Basic income was a hot issue in the recent Korean presidential election. Its pros and cons were used to scramble for the electorate's votes. However, their arguments largely relied on political rhetoric and lacked scientific facts. The problem is that politics without the backing of science is not only prone to a misguided conviction but also going to deal a blow to the future development of basic income. This study aims to narrow the gap between rhetoric and facts through evidence-based research on basic income. By employing methods of fact-finding and effect evaluation, we analyze using four aspects of assessment, namely, general information about basic income experiments; details on the experiments; development of the experiments; and the effect of the experiments. Basic income-related data are drawn from the World Bank and the Basic Income Laboratory at Stanford University. Significant results of the review are that some positive effects were identified at the micro level but any meaningful macro-level impact was impossible to confirm. To sum up, the outcomes are so erratic that it is difficult to detect any clear pattern in policy impacts. To approach basic income more scientifically, further research is urgently needed.  相似文献

While recent literature on social welfare has included Asian countries, less is known about low‐income and former socialist countries in Central Asia. This article combines a documentary‐historical method with a value‐critical approach to analyze Mongolia's social policy response to poverty. Mongolia is unique in Asia because it transformed from nomadic pastoralism to socialism without a phase of capitalist industrial development. The case study found that Mongolia lost social welfare when it transitioned from socialism, a statist model, to market liberalism and multiparty democracy. In the 21st century, Mongolia has been aspiring to promote social development by redirecting mining revenues to a human development fund. Mongolia is potentially an exemplar of social development strategies affirmed at the United Nations Conference for Social Development (Rio+20) regarding a green economy for inclusive growth and poverty elimination. Future social welfare research should consider the importance of sustainability. Key Practitioner Message: ● Global standards for tracking poverty alleviation will be integrated with sustainability measures beginning in 2015;Mongolia hopes to foster social development and sustainable livelihoods by reinvesting revenues from mining into human capital and health care;To sustain future generations, social policy needs to consider the relationship between natural capital, social capital, and financial capital.  相似文献

Role of social welfare in European suicide prevention The aims of this study were to assess the relationship between suicide mortality and social expenditure in 26 European countries, explore attitudes towards welfare systems and their relationship with suicide mortality, and compare attitudes towards welfare provision in Eastern and Western Europe. The World Health Organization suicide data and Organisation for Economic Co‐operation and Development social expenditure data for 1980–2005 were used. Data on attitudes towards welfare systems were taken from the European Social Survey. Differences between mean scores for attitudes in Western and Eastern European countries were calculated. Correlations between social expenditure and suicide trends were negative in most countries for both genders. Inverse correlations between attitudes towards welfare provision and suicide mortality rates were demonstrated for males only. Differences in attitudes were found between Eastern and Western European countries; for example, confidence in the welfare system was found to be stronger in Western Europe. Higher social expenditure and greater confidence in welfare provision appear to have suicide‐preventive effects.  相似文献

In recent years a major challenge for the EU has emerged around social issues and collective identities. With the emergence of a European political community that has diminished national sovereignty at a time when global forces are also undermining nation states, both Europe and migration become linked as sources of instability. Anxieties about Europe and migration are linked with fears of a clash of civilizations and anxieties about social securities. Social discontent, fuelled by socio‐economic changes, has undermined the traditional sources of identity around class and the nation, releasing xenophobic and nationalistic currents. Fear of others and anxieties about the future have emerged as potent social forces in contemporary society. The result is a crisis of European solidarity, along with a wider crisis of collective purpose. To combat such developments it is essential that the European project gives greater attention to issues of social justice and inclusive forms of social solidarity.  相似文献

Over the last 30 years, the European Union has significantly reformed its Common Agricultural Policy by introducing direct payments to farmers and reducing price support levels. While the European agricultural prices become more volatile, all economic models assessing these reforms remain static and ignore the risk dimensions. This paper develops an original stochastic computable general equilibrium model capturing the different sources of risk, farmers’ risk attitude and risk contingent markets. We find that the reduction of price support levels has modest market impacts but negative global welfare effects by exposing risk-averse European farmers to the world price volatility. This issue is not solved by the direct payments, which have negligible market and global welfare impacts through their wealth effects. On the other hand, we find that unbiased futures markets can solve this global welfare issue by allowing European farmers to transfer their price risks. Therefore, European policymakers should ensure well-functioning risk contingent markets rather than maintaining rigid intervention price levels.  相似文献

Recent changes to Australia's welfare system have impacted low‐income single parents who have been moved from a family payment, Parenting Payment Single, to a lower payment directed at individuals looking for work, Newstart Allowance. Research has shown that single‐parent families are particularly vulnerable to the risk of financial deprivation and poverty, and this recent welfare payment change further compounds the often dire financial situation for these families. Twenty‐three in‐depth interviews were conducted with low‐income single mothers who had been recently moved off the Parenting Payment Single and on to Newstart Allowance. As a result of this payment change and the decreased welfare assistance, the women spoke of needing to develop new strategies to compensate for their decreased income. This article focuses on the strategies these families developed and employed, exploring the women's ability to be resourceful in times of welfare changes.  相似文献

Abstract

It is highly important that social work practice be guided by scientific research and the resultant practices introduced to the literature. Social work research in Turkey is carried out by social work academics and practitioners. This dual position they occupy has not been thoroughly investigated in recent years; therefore, the aim of this research was to scrutinize the relationship social workers take when completing research in Turkey. Within the scope of this research, data were collected by conducting an online survey of 365 social workers. Results of the study show that 45.8% of the social workers have conducted research before. Nonetheless, 93.7% of the social work practitioners do feel the need to carry out scientific research in order to shape their professional practices. Considering these results, future research should concentrate on social work practitioners’ problems taking into account their dual position as both the producer and consumer of the research.  相似文献

Beyond the Nation State: Social Policy in an Age of Globalization   总被引:1,自引:0,他引:1  
The paper proceeds from the assumption that globalization has placed significant constraints on the autonomy of nation states in the making of social policy. It argues that the post-World War II welfare state represented a social system highly successful in combining economic efficiency and dynamism with equity and solidarity. This historic achievement at the nation-state level is being undermined by economic globalization. It is both necessary and feasible to recreate and institutionalize this mixed system globally. The paper argues that the concept of social rights, which has served as the basic underpinning of the welfare state, has many weaknesses—logical as well as empirical. While the principles of civil and political rights are being consolidated and extended worldwide the principle of social rights is in decay. The paper presents the case for replacing social rights by social standards as the major concept for buttressing systems of social protection. To be applicable globally a social standard must be conceptualized as a level of social development which corresponds to an appropriate level of economic development. Finally, the paper considers the problems and prospects of developing social standards transnationally. It reviews, briefly, the nature and extent of transnational social policy-making by inter-governmental organizations and concludes that despite difficulties of global action advances towards global social standards remain possible.  相似文献

The history of the relationship between institutional social security and the concept of prevention is a chequered one. Across much of the 20th century, the imputed importance in social policy agendas accorded to prevention, alongside protection and rehabilitation, was only rarely, and somewhat inconsistently, matched in practice. Currently, efforts are underway internationally to promote the importance of the concept in social security more systematically. A key actor in this regard is the International Social Security Association (ISSA). Focusing on the role of the ISSA, the article argues against any possible endeavours, no matter how tentative, that might seek to mainstream the concept of prevention in social security, and concludes as preferable a narrower, but more vigorous, selective approach based on institutional practice to date.  相似文献

Income management was introduced into the Northern Territory in 2007. Despite much rhetoric around evidence based policy making and constant reviewing of income management, there has been little grounded research about Aboriginal responses at the community level to this new institution. In this article I report on the operations of income management from a longer term perspective, working with Kuninjku people and retail outlets in the Maningrida region in Arnhem Land. My argument is that from a local perspective income management is just one of a suite of new measures that have been introduced to alter the norms and values of people to correlate more closely with Australian mainstream norms. This view is based on participant observation rather than direct questioning. Income management is a low priority issue for the Kuninjku people in the current policy maelstrom that seeks to shift policy from ‘self determination’ back to a form of assimilation now heavily influenced by a neoliberal ideological agenda. Local responses vary from indifferent acceptance to resistance. I ponder the crucial policy question, how can we allow substantial financial resources to be squandered in unhelpful income management when they could be deployed productively to enhance wellbeing for Indigenous Australians?  相似文献

This study was prompted by discrepancies observed between the quantitative expansion and the qualitative stalemate in social policy in South Korea. Despite a revamped social security system, changes in South Korean social policies have not led to significant coverage expansion or improved income and poverty distribution. The frequent appearance of the Korean proverb that ‘even the King cannot save the poor’ in policy participants' narratives reflects a lack of confidence in the Government's ability to address persistent social disadvantages and the prevalence of a fatalistic policy perspective. This proverb has a conceptual affinity with an individualistic approach and has effectively functioned as a governance tool to oppress the progress of welfare rights. This research shows that an expenditure‐based model could lead to actual policy situations being misrepresented. Further, institutional policy arrangements may not be a sufficient condition for improving policy performance. It is suggested that a rights‐based approach should be adopted for both theorization of the transition of the welfare regimes and discursive practice for a policy paradigm change.  相似文献

The study investigates the welfare systems in Western Europe in the course of the so-called 'short 20th century' (1918–1990) from a long-term comparative perspective and focusing on the convergent versus divergent features of development. Various indicators examined show that in terms of relative level of welfare expenditures, features of welfare institutions and social rights, there were significant differences between Western European countries in the first half of the 20th century, but diversity significantly decreased by the 1950s, and the tendency of convergence continued steadily in the next two decades. Subsequently, changes in variation between countries from the 1970s onwards displayed a somewhat less clear-cut pattern, but in several areas the convergence continued. As a result, in 1990 the differences between the Western European countries can be regarded as less significant in that respect than in the middle and especially at the beginning of the 20th century.  相似文献

The history of the social welfare systems in Europe in the postwar period appears as autonomous national processes because the construction of Europe which imposed common rules in many areas was equally consistent with the national development of social welfare systems, within each national culture. However, the idea of a common system of social protection has always remained linked to political and economic European construction which would create a more cohesive society. Many studies have analysed the trend of specific social policies and their convergence or divergence in Europe. Therefore, global convergence is often conceived as resulting from the domestic dynamics of each social risk. The paper focuses on one specific topic: the quantitative evaluation of convergence among the EU and OECD countries at the macroeconomic level. In the first part we explain the construction of social indicators which can assess the convergence or divergence of social expenditure in EU and OECD countries. In the second part we show many methodological problems and difficulties of interpretation of the social indicators. Then we see that the analysis of national trajectories of social expenditure and the link with economic development can enrich the analysis of convergence in social protection. Finally, the empirical analysis supports the idea of “adjustment” reforms rather than radical changes in a transitional period.  相似文献

During the era after the Second World War, Sweden has built a welfare system based on labor market participation and income maintenance. Low unemployment and decent wages are supposed to guarantee people a labor market income or income maintenance, which in turn should provide a proper standard for everyone. However, a rapid increase in unemployment and economic problems have made the future of the Swedish welfare state more uncertain than ever. These circumstances have, among other things, led to the suggestion that Sweden should abandon the income maintenance policy and create a social policy system with the more limited ambition of guaranteeing everyone a minimum income. In that case, one central question must be answered: what constitutes a decent minimum income in today's Sweden? Where should we draw the poverty line under which people will not be forced to live? These questions are central in the current debate. The consensual poverty line method is used in this article to derive a poverty line relevant for today's Sweden. The results shows that more than every fifth household has an income below the consensual poverty line. That is, they have an income that most Swedes would argue is too low to make ends meet. The level of the consensual poverty line was compared with the National Board of Health and Welfare's guidelines for social assistance. The consensual poverty line was shown to be more generous to small households and the norm for social assistance was more generous to larger households. Finally, the expenditure for guaranteeing all Swedish household a minimum income equal to the consensual poverty line was estimated: more than SEK 25 billion per year. The results in the article casts serious doubt on the ability of the Swedish welfare state to secure a decent income to all citizens.  相似文献

This article is based on a historical‐comparative policy and discourse analysis of the principles underpinning the Australian disability income support system. It determines that these principles rely on a conception of disability that sustains a system of coercion and paternalism that perpetuates disability; this is referred to as disablism. The article examines the construction of disability in Australian income support across four major historical epochs spanning the period 1908–2007. Contextualisation of the policy trajectory and discourses of the contemporary disability pension regime for the time period 2008–now is also provided. The system was found to have perpetuated disablism through the generation of disability categories on the basis of normalcy and ableness as a condition of citizenship. Two major themes were found to have interacted with the ideology of disablism. The first theme – Commonwealth authority – set the tone for legitimising the regulation of disabled citizens. The second theme – conservative sanctioned paternalism and coercion – reflected the tensions between the paternalistic concern for income support provision while attempting to prevent idleness and welfare dependency. This article argues that a non‐disabling provision based on social citizenship, rather than responsible or productive citizenship, counters the tendency for authoritarian and paternal approaches.  相似文献

The uneven development of minimum incomes in Spain is one of the factors that explain the significant differences in the poverty indicators that characterize the Spanish regions, generally in favour of the territories most committed to these policies (Basque Country, Navarra and Asturias). However, there are other aspects that deserve some consideration when interpreting the specific method of developing minimum incomes in southern Europe. One aspect has to do with the differing dynamics of countries, such as Spain and Italy, which have opted for a decentralized regional model. In this regard, the regional autonomous initiative of the Basque Country played a decisive role in promoting minimum income programs in the late 1980s. Without its leadership in the launch of the regional minimum income policy, Spanish trade unions would probably not have opted for this method as a mechanism for combating poverty in the 1990s. No Italian region went on to play this driving role at that time. This article analyses the ideological foundations of the Basque minimum income policy introduced in the late 1980s and which grew significantly before and during the crisis that started in 2007-2008. It examines the dominant political narrative on this issue by analysing the discourse of some of the key nationalist leaders involved in the birth and development of the minimum income scheme. The approach shows that the experience of social decline linked to industrial restructuring processes was instrumental in the construction of the nationalist narrative.  相似文献

The Nordic welfare states are known as women-friendly. However, during the last years their policies have been to turn the back on women. At least in Finland there seem to exist two powerful forces that have advanced the non-egalitarian development: the economic recession of the 1990s and the integration of Europe. The decline of the Nordic welfare states is going to have considerable consequences for social service professionals, the great majority of whom are women. Therefore, they should create new strategies and find new allies in order to defend their own as well their clients rights.  相似文献

在农村社区能力建设项目实施过程中,笔者发现农村妇女遭受来自社会政策、社区男性、妇女之间以及项目本身施与的诸多排斥,妇女相对男性承受了更多的剥夺和歧视,她们在家庭和社区生活中处于边缘位置,生活处于相对贫困的状态。本文试图在总结社会排斥理论的基础上提出自己关于社会排斥的看法,并在社会和社区层面上分析农村妇女的贫困现象。  相似文献
