Simultaneous monetary and fiscal policy reaction functions are derived and estimated for the 1969:2–1984.3 period. The results suggest that the Reagan administration has abandoned fiscal policy as a stabilization tool. Furthermore, although the average money growth rate declined in the Reagan administration, variation in the rate of money growth indicates that monetary policy has been used to combat unemployment. Finally, monetary and fiscal policies were not coordinated during this period. Rather, monetary and fiscal policy appear to be set by a Nash equilibrium in a non-cooperative game. In a Nash equilibrium, the policy chosen by each authority maximizes its payoff, given the policy choice of the other authority.  相似文献

This paper tests systematic responses of the Federal budget to forecasts of inflation and unemployment. Estimated coefficients from fiscal policy reaction functions are examined to determine whether there are such systematic responses. Additionally, the coefficients of these estimated fiscal policy reaction functions are used to test several hypotheses concerning fiscal policy which have been advanced in the political business cycle and public choice literatures.  相似文献

This article addresses an arresting conjuncture: the fact that the international community's involvement in states' affairs frequently coalesces around a state's management of internal difference. I outline striking parallels in the ways relations between supranational bodies, some European states, and their minorities were reconfigured in two post-imperial moments: the decade following the Great War and the present period of post-socialist transformation. In both periods supranational bodies developed regimes of supervision whose rationale and focus were minority rights and the state's governance of difference. Examining a figure I call “the supervised state,” I reflect on its implications for theorisations of state and sovereignty. I place these moments of intensified supervision of selected states within a larger history of supranational scrutiny and a political landscape that entailed a spectrum of sovereignties.  相似文献

The historical context of the emergence of the "mother as consumer" is the subject of this article. The newly formed children's clothing industry and its trade press (1917-1929) serve as entry points into this investigation. The focus is on examining several nodes of intersection among the domestic sphere of mothers and children, the involvement of mothers in child welfare efforts, and the strategies of some in the merchant class to capture the "mother trade" by exhorting consumption on behalf of children. An ideology of maternal consumption served to adjudicate the integration of the sacred sphere of mothers and children with the profane world of the marketplace by recasting motherhood as consumer practice.  相似文献

This paper determines the terms of trade between Yugoslavia and members of COMECON between 1966–1968 and Yugoslavia and the Soviet Union between 1957–1969. The results, based on prices prevailing in Yugoslavia's trade with Western Europe, show that Yugoslavia consistently paid lower prices and received higher prices in Bloc trade. The measured price deviations are then used to test two hypotheses, both related to the effect of dependence on measures of discrimination. The results indicated that as Yugoslavia became more integrated into Western markets (less dependent on COMECON trade), her discriminatory power increased.  相似文献

The sociological investigation of public policy continues to be plagued by scholarly adherence to a conventional framework that reifies the policy process as a set of segmented and sequential stages. To overcome this problem, policy is presented as the processual, ongoing practical accomplishment of the transformation of intentions. Within this framework, the realization of intentions is shown as both constrained and enabled by (1) organizational context and conventions, (2) linkages between multiple sites and phases of the policy process, (3) the mobilization of resources, and (4) a dynamic and multifaceted conceprualization of power.  相似文献

Traditional religious research fails to recognize religion as a market phenomenon. It especially overlooks supply-side factors that shape the incentives and opportunities of religious firms, emphasizing instead demand-side shifts in the perceptions, tastes, and needs of consumers. This paper reviews the effects of government actions that alter religious supply. Our examples demonstrate that simple deregulation lies at the root of major religious trends and that the vitality of a religious market depends critically upon its competitiveness.  相似文献

Abstract

Given that all women's movements share a unique relationship to the State – their exclusion from political power, often legally and occasionally constitutionally underpinned, has this exclusion shaped women's movements' strategies, which have had as their general goal women's political inclusion? Some similarities are evident across types of women's movements and across nations. In this article, I discuss the ‘strategic dilemmas’ that women's movements are likely to face, and I attempt to identify the range of strategic responses employed by feminist movements. I begin with a definitional distinction between women's movements and feminist movements, followed by a discussion of women's relationship to the State. I identify similarities across feminist movements in four strategic dimensions: (1) movement autonomy vs state involvement; (2) insider vs outsider positioning; (3) separatist vs coalitional stances; and (4) discursive and influence-seeking politics. These strategic dimensions shape different opportunities for women's movements across different state configurations, offering openings for some types of women's movements that may be unrecognized or unexploited by others. The article concludes with speculations concerning women's movements' strategic action in the context of state reconfiguration.  相似文献

This paper analyzes forward guidance in a nonlinear model with a zero lower bound (ZLB) on the nominal interest rate. Forward guidance is modeled with news shocks to the monetary policy rule, which capture innovations in expectations from central bank communication about future policy rates. Whereas most studies use quasi‐linear models that disregard the expectational effects of hitting the ZLB, we show how the effectiveness of forward guidance nonlinearly depends on the state of the economy, the speed of the recovery, the degree of uncertainty, the policy shock size, and the forward guidance horizon when households account for the ZLB. This article provides a test of the secularization hypothesis, which argues that economic growth, industrialization, increased literacy, and low fertility decrease religiosity. It focuses on the elections of the secular politicians who voted in favor of the separation between Church and State in the French Parliament in 1905. If the secularization hypothesis is correct, these secular politicians should have been elected in the most developed areas of France at the turn of the twentieth century. Contrary to the predictions of the secularization hypothesis, we find that the support for secular politicians originated in the rural areas of France. (JEL Z12, D72, N43)  相似文献

This article considers the relationship between the production of a British imperial archive on China and the global politics of empire over the last century and a half. Drawing upon the theoretical work of Bruno Latour, Gayatri Spivak and Thomas Richards,the archive is explored as a coherent set of material practices designed to decode and recode China and other colonized territories. Imagined as an interface between knowledge and the state, the British archive required the establishment of an epistemological network designed to generate knowledge on China. The knowledge so produced was then used to manipulate local scenes and to provide intelligence in ‘the Great Game’, the continuing contest with Russia over domination in Central Asia. Because of its desire for comprehensive knowledge of other peoples and places, the archive also generated its own phantasms, ones which threatened to undermine and destroy empire. This process of self-haunting is explored through the figure of Fu-Manchu, a discernible mutation of epistemological empire, and linked to the cold war which emerged on the Eurasian landmass after 1945.  相似文献

Drawing on Derrida, Foucault, Dorothy Smith, Anzaldúa, Wallerstein, Said, and Gurdjieff, among others, this article argues that the strangeness of Abu Ghraib—“father of the strange (or of the stranger)”—has less to do with what went on inside the prison and more with the global prison yard. Strange is how we, global spectators of the prison abuses, continue to stand on shaky cardboard boxes of rising and falling empires with hoods of amnesia and evasion put on our minds, and sophisticated media wires of true or false fears manipulating our emotions. To escape from prison, a mystic once said, one must first realize one is in prison. The inquiry is used as grounds for advancing a discourse on Newtonian and quantal sociological imaginations in favor of a Sociology of Self-knowledge.  相似文献

Too often the history of information and communication technologies (ICTs) is wrenched out of the history of technology and presented as something altogether separate and therefore different, rendering previous analyses irrelevant. However, there are sufficient analytical tools to hand without the continual invention of new paradigms to understand the current stage of technological advance. To support this contention, in this article, the continuing relevance of Lewis Mumford is explored. Mumford's discussion of the megalopolis and the emergence of the invisible city as its most developed state make a direct link with the networked information society, establishing a link between the information society and Mumford'sanalysis of the previous history of technology.At the centre of Mumford'sdiscussion of this history is the dialectic interaction of authoritarian and democratic technics. Mumford's notion of technics stresses that technologies can not be divided from the social relations in which they appear. In the information society,this dialectical pair map onto the twin dynamics of enclosure and disclosure. The former dynamic represents the control of information through commodification and marketization, the latter the recognition of the empowering and emancipatory qualities of ICTs. Up until now,discussions of the information society have regarded only one or other dynamic as normal, whereas utilizing Mumford'sinsight, the contradictory character of the information society can be theorized without rendering the second dynamic abnormal. Thus, the article concludes that recourse to Mumford's ideas, to re-embed ICTs in the history of technology, allows a more nuanced and fruitful treatment of current developments in information society.  相似文献

The major shortcomings in the Meadian and Neo-Meadian views of the self are identified. An alternative view of the self as a soliloquy that avoids these particular shortcomings is presented. In this alternative view, an "us" or "phantom community" is seen as playing the premier part in our soliloquies. Thirteen principles that govern soliloquizing are explicated, including ones governing the nature and form of our soliloquies, the creation of our emotions, the hidden sources of our emotional sensitivities, the painting of our self portraitures, the origin and nature of our phantom communities, as well as governing our display of individuality and conformity.  相似文献

This paper investigates whether the quality certification required by certain state used vehicle disclosure laws has been effective. Metzger concluded from a theoretical investigation of non-market responses to the lemons problem, that such laws may or may not be effective. We have been unable to find evidence that the currently mandated disclosure requirements in Wisconsin (known defects provision) and Iowa (safety certification) are effective in increasing the number of good quality vehicles traded in those used markets. These disclosure requirements do not seem to decrease a prospective buyer's risk of purchasing a lemon.  相似文献
