This paper reviews the major social policy developments in Greece during the 1980s and 1990s, focusing on social security, health and employment policies. It argues that the concept of social policy and the practice of politics have been distorted in this country. Social policy reflects the legacy of a heavily politicized and centralized policy‐making system, an impoverished administrative infrastructure and poorly developed social services. Its emergence is characterized by the pursuit of late and ineffective policies. It lacks continuity, planning and coordination, being oriented towards short‐term political expediency. It is largely insurance‐based, reproducing huge inequalities and institutional arrangements which are behind the times. It provides mainly cash benefits, low‐quality but rather expensive health services and marginal social welfare protection. Moreover, the lack of a minimum income safety net confirms the country's weak culture of universalism and social citizenship. By implication, complex policy and interlocking interest linkages have tarnished the “system” with a reputation for strong resistance to progressive change. At the same time, sources of change such as globalization, demographic developments, new household and family/gender patterns, unstable economic growth, fiscal imperatives, programme maturation, as well as persisting unemployment, changing labour markets and rising health care costs, have produced mounting pressures for welfare reform.  相似文献

According to the conventional approving account of the transformations which have been taking place in public policy and in markets in Latin America, Argentina constitutes one of the most successful examples of wide-ranging and rapid change. Certainly the experience of Argentina offers an excellent case-study of what in the literature is termed " the retrenchment of the welfare states"; that is those institutional transformations associated with the "neoconservative revolutions" of recent years. In this paper I analyse the characteristics of Argentinian welfare state retrenchment, distinguishing between two fields of analysis: (1) "systemic retrenchment" which is linked to changes in the "referential environment" of social policy institutions, especially changes in the economic, fiscal, labour market and politico-institutional contexts: (2) "programmatic retrenchment" which refers to changes in the institutional ordering of specific social policies. Finally I draw conclusions in respect of the strategies adopted for the retrenchment of the welfare state in Argentina and discuss probable prospects for the future.  相似文献

This article argues that changes in the role of the state in economic affairs will affect the process of social policy. Growing economic integration caused by globalisation now places a greater constraint upon the discretion of the nation state, bringing about a transformation into a more competitive state. States are increasingly having to compete against each other in order to promote competitiveness and attract foreign direct investment (FDI) from international capital markets. This competition influences in turn the social policy formation requiring the redesigning of social policy. Thus, welfare states may need to reform their social policy towards a "business-friendly social policy". The analysis of social policy inputs and outputs presented here suggests that there are common trends in most welfare states towards: a market-conforming policy on business taxation, a reduction of the share of employer's contributions in social protection revenues, more limited income security programmes, an increased allocation of resources for active labour market programmes and less state intervention in the labour market. All these reforming trends in social policy can be understood as a response of welfare states to the evolving needs of business caused by structural change, notably globalisation.  相似文献

A simulation model that incorporates both production and consumption behavior of farm households in Taiwan is presented. The model is used to analyze the effects of policy instruments (price supports, minimum wages, taxes, subsidies, demographic policies, and land and capital redistribution) on the aggregate values of the endogenous variables of the system—the supplies of output and labor, the demands of factors and consumption, income and expenditure—and their distribution among households. The model differs from other simulation models in that it is based on microsimulation, in which the joint distribution of individual household characteristics such as farm-specific prices, initial endowments of land and capital, and numbers of workers and dependents, is explicitly taken into account. As a result, the model is capable of capturing the distributional as well as aggregate impacts of policy changes.  相似文献

当前中国农村土地家庭承包制度得到多数农民的认同。但是,当前农村的土地权属关系仍不明晰、不稳定,农民最担心和反对的是国家或集体剥夺农民的土地承包权。农民不仅要求土地承包权的长期稳定,还有实行土地私有化的愿望。农村土地制度改革和完善的总方向应该是:完善土地二轮延包,改革土地征用制度,建立农地退出机制,实行"农地稳定、公地调整"的政策,建立农村地价评估机制,从而进一步明晰和强化农民的土地财产权,确保"农民对土地的生产经营自主权将长期保持不变,也就是永远不变"。  相似文献

This paper sets out to document and explain the major structural changes which have taken place in Canada's social security system since the mid-1980s. Most major programs have been cut back one way or another, in response to a combination of pressures. Foremost amongst these has been the commitment to reduce federal and provincial government deficits. In addition there have been the consequences of high unemployment and increasing job insecurity, demographic and social changes, and "tax fatigue" on the part of the public. The paper documents major recent changes of social policy both in general—with regard to the changed approach evident at federal level and its effect on social transfers to the provinces—and in respect of key programs, including unemployment/employment insurance, old age pensions/the Canada Pension Plan, and child benefits. The paper next identifies "currents and undercurrents" common to all of the developments commented on: the decline of universality, the practice of "social policy-making by stealth", the evidence of the contemporary Canadian public's "collective ambivalence and loss of memory" in respect of the major, historic social programs. It concludes by urging the case for social reinvestment in genuinely sustainable social policy, in the currently more favourable fiscal climate.  相似文献

This article discusses the reciprocal relationship between public pension policy and age-based politics in Brazil, a nation with a public pension system that has the potential for influencing policy developments in other developing nations faced with the problem of how to extend social security coverage to the entire population. Our goal is to extend a line of analysis used in previous studies of industrial nations to the case of Brazil. Pension policy changes made during the 1960s and 1970s had a number of unintended consequences. One was the role these policy changes played with respect to the emergence of rural unions and age-based interest groups: both are becoming increasingly important actors with respect to pension policy. We discuss the implications of the Brazilian case for policy options and outcomes in other newly democratic nations, particularly those in Latin America.  相似文献

This paper presents unpublished data from an international comparative research project. A ten-country study analysed change and diversity informs of private life during the 1980s in comparable age groups of women (women of young parental age and women at the start of the postparental phase). Changes in forms of private life and their international diversity make up the sociological background for demographic change. The scientific and political assumptions view demographic diversity in Europe as an expression of the simultaneity of the non-simultaneous, of a unidimensional trend in changes informs of private life as a result of the dissolution of the traditional family and the subsequent increase in such forms. We show that although Europeans have to deal with similar trends, they are framed by various national and cultural traditions and different social policy guiding principles and actions. Social policy profiles define various "normality weightings" for (prospective) parents'options. Of particular significance is how States differ in reconciling the demands of family and work. Differences in compatibility between family and professional life are exemplified by what Kaufmann (1990) calls the "structural lack of consideration" that politics and society have for the family.  相似文献

The range of centres where parents and children come together has mushroomed in different parts of the world, as new social work practices address the emerging non‐material needs of parents in changing demographic contexts. In this paper, we explore the origins and modi operandi of these centres in Belgium, France, Italy and Japan. Analysis of previous studies and policy documents reveal diverse political rationales, including addressing declining birth rates, preventing psychosocial problems and social isolation of mothers and promoting social cohesion and equality of educational opportunities. Remarkably, despite the diverse cultural and socio‐political contexts and rationales, these centres also share very similar ways of functioning and provide an informal type of social support to parents with young children. As these recently emerged centres are seldom studied, further research is welcomed to explore parents' and professionals' perspectives.  相似文献

Australian public policy makers are presently confronted with significant demographic changes that will profoundly affect the formulation of rational economic and social policy over the long term. This paper seeks to outline the potential impact of this demographic change and place it in historical perspective. The challenges posed by an ageing population for fiscal policy are explored and it is stressed that policy inertia will invite severe costs in future. It is argued that an appropriate policy stance should be developed in the context of a framework for inter‐temporal fiscal balance not only to focus on long‐run fiscal sustainability, but also to include considerations of intergenerational equity.  相似文献

Although children's social care is an area rich in guidance, there is very little research looking at the implementation of new policies in the United Kingdom. In this article, we report on the first stage of a realist evaluation of the implementation of the new Safeguarding Children from Child Sexual Exploitation guidance in Wales. We discuss the development of an initial programme theory, for which we conducted semi-structured interviews with practitioners and managers in three local authorities. We developed programme theories across three areas: policy nature and development, implementation plans and organizational context. Findings suggest that, for policies to produce a significant impact on practice, they need to be sufficiently different to social workers' current perceptions of practice. Second, we found that the coordination between national and local policies is critical for successful implementation as contradictions between them might lead to confusion in what local teams should prioritize. Finally, our findings highlight the importance of effective communication of policy changes, as well as a supportive organizational culture to strengthen implementation in local contexts. These findings illustrate the complexity of policy implementation and the need for policymakers to consider the meaningful involvement of local practitioners in national policy development.  相似文献

This study draws upon communicative processes in policy transfer to consider the ways in which policy may be adapted to context or distorted. The theoretical framework is used to investigate exactly what the South Korean government borrowed from UK social enterprise policy. Despite claims that the UK was the source of both the general policy direction and the particular regulatory device, the Korean government did not learn about the specific contexts of the British policy, nor attempt two-way communication with domestic stakeholders. Rather, the UK policy was interpreted in accordance with the Korean government’s own ideas about how to utilize social enterprise. Historical legacies of top-down decision-making played an important role in this process, as did the state’s role as a regulator which mobilizes the private sector to achieve policy goals. The consequences have been negative for those organizations refused social enterprise status under the Ministry of Labor’s strict approval system, as well as for the original target population: the socially disadvantaged and vulnerable. It is suggested that the model advanced may help to illuminate the reasons why some borrowed policies differ considerably from the originals, and the use of policy transfer as a means of legitimization.  相似文献

The rural migrant worker population in China is attracting more and more attention because of its magnitude and potential economic and social impact on Chinese society. While literature abounds in describing the demographic trends and economic impacts of rural to urban migration, very few articles have been written about the psychosocial impacts of migration on the lives of rural migrant workers in urban China. Drawing on the concept of marginalisation, this article describes the nature and characteristics of marginalised living experienced by migrant workers. More importantly, it examines the underlying policy issues contributing to such marginalised living. It is argued that the Hukou system (household registration system), the process of decentralisation and the obscure role of trade unions have contributed to the experience of marginalisation of rural migrant workers in urban cities in China. This paper analyzes access to finance based on the usage of financial services by Indian households. Based on two rounds of nationally representative All India Debt and Investment Survey (AIDIS) for 2002 and 2012, we examine how access to credit is associated with a household's socioeconomic and demographic characteristics using Heckman’s two-step approach procedure. Our results show that belonging to higher asset quintile groups has a statistically significant positive effect on the household's decision to take loans only from the formal sector in both rounds and significant negative effects on taking a loan only from the informal sector. Similarly, social and religious groups play a significant role in the decision of the household to take a loan. Households with more educated adults are more likely to take a loan. Households involved in regular wage-earning occupations in urban areas are more likely to take a loan from formal sources. Thus, the importance of policy placing greater emphasis on demand-side barriers rather than on improving the physical availability of formal financial services to promote financial inclusion in India.  相似文献

Property rights have multiple attributes, and these are correlated with national governance. In the West, property rights have the economic function of maximizing efficiency and the political function of rights protection, but in China, they also have a strong social character. With the modernization of national governance, these functions interact with and transform each other. When the state’s ability to supply public goods is relatively weak, property rights take on more of a social character, meeting public demand for welfare at the grassroots level. When the state is better able to provide public goods, the social function of property rights lessens as their economic function grows. The social character of property rights was the institutional foundation for China, as a huge agrarian state, to realize “governance through inaction,” and at the same time was the secret key that could break the code to the millennial continuity of Chinese agrarian civilization. Reforms including the collectivization of rural property rights after 1949, the “separation of two rights” (to collective ownership and household contracted land, with a focus on the latter), and the “separation of three rights,” (to collective ownership, household contracts and revitalized land management). These changes constitute a process in which the economic function of property rights has been growing while their social character has lessened under conditions of national governance modernization.  相似文献
