This article analyses international policy discussions on migration and development (M&D) and contrasts these with the actual M&D policies and practices of 11 European countries who were among the main proponents of this international discourse. Desk research of public documents and accompanying information sought from these 11 governments as well as in the European Commission (EC) provide the basis for a comparative analysis of their overall M&D policies and strategies, and institutional settings for formulating and implementing these. The comparison shows that M&D policy and practice remains in a tentative and experimental phase, and that countries experience difficulties reflecting their international positions in their own policies, as well as in learning from their own efforts and those of others. While stressing the developmental potential of migration in international discussions, most of the countries’ policies still reflect an understanding of migration as a problem and a preoccupation with short‐term domestic interests.  相似文献

This article explores media discourse of ageing, taking the example of Poland and relating it to a broader discussion of ageing policy. The discourse in news magazines appears both to reflect and create attitudes towards older people, which in turn has implications for ageing policy. To reveal the nature of these attitudes, we use a method of attitudinal positioning. The study analyzes articles that appeared in the four largest Polish weekly opinion news magazines, in the 2004–2007 period. Various domains in the discourse of ageing are identified, yet only the family and market domains seem to be described in exclusively positive terms: the authors discuss the implications of this for ageing policy.  相似文献

Bankruptcy or irrelevance are likely paths for not‐for‐profit organizations (NGOs) that do not reshape themselves to achieve greater impact, efficiency, and accountability in an increasingly global, competitive environment. But how relevant are public and private sector management frameworks for NGO repositioning? This article provides initial answers through a case study of CARE, one of the largest international relief and development nonprofit organizations in the United States. It explores the transformation frameworks employed at CARE between 1992 and 1997, assesses what worked and what did not, and identifies initial lessons learned for the broader sector.  相似文献

The development of supranational (European) social rights, and therefore social citizenship, is undermined by strong, direct relationships between citizens and national welfare states. Social policies contribute to national identities because they entail direct relationships between states and citizens. In well‐developed European welfare states strong relationships between citizens and their member‐states are expected. This may prevent the development of a similar relationship at the European level. The U.S. provides a comparison case, wherein a successful transference of citizenship identity from a lower to higher level has occurred, partly as a result of the building of national‐level social citizenship, at least for certain classes of people. Revolutionary War Pensions provide an example of how social policy influences national identity. The lack of EU‐level social policy precludes the possibility of this type of identity formation. Finally, the interplay of social citizenship and democracy in both cases is explored. T.H. Marshall’s work regarding citizenship as the basis for democracy is used to understand how the inability to create a common social policy in the EU is harmful to democracy.  相似文献

One of the main issues in migration research concerns the reasons migrants have for crossing borders. It is assumed in the research that migration is primarily economically driven. In recent studies, however, the importance of social and cultural reasons for migration has become apparent. In this context, the present contribution discusses the reasons for the migration of Europeans from Italy, France, the United Kingdom, and Poland who moved to Germany (Berlin) between 1980 and 2002. In this case, it can be shown empirically that purely economic reasons play a lesser role in migration than is generally assumed, whereas social and cultural motives actually have a much greater influence. Primary data gathered in Berlin early in 2002 form the empirical foundation of the study. Multinomial logistic regressions are used to discuss the function of social‐structural differences (e.g., nationality, age, gender, education, social origin) in the formation of individual reasons for migration.  相似文献

Transnational marriages of migrants in Western Europe tend to be seen as hampering integration. In response, policies have been tightened, despite little knowledge on transnational marriages and the effects of such measures. This paper investigates the role of individual preferences and contextual factors such as family reunification policies, group size and development levels of the regions of origin in partner choice of the children of Turkish and Moroccan immigrants. We draw on a novel dataset collected in Austria, Belgium, France, Germany, the Netherlands, and Sweden. Our findings suggest that transnational marriages are partly associated with contextual factors such as a rural origin and family reunification policies. The analysis indicates higher rates of transnational marriages under open family reunification policies, providing tentative evidence of policy effects. On the individual level, the choice of a partner from the parents' origin country is associated with religiosity.  相似文献
