Projects of official nationalism have long been understood as state-sponsored attempts at enforcing cultural uniformity within the borders of the national territory. Contemporary nationalisms tend to compartmentalize minority cultural groups in a way that marginalizes those who are not seen as belonging to the core of the “modern” nation. Contemporary official Taiwanese nationalism promotes the “ethnic Taiwanese” (Hokkien) majority as the modern center of an otherwise diverse nation, primarily through the funding and ‘preservation’ of non-Hokkien cultural traditions. Though these programs that celebrate local cultures are more inclusive than earlier nationalisms in Taiwan, the terms of inclusion nonetheless function as a form of neoliberal state control of minorities, such as the Hakka (kejia ren). This article examines how Hakka “culture workers” (wenhua gongzuozhe) resist state attempts at spatial and symbolic marginalization. From producing ethnographies that create a Hakka neighborhood to organizing a parade route that symbolically links that neighborhood to Taipei's government and financial centers, Hakka culture workers resist multicultural nationalism by making Hakka spaces that are resistant to state attempts to marginalize them. I argue that their work is a prime example of how communities and individuals can successfully negotiate the cultural and spatial politics of the neoliberal state.  相似文献

Despite decades of policy aimed at the maintenance of Francophone communities in Ontario, the proportion of individuals with French as a mother tongue or who speak French most often at home has steadily declined. Research on language retention has highlighted the importance of sociodemographic and structural factors in understanding minority language practices. However, given the relationship between culture and action, this paper examines how cultural factors contribute to Franco‐Ontarians’ linguistic practices. Results indicate that beyond couple composition and the concentration of minority‐language speakers, cultural factors including identity, cultural consumption, and values play an instrumental role in Franco‐Ontarians’ linguistic continuity. The importance of considering linguistic continuity as part of a “package” of cultural practices is discussed.  相似文献

The 'linguistic human rights'(LHR) perspective, though relevant to the protection and promotion of minority languages (or, more generally, of linguistic diversity), displays one major weakness, namely, its almost exclusive reliance on moral considerations. Although LHR advocates often back up their claims with other (including economic) arguments, the latter often fail to pass 'hard' validation tests. Hence, the actual import of LHR arguments is constrained by the extent to which the underpinning moral considerations are shared by public opinion and politicians. Even if there is broad consensus around values, arguments in favour of minority language rights can be defeated by three types of objections that have to do with feasibility, costs, and burden sharing. In order to overcome these objections, it is necessary to draw on the tools of policy evaluation, which provides strong arguments in favour of linguistic diversity.  相似文献

Historical sociologists have questioned the idea that nationalism and imperialism are mutually exclusive phenomena. In contrast to traditional historiography that depicted empires as ‘the prison houses of nations’ contemporary scholarship emphasises the structural and ideological ambiguities that characterised the 19th century European imperial projects. Hence instead of ‘popular longings’ for national independence the focus has shifted to the experiences of ‘national indifference’. In this paper I aim to go beyond this dichotomy by questioning the role of (nationalist) agency in the collapse of imperial order. Drawing on the primary archival research I zoom in on the case of Bosnia and Herzegovina under the Austro-Hungarian rule (1878–1918). The paper contests the view that the imperial state was severely undermined by the presence of strong nationalisms. I also challenge the notion that the majority of Bosnian population remained ‘nationally indifferent’ during this period. Instead, I argue that understanding the character of the Austro-Hungarian rule is a much better predictor of social change that took place in this period. Rather than stifling supposedly vibrant nationalisms or operating amidst widespread national indifference the imperial state played a decisive role in forging the nation-centric world through its inadvertent homogenisation of discontent.  相似文献

Utilizing a combination of corpus linguistics and critical discourse analysis, the article describes ideologies of United States (U.S.) national identity based in civic and ethnic nationalisms. These ideologies circulated during debates and hearings in the U.S. Congress concerning the 2006 reauthorization of provisions of the Voting Rights Act requiring that multilingual voting materials be made available for language minorities in certain jurisdictions. The article argues that although those legislators supporting the use of multilingual voting materials construct an ideology of civic nationalism that promotes inclusion of language minorities, they are still greatly influenced by the dominant language ideology. Those opposing multilingual voting materials construct a U.S. national identity that places stringent requirements on newcomers to assimilate and learn English. These legislators simultaneously attempt to avoid the suspicion of ethnic nationalist ideologies by arguing that English is a neutral entity, detaching it from its dominant linguistic community. The findings suggest that despite Congressional support for multilingual voting materials, the language ideologies present in Congress are not necessarily favorable to the rights of language minorities. These findings have language policy implications in that they suggest opposition to a right to language for linguistic minorities in the U.S.  相似文献

Variation in sign languages has been a neglected area of research in sociolinguistics. This article, part of a large-scale study of variation in American Sign Language (ASL) designed to redress that situation, examines variation in the form of the sign DEAF, which can be produced by moving the forefinger from ear to chin, from chin to ear, or by contacting the lower cheek. Multivariate analysis of more than 1600 tokens of DEAF extracted from sociolinguistic interviews with 207 signers residing in seven regions of the United States shows that both linguistic and social factors significantly constrain choice among the three variants. The analysis also illustrates patterns that parallel variation in spoken languages. However, despite the similarities to variation in spoken languages, we suggest that results for the regional patterning of variation are best explained by reference to Deaf history, particularly to changes in the status and use of ASL in deaf education.  相似文献

This paper examines the use of Hebrew and Yiddish in the linguistic landscape of Kazimierz, the Jewish quarter of Krakow, Poland. Specifically, I examine how the use of these languages in primarily symbolic modes as a part of the Jewish ethnolinguistic repertoire is a part of the creation of three different types of Jewish places in the quarter. These places present different stances towards whether or not Jewishness can exist in present‐day Poland, which are, in turn, reacted to by American Jewish visitors to the quarter. This work shows that nonvernacular and fragmented use of languages, while in some cases is a part of the construction of a purely commodified “Disneyfied” landscape in which users of those languages have been displaced, in others, it can be perceived as a sign of more authentic community revitalization.  相似文献

It is possible for a language to emerge with no direct linguistic history or outside linguistic influence. Al-Sayyid Bedouin Sign Language (ABSL) arose about 70 years ago in a small, insular community with a high incidence of profound prelingual neurosensory deafness. In ABSL, we have been able to identify the beginnings of phonology, morphology, syntax, and prosody. The linguistic elements we find in ABSL are not exclusively holistic, nor are they all compositional, but a combination of both. We do not, however, find in ABSL certain features that have been posited as essential even for a proto-language. ABSL has a highly regular syntax as well as word-internal compounding, also highly regular but quite distinct from syntax in its patterns. ABSL, however, has no discernable word-internal structure of the kind observed in more mature sign languages: no spatially organized morphology and no evident duality of phonological patterning.  相似文献

Liberal Nationalisms: Empire, State and Civil Society in Scotland and Quebec argues that the emergence and character of nationalism are directly related to changes in patterns of political rule and the liberal settlements that underlay that rule. The focus is on the emergence of two nationalist groups in Scotland and Quebec at the beginning of the twentieth century: the Young Scots’ Society and Ligue nationaliste canadienne. They exhibited liberal nationalisms differently (1) in response to the British Empire's predatory imperial policies, (2) in the perception that their states had failed to effectively accommodate the Scottish and French Canadian nations, and more problematically (3) on the place of organized religion in civil society. Their responses suggest the emergence of two quite distinct liberal nationalisms: one in which the emphasis was on universal individual rights, and the other in which particular group rights were more clearly favored. The article offers some further reflection on the relationship between nationalism and liberalism, specifically on the existence of a symbiotic relationship and more generally that liberalism is successful when embedded in nationalism.  相似文献

The People’s Republic of China is home to over 20 million d/Deaf and hard-of-hearing people, many among them belonging to ethnic minorities. Drawing on ethnographic fieldwork in two minority regions, the Tibet Autonomous Region and the Inner Mongolian Autonomous Region, this article comparatively discusses findings on sign language use, education and state welfare policies. The situation in these domains is analysed through the framework of the ‘civilising project’, coined by Harrell, and its impacts on the d/Deaf and hard-of-hearing among ethnic minorities are shown. For instance, through the promotion of Chinese and Chinese Sign Language over and above the use of local sign and written languages as well as through education and the medicalisation of disabilities.  相似文献

Despite the growing interest in transnational fields and their influence on national-level dynamics, existing literature has not yet addressed the processes involved in creating such fields in the first place. This article provides insight into the complexities involved in national–transnational interactions amidst national and transnational field formation. It examines the nascent transnational humanitarian field of the late nineteenth century through the work of the emerging Red Cross Movement in the 1860s–1890s, drawing primarily on the archive of the International Committee of the Red Cross. The findings show that National Red Cross (NRC) societies employed a discourse drawn from a transnational cultural arena in order to gain central positioning in their national fields and to convince other parties of their necessity. Conversely, NRCs used nationalism as a form of symbolic capital in establishing themselves in their national fields, seemingly at odds with their cosmopolitan aspirations. Thus, by contrast to the ideal-typical representation of global humanitarianism as non-national, these findings suggest that nationalism and impartial humanitarianism are historically intertwined. More broadly, the article argues that national-level field dynamics as well as nationalism play important roles in the creation of transnational fields, even when field actors present themselves as acting for universal causes.  相似文献

This article critically examines and contextualises the role of nationality statistics and maps in representations of the post-Yugoslav wars. Approaching these wars, a conflict involving competing nationalisms centred upon modern technologies of power/knowledge, I deploy the term “national numbers” to refer to the discursive node where numerical data about the nationality of the population and territorial mappings converge. Drawing on ethnographic fieldwork since 1996, this article explores how the reliance on national numbers and their territorialisation functions as the lynchpin of a dominant “mosaic” mode of representation of the post-Yugoslav wars. Examining their workings within local and international governance, in experiences of “ethnic cleansing” in the post-Yugoslav states and in discourses aiming to know, understand, explain, and represent the violence, it then makes a case for a healthy dose of critical distance with regard to the deployment of national numbers. In particular, we need to contextualise them in relation to the role of national categories and other lines of differentiation in Yugoslavia. Anthropologists and other social scientists, who take pride in providing strongly contextualised understandings of social phenomena, seem to be particularly well placed to do so.  相似文献

This article examines the introduction of multilingual Thai/Thai Lao/English signage in commercial areas of the Faculty of Humanities and Social Sciences at Khon Kaen University, the principal tertiary university for the 19 million citizens of Northeast Thailand, the majority of whom are of the minority ‘Thai Lao’ ethnicity, an ideological construction that is presented in some detail. This introduction of signage followed a previous study to introduce officially sanctioned multilingual direction-giving signage, including the main faculty sign, in three prominent areas of the Faculty. The survey employed a complex methodology to survey the opinions of 300 students together with observation of students and interviews with members of the faculty. The research type is therefore a mixed-methodology investigation of identity and language policy planning, cultural promotion, glocalization, Gal and Irvine’s semiotic ideology structuration process, the (urban) linguistic landscape and Bourdieu’s theories of social reality. The study found high levels of support for the signage from the student body, members of the faculty and the stallholders themselves.  相似文献

Much current theory concerning nationalism holds that elites commonly create or cause popular nationalism. In part, that thesis may be due to an overwhelming emphasis in research on nationalism on positive cases: cases where nationalism has appeared, ignoring cases where it has not. In this article, I challenge the thesis by showing numerous historical cases in which elites have promoted nationalisms that ordinary people have not adopted, or in which ordinary people have adopted a nationalism before it was taken up by elites. Even if elites do not create popular nationalism, however, they can and do shape its expression in a variety of ways, such as organizing it, providing relevant information, or providing opportunity or incentive for it. This article considers Billig's concept of “banal nationalism” in relation to a comparative material culture study of ordinary English and Swedish gardens and gardeners. Banal nationalism is about the myriad everyday practices, rather than overt ideologies, by means of which nations reproduce themselves as nations. While Billig's own work considers this solely in terms of linguistic discourses in relation to such matters as political speech and reporting sporting events, this article is concerned with how everyday nationalism may be reproduced through the humble and mundane material practice of gardening, and its relationship to the gardens people both create in reality and imagine.  相似文献

This paper addresses the theoretical and philosophical questions concerning how an individual identified him/herself as a member of an ethnic, racial, or national community in the context of Japanese Imperialist discourse during the 1930's. The central focus is Tanabe Hajime. Together with his mentor Nishida Kitaro, Tanabe established the so-called Kyoto School of Philosophy in the 1920's. With his background in the philosophy of sciences and mathematics, and modern European metaphysics, Tanabe created a philosophical argument for the multi-ethnic nation-state, and proposed the universalistic concept of Japanese national identity which positively evaluates and integrates individuals of different ethnic backgrounds into one. He constructed the Logic of Species (Shu no Ronri) according to which a member of the Japanese Empire could identify with Japan precisely because she or he can participate in the Japanese State which represents the whole, inclusive of all the ethnic groups. Relying upon the Hegelian concept of negativity, he explained the two different levels of belonging: particularistic belonging to the specific identity (shu) such as ethnicity, and universalistic belonging to the generic identity (rui). And he further demonstrated that ethnic identity is far from fixed, and is brought into the subject's self-awareness only insofar as the subject negates it and is free from it. In other words, the subject becomes aware of her/his ethnic origin only when s/he negates it thereby participating in a higher order of social formation, the State, under which ethnic multiplicity is subsumed. Thus the species of ethnicity is constituted only insofar as it is negatively mediated by the genus, that is, the State. Tanabe saw the essential form of human freedom in this negative relation of the subject to his ethnicity, and understood a subject's belonging to a nation as a dialectic and negative process of mediation between the species and the genus. While postwar Japan was built upon the premises of ethnic nationalism, Japanese imperial nationalism of the pre-war period was afraid of ethnic nationalisms which could challenge the Empire's rhetoric of multiethnicity and pluralism. Tanabe's Logic of Species was a response to such needs of Japanese Imperialism and it represented a philosophical attempt to undermine ethnic nationalism. Not surprisingly, it served as a metaphysical foundation for the idea of the Greater East Asian Co-prosperity Sphere.  相似文献

From a critical sociolinguistics perspective, this paper investigates processes of minority‐language newspeakerism among 23 migrants from heterogeneous socioeconomic and language backgrounds. Informants networked in a cybercafé and a bench in Catalonia, a European society with a majority and a minority language, Spanish and Catalan. Drawing on audio‐recorded interviews, naturally‐occurring interactions and four‐year ethnographic data, I analyze how informants' language practices and ideologies interplay with self‐/other‐ascribed Catalan newspeakerhood. The results show that migrants do not envision themselves as Catalan newspeakers. They employ ethnicist constructions of Catalan as ‘the locals’’ language, and inhabit fluid identities whereby ‘Catalanness’ is vindicated through global Spanish. They invest in Spanish newspeakerhood instead, presenting Spanish as the language of ‘integration’. I conclude that newspeakerism contributes to understanding migrants’ roles in the linguistic conflicts of minority‐language societies; particularly, the ways in which they invest in majority languages, following nation‐state monolingual regimes which pervade as gatekeepers to post‐national citizenship.  相似文献

North Sea oil discoveries introduced a qualitative divide that gave rise to at least the prospect of an economically viable Scottish independence, insofar as it made the “Scottish economy” a legitimate point of contestation on constitutional lines. In turn, this problematised the nature of minority nationalism in advanced, developed, post-imperial capitalist regional economies. The research assesses how economic factors – most notably oil – materially affected the prospects of asserting power, and thus the possibilities for imagining collective agency as a national (i.e. Scottish) project. Oil helped shift “New Left” thinking away from assimilationist and modernising projects of assimilating regional consciousness into “national” projects, while also inspiring outright nationalists to define their own project in relation to the earlier phases of nationalism. The study thus contributes to recentring the study of Scotland, with a smaller emphasis on the local dimension and identities, as against the role of national actors in untangling relationships with wider geopolitical and geo-economic forces. The claim is not simply that global forces formed the qualitative divide that made nationalist action possible; but also that these were conscious considerations of actors in the aftermath of North Sea discoveries.  相似文献
