Youth in foster care may be separated from their sibling(s) for a myriad of reasons. Although empirical attention to sibling relationships has grown, an examination of what sibling(s) mean to children currently in foster care has not occurred. This study used open‐ended survey responses of campers who attended Camp To Belong, a summer camp that reunites children who are separated from their sibling because of their placement in foster care. Six different member camps across the United States of America administered camper surveys. Thematic analysis was used to examine 178 responses from campers. Five major themes were identified of what siblings mean to youth in foster care: bond, dependable, fulfillment, despair and impact of separation. Youth shared the positive and protective influence their sibling(s) have in their life as well as the challenges that are associated with being separated from their sibling while in foster care. Implications of the results of the study are provided for clinicians, foster parents, researchers and sibling policy.  相似文献

This paper reports on a two‐pronged research study: a critical review of reported research concerning continuity and stability for children looked after away from home, and a telephone survey of UK managers responsible for looked after children. The review found limited research in this specific field that met the criteria of the critical review, but reports some evidence in favour of sibling co‐placement, kinship care, parental participation, professional foster care and individualized, multidimensional support. The survey revealed a culture of innovation in this field in the UK voluntary and statutory sectors, but with little evaluation of the independent effects of new interventions. The paper places the research in the context of current policy initiatives in the UK and discusses the implications of the findings for research and practice.  相似文献

This article deals with the problem of breakdown in different types of out‐of‐home care (foster care/residential care) for Swedish teenagers. How often are such placements prematurely terminated against the wishes and intentions of child welfare authorities? Which factors appear to increase or decrease the risk of placement breakdown? The sample consists of a national cohort of 776 youths who started 922 placements during 1991. Every placement was followed in municipal case files for a maximum period of five years. Between 30 and 37% of all placements were prematurely terminated, the exact figure depending on whether a narrow or wide definition of breakdown was applied. The lowest rates of breakdown were found in kinship care and secure units, the highest in non‐kinship foster homes. Teenagers who display antisocial behaviour and/or have mental health problems constitute a high‐risk category for most types of out‐of‐home care, but especially in non‐kinship foster homes. Risk factors in relation to breakdown were analysed in the four main forms of Swedish out‐of‐home care separately (foster homes, privately/publicly run residential care and secure units). The analysis pointed out that risk factors are not the same in all types of care, but antisocial behaviour at time of placement increased the risk in most forms of care. Prior research indicates that placement breakdown is a major problem of child welfare in other countries, and this study found that Sweden is no exception.  相似文献

This study assesses the quality of services in the therapeutic foster care programs used by one county in the Midwest. Using a consultative quality assurance review methodology, evaluators examined 67 randomly sampled cases across seven agencies to assess the service quality issues experienced by children. Following interviews with staff, foster parents, and children, and a review of case records, reviewers observed failures in service and in adherence to national program model standards and state regulations. The research indicates the need for consistent monitoring of child-placing agencies and the need for additional research linking service quality with foster care outcomes.  相似文献

Independent living programmes (ILPs) aid in promoting productive outcomes for youth ageing out of care (YAO). This narrative review aimed to determine if sufficient evidence exists to substantiate statements regarding the effectiveness of ILPs based upon outcome studies published from January 2006 through December 2012. Are current ILPs effectively promoting independent living and productive outcomes among youth leaving foster care, relative to similar youth who do not participate in an ILP? Six studies published in English, in the USA and in peer‐reviewed journals included non‐experimental design (n = 1), quantitative designs (n = 2), mixed methods design (n = 2) and randomized design (n = 1). Five outcomes addressing education, employment, housing, mental health, and living skills emerged. Weak evidence that ILPs effectively aid YAO exists. Additionally, inconsistencies exist in methodology. Finally, differences in important components in the ILPs exist, making comparisons difficult.  相似文献

We used a regional sample of children in long‐term foster care to investigate the prevalence of placement breakdown in adolescence, and to assess risk factors/risk markers for placement disruption. The sample consisted of all 136 foster children in the region, born 1980–1992, who on their 12th birthday had been in the same foster family for at least 4 years. They were followed in case files until date of disruption or their 18th birthday. Data on conditions before and during placement were retrieved from case files, and analysed in bi‐ and multivariate models. Results showed that one in four placements broke down in adolescence. The median child who experienced a breakdown was 14 years old, and had been in the same foster home for more than 10 years. Prominent risk factors were (i) being placed after age 2 and (ii) having a birth sibling in the same foster home. We also uncovered strong risk markers that can be viewed as precursors of placement disruption. When the child or the foster parents repeatedly over time expressed dissatisfaction with the placement, this ended with a placement breakdown in 60% of cases. This study investigates the association between the contact of children or young people in care with their family, and the foster care placement evaluation (positive or negative) in Portugal. According to the perspectives of foster carers and service professionals' perceptions regarding children and young people's reactions, during and after the visits, are measured. Utilizing a quantitative approach, two fostering services teams and 140 foster carers completed questionnaires, which had 212 children in common. Results indicated that despite the importance of continued contact, especially for children and their parents, it was not determined to be essential to long-term placement. On one hand, there was the perception that a high percentage of children expressed positive reactions during and after the visit, while on the other hand, this didn't influence the perception of placement success. This study also showed significant differences between foster carers' and the professionals' perceptions on several dimensions of foster care, especially the children's reactions during visits. These differences need to be further analyzed in future research and the outcomes used to help improve contact management.  相似文献

Foster parent training is a well‐recognized component of providing quality care in child welfare. Well‐trained foster parents can improve placement stability, reduce behavioural problems and encourage successful reunification or adoption. A review of the foster parent training programmes can provide a better understanding of the current state of foster parenting training and inform future practice and policy‐making. This review examined published and unpublished research on foster parent training conducted from 1970 to 2014 and provided an overview of the structure and content of 22 foster parent training programmes. Common patterns in the content and structure of foster parent training programmes are identified and discussed, highlighting trends towards multi‐session in‐service training with eclectic content. The development of new training programmes with strong theoretical grounding that train foster parents on specific behavioural skills is recommended.  相似文献

What aspects of the relationships of young adult siblings are related to closeness or distance? This study takes a process approach to answering this question, contrasting it with the status approach of family structure variables. Close and distant sibling pairs were compared on physiological variables and specific aspects of warmth, con-flict, and power during two conversations - one on enjoyable topics and one on topics of disagreement. While there was no evidence that sibling closeness was related to family structure variables, differences in closeness were found in affective patterns and physiological responses during sibling interaction. Interaction between close sib-lings was characterized not only by higher positive affect but also by fewer power struggles and lower heart rate reactivity. Close siblings also had higher scores on emotional empathy and cognitive aspects of empathy such as perspective-taking than distant siblings. The developmental importance of considering power struggles in young adult sibling relationships was also discussed.  相似文献

Abstract

Increases in the foster child population, at a time when terminations in foster care placement have decreased along with a decline in the number of non‐related foster parents, has resulted in an increasing use of relative foster care placement. Relative care as an emerging trend in foster care placement, is not without controversy. Its merits, however, should be assessed in terms of its benefits to the children in care, the fiscal and organizational costs, and the problems it creates for the child welfare system. This paper reviews what is known about the characteristics of relative caregivers and the children in their care. Federal and state policies that affect the use of relatives as an alternative placement resource for children are described. The available data regarding the length of time in placement, number of placements, physical, mental health and educational and permanency outcomes for children placed with relatives are discussed. Implications for practice are drawn and areas for further research are suggested.  相似文献

Whilst a small amount of research has been undertaken on peer violence in residential settings, very little is known about peer violence in foster care. This paper reviews the published research since 1995 about the nature and extent of peer violence in foster care and interventions for preventing and managing these negative peer interactions. The evidence indicates that young people in foster care can be the instigators and recipients of peer violence, but the limited number of studies found means that conclusions cannot be drawn about the extent of the problem. There is some evidence about the impact of this type of violence on young people and fostering households. However, there remain gaps in the evidence about the full extent of all forms of exploitation and violence that are experienced and instigated by young people in foster care, the circumstances in which it takes place, the young people affected and its co‐occurrence with other difficulties. Critically, young people's views were largely absent from included studies, an important area that requires further research.  相似文献

How is expert evidence used in care order proceedings when children are considered for foster care placement because of familial violence? What are important factors and how do the decision-makers use and evaluate evidence from specialists and experts? In this in-depth analysis of 104 published care order decisions from the Norwegian County Boards, I investigate how decision-makers use and evaluate evidence from expert witnesses to determine whether a care order may be granted. The analysis shows that the evidence largely revolves around social functioning, care context and topics about how parents and children relate to each other. Led by the law, the decision-makers use this evidence to determine whether the child's situation is harmful, whether support services are viable and whether a care order is in the child's best interests. I find that decision-makers draw unevenly on evidence with regards to these legal requirements, and that the use predominantly defers to expert authority. However, there is also evidence of independent reasoning, where deferral to the epistemic authority of the experts is weakened. This is shown through evaluative and critical assessments and scrutiny of the disciplinary evidence.  相似文献

Until recently, Flemish family foster care was a temporary measure with as its most important goal, the reunification of the foster child with the birth parents. To date, nothing is known on the number of reunifications, nor has any study been undertaken into the factors (child, parent, foster parent and foster care process) associated with reunification. Case files of 127 foster children who exited foster care in 2007 were analysed. Dependent variables were type of foster care placement outcome (reunification, successful placement without reunification or breakdown) and place of residence after placement ending (with birth parents, extended family, foster family, residential care or living independently). After placement ending, only 40% of foster children went living with their parents, including foster children who were reunified (26%) and foster children who moved to their parents after a placement breakdown (14%). Characteristics of the foster children, and in particular absence of problem behaviour, were associated mainly with a return home. This may indicate that too much attention is paid to the functioning of the foster child and too little to improving the competencies of the parents and the (future) home environment.  相似文献

Sibling relationships are potentially central in children's and young people's lives. Research has shown that the quality of sibling relationships changes in a variety of ways when a sibling(s) moves into care. There is limited understanding of the mechanisms that cause these changes. This study addresses this gap by reanalysing a dataset of 25 semistructured interviews with young people (16 to 23 years) drawn from a municipality in Southern Norway. The original study explored the changes in sibling relationships when the young person moved into care. This reanalysis of the data set explores specifically, using a template analysis, the mechanisms that children describe when exploring why these changes occur. Findings show the intricacies of the young person's social identification with the biological and/or foster family and how sharing a common identity may be key to the development of the sibling relationship when the young person(s) is taken into care. Our findings also show how key adults, such as foster parents and social workers, influence the relationship. The paper concludes with recommendations for social workers on how they may strengthen sibling relationships in families where children have been taken into care.  相似文献

This paper discusses findings from a recently completed study of adolescent foster care, which included a detailed assessment of the parenting approaches and strategies used by the foster carers of adolescents in long‐term placements. Sixty‐eight foster carers were interviewed at two points in time. The first interview was conducted two months after the start of a new adolescent placement and the second after the placement had been continuing for a year, or at the point of disruption if this occurred earlier. The interview schedules were designed specifically for this study and were based upon well‐established techniques developed in other studies of parenting. They enabled the researchers to make summary ratings for each carer on established dimensions of parenting such as control and discipline, responsiveness and the level of engagement with the child. The researchers assessed how these strategies changed and developed in relation to the young person's behaviour and whether these approaches influenced either the likelihood of placement disruption or the quality of the placement for the child. This paper describes the parenting strategies used by the foster carers, highlighting the areas of parenting that significantly affected the placement outcomes and the corresponding implications for policy and practice.  相似文献

As the use of kinship care is set to rise in England, it is important that policy and practice developments are based on firm evidence about kin placement outcomes and how these compare with those in stranger foster care. The research reported in this paper was based on case file reviews of 270 children, half in kin placements and half in stranger foster care, and on interviews with a sub-sample of 32 kin carers, social workers, children and parents. Kin carers were found to be significantly more disadvantaged than stranger foster carers: more kin carers were lone carers, with health problems, living in overcrowded conditions and had financial difficulties. The children, in contrast, were remarkably similar in the two kinds of placement. The main differences between the children in the two settings are examined in the paper. The children's progress and outcomes in terms of placement quality and disruption were very similar in the two settings, but kin placements lasted longer, mainly because fewer were planned as interim placements. However, because kin carers persisted with very challenging children and yet received fewer services than stranger foster carers, they were more often under strain. Family foster care placement decision‐making has a weak scientific underpinning. The identification of clusters of foster children (groups of foster children with similar characteristics) can help improve decision quality. In this study, we investigated if foster children could indeed be clustered, which problems were identified at the time of placement and what might be the influence of placement history. Two clusters of foster children were found: (i) young children with coinciding parental child‐rearing incapacity and familial problems, and (ii) older children with child problems. At the time of placement, familial problems were more often identified in younger children with a placement history. These findings stress the importance of approaching foster care assessment as part of a dynamic decision‐making process. It is key to finding the most appropriate situation for the child. At the same time, it must be decided how the desired situation can be realized, wherein placement decisions are based on an appraisal of whether or not a foster placement is an appropriate solution. In conjunction with this, it needs to be decided how the parents can be supported towards reunification, or whether or not long‐term foster care is the best option for the child, and if so what conditions need to be met.  相似文献

Foster children experience a lot of stress because of their life histories and changes in their family circumstances, such as foster care placement. It is important that foster parents recognize the early signs of stress in foster children and learn how to act in a non‐threatening and understanding manner. Family‐based interventions may help in this. In this paper, we report on a meta‐analysis of studies (n= 19) of the effectiveness of such interventions. All studies used a pre‐test/post‐test design. Both problem behaviour in foster children and the parenting skills of foster parents improved by 30%; however, none of the interventions were specifically intended to help young children (<4 years) to cope with stress. The importance of interventions for young foster children is discussed, as well as the necessary elements these interventions should include.  相似文献

This paper discusses findings from a recently completed studyof adolescent foster care, which included a detailed assessmentof the fostering skills and supports of carers and of the contactthat adolescents had with parents, siblings and other familymembers during a long-term foster placement. Sixty-eight fostercarers, young people and their social workers were interviewedat two points in time, 3 months after the start of a new fosterplacement and again at 12 months or at the point of disruptionif this occurred earlier. Detailed questions about contact whichwere asked of foster carers, young people and their social workersenabled the researchers to make summary ratings about the quantityand the quality of contact and its effect on the young peopleand on their placements. This paper describes the contact theyoung people had with their families, its impact on them andon the foster families and how it changed over time. The findingsrevealed that contact for the majority of adolescents was problematicand had a significant impact on placement outcomes. Ways ofmanaging contact are highlighted, and the corresponding implicationsfor policy and practice discussed.  相似文献

Differences in children's self‐regulation are assumed to be explained by genetic factors, socialization experiences, and sociodemographic risk. As for socialization, little research has addressed the influence of having siblings or attending early center based child care on emerging self‐regulation. As regarding sociodemographic risk, few studies have been conducted in countries characterized by high equality and little poverty. In a longitudinal study following 1157 children, we investigated presence of siblings, center care exposure in the first 3 years of life (attendance, hours, and child group size), and family socioeconomic status (SES) as predictors of hot and cool effortful control (EC), at the child's age 48 months. The results showed that having a sibling was consistently related to better hot EC, whereas higher SES predicted better cool EC. A small effect implied that hours in center care at 36 months negatively predicted hot EC, whereas center care group size at 36 months modestly predicted better cool EC. Otherwise, center care variables were unrelated to self‐regulation.  相似文献
