This article aims to enhance fundamental conceptualisation in performance measurement through the development of a standard conceptual typology of the field. Performance measurement is a common phenomenon in the worldwide public sector, and one that has attracted substantial academic attention. However, analysis has been hindered by confusing and inconsistent terminology, and a lack of clear and explicit classification schemes. The proposed typology is based on five explicit design considerations and three fundamenta divisionis. The typology produced has four elements: levels; measures; targets; and actuals. These elements relate to the nature, specific aspect and state of performance phenomena. It is likely that a standard conceptual approach will have benefits for academic analysis, by clarifying language and conceptual definitions. It is also likely to have beneficial practical implications.  相似文献

ABSTRACT

Phenomenologically and reflexively influenced, this paper investigates an experiential conception of the imagination through an exploration of an extreme bodily act. Foremost, it sets the scene for a conceptual consideration of dangerous practices such as cliff jumping. This potentially pushes the level in which we can reflect upon such a thing as an existential or embodied imagination. Here modernity's leveling of the docile body is challenged. Hence, in focusing on those sub-cultural practices that involve the extreme use of landscape, I propose an alternative scenario in which to consider the creativity of the body. Such a framework situates hazardous activities beyond the level of much contemporary thinking within the anthropology of sport or the sociology of risk, to a more far-reaching—perhaps “extremist” position—where they come across as existentially poignant, performative acts of the social imagination.  相似文献

Abstract

To illustrate the overall content and historical significance of Xun Zi’s political philosophy, this paper proceeds as follows. First, it reviews previous research on ideas of li (ritual and social norms) and discusses why Xun Zi’s theory of li has been undervalued. Second, it briefly introduces my earlier study of this issue, The Confucian Quest for Order: The Origin and Formation of the Political Thought of Xun Zi. Third, it proposes an analytical framework that highlights the intellectual characteristics and historical role of li in the Xunzi. This framework analyzes li in the broad sense, differentiating between the theory of li, li as an institution and li as a way to the restoration of order. Fourth, it describes some intellectual characteristics of the Xunzi’s theory of li as a way to order. Based on these discussions, this paper argues that Xun Zi’s theory of li as a way to order is a political philosophy with a broad vision which goes beyond the framework of a single dynasty or state to cover the history and modes of existence of human society as a whole.  相似文献

ABSTRACT

This opening paper outlines the rise of public sector performance measurement and performance governance from New Public Management, its trajectory from an administrative tool for organisational monitoring and management, to its insertion into service performance and accountability, to a policy tool defining policy itself. Four key conceptual ways of approaching public sector performance measurement are outlined, and the significance of understanding performance measurement as a socio-technical policy instrument is argued. The paper thematically reviews the papers that follow and how they demonstrate new points of critical analysis in policy studies, including the multiple, mixed and sometimes contradictory purposes for performance measurement, the formation of performance measurement tools, the linkages of performance numbers and governance structures from macro to micro, and the reconfigured roles of professionals in public service delivery. The paper issues a clear challenge to policy researchers to take performance measurement more seriously in understanding the dynamics of policy performance, the achievement of policy objectives, the reframing of policy and the experience of citizens.  相似文献

Abstract

In food science and technology, understanding off-flavors has a significance with both technical and commercial implications. In the food industry in the United States, it is a widely held truism that consumers will not buy a product if they do not like the way it tastes or if it contains unpleasant flavors. But how can science determine when food is off putting, and how do scientists learn to address bad tastes in their experimental and technical practice? Based on ethnographic work with food scientists in the United States, this paper is a reflexive account of learning to taste off-flavors, a form of sensory learning that utilizes the scientist’s own body as a kind of instrument. The paper argues that a particular understanding of the consumer sensorium emerges through food scientists’ approach to off-flavors. This is an image of the consumer as a chemically receptive sensory system that is highly sensitive to compounds at trace levels. By utilizing the sensitivity of their own senses, food scientists exploit the relationship between distaste, memory and sensory perception as a form of training to produce future aesthetic memories of off-flavors that can be deployed in a technical context.  相似文献

The rise of government by indicators, by figures may reveal a new wave of rationalization organized by the state in the classic Weberian sense. Contemporary forms of government are marked by the rise of indicators, measures and new metrics to compare, certify, codify and evaluate. In many countries, performance measurement has become one of the symbols of the transformation of governance. The paper aims to show how performance indicators are a particular type of policy instrument that increases competitive pressure within societies even if that cannot be analysed only in terms of neoliberalism.  相似文献

Performance indicatorsare not neutral or merely technical—they represent viewpointsand values that may influence policy and practice. This three-partarticle examines how this may occur. The first part outlinesa theoretical approach to understanding the policy significanceof performance indicators. As they become part of the frameworkwithin which policy debates occur, indicators may frame policyissues, create boundaries around options for solutions, definestandards for evaluating results, and set the terms of publicdiscourse. The second part discusses the background to the developmentof performance measurement in child welfare in Britain, theUSA and Australia, locating it as integral to contemporary approachesto public sector management. The third part examines the performanceindicators used in these jurisdictions-aspects of performancemeasured, underlying assumptions about ‘good’ performance,and how they construct child welfare. Existing indicators narrowlyconstruct child welfare in terms of investigations and out-of-homecare, whereas the child welfare literature suggests a broaderapproach with more attention to family support. ABSTRACT

Performance indicators have both technical and value dimensions, capable of providing data for monitoring and reporting in addition to framing policy problems and their solutions. This paper considers the performance indicators proposed in a recent child protection inquiry in Australia that recommended ‘decreasing the numbers of children in the child protection system’ as a primary policy objective. The paper examines the context in which the indicators were set, the values and theories they endorse, and how they position stakeholders. The analysis shows how the indicators communicate that child protection services should be only for the most serious cases of child maltreatment, and the reach of statutory services should be curtailed. Children who have been maltreated or who are at risk of harm from abuse or neglect should be diverted from the child protection system (positioned as bad) to the family support system (positioned as good), and at the same time from the state to the nongovernment sector. The shifting relations between government, service providers, and families signified by the indicators can be seen in a broader international context of tightening the boundaries around child protection and concurrently advancing concepts of compliance within family support.  相似文献

Abstract

Coordinated care network is an approach to human service delivery that is recognized to improve client outcomes at a reduced cost. However, general mixed findings on the effectiveness of coordinated care networks warrant research contextualization. This article seeks to discover factors influencing the performance of a coordinated care network delivering social services to veterans and their families. The study provides a contextual analysis of a coordinated care network launched in 2016 in southeastern Virginia for two samples of 1,512 and 375 veterans and their families. Results of the regression analyses indicate that initial progress has been made both in efficiency measured as the amount of days a client’s case is open and effectiveness measured as the recorded outcome of a client’s case. However, performance was affected by both client’s characteristics and types of services requested. Therefore, performance was not uniform across the network of providers. Further, indicators could be enhanced to better capture areas of the network needing improvement. Future research may consider adding performance measures and track it over time and across contextual attributes to confirm the effectiveness and efficiency performance of a coordinated care network.  相似文献

ABSTRACT

In recent decades, the use of gross domestic product (GDP) as a proxy for national well-being has been criticised on the grounds it excludes important social and ecological considerations. Several alternatives have been proposed that promise to generate more comprehensive and balanced quantitative measures of well-being, but all of these alternative indicators remain contested and controversial. This paper critically reviews Australia's contribution to this effort: the Australian Bureau of Statistics’ (ABS's) Measures of Australia's Progress initiative. Unlike many other alternatives to GDP, the Australian initiative does not settle on one measure but uses expert-mediated public consultation to establish a ‘dashboard’ of indicators. In so doing, this model makes explicit the serious challenges confronting efforts to coherently define and measure progress in late modernity. In its attempt to integrate diverse views on national progress, the ABS has created an ambiguous tool that is not being taken up in public and political discourse.  相似文献

ABSTRACT

In 2017, the Israeli government implemented a universal child development account programme – the Saving for Every Child Program (SECP) – which establishes a personal savings account for every Israeli child and provides monthly deposits until the child turns 18. The SECP has the potential to provide substantial assets when children reach adulthood, but the benefits depend on parents’ investment choices. The unique programme’s nature presents opportunities to learn from its implementation. This paper provides a comprehensive overview of the SECP, its legislative history, early findings from its implementation, and recommendations that may improve programme participation and outcomes across population groups.  相似文献

In this study, we focused on child poverty and examined the targeting performance of governmental cash benefits in Taiwan, and whether they successfully alleviate child poverty when budget constraints are imposed. We employed data from the cross‐sectional Survey of Family Income and Expenditure 2010, which was conducted by the Directorate General of Budget, Accounting, and Statistics of the Executive Yuan in Taiwan. We investigated efficiency and effectiveness, using the IRIS, Beckerman, and Shapley approaches, to measure targeting performance. The results suggest that few transfer programmes perform well in terms of both target efficiency and effectiveness; this generates trade‐offs and paradoxes between efficiency or effectiveness, undercoverage or leakage, vertical or horizontal efficiency, and universal or selective benefits. We conclude by suggesting social policy implications based on the findings. This paper re-evaluates the problem of measuring thea priori relative voting power of a voter in an assembly. We propose several new intuitively compelling postualtes that any reasonable index of voting power ought to satisfy. At the same time we argue that most of the paradoxes of voting power discussed in the literature are paradoxical only in a weak sense, if at all. This leaves three crippling paradoxes — the well-known paradox ofweighted voting, and two new ones presented here: thebloc anddonation paradoxes. We evaluate the four main relative power indices discussed in the literature with respect to these three severe paradoxes. The Shapley-Shubik index is seen to be immune to all three paradoxes, while the Deegan-Packel index is vulnerable to all three. The Banzhaf and the Johnston indices are demonstrably immune to the paradox of weighted voting. However, they are shown to suffer from both the bloc and the donation paradoxes. We argue that this seriously undermines these indices in a hitherto unsuspected way. Several other theoretical issues relating to voting power are discussed.  相似文献

Gerontological Social Work education has been substantially altered by the advancement of today’s digital technologies, influencing both the training and tools required to ensure student success in social work research, policy, and practice. The goal of this paper is to present the state of the science on gerontological digital social work education, identify implications for emerging technologies, and define areas for social work student competencies and proficiencies to advance the field of gerontological digital social work. This paper underlines the role of gerontological digital social work education in preparing future researchers, practitioners, and policymakers when engaging in Digital Therapeutic Teams. We provide insightful considerations pertaining to emerging technologies which present unique opportunities for innovation. Furthermore, this paper presents training and education opportunities for social work education in preparing future gerontologist practitioners, researchers, and policymakers to engage in multidisciplinary team efforts and leverage digital technologies and digital therapeutics.  相似文献

Progress has been made defining the standards for determining subjects’ competence to consent to research: abilities to communicate a choice, understand relevant information, appreciate the nature of the situation and its consequences, and manipulate information rationally. Available data show clearly that persons with mental illness display a spectrum of decisionmaking abilities, with many performing well, but some doing quite poorly. More attention now is required to identifying the degree of capacity required for competent consent to projects with varying risk/benefit characteristics. Practical means are also required for screening for subjects with impaired capacities, attempting to improve their performance, and providing substituted consent when their deficiencies are intractable.  相似文献

This paper examines residential childcare workers’ perceptions of quality and how they relate to the growing performance measurement culture within social work over the last 10 years. In particular, it is concerned with examining how workers define quality services and what this means for the government's standards approach with its emphasis on tangible activities around process rather than outcomes. In addition this paper considers the prospects for developing quality in residential care and what frontline workers assess as adding to and/or subtracting from that activity. The growing performance measurement and standards culture being propagated by central government is considered in the context of workers’ perceptions and influence, particularly as it relates to the potential to maximize the quality of the service provided. In this context staff perceptions are obtained from nine children's units in two local authorities with the intention of providing research evidence to a debate very often centred on belief rather than fact.  相似文献

ABSTRACT

A wide range of wearable fitness-trackers are currently available that allow users to measure, monitor, visualize, and record numerous training metrics including moving pace, distance traveled, average heart rate, and calories burned. Using qualitative data collected through semi-structured interviews with amateur endurance athletes, this paper examines what individuals do with their wearable fitness-trackers and the data they produce. Drawing on the work of Deborah Lupton and Sarah Maslen, we take up the concepts of “data sensing” and the “more-than-human sensorium” to highlight the embodied and sensory dimensions of digital self-tracking. We argue that while much of the appeal of fitness-tracking technologies lies in their ability to generate objective readings of one’s performance, these devices do not supplant less quantifiable and more subjective ways of understanding one’s self. On the contrary, the participants in our study use the quantitative data generated by a fitness-tracker in conjunction with their own self-assessments to gain a more holistic sense of what they are experiencing during training or on race day. For many of our research participants, the fitness-tracker became a central part of their identity and daily routine. Most participants were reluctant to train without their fitness-trackers, even when not preparing for an event.  相似文献

ABSTRACT

This paper presents a cross-disciplinary project based on an experiment in eye-tracking and motion capture (Sainsbury’s Centre for Visual Arts), which aimed to study viewers’ movements around an iconic sculpture: Edgar Degas’s Little Dancer Aged Fourteen. The experiment studies how viewers respond to this three-dimensional artwork not only by looking at it but also through their own bodily reactions to it, such as by unconsciously mimicking a represented attitude or gesture. We compared two groups of viewers: classically trained dancers and non-dancers. Our hypothesis was that the skills and embodied experiences of the dancers would alter the ways in which they engage bodily with the work compared to the non-dancers. Our underlying research question was: how are vision and the body interlinked in esthetic and kinesthetic experience? This paper does not give results, which are forthcoming. It focuses on methodology and provides a commentary on the design and development of the interdisciplinary collaboration behind the project. It explores an interdisciplinary collaboration that bridges the humanities and experimental sciences and asks how being confronted with unfamiliar methodologies forces researchers in a given field to critically self-examine the limits and presuppositions of their practices.  相似文献

In an era of industrialized food production, ultra-processed foods, “Big Food” marketing, and growing obesity rates, food has come to be framed as an object of risk – and as an object of regulation. Such reframing has fascinating implications related to issues of responsibility and decision making, especially when it comes to children’s food. This article probes the relationship between representation, regulation and “risky” consumption with respect to children’s food. I examine how child-targeted foods become framed as “risky” and what counts as “risky” food messaging under Health Canada’s commitment to restrict the marketing of unhealthy foods to children. Detailing the tension between food as a risk object and food as a child object, I suggest how issues of semantic provisioning and the politics of the unseen work to complicate and destabilize the (seemingly) straightforward process of prohibiting unhealthy food marketing to children.  相似文献
