Improving Risk Communication in Government: Research Priorities   总被引:1,自引:0,他引:1  
Despite the increased interest in risk communication among government agencies, there is evidence that agencies'risk communication practices lag. We conducted a study to explore which risk communication research would be most important to improve government agencies'risk communication practices. Qualitative interviews and a survey of 145 risk communication experts based in academic institutions and government agencies explored how important research on each of 48 topics would be to improving agencies'risk communication efforts. Respondents identified topics within three areas as priorities for further research: 1) involving communities in agency decisionmaking; 2) communicating with communities of different races, ethnic backgrounds, and incomes; and 3) evaluating risk communication. Both practitioners and researchers responded to additional statements about agencies'risk communication practices with reservations about staff and managers'commitment to effective communication about environmental issues. The dynamics of organizational risk communication is an understudied topic in risk research. This article investigates how public officials at six government agencies in Sweden understand and relate to risk communication and its uses in the context of agency organizational work on policy and regulation. Qualitative interviews were used to explore the practitioners’ views on some key topics in the academic literature on risk communication. A main finding is that there is little consensus on what the goals of risk communication are; if, and how, uncertainty should be communicated; and what role is to be played by transparency in risk communication. However, the practitioners agree that dissemination (top down) to the public of robust scientific and expert knowledge is a crucial element. Dialogue and participation is used mainly with other agencies and elite stakeholders with whom agencies collaborate to implement policy goals. Dialogue with the public on issues of risk is very limited. Some implications of the findings for the practice of risk communication by government agencies are suggested.  相似文献

Understanding of risk views in multiethnic societies and in a globalizing world may be enhanced by use of measures of ethnic identity and acculturation. Ethnic identity includes such attributes as positive attitudes about one's ethnic group and a sense of belonging to it, voluntary and frequent association with other ethnic group members, and ethnic practices (preferred music, food, language; attendance at ethnic festivities). Acculturation is absorption of the "host" society's cultural norms, beliefs, attitudes and behavior patterns by immigrants, or by other groups historically excluded from the larger society. Both generic and ethnicity-specific measures of these concepts are available in the literature. This Perspective reviews the literature on risk implications of these concepts, how the nature of these measures presents both opportunities and challenges to risk researchers, and the degree to which ethnic identity and acculturation may be correlated with sociodemographic factors. Conceptual and methodological suggestions are made for risk research using these concepts, and hypotheses are offered about what such research might find.  相似文献

Risk communication is being characterized as one way of facilitating more effective, democratic and participatory risk management strategies. An emphasis on formal communication approaches as a means to improve decisions and decrease conflict will highlight the challenge of managing hazards within a culturally heterogeneous society. Communication and participatory strategies will be considered successful only if diverse communities can be engaged as partners in the policy process. Because responses to risks are embedded and evolve within broader social environments, achieving the promise of risk communication across a diverse society may not be possible absent an understanding of how sociocultural variables and past experiences shape the exchange of ideas or information in any particular situation. This paper considers the implications of ethnic and socioeconomic variability for the risk communication process, summarizing theoretical perspectives and empirical evidence on the link between sociocultural features and risk responses. Specifically, the factors that define the context of communication may influence: the initial framing of a risk issue, particularly, the adoption of an environmental justice vs. scientific/economic perspective; the perceived importance of various aspects of the decision problem; and prior beliefs about environmental hazards and agencies involved in risk management. Two examples of situations requiring communications about risk are presented and illustrate how these principles could operate in minority or lower-income communities. A significant challenge for health and regulatory officials will be to engage in an interactive process of information and opinion exchanges that is reasonable and effective within vastly different socioeconomic and cultural contexts.  相似文献

Emergency risk communication (ERC) for smoke emitted from major fires continues to challenge governments. During these events, practitioners (including scientific, communication, and emergency response government staff) are tasked with quickly making sense of the public health risks and the communication options available. Practitioners’ sensemaking—the process of creating meaning from information about an unfolding emergency—is key to effective ERC. This article identifies the factors that ERC practitioners consider the most important to their sensemaking for smoke events. A survey of practitioners (= 86) was conducted to elicit their views on the level of importance of 22 different factors (individual, organizational, and contextual) on their sensemaking. The results indicate that the majority of the factors tested are very important to practitioners. This finding likely reflects the multidimensional nature of emergency smoke events and provides evidence as to why practitioners are challenged when trying to make sense of emergency situations. Despite multiple factors being considered very important to practitioners, the time-limited nature of emergencies means that practitioners will inevitability be forced to prioritize in their sensemaking efforts. Our results also provide insight into practitioners’ prioritization of different information sources. Specifically, practitioners prioritize their own knowledge and the knowledge of other practitioners. The two most important factors were information from other incident management stakeholders and the practitioners’ past experience. Other information, including community-based and academic knowledge, appear to be of lower priority for practitioners. Based on the study results, recommendations for practice and future research are discussed.  相似文献

The potential risk from cultural and religious practices involving mercury in Latino and Caribbean communities raises central methodological and ethical questions for risk assessment and risk communication. Here, specific cultural practices unfamiliar to most risk professionals carry significant inherent risks in the eyes of those professionals but not necessarily in the eyes of practitioners. Practitioners' past experience and history as targets of religious suppression and anti-immigrant sentiment create a reluctance to engage with researchers or public health officials in risk assessment or preventive risk communication efforts. The potential for the risk--in this case mercury contamination in dwellings--to extend beyond the practicing community to future occupants adds to public health concern. Understanding the risks of these practices requires both an understanding of the cultural and political context, beliefs, and behaviors of mercury users and an understanding of the fate and transport of mercury in typical use scenarios. In this study, we employed ethnographic methods (interviews and participant observation) to understand beliefs and behavior about mercury use as well as quantitative modeling and measurement to estimate and assess potential exposures. This represents a new methodology tailored to situations in which traditional activities or observances that are integral components of cultural identity pose risks in and of themselves. Our findings indicate that there are different types of mercury use stemming from different cultural and religious traditions that result in different levels of exposure. Many of the mercury uses that can result in the highest exposures to mercury vapors have previously been attributed to the religious tradition of Santeria, but appear instead to have their roots outside of the religion.  相似文献

We propose a shift in emphasis when communicating to people when the objective is to motivate household disaster preparedness actions. This shift is to emphasize the communication of preparedness actions (what to do about risk) rather than risk itself. We have called this perspective “communicating actionable risk,” and it is grounded in diffusion of innovations and communication theories. A representative sample of households in the nation was analyzed using a path analytic framework. Preparedness information variables (including content, density, and observation), preparedness mediating variables (knowledge, perceived effectiveness, and milling), and preparedness actions taken were modeled. Clear results emerged that provide a strong basis for communicating actionable risk, and for the conclusion both that information observed (seeing preparedness actions that other have taken) and information received (receiving recommendations about what preparedness actions to take) play key, although different, roles in motivating preparedness actions among the people in our nation.  相似文献

Public communication about drought and water availability risks poses challenges to a potentially disinterested public. Water management professionals, though, have a responsibility to work with the public to engage in communication about water and environmental risks. Because limited research in water management examines organizational communication practices and perceptions, insights into research and practice can be gained through investigation of current applications of these risk communication efforts. Guided by the CAUSE model, which explains common goals in communicating risk information to the public (e.g., creating Confidence, generating Awareness, enhancing Understanding, gaining Satisfaction, and motivating Enactment), semistructured interviews of professionals (N = 25) employed by Texas groundwater conservation districts were conducted. The interviews examined how CAUSE model considerations factor in to communication about drought and water availability risks. These data suggest that many work to build constituents’ confidence in their districts. Although audiences and constituents living in drought‐prone areas were reported as being engaged with water availability risks and solutions, many district officials noted constituents’ lack of perceived risk and engagement. Some managers also indicated that public understanding was a secondary concern of their primary responsibilities and that the public often seemed apathetic about technical details related to water conservation risks. Overall, results suggest complicated dynamics between officials and the public regarding information access and motivation. The article also outlines extensions of the CAUSE model and implications for improving public communication about drought and water availability risks.  相似文献

After the Seveso disaster occurred more than 40 years ago, there has been an increasing awareness of the potential impacts that similar accident events can occur in a wide range of process establishments, where the handling and production of hazardous substances pose a real threat to society and the environment. In these industrial sites denominated “Seveso sites,” the urgent need for an effective strategy emerged markedly to handle hazardous activities and to ensure safe conditions. Since then, the main challenging research issues have focused on how to prevent such accident events and how to mitigate their consequences leading to the development of many risk assessment methodologies. In recent years, researchers and practitioners have tried to provide useful overviews of the existing risk assessment methodologies proposing several reviews. However, these reviews are not exhaustive because they are either dated or focus only on one specific topic (e.g., liquefied natural gas, domino effect, etc.). This work aims to overcome the limitations of the current reviews by providing an up-to-date and comprehensive overview of the risk assessment methodologies for handling hazardous substances within the European industry. In particular, we have focused on the current techniques for hazards and accident scenarios identification, as well as probability and consequence analyses for both onshore and offshore installations. Thus, we have identified the research streams that have characterized the activities of researchers and practitioners over the years, and we have then presented and discussed the different risk assessment methodologies available concerning the research stream that they belong to.  相似文献

Understanding the nature of service failures and their impact on customer responses and designing cost‐effective recovery strategies have been recognized as important issues by both service researchers and practitioners. We first propose a conceptual framework of service failure and recovery strategies. We then transform it into a mathematical model to assist managers in deciding on appropriate resource allocations for outcome and process recovery strategies based on customer risk profiles and the firm's cost structures. Based on this mathematical model we derive optimal recovery strategies, conduct sensitivity analyses of the optimal solutions for different model parameters, and illustrate them through numerical examples. We conclude with a discussion of managerial implications and directions for future research.  相似文献

Subsurface energy activities entail the risk of induced seismicity including low‐probability high‐consequence (LPHC) events. For designing respective risk communication, the scientific literature lacks empirical evidence of how the public reacts to different written risk communication formats about such LPHC events and to related uncertainty or expert confidence. This study presents findings from an online experiment (N = 590) that empirically tested the public's responses to risk communication about induced seismicity and to different technology frames, namely deep geothermal energy (DGE) and shale gas (between‐subject design). Three incrementally different formats of written risk communication were tested: (i) qualitative, (ii) qualitative and quantitative, and (iii) qualitative and quantitative with risk comparison. Respondents found the latter two the easiest to understand, the most exact, and liked them the most. Adding uncertainty and expert confidence statements made the risk communication less clear, less easy to understand and increased concern. Above all, the technology for which risks are communicated and its acceptance mattered strongly: respondents in the shale gas condition found the identical risk communication less trustworthy and more concerning than in the DGE conditions. They also liked the risk communication overall less. For practitioners in DGE or shale gas projects, the study shows that the public would appreciate efforts in describing LPHC risks with numbers and optionally risk comparisons. However, there seems to be a trade‐off between aiming for transparency by disclosing uncertainty and limited expert confidence, and thereby decreasing clarity and increasing concern in the view of the public.  相似文献

Clinical professionals working in end-of-life (EOL) contexts are frequently relied upon to address questions of meaning with dying and bereaved persons. Similar to the gulf between researchers and practitioners besetting the larger healthcare community, the voices of EOL practitioners are often underrepresented in the empirical literature. This study aimed to further the dialogue in the field of thanatology by surveying and describing the therapeutic approaches that EOL practitioners most commonly report using to facilitate meaning-making. A total of 119 practitioners from a range of EOL disciplines were surveyed to write about their intervention strategies for helping clients/patients make sense of loss. Overall, participants discussed using 23 different therapeutic approaches that comprised three overarching categories: 1) presence of the helping professional; 2) elements of the process; and 3) therapeutic procedures. Importantly, the results also indicated that practitioners from the different EOL occupations are converging on many of the same strategies for promoting meaning-making. Implications for future research on evaluating the effectiveness of meaning-making interventions are also discussed.  相似文献

Supply chain risk management (SCRM) is a nascent area emerging from a growing appreciation for supply chain risk by practitioners and by researchers. However, there is diverse perception of research in supply chain risk because these researchers have approached this area from different domains. This paper presents our study of this diversity from the perspectives of operations and supply chain management scholars: First, we reviewed the researchers' output, i.e., the recent research literature. Next, we surveyed two focus groups (members of Supply Chain Thought Leaders and International SCRM groups) with open‐ended questions. Finally, we surveyed operations and supply chain management researchers during the 2009 INFORMS meeting in San Diego. Our findings characterize the diversity in terms of three “gaps”: a definition gap in how researchers define SCRM, a process gap in terms of inadequate coverage of response to risk incidents, and a methodology gap in terms of inadequate use of empirical methods. We also list ways to close these gaps as suggested by the researchers.  相似文献

The rapid growth of global telecommunication networks, and in particular the Internet, has placed emphasis on electronic mail's potential as an interorganizational communication medium allowing people from different organizations to communicate, gather information, form teams, and pass knowledge across time and place. An important area of research is to understand those factors affecting interorganizational computer-mediated communication usage decisions. This study examines how interorganizational electronic mail (email) systems are being used and what factors relate to this use. This was accomplished by electronically surveying a randomly selected sample of interorganizational email users. The 613 Internet-based respondents were located in 20 different countries and were from education, business, and government. This research examines the characteristics of interorganizational email users, their perceptions of task and channel attributes, and the relationship between these characteristics and interorganizational email use. Three empirically derived patterns of interorganizational email use emerged that showed it was regularly used for broadcast, task, and social communication. Broadcast usage, which reflects an informationgathering communication function, most likely through public bulletin boards, electronic discussion groups, and list servers, was the most frequent use of interorganizational email. Multivariate regression tests showed that the three different usage types were best predicted from different sets of independent variables. Results support past claims that there is a need to differentiate among types of use in explaining computermediated communication usage behavior. Implications and recommendations for both researchers and practitioners are drawn from the results.  相似文献

Current work on risk communication offers practitioners helpful guidelines and rules such as "speak clearly" and "speak with compassion." While important, these guidelines have limitations. They offer practitioners and scholars little aid in determining why a communication encounter failed. Also, they do not help practitioners anticipate and overcome likely difficulties in future risk situations, nor can they help locate information about how to reduce these difficulties. To overcome the limitations of rule-based approaches to risk communication, this paper describes a diagnostic or problem-solving approach. This approach maintains that instead of rules, people need bases for anticipating likely obstacles to effective communication and selecting approaches that reduce these difficulties. Research on building trust, increasing awareness, deepening comprehension, gaining agreement, and motivating action is available in fields such as communication, educational psychology, science education, marketing, counseling, negotiation, and disaster response. This paper describes a framework that assists scholars and practitioners in: (a) identifying communication goals; (b) determining principal obstacles to those goals; and (c) selecting research-based methods for overcoming or minimizing these difficulties and achieving communication objectives.  相似文献

This paper explores reasons for difficulties in communicating risks among analysts, the laypublic, media, and regulators. Formulating risk communication problems as decisions involving objectives and alternatives helps to identify strategies for overcoming these difficulties. Several strategies are suggested to achieve risk communication objectives like improving public knowledge about risks and risk management, encouraging risk reduction behavior, understanding public values and concerns, and increasing trust and credibility.  相似文献

Over the past 20 years one basic question which has occupied the attention of both researchers and practitioners in the strategic management field is ‘with whom and how do firms compete?’ How research in strategy has attempted to answer this question over the past 20 years is the subject of this article. We begin by reviewing the literatures on industrial organization, spatial competition, strategic groups, cognitive communities and networks and examine how each of these theoretical perspectives have been used to answer basic questions of competition and rivalry. We then show how the resource-based view of the firm and the theory of competence-based competition can be used to integrate these perspectives. We conclude by proposing six issues which should motivate future strategy research, and which can help and enhance our understanding of how firms compete.  相似文献

This paper reports on an experiment to test the hypothesis that people respond better to risk communication that reflects more closely the conditions of their social and cultural lives. The experiment used the case of radon to determine whether technical or narrative forms of risk communication were more effective at drawing people's attention, imparting information, and modifying behavior. Two series of articles on radon were placed in the local newspapers of two Massachusetts communities. Homeowner attitudes, knowledge, and responses were monitored in baseline and follow-up telephone surveys. A third community was selected for comparison. The newspaper series were developed on the basis of previous research and six focus groups conducted with homeowners. The technical series presented authoritative, factual risk information, in the scientific style of the passive voice with generalized and impersonal language. The narrative series consisted of dramatized accounts of individuals making decisions about radon testing and mitigation, written in a more personal style. The findings from the focus groups confirm the results of previous studies, but the small size of the follow-up samples was a limiting factor in drawing definitive conclusions about the relative effectiveness of the two formats. The experiment demonstrates the difficulty of any risk communication effort on radon and underscores the need for good research design.(ABSTRACT TRUNCATED AT 250 WORDS)  相似文献

Communicating probability information about risks to the public is more difficult than might be expected. Many studies have examined this subject, so that their resulting recommendations are scattered over various publications, diverse research fields, and are about different presentation formats. An integration of empirical findings in one review would be useful therefore to describe the evidence base for communication about probability information and to present the recommendations that can be made so far. We categorized the studies in the following presentation formats: frequencies, percentages, base rates and proportions, absolute and relative risk reduction, cumulative probabilities, verbal probability information, numerical versus verbal probability information, graphs, and risk ladders. We suggest several recommendations for these formats. Based on the results of our review, we show that the effects of presentation format depend not only on the type of format, but also on the context in which the format is used. We therefore argue that the presentation format has the strongest effect when the receiver processes probability information heuristically instead of systematically. We conclude that future research and risk communication practitioners should not only concentrate on the presentation format of the probability information but also on the situation in which this message is presented, as this may predict how people process the information and how this may influence their interpretation of the risk.  相似文献

There are many reasons that people, when warned of an impending extreme event, do not take proactive, self-defensive action. We focus on one possible reason, which is that, sometimes, people lack a sense of agency or even experience disempowerment, which can lead to passivity. This article takes up one situation where the possibility of disempowerment is salient, that of Rohingya refugees who were evicted from their homes in Myanmar and forced to cross the border into neighboring Bangladesh. In their plight, we see the twin elements of marginalization and displacement acting jointly to produce heightened vulnerability to the risks from extreme weather. Building on a relational model of risk communication, a consortium of researchers and practitioners designed a risk communication training workshop that featured elements of empowerment-based practice. The program was implemented in two refugee camps. Evaluation suggests that the workshop may have had an appreciable effect in increasing participants' sense of agency and hope, while decreasing their level of fatalism. The outcomes were considerably more positive for female than male participants, which has important implications. This work underscores the potential for participatory modes of risk communication to empower the more marginalized, and thus more vulnerable, members of society.  相似文献
