Drawing on official acts of Western multicultural democracies – predominantly the UK Nationality, Immigration and Asylum Act (2002) and its accompanying documents and actions – this article investigates, via an engagement with Judith Butler, the constitution of ‘the biopolitics of immigration’. It also argues that the biopolitics of immigration both presupposes – in the form of an injunction – and produces a certain ethics: what the author calls, drawing on Butler's work, ‘an ethics of bodies that matter’. This ‘ethics of bodies that matter’ will be seen as a source of political hope; it will guarantee the possibility of enacting differently the political acts that regulate the issues of asylum, immigration and nationality.  相似文献

It is often argued that countries hosting large populations of skilled immigrants might benefit from their cultural and economic competencies in the development of international trade networks. Yet, in so doing, the state can be criticized for fetishizing the ethnic immigrant in market terms in order to extract ‘ethnic surplus value’. In this article, I examine these debates empirically in the case of India–Canada immigration and trade using interviews with traders, officials and immigrant entrepreneurs in British Columbia, Canada. Findings suggest that the supposedly positive relationship between trade and immigration is not obvious in the India–Canada case and there is no convincing evidence of the state managing successfully to extract ‘ethnic surplus value’. Rather, what appears most compelling is evidence of what can be termed a discourse of regional disadvantage circulated by immigrant and non‐immigrant business actors alike regarding the nature of India–Canada relations. Interview respondents link this discourse of disadvantage to the regional history of Indian immigration to Canada, which has traditionally comprised Sikhs from rural Punjab, and it functions to essentialize Indian immigrant ethnicity spatially within both the Indian and Canadian contexts. I focus on the theme of the extraction of ‘ethnic surplus value’ and regional disadvantage to reveal the limitations of both arguments about the economic nature of immigrant‐led network development. In both cases, I challenge these ideas with a critical emphasis on the role of immigrant agency and offer a more nuanced and complicated reading of the role of the state. As a result, I offer a detailed reading of how socio‐spatial immigrant networks are formed and operate at the regional scale, and how this complicates more abstract theoretical formulations regarding the trade and immigration nexus.  相似文献

Interculturalism provides the core framework for immigration‐related policies in Catalonia, while remaining deeply intertwined with Catalan nationalism. We first identify ‘intercultural nationalism’ as the core doctrine through which Catalan nationalist discourse has been articulated in relation to immigration. We trace interculturalism's origins to nationalism in Quebec and argue that, in Catalonia also, regional immigration policies have been constructed in opposition to those of the central state, while attempting to involve immigrants closely in subnational belonging and social cohesion. Second, we investigate whether interculturalism is durable during economic and political crises, arguing that intercultural policies did not change following the economic recession of the 2010s. This harmonises with broader interpretations that de‐emphasise the role of economic factors in ethnic conflicts. In conclusion we note how the continuing resilience of interculturalism in Catalan policies on immigration contrasts sharply with the rise of xenophobia elsewhere.  相似文献

This article problematises the ‘vulnerables’ category that the United Nations High Commissioner for Refugees applies to groups of refugees. Drawing on 9 months’ qualitative research with young Congolese refugees in Uganda, it presents research subjects’ self‐identification and lived realities that do not correspond to the homogenous, fixed ‘vulnerables’ ideal. Moreover, it argues that the ‘vulnerables’ categorisation approach can provoke a number of counter‐productive effects, including a focus on symptoms rather than causes, inflated numbers of ‘vulnerables’ and undermining indigenous support structures. An alternative approach that interrogates and addresses the contextual and relational aspects of vulnerability is proposed.  相似文献

The task of theorising the self has been of little interest historically in systemic therapy, yet becomes more interesting in the postmodern turn to the narrative metaphor and social constructionist ideas. Within this frame, the self is theorised as relational, fluid, and existing in narrative. The ‘postmodern narrative self’ counters modernist assumptions of self as an autonomous and fixed ‘internal’ entity, and brings with it theory and practice possibilities. However, any theory also brings limits, and this paper explores the limits of the central ideas of the postmodern narrative self. Through questioning and discussion, an argument is made for holding a dialectic in our thinking about the relational and autonomous self, for acknow-ledging very real boundaries on the fluidity of self, and for thinking of narrative as one way of knowing self, rather than exclusively constituting the ‘being’ of self.  相似文献

This article adopts a genealogical approach in examining Israeli immigration policy by focusing on the situation confronting African asylum seekers who have been forced back into Egypt, detained and deported but who have not had their asylum claims properly assessed. Based on immigration policies formulated at the time of Israeli independence, whose principle objective was to secure a Jewish majority state, we argue that Israel's treatment of African asylum seekers as ‘infiltrators’/economic migrants stems from an insistence on maintaining immigration as a sovereign issue formally isolated from other policy domains. Such an approach is not only in violation of Israel's commitment to the Refugee Convention, it directly contributes to policies which are ineffective and unduly harsh.  相似文献

This article examines recent anti-immigration initiatives, like California's Proposition 187, in light of the contemporary processes of economic and political reorganization that seem to have undermined the viability of the nation state (i.e. the globalization of the market economy and the end of the cold war). It argues that anti-immigration discourse works on a symbolic level to recuperate a coherent sense of national identity in response to the social and psychic ‘alien-nation’ caused by the global penetration of capitalism. The study compares two similar yet distinctly different moments of mass immigration- Chinese immigration in the late nineteenth century and ‘illegal’ immigration in the late twentieth- to determine (1) why these mass migrations have elicited legal regulation when others have not, and (2) what might be done to disrupt the re-emergence of a paradigm of legislated exclusion in the current case. It concludes by examining the conditions of possibility for collective political action within a mass-mediated public sphere. Specifically, I ask how resistance to the historical paradigm of legislated exclusion might best be mobilized from within a public sphere dominated by visual media that not only personalize the political, but also exacerbate the inequalities of access to public life endemic to liberal democratic political theory.  相似文献

Situated in China’s neoliberal context and its rapid development of information communication technologies (ICTs), this study aimed to examine how disabled people in China transformed themselves into new self-enterprising subjects in the wave of ‘Internet?+?Disability.’ In order to answer this question, this study tried to develop an analytical framework to illustrate the disability practices that situated in the ICTs and neoliberal context, underpinned by the discourse of ‘self as enterprise,’ and demonstrated by the practices of entrepreneurship and employment. Based on the research design of case studies and methods that included ethnographic participant observation and in-depth interviews, this study explained how a disabled entrepreneur, Mr. Yuan, took advantage of the wave of ‘Internet?+?Disability’ to realize his dream of entrepreneurship and face the uncertainties of a precarious entrepreneurship. It also explained how Mr. Yuan’s employees achieved their dreams of employment but suffered the precariousness of enterprising subjects.  相似文献

The concept of an immigration industrial complex draws from previous work on the prison industrial complex and the military industrial complex. All three of these complexes point to the ways that the interests of government bureaucracies, corporate elites, and politicians shape laws and policies. This article explains how the undocumented status of migrants provides advantages to at least three groups: (a) media pundits who make their careers railing against ‘illegal aliens’; (b) politicians who use undocumented migrants as scapegoats; and (c) contractors who profit from massive immigration enforcement expenditures. The disenfranchised status of undocumented migrants enhances the ability of each of these groups to benefit from their presence. This confluence of interests explains why Congress has not enacted viable immigration policies that effectively deal with the ‘problem’ of illegal immigration. Foreign labour force participation in Sarawak is thirteen per cent (about 138,027) workers from Indonesia, Philippines, Myanmar, China and India, among others. This article attempts to describe the management of foreign labour employment in Sarawak. It also attempts to identify challenges and issues that current migration regulations have generated and which have impacted the society. Using the Filipino migrant workers as informants, a two-year period of fieldwork observation was conducted, using personal interviews and observations following the ‘mobile ethnography approach’. While Sarawak maintains its immigration control as part of the State safety net, the interplay between state and federal laws engenders contradictions that may be detrimental to the people and to society. This article argues that the claimed autonomous position of Sarawak in regard to immigration is not equated to better labour migration management in relation to the federal government’s approach to labour migration in Malaysia.  相似文献

Family reunification is widely seen as a relatively stable feature of the contemporary U.S. immigration regime protected by the nation’s liberal democratic institutions and humanitarian values. Drawing on critical scholarship that situates immigration policies in racial nation‐building projects, this article explores the development of U.S. family‐based admission policies from 1965 to the early 2000s. I bring attention to the role of racial family logics in the changing character and meaning of these policies. Racial family logics reflect the emergent and contested ways in which families are both idealized and institutionally organized in relation to the state, the economy, and other social institutions to support racial projects. A normative conception of “the family” as a white, heterosexual, male wage earner, nuclear household unit informed the 1965 U.S. Immigration and Nationality Act and its emphasis on family‐based admissions. However, by the 1990s, the landscape of immigration, race, and family in the United States had shifted quite dramatically. The family‐based admissions system was now associated with immigrants from Asia and Latin America rather than Europe. The “browning” of the system was accompanied by its incorporation into racialized projects of state discipline, surveillance, and control over those deemed “undeserving” in relation to neoliberal values of self‐reliant and self‐regulating families.  相似文献

This paper examines the relationship between the state and the individual in relation to an aspect of mundane family life – the feeding of babies and young children. The nutritional status of children has long been a matter of national concern and infant feeding is an aspect of family life that has been subjected to substantial state intervention. It exemplifies the imposition upon women the ‘biologico‐moral responsibility’ for the welfare of children ( Foucault, 1991b ). The state's attempts to influence mothers’ feeding practices operate largely through education and persuasion. Through an elaborate state‐sponsored apparatus, a strongly medicalised expert discourse is disseminated to mothers. This discourse warns mothers of the risks of certain feeding practices and the benefits of others. It constrains mothers through a series of ‘quiet coercions’ ( Foucault, 1991c ) which seek to render them self‐regulating subjects. Using data from a longitudinal interview study, this paper explores how mothers who are made responsible in these medical discourses around child nutrition, engage with, resist and refuse expert advice. It examines, in particular, the rhetorical strategies which mothers use to defend themselves against the charges of maternal irresponsibility that arise when their practices do not conform to expert medical recommendations.  相似文献

The nation‐state is par excellence a product of ‘modernity’ in Europe. Its supercession has been trumpeted of late, hard on the heels of the fashion for post‐modernity. However, the self‐service conceptions of political identity that pertained until the end of the Cold War now need to be discarded as ethnicity and nationhood evidently become the predominant obsessions of the 1990s. International migration creates unique gendered work‐family contexts that profoundly affect individual lives in various ways. This paper examines how immigration impacts women’s status in the labor force and in the family. Immigrant women who are laborers, self‐employed entrepreneurs, and professionals experience very different changes in gender relations and work status resulting from immigration. While some become more egalitarian, others remain patriarchal; some enter the paid labor force for the first time, whereas others retreat from prominent careers to become homemakers; some are powerful in certain areas but vulnerable in others. Immigrant women’s gains and losses in their work and family domains are full of variations, contradictions, and constraints. In addition to reviewing the current state of knowledge in this area of study, this paper discusses parallels across scholarly work, inadequacies in the literature, and directions for future research.  相似文献

This article presents the findings of a critical discourse analysis study of the constructions of people with disabilities within the Canadian immigration system and how this shapes the immigration experiences of people with disabilities, especially those from countries in the Global South. Findings suggest that dominant discourses of opportunities not only construct Canada as a ‘land of dreams’ for immigrants and newcomers but are also used to hide, justify, normalize and facilitate the operation of ableist, racist and colonial discourses that immigrants and newcomers with disabilities experience during their immigration. Recommendations for settlement workers involved in facilitating the settlement and integration process for immigrants and newcomers with disabilities are also presented. The article concludes by emphasizing the actual and potential contributions of postcolonial and critical disability lenses for a social justice-oriented practice at the intersection of disability and immigration.  相似文献

This article contends that homogenisation of the term ‘self‐interest’– in sociological and economic discourse – has resulted in many misconceptions about what particular doctrines of ‘self‐interest’ were instituted to achieve at certain historical periods and in specific cultural milieux. At its worst, the article argues, this has led to a misunderstanding of the import of particular doctrines of self interest,which are read in terms of general tradition – such as that which views self‐interested conduct as a natural faculty – rather than in terms of the context specific aims of those advocating them. The article attempts to show how, historically, there have been quite significant changes in the characterisation of the ‘self’ deemed to be ‘self‐interested’. In particular, it focuses on the ‘self’ of certain early modern conceptions of self interest, and suggests this creation is best viewed not as a subjectivity transcendentally presupposed by experience, but as one historically cultivated to counter the exigencies of particular circumstances – the disaster of perpetual ‘warre’ in 17th century Europe – and to meet the purposes of a certain way of life – existence in the civitas.  相似文献

The bodies produced by the violent practice of suicide bombing are a source of horror and disgust. They are, in feminist psychoanalyst Julia Kristeva's concept, abject: that which defies borders and is expelled to create the self. As ‘abject bodies’, suicide bombers' bodies frustrate attempts at calculation and rational control of security risks, and, in their mutilated flesh, expose as unstable the idea of the body as a whole with clearly defined boundaries between inside and outside. Female suicide bombers, whose bodies are already considered ‘abject’, produce a politics of the body that exceeds narratives of victimhood, and whose very monstrosity symbolically threatens the foundations of the nation-state. Attempts at constructing subjects out of the mutilated bodily remains of victims and perpetrators of suicide bombings are key practices in the production of the state and gendered subjects. The practice of suicide bombing and efforts to recover and resignify bodies reveals how power molds and constitutes the border of the body and state simultaneously. The explosive body of the suicide bomber thus has destabilizing effects beyond the motivations of its perpetrators and exposes the political work necessary to maintain the illusion of secure, bounded bodies and states.  相似文献

The article aims to investigate the intersection of legislative dimensions, economic conditions and intimate life contributing to racialising and marginalising the poorest non-European migrants. First, this article focuses on the central role played by the private life in claiming citizenship rights and in building a sense of belonging within migratory contexts. As a result, mixed couples become a border zone through which the state disciplines immigrants according to their class, nationality and gender. On the other side, mixed couples and their intimate lives define resistance against the state’s biopolitical power to control people and become the space of intimate citizenship. Second, the article analyses the matrix for immigrants’ exclusion and differentiation embodied within the institutional and legislative system through immigration and citizenship laws. Therefore, the ‘coloniality power matrix’ becomes an active component of the naturalisation system of social differences at an institutional level.  相似文献

The attacks on the World Trade Center and the Pentagon on 11 September 2001 (9/11) radically destabilized the US sense of self and thus necessitated a particular reassertion of state identity that pivots violently on gender and race. This identity draws upon hypermasculinity, a religious code of ethics and the constitutive differences between Self/Other necessitating the persistent and forceful coding, interpretation and targeting of particular actors and politics as Islamic fundamentalist. In particular, 9/11's post-traumatic space requires US participation in an orientalist project that institutionalizes gendered and racialized violence through the infantilization, demonization, dehumanization and sexual commodification of the ‘Other’. The US state project to ‘save’ its identity intertwines religion, ideology and conflict so as to permanently etch within the American psyche a fear/loathing/paternalism regarding the ‘Orient’ abroad and within. This article proposes a feminist theoretical framework for empirically understanding and recognizing orientalism's logic in US state identity making.  相似文献

This article examines the conjuncture in the last decade of the political, economic, demographic and cultural forces in the USA that have facilitated the emergence of a complex identity category, the ‘single mom’ – a category that has come to stand for the failure of the welfare state and the purported possibilities of neo-liberal self-sufficiency as well as for the rearticulation of those conditions. The ‘rationalities of government’ that make freedom an increasingly difficult state for poor women to achieve are connected to the production of a set of ‘practices of the self’, in the form of cultural texts ranging from self-help literature to television and film that represent and advise single mothers on how to demonstrate their self-sufficiency and self-governance. It is argued that analysis of single mothers is a critical component of understanding current social conditions as they are played out in the USA in the realms of domesticity, family and mothering, realms often given short shrift in comparison to cultural studies' work on public cultures and spaces.  相似文献
