First Nations (Native American) children are greatly overrepresented in the Canadian child welfare system, and disproportionality in the substantiation of maltreatment contributes to this overrepresentation. This study explores the factors driving disproportionality in the substantiation of maltreatment and, more specifically, neglect. Data from the Canadian Incidence Study of Reported Child Abuse and Neglect (2008) are used in multivariate analyses which examine the relationship between the substantiation of maltreatment/neglect and worker assessments of case, child, household, and caregiver characteristics. These case factors fully explain disproportionality in maltreatment substantiation for First Nations and non-Aboriginal children; the disproportionality reflects underlying differences in the case, child, household and caregiver characteristics identified in First Nations and non-Aboriginal investigations. However, case factors do not fully explain disproportionality in substantiation of neglect-only investigations. Further analysis indicates that the weight that workers assigned to caregiver substance abuse, housing problems, and presence of a lone caregiver when substantiating neglect also differed for First Nations and non-Aboriginal children. Discussion of these findings explores possible explanations for these differences, and links to broader discussions around definitions of neglect and the role of substantiation in child welfare decision making processes.  相似文献

This study examined racial disparity in impacts that welfare use, substance abuse, depression, and intimate partner violence (IPV) make on substantiation of reported child maltreatment. A sample of 1493 African Americans, 848 Hispanics, and 2144 Whites was employed, extracted from the National Survey of Child and Adolescent Well-Being. Logistic regression results indicated that each ethnic subsample had a distinct set of significant risk factors for substantiation. For the African American subsample, relatively long periods spent receiving Temporary Assistance for Needy Families (TANF) reduced likelihood of substantiation, as did caregivers' alcohol dependence. For the Hispanic subsample, TANF receipt lowered substantiation's likelihood, while caregivers' drug use raised its likelihood. For the White subsample, caregivers' TANF receipt and substance abuse showed no significant impact. No subsample's substantiation likelihood appeared significantly affected by depression or IPV. Implications for services are suggested.  相似文献

The purpose of the current study was to assess a structural level explanation of racial disparity in child maltreatment. Using data from Florida counties (1998–2001) and the 2000 census, the effects of poverty, concentrated poverty, and female‐headed families in poverty on Black, White, and the difference between Black‐White rates of child maltreatment were assessed (N= 67). Results suggested that the structural covariates of maltreatment vary by race and that differences in female‐headed families in poverty can explain some, but not all, of the Black‐White racial disparity in child maltreatment. Increasing programs that focus on reducing poverty among female‐headed Black families and the exposure of Black families to concentrated poverty should decrease some of the overrepresentation of Black children in the child welfare system.  相似文献

This study examines the relationship between state-level child welfare spending and two important decision points in the child welfare system: the decision to screen out a referral and the decision to substantiate. The model is estimated using a pooled fractional probit estimator that controls for year effects and state-level clustering. The findings suggest that decreases in state-level child welfare expenditures predict increases in the proportion of referrals that are screened out and decreases in the proportion of maltreatment claims that are substantiated. The results are robust to the inclusion of caseload and federal spending as control variables, to the exclusion of states known to have changed their screening or funding practices during the sample period, and to the use of combined state and local child welfare expenditures as an explanatory variable in lieu of state-level child welfare expenditures. The findings imply that the amount of money a state spends on child welfare may influence important decisions in the child welfare process.  相似文献

Children of color are overrepresented in child welfare in Iowa at a rate double their percentage of the population. In 2005 the Iowa Department of Human Services implemented two pilot demonstration projects to address overrepresentation of Native American and African American children in the child welfare system. The projects, called the Minority Youth and Families Initiative (MYFI), included ongoing evaluation. Results obtained over two years indicate improved worker and participant alliance, family functioning, and outcomes for children. Findings are discussed and recommendations are provided for further improvements in practice, research, and evaluation to reduce racial disparities the child welfare system.  相似文献

This study explores factors related to drug-exposed infants' case substantiation and subsequent child maltreatment. Child protective services computerized administrative data (from January 1998 to October 2001) were obtained from an urban Nevada county. The data included 457 drug-exposed infant cases. Chi-square, t-test, one-way ANOVA, and logistic regression were used to analyze the data. Results indicate that: (1) drug-exposed infant case substantiation was related to the type of drug exposure and the unit to which the case was assigned, but not to the mother's ethnicity; and (2) subsequent maltreatment among drug-exposed infants was related to the mother's age and prior parental alcohol abuse, but not to the type of drug exposure, nor to the initial drug-exposed infant status of case substantiation. Implications for child welfare practice and research are discussed.  相似文献

There exists a healthy debate about the process and value of substantiation in child welfare. Much of this debate focuses on understanding whether substantiated and unsubstantiated allegations of maltreatment share equal risk of recurrence. In the current study we seek to advance this debate by extending the analyses to focus specifically on the risk of juvenile delinquency. We also seek to determine whether the relationship between substantiation and delinquency varies by race and gender. Our sample includes 38,223 youth between 5 and 16 years of age from Los Angeles County. We use propensity score matching to create relatively equivalent groups and use Cox Regression to model the risk of juvenile arrest. The results indicate that the relative risk ratio of arrest is 2.2 times greater for youth associated with a substantiated report of maltreatment as compared with similar youth associated with an unsubstantiated report of maltreatment. Older youth, and African American youth are also at an increased risk of juvenile arrest. These findings indicate that the process of substantiation is not without merit - as investigators and supervisors are clearly able to distinguish cases based on individual risks and strengths.  相似文献

Children under one year of age are highly vulnerable to child maltreatment, which can lead to serious immediate and long-term physical and mental health consequences. Child welfare workers encounter unique challenges when assessing allegations of maltreatment involving infants. This study identifies correlates of maltreatment substantiation in a sample of 793 infants less than one year of age investigated by child welfare. It is based on data from the 2003 Canadian Incidence Study of Reported Child Abuse and Neglect (CIS-2003), a national study of reports of child maltreatment. The analysis consisted of two stages. First, bivariate analyses were conducted using unadjusted odds ratios and chi-square tests on variables known to be associated with substantiation. In the second stage, a logistic regression was performed to examine these associations in a multivariate model.Multivariate findings suggest that certain vulnerabilities present in the primary caregiver, such as substance abuse and few social supports, as well as the child's positive toxicology at birth are associated with substantiated infant maltreatment. Exposure to domestic violence, which is reported mostly by the police, and physical harm stemming from maltreatment are strongly associated with substantiation, whereas reports of physical abuse and neglect have an inverse relationship. The authors discuss these results and implications for policy and programs.  相似文献

Upwards of 50% of youth reported to the child welfare system (CWS) do not receive mental health services, despite need. While children of color are less likely to receive services than Caucasians, the mechanisms through which disparities are sustained remain largely unknown. Data come from two nationally representative cohorts of youth who were referred to the CWS in 1999 and 2009. Results showed that while need for mental health services decreased, significant differences in the number of children who received services was not detected between cohorts. African American youth were less likely to receive services compared to their Caucasian counterparts, even after controlling for age, gender, type of maltreatment, and placement instability. However, after taking into account urbanicity, poverty, and the organizational-social context, the disparity between African American and Caucasian youth dissipated. Service disparities between Latino and Caucasian youth were not detected. The odds of service receipt were lower among youth nested within stressful organizational climates and urban (versus rural) counties, and the organizational-social context did not moderate the relationship between race and service receipt. Findings underscore the need to develop and implement strategies to increase access to services in urban counties and to promote an organizational climate conducive to reducing racial disparities.  相似文献

Racial similarities and disparities in the education and employment of 134 African American and 574 White adults placed in foster care as children were examined. Logistic regression was used to compare differences among these young adult alumni who were served by a voluntary foster care agency in 23 U.S. communities. When controlling for demographic background, risk factors, and foster care experiences, race/ethnicity was a significant factor only in the increased odds of White alumni having income at or above poverty level, three times poverty level, and home/apartment ownership compared to African Americans.  相似文献

Disproportionality and disparities in the treatment of children of color has been a growing concern in the child welfare system. System stakeholders have begun to recognize the problem through data, which help identify discrepancies within their jurisdictions. Nationally, the primary concern is the overrepresentation of African American children within the child welfare system, where African Americans represent proportions of the foster population at a level more than twice as high as they are represented in the community at large. In some jurisdictions, however, this is only one piece of the disproportionality concern. San Jose, for example, has both an overrepresentation of African American and an overrepresentation of Hispanic children in the child welfare system. Because San Jose’s child welfare population is unique, they have had to take a unique approach to addressing these concerns. This article outlines strategies and tools used to begin reducing disproportionality within the child welfare and juvenile dependency court system, using San Jose’s experience as an example. Some of the key approaches to addressing disproportionality include ensuring a systems approach (creating a Cross Agency Systems Team that prioritizes services for parents and children in various systems, e.g., mental health, substance abuse, etc.); addressing disproportionality from multiple perspectives and examining the roles’ of caseworkers, supervisors, service providers, judges, and attorneys; gaining community and system stakeholder buy-in by maintaining momentum and providing opportunities for dialogue about the complex issues facing families of color; using a data-driven approach to inform ongoing initiatives and changes in policy and practice (e.g., closely examining policies and practices such as the frequency of recommendations to by-pass reunification services); and implementing changes in practice at multiple levels including child welfare and on the bench. The examination of San Jose’s approach reveals challenges, successes, and lessons learned.  相似文献

This article examines current debates about how to reduce the overrepresentation of African American youth in the child welfare system and address related disparities. These debates reflect tensions between four long-standing perspectives in child welfare: expedient permanency, cultural continuity, family preservation, and social advantage. For each point of view, proponents' unique framing of the problem, use of research, and preferred intervention strategies are described. The emphasis of current federal policy on expedient permanency and transracial adoption is explored, followed by a detailed review of the literature evaluating the impact of this intervention on child and system-level outcomes. It is argued that conclusive evidence does not exist in support of transracial adoption and the expedient permanency perspective above others. Latino children are the largest and fastest growing ethnic minority group in the United States, and the proportion of child maltreatment victims who are of Latino ethnicity has been growing since 2000. However, our knowledge of the characteristics, maltreatment patterns, and risk factors associated with maltreatment among immigrant and U.S. born Latino children and their families has been incomplete. The goals of this study are to establish the national prevalence of immigrant and U.S. born Latino children who come to the attention of child welfare systems in the United States; to expand our knowledge regarding the role of nativity in child maltreatment patterns among Latinos; and to determine if disparities in child maltreatment patterns and risks exist among Latino families using data from the National Survey of Child and Adolescent Well-being. Despite considerable risks, data indicate that immigrant Latino children are slightly underrepresented among children who present to child welfare systems when compared to the general population. Moreover, no significant differences were observed between immigrant children and U.S. born children with regard to substantiation patterns. However, significant differences emerged between the two groups in risk factors and maltreatment type, warranting further investigation.  相似文献

Research suggests that early care and education (ECE) services, particularly center-based ECE, may help prevent child maltreatment and also mitigate some of the negative developmental outcomes associated with child maltreatment. There is also preliminary evidence to suggest that ECE could reduce the likelihood that maltreatment allegations will be substantiated by child welfare authorities and/or result in children being placed in out-of-home care. However, little is known about rates of ECE participation among children receiving child welfare services, nor the factors that determine ECE participation for this population. Data from the first wave of the National Survey of Child and Adolescent Wellbeing II, a nationally representative sample of children referred to the United States (U.S.) child welfare system (CWS) for suspected maltreatment, were used to measure the frequency with which 0–5 year olds participate in center-based ECE. Additionally, logistic regression analyses explored the effects of maltreatment type, substantiation, and children's living arrangements (i.e., with parents, relatives, or foster parents) on this outcome, controlling for a range of child and family covariates associated with ECE participation in the general population. Results indicate that less than a third of 0–5 year olds receiving child welfare services in the U.S. are participating in center-based ECE. Among the various categories of maltreatment type measured, being reported to the CWS for suspected physical abuse was associated with decreased odds of center-based ECE participation; however, other types of maltreatment, substantiation, and living arrangement were unrelated to center-based ECE participation. These findings suggest that, despite recent efforts by the U.S. federal government to promote ECE participation for CWS-supervised children, the vast majority of young children in the U.S. CWS are not receiving center-based ECE, and physically abused children are particularly disadvantaged when it comes to accessing these services.  相似文献

The overall purpose of this study was to examine the correlates of substantiation of child neglect or child abuse in children 0–48 months of age in five areas: (1) child characteristics, (2) parent characteristics, (3) home characteristics, (4) social characteristics, and (5) maltreatment characteristics. A second purpose was to compare the results of this study to the current body of child maltreatment research.This study uses an ex-post facto design. A random sample of cases from a large metropolitan area in the southwest was obtained. Families whose cases were substantiated for maltreatment were compared to families whose cases were not substantiated. The exposure of children to a dangerous environment and poor parental skill were predictive of the substantiation in the multivariate analysis. Parents with fewer parenting skills, such as the inability to effectively communicate, lack of impulse control and use of harsh discipline, were predictive of child maltreatment in the multivariate analysis. The bivariate analysis revealed additional 22 variables as correlates of the substantiation within the 5 factors.  相似文献

Criminal justice research frequently investigates relationships between punishment decisions and demographic characteristics of the accused, such as gender, race, and age. While there are many similarities between criminal justice and child welfare cases, research on child maltreatment has yet to examine potential demographic influences on case outcomes. The current study examines relationships between parent gender, type of maltreatment, and child removal among agency responses to child maltreatment cases. Using data collected by the National Data Archive on Child Abuse and Neglect Data System (NCANDS), we identify differences in the likelihood of child removal from the parental home across type of maltreatment and perpetrator gender. Our results indicate that mother perpetrators of physical abuse not only face significantly higher likelihood of removal than mother perpetrators of neglect, but are more at risk for losing their children than father perpetrators of both physical abuse and neglect. Findings suggest that gendered attributions and stereotypes regarding parenting can shape assessments of parents' blameworthiness, dangerousness, and rehabilitative potential. We propose that future research on child maltreatment cases adapt and apply justice concepts and frameworks to uncover potential unwarranted demographic disparities in agency decision-making.  相似文献

Child Abuse & Neglect, 49, 63–75. doi:10.1016/j.chiabu.2015.03.015], we assessed the decisions of professionals, such as to place the child in foster care or reunify her with her family, on the basis of a series of judgements (e.g. substantiation of alleged abuse and neglect, risk assessments) that are influenced by the characteristics of the case, the decision-making context, and mother's and child's wishes. We conclude that there are different approaches to the case based on different professionals' attitudes that can be classified in two groups: one more pro-removal and the other anti-removal. These groups presented different risk assessments and intervention recommendations, and their decisions where significantly influenced by the mother's and child's wishes. Furthermore, we have done comparisons with studies made in other countries, concluding that the country context can be an important factor that leads to different outcomes. Within the field of child welfare, critical questions have been posed about the intersecting issues of child maltreatment and poverty. The study of the quality and nature of this intersection has continued relevance in light of evidence showing the increased likelihood of maltreatment of children living in poverty. Although child welfare workers interact directly with families involved with the child welfare system, the study of workers’ perceptions of whether or not they address families’ poverty and, if so, how they go about it has not yet been conducted. The study presented begins to address this gap. Analysis from individual interviews with 30 child welfare workers revealed that they differed in their perception of whether or not poverty should be addressed by child welfare and how. Findings suggest workers do what they can despite various barriers, including families’ limitations and the fragile US social welfare safety net. Based on the findings, current practice models and policies that impact poverty and child maltreatment reduction are discussed.  相似文献

The circumstances leading to reports of emotional maltreatment are potentially unique from those of other abuse types. This study utilized data from the National Child Abuse and Neglect Data System (NCANDS), which is a federally sponsored effort requiring the submission of case-level data on all children who were subject to maltreatment investigations by state child welfare agencies. The central aims of this study were to examine case-level characteristics of sole occurrences of emotional maltreatment Child Protective Service (CPS) reports in an effort to address how caregiver and child risk correlates affect the substantiation of these allegations. A cluster analysis was performed to explore how the risk assessment factors grouped together; secondarily, the cluster groupings were examined in a logistic regression model to measure factors associated with substantiation of these abuse reports. Four unique clusters emerged, with one cluster absent any risk assessment factors entirely and another cluster solely composed of domestic violence. Caregiver risk factors with the highest odds of predicting report substantiation included caregiver substance abuse, domestic violence, and caregiver learning disabilities.  相似文献

In this study the authors explore racial disparities in the uses of sanctions and the different impact of sanctions on the economic well-being of African American and White TANF leavers. The study analyzed 907 African American and 1,336 White welfare leavers from the 1999 and 2002 data of the NSAF. Chi-square results show that sanctions are more significantly imposed to African Americans than Whites. On the other hand, regression results show that the impact of sanctions on the employment and family income of African Americans and Whites are comparable. Implications suggest that states need to have an appropriate sanction process, training programs for caseworkers, or other policy changes to reduce the racial disparities.  相似文献
