以5月26日中共中央政治局召开会议研究部署抗震救灾和灾后重建工作为标志,"5·12"汶川地震抗震救灾工作开始进入灾后恢复重建阶段。为推进灾后恢复重建工作有序、有力进行,国家先后出台了《汶川地震灾后恢复重建条例》《国家汶川地震灾后重建规划工作方案》《汶川地震灾后恢复重建对口支援方案》《关于地震灾区恢复生产的指导意见》《关于支持汶川地震灾后恢复重建政策措施的意见》等法规和政策文件。按照中央统筹规划、科学评估、分步实施的要求,国家汶川地震灾后重建规划组随即启动了灾后重建规划工作。根据《国家汶川地震灾后重建规划工作方案》确定的目标,将用3个月的时间完成前期工作和灾后重建总体规划;用三年时间基本完成灾后重建的主要任务,确保灾区人民基本生活生产条件、基本公共服务设施、基础设施和工农业生产设施得到全面恢复,达到并好于灾前水平。主体功能定位清晰,空间布局和产业结构优化,科学发展的后劲增强,为经济社会的可持续发展奠定坚实基础。在"十二五"期间继续巩固发展。  相似文献

A time-based competitive strategy is a driving force for enterprises that are striving to be competitive on a global basis. One of the methods to help in the time compression of the product development life cycle is concurrent engineering. Concurrent engineering is not only an approach that is used by the engineering function of the organization, but it is also one that crosses organizational boundaries. In this article an integrated functional model of the concurrent engineering process and its relationship with the product development life cycle is presented. Concurrent engineering has been widely accepted as a viable strategy for companies to reduce time to market and achieve overall cost savings. This article analyzes various risks and challenges in product development under the concurrent engineering environment. A three‐dimensional early warning approach for product development risk management is proposed by integrating graphical evaluation and review technique (GERT) and failure modes and effects analysis (FMEA). Simulation models are created to solve our proposed concurrent engineering product development risk management model. Solutions lead to identification of key risk controlling points. This article demonstrates the value of our approach to risk analysis as a means to monitor various risks typical in the manufacturing sector. This article has three main contributions. First, we establish a conceptual framework to classify various risks in concurrent engineering (CE) product development (PD). Second, we propose use of existing quantitative approaches for PD risk analysis purposes: GERT, FMEA, and product database management (PDM). Based on quantitative tools, we create our approach for risk management of CE PD and discuss solutions of the models. Third, we demonstrate the value of applying our approach using data from a typical Chinese motor company.  相似文献

The redesign of information technology (IT)‐enabled work processes often necessitates fundamental design changes to the intended work process, the IT platform hosting the work process, or both. Research suggests that such design changes often can be traced to earlier decisions involving endogenous adaptation or internal organizational change. Two such decisions are a firm's technology position and planning mode. This study examines the relationship between technology position and planning mode in predicting the magnitude of design change in process redesign projects. The conceptual frame applied in examining these relationships involves a synthesis of Miles and Snow's adaptive cycle with elements central to concurrent engineering. Our results indicate that the magnitude of design change is related to differences in technology position and planning mode. To effectively implement organizational change, firms must leverage their IT platform by carefully timing IT investments in accordance with their adopted technology position. Directing the trajectory of a firm's IT platform and deploying it so as to complement the firm's technology position reduces design uncertainty, promoting reengineering success.  相似文献

Lean and concurrent engineering (CE) are widely acknowledged business process improvement strategies. These strategies can improve processes, reduce costs, and cut waste enabling organisations to remain competitive. Lean manufacturing offers an enterprise-wide methodology that improves reliability and flexibility while reducing lead-times and inventory carrying costs. Companies in manufacturing and service sectors are focusing on integrating lean manufacturing methodology with other applications, so that, all their systems and processes are aligned. This article proposes a CE framework based on application of information technology and object-oriented methodology for lean manufacturing. This approach expected to give manufacturing companies an extra edge in today's competitive market. A case study is presented in this article to demonstrate the effectiveness of CE framework in a machine tool manufacturing company. CE practice was adopted for new products, to align the systems and processes of the company. Product development lead-time was found to decrease by more than 50% compared to similar development projects carried out by the company. The need for rework was found to be negligible and the development cost was reduced considerably.  相似文献

Knowledge about determinants, processes, and outcomes of negotiation can help international business managers employ appropriate collaborative strategies that will result in maximum benefits. This article tackles a prominent issue in the dynamic, evolutionary process of international joint venture (IJV) development: contract negotiations during IJV formation. Building on a sociopsychological perspective together with transaction cost theory, this article presents an integrated conceptual framework on IJV negotiations in a general context where relevant antecedent, concurrent, and consequent factors are interlocked and mutually influential in sequence. It articulates three levels of antecedents of IJV negotiations (environmental, organizational, and individual), three core concurrent factors (term specificity, issue diversity, and contractual obligability, and three sequential consequences including the immediate outcome (IJV formation satisfaction), intermediate effect (IJV process performance), and ultimate effect (IJV overall performance). A distributed database system allows concurrent execution of transactions from multiple users at multiple locations. This paper presents a general scheme of including the effect of interaction between such transactions in the design process of distributed databases. This scheme allows the decision maker to choose the most appropriate design for a distributed database. The interaction effect is a consequence of concurrency control procedures and contention for system resources. Prior research has not included all components of the interaction effect in the design process. A separate module, called an interaction module, was built to measure the interaction effect using a comprehensive simulation model of a general purpose relational distributed database management system (DBMS). The interaction module can be interfaced with any distributed database design system as an add-on module so that the interaction effect can be included in the design process. A detailed example demonstrates the use of the interaction module in the decision-making process. Experiments conducted using the module show that the interaction effect can be significant and that it can affect the choice of the design. Experiments were also conducted to measure the sensitivity of design choices under changing input conditions.  相似文献

Physician executives face low to mid-level intensity conflicts, day-to-day issues and problems associated with pressures and changes in the health care environment. Such conflicts can be sorted on the basis of relationship, duration, and intensity. The authors apply the five major modes of conflict management--competition, avoidance, compromise, accommodation, and collaboration--to specific scenarios taken from their work in health care and suggest guidelines for managing conflicts with peers, supervisees, and authority figures. Thorough preparation and a portfolio of skills build flexibility through the conflict management process. In the global race to bring new products to market, many firms have adopted concurrent engineering as a technique to shrink development lead time. Due to the many concurrent engineering success stories in the business and engineering literature, a common misconception has grown that more concurrency is always better. The major contribution of this paper is a rigorous demonstration that limits to concurrency exist even in the simplified situation in which concurrency is modeled as the number of design modules to be executed in parallel. As complexities such as communication linkages between modules are layered onto our basic model, we show that the expected project completion time is minimized at a finite number of modules, a number that decreases with increasing problem complexity. In general, the more complex the project, the stricter the limits to concurrency. This strongly suggests that project managers should be cognizant of the potentially adverse effects of pushing concurrency too far.  相似文献
