There is a growing belief that young children should be involved in decisions that affect them. This belief has its foundations in a new model of the young child, in a new concern with young children's rights as citizens and in new knowledge about the significance of young children's early experiences. This article examines the increasing interest in involving young children in policy‐making and its rationale. It then presents two case studies from Australia of consulting young children in policy‐making, to show what consulting young children can offer children, policy‐makers and the wider community.  相似文献

Despite structural changes made to central government and the development of the Every Child Matters programme in England, compartmentalised child policy proposals are often created for service settings and in response to a specific political imperative. This article provides a rationale for child impact assessment — a systematic process in which proposals for policy and legislation are reviewed and assessed for their potential impact on children and young people — and reviews project work in England involving the National Children's Bureau and the Children's Legal Centre.  相似文献

This article describes a participatory research project, which explored four case studies of children and young people's successful political advocacy in Nicaragua. The analysis combined a human rights‐based approach and a human development approach, and included concepts of multiple settings and levels, interrelated participation spaces, children and young people's citizenship, inclusion and exclusion, democracy, advocacy and empowerment. The main problems faced by children and young people seeking to influence policy‐makers were identified as adultism, dependency and lack of accountability. The research identified pre‐conditions, participation spaces and ways of organising for effective advocacy, and facilitation methods that had proved effective. It concludes that children and young people who achieve effective advocacy are generally self‐empowered, but can count on effective adult support and facilitation. They work through coordination with the authorities and not by clashing with them, but need to ensure effective follow up if they want politicians to keep their promises.  相似文献

Children and young people regard the external physical environment as important for their needs. Their use of space varies according to age and circumstance and includes designated play and leisure facilities as well as other informal areas within their neighbourhoods. However, children have little influence over the development of public space as they do not have the opportunity to contribute their views to local processes. This paper explores children's and young people's views and experience of public space in regeneration areas. It considers whether children's perspectives are accurately reflected in public policy. It draws on primary research with young people aged ten to 14 years and representatives from local organisations in a disadvantaged urban area in Scotland.  相似文献

Adolescents' and mothers' understanding of children's self‐determination and nurturance rights was examined in the context of the home. In individual interviews, 141 sixth, eighth, and tenth graders and their mothers responded to hypothetical vignettes in which a child story character wished to exercise a right that conflicted with parental practices. For each vignette, participants were asked to judge whether the story character should have the right in question and to provide a justification for their decision. Generally, eighth and tenth graders were more likely than their mothers to endorse requests for self‐determination and less likely than their mothers to support requests for nurturance. Mothers of tenth graders were more likely to support requests for self‐determination and less likely to favor adolescents' request for nurturance in the home than were mothers of sixth and eighth graders. In terms of reasoning, adolescents and mothers were more likely to consider the individuals' rights when discussing self‐determination situations, whereas nurturance situations elicited responses pertaining to participants' understanding of familial roles and relationships. Furthermore, mothers' reasoning about childrenà s rights reflected sensitivity to the developmental level of their children. The findings are discussed in terms of previous research on the development of children's understanding of rights and adolescent autonomy.  相似文献

By June 2021, children and young people had experienced two periods of lockdown and home learning in Northern Ireland. The detrimental impact of these periods of indefinite confinement is wider reaching than reported educational stagnation, with the fundamental rights of childhood: play; rest; and leisure; all adversely implicated. Autistic children's experiences of Covid-19 have been largely absent from current crisis and recovery discourse. This is the first published study to directly and specifically involve autistic children both as research advisors and as research participants in a rights-based participatory study relating to the pandemic. Drawing on concepts of ableist childism and epistemic injustice, this article presents, through Photovoice, the emotional, social and educational experiences of post- primary aged autistic young people in Northern Ireland during the first 2020 lockdown of the Covid-19 pandemic. The project was grounded in a child rights-based approach and was guided by a group of four autistic young advisors aged 11–15. The paper concludes by arguing that government responses to the pandemic, as experienced by autistic young people, act as forms of oppression that prioritises and further embeds normative non-autistic structures and responses under the guise of public health necessity.  相似文献

Concerns about the mental health and well‐being of children and young people have been articulated in health and education policy fields as a call for closer working between schools and providers of mental health support services. Drawing from a Scottish study, this article explores issues of access, when mental health initiatives are sited in formal educational settings. In particular, it focuses on the implications for the agency of children and young people seeking support from those services when and how they choose. The study argues that over‐reliance on teachers as the main referral route to service influences what is deemed to be a problem, who is thought to need support and how the interventions are viewed by the children and young people. Alternative approaches are discussed, which offer opportunities for children and young people to explore the available services and make their own choices about their level of engagement.  相似文献

It is now widely recognized that disabled children are particularly vulnerable to abuse but that a number of factors get in the way of protecting them. This article discusses research on the implementation of the Children Act as it applies to disabled children and the findings from in‐depth interviews with young disabled people. The research concluded that: current child protection systems are not addressing the particular needs of disabled children; the Children Act regulations on short‐term and long‐term placements are often not complied with; and disabled children and young people have little say in decisions which affect them and few opportunities to communicate their experiences. Existing research on cystic fibrosis (CF) tends to view CF as a long‐term medical condition of childhood, thus reinforcing the mistaken view that few children with CF survive into adulthood. Despite the fact that people with CF are increasingly living into older age there has been little research into the employment of adults with CF. Those studies which have been undertaken portray CF as a ‘serious illness’ which causes employment problems. In contrast, this paper discusses findings from a study which explored the employment experiences of adults with CF from a social model perspective. The findings reveal barriers to employment which are similar to those experienced by other disabled people, as well as barriers related to the ‘impairment effects’ of CF. The authors conclude that adults with CF have valuable perspectives to contribute to social model analysis and the development of employment‐related policy solutions.  相似文献

With diversifying families, increased life expectancy, growing numbers of dual‐worker households and higher rates of family breakdown, grandparents are now playing an increasing role in their grandchildren’s lives. Despite growing importance there has been little empirical research exploring how grandparental involvement impacts on young people’s well‐being. This national study, which includes a survey of 1596 children (aged 11–16) and in‐depth interviews with 40 young people, aimed to address this deficit. Multivariate analyses demonstrate that grandparental involvement is significantly associated with child well‐being – results that are reinforced by qualitative evidence. Findings suggest grandparents may be under‐recognised in the policy agenda.  相似文献

Investing in Children is a County Durham initiative, which seeks to create opportunities for children and young people to become genuine participants in decision‐making processes. This paper provides an inside account of how the initiative was developed. It describes how a model of practice has evolved through which young people have been able to achieve a measure of genuine participation, leading to real change in policy. The paper explores some of the issues which have frustrated the translation of the rhetoric of the United Nations Convention on the Rights of the Child into a reality recognised by young people in the United Kingdom. It is proposed that an approach based upon the universal rights of all children, pursuing an agenda identified by children and young people themselves, has more potential for political change than separate debates about the plight of particular groups of young people. The paper also suggests that participation (or more often consultation) is not an end in itself, but a means by which young people can achieve political change. A growing awareness of child sexual exploitation (CSE) in the United Kingdom and throughout the world has prompted human service and legal/policy professionals to seek ways of engaging young people experiencing sexual exploitation, although much remains unknown regarding effective practice, and whether or not current knowledge regarding best practices with young people can be expanded to address CSE. This paper considers how principles of harm reduction, a public health approach widely used to engage adults and young people in help‐seeking behaviours, can be considered as part of a children's rights‐centred approach to policy and practice with young people experiencing CSE.  相似文献

No-fault divorce laws, and the lowering of the age of minority from 21 to 18 years have combined to have unintended negative impact on the children of divorce. Previous research has shown that children whose parents are divorced are at increased risk for emotional problems and a reduced standard of living. This study was conducted to learn more about the effects of parental divorce on a young person's access to a college education. A questionnaire was developed to learn how students pay for college, and what non-financial support they receive from parents. The questionnaire was administered to a randomly selected sample 9 of 19 students at a state university. Findings indicated that young people whose parents were divorced received higher Pell grants, were more likely to provide more of their own necessities, and were more likely to repay their college loans themselves. Further, young people whose parents were divorced were much more likely to have their material and fnancial needs met by their custodial parents rather than their noncustodial parents. Implications are that young people with divorced parents may have less financial support for college from their family, and the support they receive is much more likely to come from their custodial than noncustodial parent. Changes in child support laws and financial aid policies are recommended.  相似文献

This research investigates factors conducive to the thriving of economically disadvantaged young people in Hong Kong. In particular, we examine ways in which the parent–child relationship and friendship networks, as the principal sources of support during the transition from childhood to adulthood, influence the developmental outcomes of this group of young people with regard to their mental health, positive identity, behavioral adjustment, resilience and academic achievement. Based on a survey of 479 young people recruited from community-based youth-service centers located in different districts of Hong Kong, the results of the present research support the hypotheses that parent–child relationships and friendship networks have significant positive effects on youth development among low-income young people. Our results also show that, when compared with friendship networks, the parent–child relationship is a stronger predictor of youth development, that is, a stronger parent–child relationship tends to correspond to a better developmental outcome. Moreover, our research provides empirical evidence regarding the influence that parents can have on shaping the quality of young people's friendship networks. The implications of our findings, both for future research and for service delivery to promote the well-being of economically disadvantaged young people, are discussed.  相似文献

The United Nations Convention on the Rights of the Child (CRC, United Nations General Assembly, 1989) is a transformative document which has already improved the lives of millions of young people worldwide. Ratified into law by the majority of the countries of the world, it is the first human rights treaty focusing specifically on the rights of individuals under 18 years of age. The rights described in the treaty, however, are often seen as more important for younger children than for adolescents. This policy statement reviews the germane research on the period of adolescence and affirms that the protections and entitlements in the CRC are as important for adolescents as for younger children. This paper is concerned with exploring the research and policy base that underpinned the development of the Children's Fund Prevention Programme. It discusses how the initiative developed, how it is being evaluated and how it is now contributing to the new policy agenda around prevention services. Early findings are discussed highlighting some of the challenges local projects have to manage around partnership working, participation of children and young people in the programme, and the embedding of prevention strategies in local practice. Finally the conclusion sets the Children's Fund in forthcoming central government policy activity and examines how the evaluation can best inform the development of collaborative preventative services to children and their families.  相似文献

Historically, research about young carers has focused on defining the tasks and responsibilities undertaken by children caring for ill or disabled family members and the impacts of such care, without reference to the domestic and caring work undertaken by children and young people in families where there are only non‐disabled or well members. This study presents new evidence of what children and young people generally do to assist in the home and examines how the lives of young carers differ from children and young people who are not carers. Vocational development research and interventions have focused primarily on adolescents and young adults. The lack of attention to career development antecedents in children has led to a serious neglect of this period of life when the foundation is laid for career choices and outcomes in later life. A harmful by‐product is the frequent preclusion of gender‐atypical occupational pathways by boys and especially by girls. To address this situation, the authors recommend identifying a core set of constructs that describe children's vocational development and developing sound instruments to measure them, leading to a longitudinal study ranging from childhood to early adulthood.  相似文献

Child‐care vouchers are becoming more common and can provide child‐care assistance to a wide spectrum of the population. There is little empirical research, however, on which workers participate in their employer's child‐care programs. In this exploratory study, employees with children at 1 large university completed questionnaires to gather information on their child‐care arrangements and their experience with the employer's child‐care voucher program (N = 949). Results indicate that the employees who were most in need of child‐care assistance in terms of family structure, job type, and child‐care expenses were more likely to receive vouchers. Federal policy limiting the structure of employer‐sponsored voucher programs appeared to present barriers to participation for certain groups of employees.  相似文献

State‐funded national governing bodies of sports in the UK now have a mandate to produce, disseminate and embed child protection policies. This warrants an analysis of the impact of such policies, particularly in the context of reaching their target audience and having some early influence on the practice of sports clubs' members in their dealings with children. The authors are undertaking a large research project, which aims to fully evaluate the UK Rugby League's child protection policy. This paper reports findings from an evaluation of the initial implementation of the policy and explores its presentation, delivery and impact within UK rugby league clubs. We argue that the Rugby League should be commended for its initial approach to child protection policy and make specific recommendations to enhance this long‐term project. We conclude that if a broader community of interest concerns itself with the safeguarding of children there is likely to be a greater impact on a social problem of this kind. Sport can have a key role to play in this community because it reaches so many people.  相似文献
