying or selling their homes, considering provision for long-term care needs and defrauding social security carried out by the ESRC's Economic Beliefs and Behaviour programme. Individual responses endorse the continued provision of state welfare in order to meet unprovided risks alongside disenchantment with the record of both state and private professionals and planners and awareness that state retrenchment requires greater individual responsibility for meeting one's own needs. One of the paradoxes of the democratic project in South Africa is that the combination of political empowerment, organised constituencies of poor people and increasing social sector spending has made minimal impact on increasing equality. Despite an overall macroeconomic framework that emphasises fiscal restraint, social welfare spending has increased in the past 14 years, and dramatically so since 2003. Almost one in four South Africans receives some or other form of grant, and the majority of recipients are women. Indeed, South Africa is regularly described as the developing world’s largest and most generous welfare state. I address the extent to which gender inequalities are reduced through public sector spending, asking the question: what is the optimal relationship between social policy and the intrinsic democratic goals of equality, social justice and citizenship? Drawing on Amartya Sen’s capabilities approach, the article argues that a focus on social sector spending alone is inadequate to address questions of social justice. Instead, I draw attention to the normative assumptions, discursive environment and institutional context in which social policy is elaborated and implemented. I argue that, in a context in which there is relatively poor infrastructural capacity in the state to ensure that service delivery takes place in fair, consistent and egalitarian ways, households and communities act as shock absorbers of state failures and women’s gendered burdens increase, despite formal commitments to gender equality. While women appear to have gained from political empowerment, women politicians did not effectively leverage their position in the state to promote pro‐poor policies or to build coalitions to challenge the watering down of early commitments to reducing gender inequalities. 相似文献
