Family support policies (FSP) refer to government policies that promote the well-being of families with children (e.g. job-protected paid leave, cash transfers, childcare). We developed an initial conceptual and theoretical framework of FSP and conducted a realist-scoping review to document the state of evidence regarding the influence of FSP on three child outcomes: poverty, development, and health. Based on the contexts and mechanisms through which FSP are hypothesized to affect child outcomes, we constructed a framework to guide a search of five electronic databases (OVID, ProQuest, PubMed, Scopus, and Web of Knowledge). We analysed articles meeting our inclusion criteria (i.e. conceptualized FSP as a function of the welfare state; conceptualized child poverty, development, and health as outcomes; and conducted empirical analyses) in relation to our mechanisms and thematic concerns (context, developmental periods, and differential impacts). A total of 22 studies met our inclusion criteria, which tested 25 independent child outcomes. Our findings identified initial mechanisms that explain the relationship between FSP and child outcomes through (1) increasing parents’ basic capabilities, (2) shaping parents’ childcare options, and (3) influencing parental leave-taking and shifting beliefs about gender relationships in the home and workplace. Future work will be to test these mechanisms and framework through a realist synthesis.  相似文献

The relationships between poverty and children’s health have been well documented, but the diverse and dynamic nature of poverty has not been thoroughly explored. Drawing on cumulative disadvantage and human capital theory, we examined to what extent the duration and depth of poverty, as well as the level of material hardship, affected changes in physical health among children over time. Data came from eight waves of the Korea Welfare Panel Study between 2006 and 2013. Using children who were under age 10 at baseline (N?=?1657, Observations?=?13,256), we conducted random coefficient regression in a multilevel growth curve framework to examine poverty group differences in intra-individual change in health status. Results showed that chronically poor children were most likely to have poor health. Children in households located far below the poverty line were most likely to be in poor health at baseline, while near-poor children’s health got significantly worse over time. Material hardship also had a significant impact on child health.  相似文献

Graduation model interventions represent a new wave of anti‐poverty programming that seeks to offer a sustainable pathway out of poverty. An expanding evidence base points towards positive economic outcomes at household level but little is known about impacts on child well‐being. This paper investigates children’s well‐being in Burundi during and after participation in a graduation model programme using a longitudinal mixed‐methods approach. The programme is found to improve child well‐being, particularly in relation to housing, food security and education. Covariate shocks undermine sustainability of effects but greater knowledge, experience and prioritisation of children’s needs contribute to harnessing improved outcomes.  相似文献

During the late twentieth century, the US social safety net was transformed to incentivize work by providing generous wage subsidies for low-income workers and reducing federal assistance to able-bodied unemployed adults. Following the transformation and during the economic boom of the 1990s, welfare rolls and annual poverty rates plummeted, especially for children. Despite the economic boom, there were still many persistently poor children living with parents who did not work, and little is known about how the reforms impacted these children's finances. In this paper we compare rates of persistent child poverty before and after the welfare reforms and examine how federal assistance received by persistently poor children changed as a result of the reforms. We find that federal assistance to persistently poor children declined following the reforms, but with divergent results depending on parental employment. While persistently poor children with employed parents benefited from increased income via the Earned Income Tax Credit, those with chronically unemployed parents did not and also experienced substantial reductions in cash welfare and food stamps. These findings demonstrate how persistently poor children fared financially in the years following the reforms and suggest possible implications for the current period of high unemployment.  相似文献

How poverty is defined and measured has significant implications for the identification of children in need. This article evaluates the current measure of child poverty in the United States in order to gauge its appropriateness for assessing child well-being. The article begins with a brief discussion of the meaning of poverty and evaluates the history, structure, and strengths of the official measure of child poverty. In addition, critical shortcomings that potentially mask the known deprivation of poverty are revealed and Amartya Sen's capability approach is introduced as a tool for capturing this deprivation. The overall premise of this article, therefore, is that the discourse on poverty might benefit by reconceptualizing approaches to measuring and defining poverty.  相似文献

This project focuses on children growing up in impoverished life circumstances, originating from an increasing level of poverty in Germany. There are two perspectives in social work research on children living in poverty: first, current research on childhood recognises that children are social agents in their own practices of life; second, research on poverty draws attention to the issue of social inequality, and broaches the question of the structural constraints and limitations of daily life. We report on current German research on children living in poverty, and focus on the role of peer relationships in coping with discrimination. This research is substantiated with the results of our own research project. We find that children develop strategies to mitigate the effects of poverty. The family can also help by providing the child with an interpretation of their poverty, and through daily coping mechanisms. Additionally, children can gain support from their peers. However, bridging social capital and gaining access to other social milieus is seldom successful. We conclude with a discussion of strategies that point the way out of child poverty. Such an optimistic goal, however, would require an alliance of practice, research and policy in the field of social work.  相似文献

In this article, we discuss a research project focusing on the ways in which children in poverty spend and experience their leisure time. We argue that the dominant conceptualisation of leisure time participation reduces poverty to a lack of social and cultural capital, marginalising poor children as passive objects of socialisation. Inspired by the interpretative paradigm of lifeworld orientation, three insights are identified throughout poor children's experiences, which include the following: (i) challenging taken‐for‐granted divisions of time; (ii) giving meaning to regimes of time as an ongoing learning process; and (iii) imagining a socially just future.  相似文献

Welfare receipt often is correlated negatively with children's cognitive and behavioral outcomes. Yet, virtually all children in households that receive public assistance are poor, prompting the question of whether poor outcomes are an effect of welfare, a spurious relationship between welfare and child outcomes, or a result of welfare selection. Using the NLSY-CS, these possibilities are examined by controlling for poverty and for selection into welfare. Controlling for child and maternal characteristics accounts for the majority of bivariate associations between welfare and outcomes among Black children. Controlling for poverty does little to change the relationship between welfare and outcomes for Black or White children. Controlling for selection into welfare further reduces the relationship between welfare receipt and outcomes among White children and has little discernible effect among Black children.  相似文献

This paper addresses the importance of school meals in balancing food budgets and diets among 45 low‐income families in Portugal. Drawing on interviews with both parents and children (aged 11–15 years) we found that children’s views on the quality of school meals affect their willingness to eat at school and heighten parental concerns with health, food and resources. For parents, school meals are crucial to ensure children’s dietary variety and balancing tight food budgets. Schools’ role in food poverty alleviation is also critically addressed, contributing to current and future sociological studies of children, school meals and food poverty.  相似文献

Abstract

This paper highlights the problem of children being at risk for placement by public child welfare systems into substitute care. It focuses on one state, Illinois, which has had considerable success in reducing its caseload. Risk factors are hypothesized. It presents research involving regression analysis of data for the city of Chicago. A cross-sectional design is utilized for a division of the city into nine regions. Results indicate that children being wards of the state is impacted significantly by demographics (being African-American) and teen-age pregnancy. The effects of poverty were not as hypothesized. The influences of poverty, family status and violence in the lives of children and families seen at a large urban children's aid society are investigated. Rates of social assistance dependency of child welfare families in 1995 and 2001 are compared. While the rate of poverty of child welfare families is stable across the two time periods, the ability of families to cope with poverty has dramatically changed, with the percentage of children from impoverished families being admitted into care nearly doubling across the six-year period. Violence as a mitigating factor in the relationship between poverty, the extent of child welfare service and child and family outcomes is also reported. Suggestions for enabling women who are caught in the complexity of choosing between physical safety and poverty are reported.

Les influences de la pauvreté, de la position sociale de la famille et de la violence sur la vie des enfants et des familles vues à une grande société urbaine d'aide à l'enfance sont examinées. Les taux de dépendance des familles vis-à-vis des programmes de protection de l'enfance en 1995 et 2001 sont comparés. Tandis que le taux de pauvreté des familles qui se servent du système de protection de l'enfance est stable à travers les deux périodes de temps, la capacité des familles de faire face à la pauvreté a radicalement changé, le pourcentage d'enfants de familles appauvries qui sont placés dans des familles d'accueil ayant presque doublé à travers la période de six ans. On fait aussi compte-rendu de la violence comme facteur atténuant dans le rapport entre la pauvreté, l’étendue du service de protection des enfants et les résultats pour les enfants et les familles. On résume aussi des suggestions favorisant l'habilitation des femmes qui se trouvent coincées dans la complexité de choisir entre la sûreté physique et la pauvreté.  相似文献

In the current paper, we employ the most recent Programme for International Student Assessment (PISA) data to calculate a less-biased estimate of poverty on US achievement. The PISA was specifically chosen as it is an assessment removed from a specific curriculum and instead focuses on concepts that students should know in order to participate in a global economy. Using a propensity score matching approach, our findings suggest that US students in poverty have notable educational attainment deficiencies compared to a matched group of students who are not in poverty. In other words, when we select two students who have a great deal in common but for the fact that one comes from a poverty background, the student in poverty is expected to perform nearly 28 points, or about a quarter of a standard deviation lower, on the PISA assessment. In real terms, this puts math achievement for children not in poverty on-par with the Organisation for Economic Co-operation and Development (OECD) average, while children in poverty are well below the OECD average.  相似文献

This study was undertaken to determine how middle school children assess the effects of welfare reform on their daily lives. The study consisted of thirty interviews with children and their mothers recruited from a middle school in a large, metropolitan area. From the children's perspective, multiple jobs and evening/night hours interfered with the child-parent relationship. Other consequences included grades going down and not getting to school on time. All the children stated that mothers should work, but most children felt mothers should only work when their children are in school. Welfare and poverty were issues about which children were teased at school.  相似文献

The aim of this research was to explore Malaysian adolescents’ perception of poverty and the poor. The data consisted of 79 semi-structured interviews with school children aged 12-13 and 15-16 years old from rural and urban areas in Sabah, Malaysia. According to them, poverty is mainly economic. Their responses about the causes of poverty can be categorised as individualistic, structural, fatalistic and other factors (such as age, geography, land and encouragement). Older respondents from rural and urban areas gave more individualistic and structural attributions compared to the younger respondents. While they believed that government is most responsible to help the poor, other parties such as the poor, public and NGO’s should also work together to alleviate poverty. They suggested that these parties can contribute in terms of donation, infrastructural improvement, education, attitudinal change and job opportunities. Respondents acknowledged that hard work and education are important to improve their standard of living. However, education is regarded as a ticket to seek their fortune elsewhere. These results emphasised the need for the Malay adolescents to learn about not being dependent on the government for employment in order to avoid mass urban migration in the near future.  相似文献

This article examines the effects of poverty, public assistance, and family structure on school-age children's home environment and developmental outcomes using data from the National Longitudinal Survey of Youth. The central question of this study is whether public support negatively affects school-age children's developmental outcomes, thereby contributing to the intergenerational transmission of welfare dependency. The results show that long duration and late timing of poverty have a detrimental effect on home environment and child developmental outcomes. Long duration of public assistance disturbs reading ability for children of intact families only. Late timing of public assistance actually enhances the cognitive and emotional environment and has a greater effect on the emotional environment for single-mother families. Long duration and late timing of single motherhood are detrimental to the emotional environment. Taken together, the findings suggest that the process of intergenerational transmission of welfare dependency during school-age years is primarily attributable to poverty and single motherhood rather than the duration and timing of public assistance. During the 1990s, poverty rates in the United States remained relatively stable despite a robust economy in which unemployment and inflation were at their lowest points in many years. Approximately 13% of individuals, 11% of families, and 19% of children lived below the poverty line in 1998, a decline of only 1% or less for each of these categories since 1990. These high rates of poverty result in many severe consequences. This essay reviews the research and theoretical and conceptual developments during the past decade, including: (a) a background on how the poverty line was developed; (b) general research themes in the 1990s; (c) the causes of the virtually unchanged poverty rate; (d) the consequences of poverty, particularly for children; and (e) the lessons we have learned from research over the past decade, with some directions for the future.  相似文献

Mixed in with national data on declining poverty rates are other signs that poverty, economic hardship, and inequality continue unabated. This essay examines: (a) the scope of poverty and the growing disparity in income and wealth; (b) the consequences of poverty of adults and children; and (c) strategies for improving their resilience. It is suggested that resiliency will be enhanced more by keen attention to national economic policies than by focusing upon individual personality characteristics, family attributes, or even unique community features. Drawing on a public health analogy, a focus on prevention (through sound economic redistribution policies) could significantly strengthen families and improve their well‐being.  相似文献

Bearing children is often viewed as negatively impacting the social mobility of low‐income single mothers. This analysis draws on 66 in‐depth interviews with low‐income, single‐mother participants in an antipoverty program in Boston. The author argues that the mother–child relationship is at the center of efforts by these single mothers to move out of poverty. Interviewees repeatedly expressed the primacy of their children's needs being met in order for them to move forward. Mothers tried to include their children in efforts to move out of poverty, thus fulfilling the role of a “good mother” while exhibiting proper behavior for a poor person trying to achieve economic independence. The data here highlight the limitations of policy initiatives that fail to acknowledge the centrality of children's well‐being to the lives of single mothers and suggest that the mother–child bond may be an untapped resource for policies and programs serving this community.  相似文献

The purpose of the current study was to assess a structural level explanation of racial disparity in child maltreatment. Using data from Florida counties (1998–2001) and the 2000 census, the effects of poverty, concentrated poverty, and female‐headed families in poverty on Black, White, and the difference between Black‐White rates of child maltreatment were assessed (N= 67). Results suggested that the structural covariates of maltreatment vary by race and that differences in female‐headed families in poverty can explain some, but not all, of the Black‐White racial disparity in child maltreatment. Increasing programs that focus on reducing poverty among female‐headed Black families and the exposure of Black families to concentrated poverty should decrease some of the overrepresentation of Black children in the child welfare system.  相似文献

An up-to-date and accurate picture of the evidence on the impact of poverty is a necessary element of the debate about the future direction of children's social care services internationally. The purpose of this paper is to update evidence about the relationship between poverty and child abuse and neglect (CAN) published since a previous report in 2016 (Bywaters et al., 2016). A systematic search was conducted, identifying seven reviews. Poverty was found to be consistently and strongly associated with maltreatment, be that in terms of familial or community-level poverty, or in terms of economic security. Findings demonstrated that both the type and the quantity of economic insecurities impacted child maltreatment. Certain economic insecurities – income losses, cumulative material hardship and housing hardship – reliably predicted future child maltreatment. Likewise, as families experienced more material hardship, the risk for maltreatment intensified. In some studies, the relationship between poverty and maltreatment differed by abuse type. Future reviews need to investigate individual papers and their findings across different CAN measures, definitions, samples, abuse types and conceptualisations of poverty to provide a comprehensive understanding of the current research base and the directions which need to be taken to further understand and prevent CAN.  相似文献
