In the Southwestern United States, Hispanas and American Indian women are increasingly adopting policymaking roles in state, local, and tribal politics. This study examines the influence of gender and ethnic identity on the policy agendas of 30 women who hold public office in New Mexico. Although the findings reveal a distinct pattern of advocacy for a feminist agenda, the majority of these indigenous leaders do not identify themselves or their goals as feminist. This research indicates that women’s policy concerns transcend ethnic/race boundaries. Furthermore, to understand Hispanas’ and Indian women’s politics, and to effectively apply feminist theory to praxis, new models incorporating their practical application of feminism are needed.  相似文献

“What can business do to cope more successfully with terrorism?” The policy against terrorism available to business is a neglected issue in the scholarly literature especially in so far as individual firms rather than the business sector as a whole are concerned.Two sets of proposals are advanced, based on an economic analysis of terrorism. The first set discusses possibilities to reduce terrorists’ incentives to attack business premises; the second part outlines proposals designed to minimize the costs to businesses once a terrorist attack has taken place, hence reducing the impact.  相似文献

In the 1990s alone, four states elected third-party governors. Walter Hickel of Alaska and Lowell Weicker of Connecticut were elected in 1990. Maine elected Angus King in 1994. And Jesse Ventura was elected governor of Minnesota in 1998. In this article, I examine these four cases in an attempt to identify the factors that contribute to third-party electoral success. I apply two models to these cases. The first model, “alternative culture,” holds that certain voters—regardless of specific context—are predisposed to support alternative candidates. The second model, “institutional context,” looks at factors such as name recognition, resources, and access to media as explanations of third-party success. I find that except for the influence of “partisan independence,” there is little evidence to support the persistence of an alternative culture of third-party voting. Rather, these four cases are linked by a context particularly favorable to these alternative candidates.  相似文献

We employ an empirical general equilibrium model of the CAP to determine which factors and countries would be expected to be opposed to or support reform of the CAP. The objective is to determine who are the “friends” and “enemies” of the CAP. The analysis studies the extent to which lobbying activity by these interested parties could be expected to encourage or discourage internal EU reform of the CAP. Several alternative policies to reform the CAP are evaluated in this manner in order to determine if one or another set of policies has a greater chance of being accepted. Specifically, we study the Uruguay Round Agreement, as well as a number of stated negotiating positions presented during the Round. The result will be a summary assessment of the relative politico-economic acceptability of these reform proposals within the EU. Our results lead to a very simple policy conclusion. Given the set of policy packages considered here, there is little doubt that the EU was most inclined to adopt a proposal incorporating compensation payments. Without further disaggregation of the analysis to identify the United States or Japan, we can only note that such a proposal is also the best as far as overall welfare goes for the rest of the world. Our results confirm the importance of sidepayments in the implementation of the Uruguay Round Agreement.  相似文献

On the surface, J. S. Mill and Paul Feyerabend appear to hold differing views of scientific method. Mill attempts to frame a set of rules or canons for testing evidence based on rationality and inference, whereas Feyerabend, in his so-called “epistemological anarchism”, calls for abandoning any attempt to separate the good from the bad in science according to a fixed view of rationality. Yet, somewhat paradoxically, Feryerabend cites Mill as the originator of what he (Feyerabend) has to say in defense of epistemological anarchy. First, I argue that those aspects of Mill’s On Liberty that are suggestive of an anti-rationalist philosophy are entirely compatible with the theory of scientific method Mill offers in A System of Logic. Second, in the process of reconciling these two works of Mill, I hope to shed light on how we are to understand Feyerabend’s critique of methodological dogmatism.  相似文献

Although the rapid diffusion of hate crime legislation since the 1980s indicates widespread success of the antiviolence movement at the policy level, effective responses to hate crimes – such as reporting incidents to authorities – are partly contingent on how individuals initially interpret potential incidents. This paper investigates the degree to which individuals’ perceptions of concrete events of harassment and violence mirror the interpretive frameworks offered by proponents of hate crime legislation. Specifically, the study examines the determinants of definitions of hate crime and perceptions of seriousness, focusing on both incident-level and respondent-level variables. Using data from a multilevel factorial survey gathered from a sample of undergraduates, I find a general alignment between the political construction of hate crimes and college student perceptions of incidents of harassment and violence, although sensitivity to hate crimes varies by witness demographic and attitudinal characteristic.  相似文献

This note re-addresses the question of the rationality of economic actors in a new setting. We examine the distribution of final course grades for a “Principles of Economics Class” in an effort to draw conclusions about rational student work effort. Based on the concepts of the opportunity cost of time, the relative reward for earning various grades (based on university codes for determining grade points) and the concept of rationality, we expect to find a greater percentage of grades at the lower end of the distribution for each grade level. We find statistical evidence that there are more students at the lower end of each grade interval than at the upper end. This result is consistent with what economists have long conjectured: students are rational in the allocation of study time.  相似文献

On the surface, baseball cards appear to be little more than uninteresting object of child's play; yet they provide invaluable data for assessing unique aspects of the social order. They reveal much about the state of society when they were produced and the people who collected them. This paper examines the unique numbering system the Topps company developed to differentiate among the “royalty of the diamond” from 1956 to 1980. Their system assigned to each card in a set a number that explicitly designated its placement, while implicitly establishing a hierarchical ordering among the players, ostensibly based on performance. It is arguable whether the numbering system Topps developed was based on performance or the ascribed characteristic of race. The results of our work suggest that player performance, not race, was the primary factor in the assignment of “prestigious” card numbers in Topps’ system.  相似文献

Economists’ focus on institutions in explaining economic growth, while important, can obscure the significant role played by individual entrepreneurs and the process of entrepreneurship. The prevailing view of entrepreneurship in economics (which continues to shape prevailing public policies) centers on Schumpeter's famous concept of “creative destruction.” In the context of sustained high levels of economic growth, as in the recent American experience, I focus on a different feature of entrepreneurship—“nondestructive creation,” in which the uncoordinated contest of ideas and search for new applications of existing ideas generate growth. And this nondestructive creation should be analyzed and can be fostered.  相似文献

A new approach to policy analysis is formulated within the framework of the graph model for conflict resolution. A policy is defined as a plan of action for a decision maker (DM) that specifies the DM’s intended action starting at every possible state in a graph model of a conflict. Given a profile of policies, a Policy Stable State (PSS) is a state that no DM moves away from (according to its policy), and such that no DM would prefer to change its policy given the policies of the other DMs. The profile of policies associated to a PSS is called a Policy Equilibrium. Properties of PSSs are developed, and a refinement is suggested that restricts DMs to policies that are credible in that they are in the DM’s immediate interest. Relationships with existing stability definitions in the graph model for conflict resolution are then explored.  相似文献

This paper develops a Vector Error Correction (VEC) model and uses the recently developed technique of ‘generalized’ impulse response analysis to test the empirical relationships in the Colombian economy between coffee revenues and a set of macro variables. We find that coffee price (revenue) shocks have exerted an important influence on money growth, inflation, and real exchange rates, and the direction of these effects are in line with some of the predictions of traditional Dutch Disease type models. The major difference between our results and the results of Dutch Disease type models arise in the effects of coffee booms on real output. We find that in the time horizon of 5 years after the boom, real output has increased in response to the effects of the coffee boom. The finding that coffee booms can result in positive long-run output effects is an important finding since it contradicts the traditional conclusion of Dutch Disease type models which envision an adverse long-run effect on output. We also find that the long-run effect of coffee booms is to reduce both current account and government deficits. These results illustrate strikingly that the term “Dutch Disease” is an unfortunately pejorative term that obscures the fact that coffee booms need not be viewed as a “disease” but as an extraordinary opportunity to strengthen internal and external balances.  相似文献

There has been little systematic assessment of the impact of globalization on armed conflict within states. Drawing from bargaining theories of conflict, we posit that the global marketplace functions as an “audience” that rewards or punishes the policy choices of states. Globalization, which connotes an increased exposure to this marketplace, increases the relevance of the “costs” that this “audience” may impose. These prospective costs thus encourage peace and stability, as states that are integrated into the global economy have more to lose by instigating and sustaining violent conflict within their borders. Employing a two-stage Heckman Model, we assess the impact of various facets of globalization, including access to information, trade, foreign investment and aid flows, on intrastate conflict within the developing countries for 1990–1996.  相似文献

A survey was mailed to elected officials (mayors and city council) from a sample of 52 rural communities in Idaho and all 7 communities with populations above 20,000 to examine whether there is a relationship between environmental policy issues and various independent variables such as economic type, age, gender, rural/ urban, political ideology, and percentage of life lived in the current community. One-hundred and fifty-five (155) out of three hundred twenty seven (327) respondents returned the survey for a response rate of 47%. The findings reveal that while the rural/urban dichotomy consistently predicted for questions on “trust of information sources,” overall economic base was a better predictor of attitudes toward environmental issues and policy.  相似文献

The article presents the results of a case study based on participant observation of a policy venue which was established in Poland as part of the implementation of the European Semester (ES) in 2012. The long period (2012–2022) and the rich material collected by the insider in the studied venue (as a representative of over 30 civil society organisations affiliated to EAPN Poland) provide a unique opportunity to gain insight into the participation of social actors in the coordination of economic and social policy in the European Union after 2010. The main research question addressed in the article is: why did social actors gain influence on the agenda of the policy venue, but not on national social policy? Social actors participating in the European Semester in Poland, despite strong and competent representation in the policy venue under consideration, and despite their collaboration with other stakeholders, did not directly influence national poverty reduction policies. However, they strongly influenced the agenda of the policy venue, establishing poverty as a permanent item in the agenda of the subsequent ES cycles 2014–2019. The explanation of this course of action is the institutional framework of the policy venue studied in this article, the policy advocacy strategy adopted by the social actors within it in 2013–2015 and the institutional events triggered by the pandemic in 2020–2022.  相似文献

This article reviews relevant literature on border identity issues written on both sides of the border in the past 15 years. First, approaches taken by theorists like Gloria Anzaldúa, Renato Rosaldo, and others who advanced important ideas such as hybridity and “border crossing,” are criticized. Second, the work of empirically oriented U.S. and Mexican scholars, such as Oscar Martinez, Carlos Vélez-Ibáñez, Jorge Bustamante, is examined critically. Finally, the author, relying on more than 6 years of ethnographic research in the border area, advances his own understanding of how best to conduct research on identity construction issues on the U.S.-Mexico border. The author discusses the importance of the narrative plots of border inhabitants, the role played by certain Master Signifiers and hegemonic narrative plots in the “quilting” of coherent identity discourses, and the like. The author concludes by calling for research on how different locally available discursive formations on the border are introduces into narratives through the actions (as accounted by the plot) of particular characters.  相似文献

Estonians are obliged by law to provide maintenance for family members who are unable to cope by themselves. As a result, 80% of fragile older people receive informal care. Whether this is because the carers themselves feel solidarity and choose informal caring or because they lack alternatives is the question. We applied the cultural approach for explaining the construction of compulsory family solidarity in care provision to older people through the perceptions of informal carers and policy actors. Our interest is in how filial norms framed by individual responsibilities of care provision required by law can influence (i) informal carers’ perceptions concerning their choices between work and care and (ii) impact policy actors’ perceptions concerning eldercare service provision. Analysing the empirical data produced during focus groups with female carers and interviews with policy actors, we demonstrate the triple‐fold pressure to informal caregiving as an expression of compulsory family solidarity. Key Practitioner Message: ? The article demonstrates how the national Family Law Act constitutes a compulsory requirement of family solidarity in society; ? The compulsory family solidarity norm influences local‐level policymaking and inhibits the development of formal care services for older people; ? Informal carers’ choices between work and care are shaped by their personal filial norms, familialistic policymaking, and pressure exerted by older people.  相似文献

Objective. The goal of this study is to examine how the political mobilization of business interests influences aggregate public policy outputs in the states. We examine the relationship between business mobilization and general state policy liberalism, as well as policy that we term state “business policy climate.” Methods. We construct a measure of the “business policy climate” from a number of tax and regulatory indicators in the states and examine whether business influences it and policy liberalism using ordinary least squares regression. Results. The analysis shows that business mobilization does not influence general policy liberalism but is a significant influence on a state's business policy climate. Specifically, the dominance of a state's campaign finance system by business interests makes policy more favorable toward business. Conclusions. The extent of business mobilization in a state is an important influence on public policy outputs but is constrained by the activities of other political actors such as unions.  相似文献

The performances of two programming models and three “simple” investment rules, the benefit-cost ratio, internal rate of return, and present value to constrained cost ratio, are compared in solving a four-year capital rationing problem in a Latin American nation. The properties and advantages of the various approaches are discussed and policy conclusions are drawn. We provide an evolutionary model of conflict based on dyadic interactions within and between individuals drawn from a society containing fundamentalists and “others.” Thus, the paper presents an asymmetric game representation of group effects. Fundamentalist control of society is inversely related to the degree of social stratification, and fundamentalists’ intolerance of others. If, however, fundamentalism can be feigned (by displaying certain traits), then fundamentalists must balance their intolerance and insularity to take power. The model provides a novel means for distinguishing democratic versus open societies. This leads to a central result characterizing how fair and open societies can peacefully contravene fundamentalism.  相似文献

Like other fields of social policy, the organization of long-term care (LTC) varies temporally and geographically. The present article aims to advance the comparison of LTC systems worldwide by proposing a conceptual framework to analyse variation, putting a special focus on analysing the role of public and private actor types. In a precluding literature review of existing LTC typologies, we find that there are various promising classification approaches, but with an overwhelming concentration on European countries and often constructed in-transparently and superficially. Building on the concept of the care/welfare mix, we develop a multi-dimensional, actor-centred typology of LTC systems. In doing so, we employ the methodological procedure of theoretically constructing a typological attribute space. We argue that three dimensions, that is service provision, financing and regulation, are crucial for differentiating types. Furthermore, we chose an actor-centred approach, asking who bears the main responsibility in each dimension. Five relevant types of corporate actors are distinguished: state, societal actors, private for-profit actors, private individual actors, and global actors. Finally, we present and discuss the resulting attribute space and further illustrated the typology's use by exemplarily classifying three countries.  相似文献
