The Australian Government's attempts at national urban policy have been sporadic and inconsistent, under the constraints of constitutional, financial, ideological and political factors. This paper concerns the recent resurgence of national urban policy under the rubric of “smart cities” adopted by the Turnbull Government and carried on by the incumbent Morrison Government. It investigates how this round of smart cities agenda articulates with Australia's political tradition of national urban policy to seek continuity and change, through comparing historical policies, unpacking major smart cities programmes, identifying explanatory factors and critically commenting on its innovation and legacy. Drawing upon these analyses, this paper argues that understanding the smart cities agenda needs to move beyond the political, ideological “to-and-fro” pendulum to national urban policy observed in history. Rather, it resonates with a globalised policy norm established upon the city-based global integration and competition, driven by an imperative of transitioning to a knowledge economy and pursuing innovation capacity. It is too early to judge whether the smart cities agenda will bring changes to Australian cities in the way it wishes, since it involves long-term infrastructure investment and urban development projects. However, a comprehensive and consistent national urban policy to govern the Australian system of cities and towns has not been established yet.  相似文献

This interpretive grounded theory study explores 10 residents’ retrospective accounts of the relocation process, including the decision to move into a long-term care home, the pre-move preparations, the moving day circumstances, and the initial adjustment period following the move. Analysis of the data revealed a complex intersection of conditions at multiple layers that shaped residents’ experiences of the transitional process. Recommendations to enhance circumstances at individual, interpersonal, and systemic layers, for each temporal stage of the relocation process are proposed. Implications for social work practice across the continuum of care are also discussed.  相似文献

Despite a range of criticism, the realm of policy still remains dominated by the rational, positivist and quantitative approaches of New Public Management, ‘evidence-based’ approaches and target/accountancy oriented ‘scientific’ management. Two notable attempts to develop an alternative to this dominant framework, however, have come from the older tradition of American pragmatism and the newer approach of complexity. In this article we introduce some of the core concepts of pragmatist philosophy and complexity relating to policy making. We then explore some of the key premises for bringing these two fields together and subsequently apply this ‘pragmatic complexity’ approach and a Stacey Diagram to drug policy. We argue that a marriage of pragmatism and complexity can provide a positive alternative conception of the relationship between scientific knowledge and decision-making and offers a way to integrate a scientific approach with democratic deliberation and values.  相似文献

South Korea’s quality education system rests on four pillars: (1) putting education at the center of a long-term development strategy, (2) getting the right people to become teachers, (3) developing these people into effective instructors, and (4) prioritizing information and communications technology in education. In contrast, education policies in Peru change from government to government, official evaluations of teacher education institutes do not exist, teachers do not receive regular training, and the use of technology in education is limited. Taking into account South Korea’s successful experience, Peru could seek to improve its education system with initiatives to support a long-term education policy, which has to include a clear plan to improve the accreditation process of teacher education institutes, the current salaries of teachers, the training of teachers, and the use of technology in schools.  相似文献

An increasing number of older adults are moving into assisted living facilities when living independently becomes difficult. These facilities afford older adults a home-like environment with opportunities for social activity and a minimal level of professional care, although relocation can negatively impact well-being. Because it is important to study home environments of aging adults, 10 residents of an assisted living facility were engaged in Photovoice to explore perceptions of the facility as home. Through photographic expression, residents identified environment enhancements for home at an assisted living facility. Findings of this study have implications for program planning at long-term care facilities.  相似文献

This study draws upon communicative processes in policy transfer to consider the ways in which policy may be adapted to context or distorted. The theoretical framework is used to investigate exactly what the South Korean government borrowed from UK social enterprise policy. Despite claims that the UK was the source of both the general policy direction and the particular regulatory device, the Korean government did not learn about the specific contexts of the British policy, nor attempt two-way communication with domestic stakeholders. Rather, the UK policy was interpreted in accordance with the Korean government’s own ideas about how to utilize social enterprise. Historical legacies of top-down decision-making played an important role in this process, as did the state’s role as a regulator which mobilizes the private sector to achieve policy goals. The consequences have been negative for those organizations refused social enterprise status under the Ministry of Labor’s strict approval system, as well as for the original target population: the socially disadvantaged and vulnerable. It is suggested that the model advanced may help to illuminate the reasons why some borrowed policies differ considerably from the originals, and the use of policy transfer as a means of legitimization.  相似文献

The problem of inaccurate, misapplied or fraudulent scientific data could be addressed by government regulations, or by self‐regulation from within science itself. To many, self‐regulation implies the grounding of research activities in some “neutral”; standard of “ethics”; acceptable in a “pluralistic”; society. Yet, there is no such thing as a “neutral ethics”; and many “contemporary”; theories contain such serious theoretical deficiencies and contradictions that they are practically inapplicable. As a viable alternative to these theoretical and practical problems, an objectively based realistic framework of ethics is considered, and used to ground both the individual scientific and the collective public policy decision making processes. This is an ethics of properly integrated relationships. It is then applied to an analysis of many of the causes of incorrect scientific data, as well as of many of the internal and external pressures and abuses often experienced by scientists today. This approach respects the integrity of each decision maker as a human being and a moral agent—which in turn better insures the integrity of the protocol, the data, and the public policy decisions which follow—and ultimately, the integrity of the scientific enterprise itself. Under successive New Labour administrations British law and order policy experienced a significant shift. The literature, however, falls short to empirically substantiate whether this change can be attributed to the ideological preferences of the party in power – neither on the aggregate-level nor in terms of a causal mechanism. This study develops a novel partisan effects mechanism linking the notion of policy-seeking party elites with the notion of policy entrepreneurship. The applied mixed-method research design confirms a partisan link in two ways: On the aggregate-level, the first systematic analysis of the complete law and order legislation from 1990 to 2014 allows to assess the significant policy change as well as its correlation with partisan effects. On the micro-level, a qualitative analysis traces these effects within the political process of a single piece of legislation highlighting policy entrepreneurs as a causal mechanism of partisan effects.  相似文献

What is striking in Trumpian economics – supply-side economics too – is the omission of economic growth. There is no awareness that nations at the frontier need indigenous innovation to have ample growth. The take-offs into sustained growth in 19th century Britain and America were fueled by dynamism from the grassroots up. Moreover, this stunted economics has no room for the rewards from participating in the economy besides the market wage – for the satisfaction of succeeding at what one is doing, the sense of flourishing as one’s career unfolds, and the thrill of venturing into the unknown.  相似文献

This paper examines if ‘naming and shaming’ is an effective tool to increase accountability in school dropout for cities with disadvantaged student populations. It argues that a comparison with other cities might be unfair if regional and population characteristics differ. It discusses the example of two Dutch new towns. The new town policy deliberately attracted low- and medium-income households in the past, such that today the population of those cities differs from other cities. We use a matching analysis to account for observed differences in population and regional characteristics. The results point out that ‘naming and shaming’ may be a dangerous policy to increase accountability: early school leaving differences are driven, to a large extent, by observed differences in population and regional characteristics.  相似文献

This study aims to examine service quality in the emergent society-run homes (SRH) in Beijing from the perspective of residents in the context of ‘Socializing Social Welfare’ policy reform. Quantitative and qualitative research methods were combined to provide a comprehensive approach. A novel instrument for measuring service quality was developed and validated. Nine dimensions and three domains of service quality were identified and explored. The measuring instrument reveals that service quality in the SRH is barely satisfactory. With the findings of this study and the corresponding recommendations, it is hoped that the quality of institutional care service for the elderly can be improved, the social capital of the SRH can be promoted, and an integrated system of diversified care services can be formed and serve the needs of the increasing population of aged people.  相似文献

This study explored Australian federal level policy instruments which influence and impact on women’s reproductive choices and the consequences of those choices. A systematic policy search and mapping exercise was undertaken. Eighteen policy instruments were identified at the Federal level and were explored through a policy framework and thematic analysis. Findings indicate there are multiple layers of influence on women’s reproductive choices and the consequences of those choices, and the policy instruments interact in multiple dynamic, interconnected and contextual ways. Yet, they also lack cohesion and congruency, failing to account for women’s life circumstances while at the same time shifting the promoted position for women in each policy instrument. The policy instruments seek to regulate, control and selectively support women’s reproduction while simultaneously silencing, marginalising and reprimanding some groups of women.  相似文献

The causal relationship between financial development and economic growth is examined, utilizing the superexogeneity methodology. We use annual data for Korea during 1971–2002, during which Korea has experienced both phenomenal economic growth and a variety of financial liberalization and reforms. In our tests for superexogeneity, we find that financial development control causes economic growth, but the reverse is not true. Our empirical results provide evidence in favor of the ‘finance causes growth’ view for the case of Korea while rejecting the ‘growth causes finance’ view. The policy implication is that Korea should give policy priority to financial reform rather than economic growth, because only a decisive and accelerated pace of financial restructuring can ensure a sustainable growth in the medium or long term.  相似文献

The educational inclusion of rural–urban migrant children in Chinese urban schools has been promoted in the past decades. This paper provides a contextualized interpretation of recent policy developments governing large Chinese cities and evaluates its impact upon the status of migrant children's education. Drawing on data collected from 1,331 migrant children in urban inclusive schools, this study compared current migrant children's family backgrounds and psychological sense of belonging at school in relation to educational outcomes at the primary education level. Results showed that migrant children's socioeconomic status (SES) levels were slightly higher than their counterparts in inclusive schools and a salient SES stratification of migrant students was found. This correlates with students’ reports of fewer incidences of discrimination than hypothesized. Furthermore, capital in migrant families was positively associated with the psychological sense of belonging and academic achievement. These results reveal a significant change to migrant students’ SES as a result of the recent population control policy pertaining to China's large cities since 2014. Implications for research and educational practice, especially with at‐risk migrant students of low‐SES, are discussed.  相似文献

Primary goal of stabilisation policy in the Treaty of European Union is price stability. That goal may be in conflict with the goal of full employment in the member states, particularly, then the union is hit by an asymmetric shock. Assuming perfect capital mobility an initial adverse shock [Lessons of Massachusetts for EMU, in: F. Torres, F. Giavazzi (Eds.), Adjustment and Growth in the European Monetary Union, Cambridge University Press, Cambridge] may have permanent effects by releasing a self-reinforcing process, which will result in lower relative growth. Given the specification of a model that captures the crucial element of efficient structural transformation it is easy to conclude the lack of necessary structural transformation within European Monetary Union (EMU). In addition, the basic foundation of economic policy by EMU, as manifested by the Treaty of European Union, is by latter research put into question. Therefore this paper suggest, it is necessary that the Treaty of European Union must be supplemented, changed, or both.  相似文献

This paper deals with a problem created when a government, especially in a small economy, uses procurement policy as an alternative measure to tariff protection. A theoretical model, linking the two measures of protection, is developed. Simulation experiments and input-output data are employed to show that in Australia the efficacy of procurement policy as a substitute for tariff protection may be low. To a large extent this is due to the inability of particular industries to produce substitutes for government imports. The model also yields estimates of the Marginal Rate of Protection Substitution between the two measures.  相似文献

This paper evaluates the role of public R&D support on Italian manufacturing SMEs’ innovation activities, focusing on innovation output rather than innovation input. Combining information from EPO records and the Capitalia survey, the new data set enables a counterfactual assessment of R&D policy from 2001 to 2003 (2009 is the final year of the post-treatment period). We find that publicly supported firms have higher R&D expenditure regardless of their characteristics, confirming a strong additionality effect of public policies on innovation inputs. However, this additional spending does not increase firms’ probability of patenting or the number of patents in comparison with privately financed R&D.  相似文献
